Mark Eldon-Roberts – Manager, Ship Operations & Qualifications

AMSA future marine

qualifications initiatives

Why new initiatives?

► Introduction of Marine Order 70 series

► Meeting industry needs

► Realising efficiencies

► Removing barriers

► Cutting ‘red tape’

► Reducing cost

Marine Order 71

As an example Marine Order 71 includes a range of

smaller vessel STCW certificates that include:

• Master <24 metres Foreign Going

• <500 GT - Watchkeeper Deck, Mate & Master

• Engineer Watchkeeper option to qualify for Chief

Engineer <3000 GT near-coastal

Education

Final Assessments

Providing technical advice to DVD to align near coastal

final assessments to reflect the processes and records

with Marine Order 70 series final assessments

Consideration for Future

Professional Development National Forum for education,

certification, audit and industry stakeholders.

Guest speakers - held over 2 days in a central location

Education

Education

• Near Coastal Diploma for Deck and Engineering is a

subset of the Diploma for STCW CoC allowing for skilling

progression alignment with career and CoC

progression from near coastal to STCW

• Revamping the STCW revalidation courses to bring them

in line with industry changes in technology, IMO model

courses and STCW Manilla amendment 2010

requirements

Sailing vessel endorsements

A certificate of competency as Master, of any capacity,

issued under MO71 may be endorsed in accordance with

MO70 for:

• Sailing vessels – square rigged

• Sailing vessels – fore and aft

Significant issues facing yachting qualifications

• Sea service, course content & duration

• No career pathway

• No AMSA approved STCW yachting course(s)

• No recognition of UK MCA STCW yachting certificates

• Course not recognised in the training package – MAR13

The Proposal

The Australian yachting industry to …………..

• Map the UK MCA STCW commercial yachting course(s)

against the Transport and Logistics Industry Skills Council

(TLISC) training package MAR13 Diploma course

• Produce a gap analysis of the competencies omitted and

required by the MO70 series, and

• Present the results to AMSA

A Workable Solution

AMSA to create a STCW commercial yachting course

and career pathway for those in the yachting industry by

…….

• Approving STCW commercial yachting course(s)

• Approving colleges to present the AMSA approved

STCW commercial yachting course(s) based on the UK

MCA syllabi

A workable solution …..

• Approving a bridging course to allow holders of a STCW

commercial yachting certificate to gain a full STCW

certificate, and

• Issue both full and yachting STCW certificates to those

that satisfy the AMSA requirements, including

Certificates of Recognition for equivalent certificates

Benefits to the yachting industry

• An Australian issued STCW commercial yachting

certificate recognised internationally

• A career pathway for those who wish to progress and

gain higher STCW qualifications

• Australia would recognise equivalent foreign yachting

certificates and issue Certificates of Recognition

Engineer Class 3 near coastal

► Engineer Class 3 near-coastal to be STCW

endorsed

► Pathways for existing Engineer Class 3 not issued

under the TLISC MAR training package

- Certificate of Safety Training & Advanced FF

- TAGs book

- Certificate of Medical Fitness (MO9)

- Final assessment

Australia Post

Realising efficiencies:

► Old system up to 80% error rate

► Applications are lodged on form AMSA419 and paid

for at one of 40 nominated Australia Post retail

outlets

► Australia Post will only accept complete

applications and will take the passport photo

► Guidelines on completing the form are available on

the AMSA website

Certification & Pilotage System Database

► Smartform to replace form AMSA419

► Data entered held with seafarer details

► Applicant able to view application process

► College course completions to be sent directly into

the AMSA qualifications database

► Seagoing service to be sent by shipping companies

directly into the AMSA qualifications database

► Result is a more secure and inclusive database

Future initiatives to be introduced

► All AMSA certificates to be issued as plastic credit

style certificates ( approximately 1Q 2015)

- Realising cost efficiencies

► Entry to the AMSA oral exam will require the

candidate to pass a pre-oral assessment

- Freeing up examiner time

- Better prepared applicants for oral exams

► Create pathway for RAN engs to gain SCTW CoC

Fact Sheets

►Why?

- Feedback from users about issues re access to website

information, and AMSA’s wish for continued improvement

- MO 70 series changes - review and redevelopment of the

Frequently Asked Questions - FAQs

► AMSA will also introduce FAQ’s on the International

website for seafarers to refer to

► Sample – question with drop down answer

What is Continued Competence?

The 2010 Manila amendments to the International Convention on the Standards of Training, Certification and

Watchkeeping for Seafarers 1978, as amended (STCW Convention), require serving seafarers to demonstrate

continued competence in sea survival and fire fighting to maintain the validity of their certificate.

This can be achieved by a combination of onboard training and experience (a letter from your employer stating you

have participated in onboard mandatory fire and abandon ship drills), and practical training ashore at an AMSA

approved training provider. This is in addition to the mandatory qualifying sea service revalidation requirements for

Masters and Deck & Engineer Officers.

The new continued competence requirement has been rolled into the revalidation requirements
