AMERICAN LEGION AUXILIARY MISSOURI GIRLS STATE April 2018 Dear Parent and Missouri Girls State Delegate: Congratulations on your selection as a delegate to the 2018 American Legion Auxiliary Missouri Girls State (ALA MGS). The session will be held at University of Central Missouri (UCM), Warrensburg, MO, June 24 – 30, 2018. The Girls State program has been designed by, and sponsored by, the American Legion Auxiliary since 1940. It is a unique learning experience for approximately 800 young women who have completed their junior year of high school. Participants have been selected by the American Legion Auxiliary and local high school educators. Delegates will receive information and instruction through handson experience in the process of city, county and state government. Delegates will be challenged to use initiative and imagination. Make the most of the week by ‘GETTING INVOLVED.’ DELEGATES MUST REMAIN AT ALA MGS FOR THE ENTIRE SESSION WHICH BEGINS SUNDAY, JUNE 24, UNTIL THE CONCLUSION OF THE PROGRAM ON SATURDAY, JUNE 30, 2018. Girls who leave ALA MGS before the last scheduled activity will not receive a certificate of completion for the program, this means she cannot add ALA MGS to college applications and will not be eligible to receive college credit from the University of Central Missouri (UCM) because the required hours of attendance have not been met. THE ONLY EXCEPTION IS FOR AN EMERGENCY. The ALA MGS Director reserves the right to grant any exceptions. Money will not be refunded to the sponsor or contributing organization if the delegate does not complete the entire program. (This includes illness and/or family emergency situations.)  Once  registered,  delegates  may  not  leave  campus,  so  you  may  want  to  eat  prior  to  registration,  bring something with you, or have your parents bring something back for you. We will have snacks and drinks for sale in the ALA MGS Shoppe on Sunday. Our first meal will be dinner at approximately 6 p.m.  If you arrive after 12:00 p.m., please report to the Director’s Office  in Ellis Hall, which  is  located on the main floor of Ellis Hall, north end. All delegates need to be registered and moved into Ellis Hall by 12:30 p.m. so that we can begin the week’s activities on time.  The first city meeting begins at 1:00 p.m.   GENERAL INFORMATION ALA MGS is divided into seven counties, and each county contains three cities. A city consists of approximately 35‐40 girls. Delegates will be divided  into two political parties, Nationalists and Federalists. During the week delegates will participate in elections and activities on the City, County and State levels.  BRIEFINGS:  The  American  Legion  Auxiliary Missouri  Girls  State  has  scheduled  several  briefings  to  deliver important  information  to  the delegates and  their  families.  It  is strongly encouraged  that you  find a  location convenient  for  your  schedule  and  attend  a  briefing.  The  schedule  of  briefings  and  ALA MGS  staff  contact information is included in this packet and is posted on the Delegate Info Page on the website. You can access the Delegate  Info page by clicking on the red bar on the far  left or the “Briefing Schedule 2018”  link on the home page.   IDENTIFICATION BADGES: Delegates will receive a nametag at registration. It is must be worn at all times. If it is lost, report it to a counselor immediately and a replacement will be made.  CLASSES OF INSTRUCTION: Each delegate must enroll in one of the classes held each morning Monday through Thursday. These classes will be  introduced and explained  in  the orientation assembly on Sunday afternoon. Each class will have an exam on Friday. Class choices will include: School of Business, Communication & Media, Executive/Leadership, International Politics, Law, Law Enforcement and Safety, and Legislative Procedure.    

ALA MGS DELEGATES ARE ONLY PERMITTED IN DESIGNATED CAMPUS BUILDINGS AS LISTED IN THE ACTIVITY SCHEDULE. SUMMER SCHOOL IS IN SESSION DURING OUR TIME ON CAMPUS. IT IS THE ALA MGS POLICY NOT TO INTERFERE WITH UCM CLASSES AND EVENTS DURING OUR TIME ON CAMPUS.  

 COLLEGE CREDIT:  Your  class,  along with  your participation  at ALA MGS, may make  you  eligible  for  college credit though UCM. These are not automatic credits for attending ALA MGS. The test scores and participation sheets (completed by each delegate) are turned over to the college and they evaluate each delegate’s record for the week. The college will notify you by August 5, 2018, via email, the results of your test and  if you are eligible  to apply  for credit. YOU have  to apply  for  these credits. Depending on  the college credit option you choose  (applying  for 2  credit hours or 3  credit hours),  the deadlines vary. So, please  check UCM’s  “Activity Schedule” in the packet. For 2018, UCM’s tuition for ALA MGS participants is $85 per credit hour. You will pay the transcript fee to have them sent to the college of your choice. This is not an automatic credit and it will be up  to  that  college  to  accept  or  reject  the  credits.  There  is  more  information  on  college  credit,  specific deadlines, and UCM contact information, later in this packet.  MEDICAL:  ALA MGS  provides  an  infirmary  in  Ellis  Hall,  N103, which  is  staffed  by  registered  nurses  24/7. Delegates  are  asked  to  report  any  illness  or  accidents  to  the  nurses  immediately.  Please  inform  your  City Counselor, or have a buddy  inform  the City Counselor,  if you are  injured so  that  they know where you are. Should  emergency medical  care be needed, parents will be notified  immediately,  and  the delegate will be taken to the Western Missouri Medical Center emergency room in Warrensburg for evaluation and treatment, or the medical clinic on the UCM campus.

 Medical information must be complete in case of illness or the need for emergency treatment. The insurance information and  signature of  the parent/guardian  section of  the American Legion Auxiliary Missouri Girls State health form is required. If the physician fails to sign the ALA MGS health form in the space provided, ALA MGS staff nurses cannot give even the simplest medical attention including aspirin, Tylenol, Rolaids, etc.  It is a medical liability issue and ALA MGS policy.  Each girl will visit the nurses station during registration, so this is a good  time  to discuss any concerns. Delegates will retain  their health  form and should carry  it  in  their 3‐ring binder during MGS.  Dietary Restrictions or Preferences (including gluten free, diabetic, food allergies, etc.) should be reported to the  Senior Nurse, Anita  Smith,  at 660‐265‐5115, or  [email protected]  as  soon  as possible  so arrangements can be made with food services. Vegetarian options will be available for all citizens at all meals and do not need to be reported to the nurse. Any other medical concerns can be communicated to the Senior Nurse via the contact information above.  

SECURITY:  All outside doors to Ellis Dorm will be locked and checked each evening. A 24‐hour office is manned by  the  University.  Two  Missouri  State  Highway  Patrol  Staff  are  assigned  to  provide  security,  as  well  as instruction  during  the week.  YOUR  SAFETY  IS OF UTMOST  IMPORTANCE  TO US.  Please  do  not  bring  large amounts  of  money,  expensive  jewelry,  or  expensive  electronic  devices.  A  banker  will  be  available  at registration  for  the  safekeeping  of money.  The money  will  be  available  upon  request.  Please  leave  your computers, iPads, etc. at home.

TRANSPORTATION:  All  transportation  to  and  from  ALA  MGS  must  be  provided  by  parents  and/or  your sponsor. We would prefer that delegates not drive themselves to Girls State, however, if parents decide this is the best mode of  transportation,  there are set  rules  that must be  followed. Upon arrival  the delegate must turn  in  car  keys  to  the Director  and  fill  out  a  form with  vehicle  description.  The  keys will  be  held  by  the Highway Patrol. They will monitor the car throughout the week. Because the girls go to bed  late and are up early every morning, they are very tired by Saturday. ALA MGS advises parents to give serious consideration to the driving issue. The ALA districts of St. Louis and St. Louis County provide bus transportation from a central pick‐up point within district boundaries.    

ALA MGS DRESS CODE: We have many guests and visitors during the week, ALA MGS delegates are asked to dress  appropriately  during  the week.  Please  follow  the  detailed  guidelines  for  the  dress  code  (later  in  the packet). If at any time a counselor, or staff member feels a delegate’s clothing is inappropriate, she will be asked to change.   

ROOM KEYS:  Keys are issued to each delegate. In the event of a lost key, or failure to return the room key at the end of Girls State, delegates are responsible  for paying a $90.00  lost key  fee  to UCM. The return of  the room key or payment of the $90.00  lost key fee  is a prerequisite for the delegate’s successful completion of Missouri Girls State.  

HOUSING: All delegates and staff are housed in Ellis Hall. The dorm rooms are suites (two rooms that share a bathroom)  and  each  suite  houses  4  girls.  Counselors  and  staff  are  located  on  every  hall  on  every  floor. Delegates need to be prepared to share their room with another girl. Depending on enrollment, there  is the potential that some rooms may have 3 girls.

 HOW MUCH MONEY WILL YOU NEED? Delegates can bring money for personal use  in the ALA MGS Shoppe. Listed below are some of the prices of items for sale (subject to change).    T‐shirts    $10.00 ‐ $20.00   Sweatshirts    $25.00 ‐ $40.00   Flannel Pants    $20.00 ‐ $30.00    We also offer a digital download of pictures from the week’s activities and all 21 City pictures for $15.00. The Shoppe  sells  drinks,  a  variety  of  snacks,  ice  cream,  candy  bars,  cameras,  toothbrushes,  toothpaste,  an assortment of personal hygiene products, pen, pencils, and notebooks, etc. The ALA MGS Shoppe accepts cash, checks, debit and credit cards.   

Delegates can have their pictures from the week added to the souvenir ALA MGS photo link!  Each city  is also allowed to purchase a “City Cake” early  in  the week. Participation  is voluntary. Should your delegate choose to participate, cost would be $1‐2 each, depending on the number of girls that participate. So, bring a couple extra dollars! The city gets to choose the flavor and cake design. Plates, forks and napkins are included.   TAXES: All delegates will be assessed a county property tax and a city property tax while at Girls State.  These taxes were passed by previous sessions of the ALA MGS General Assembly and will total no more than $3.00 in US Currency.  This money will be used  to  award  a  $1000  scholarship  to  the newly  elected Governor  and  a scholarship  for  the delegates  selected  as  “Outstanding Political Citizen.”   Please bring $1 bills with  you  for these taxes. The ALA MGS Shoppe will not be able to make change.  BEDDING/DAMAGES: UCM  provides  bedding  to  the  delegates  and  Staff  (2  flat  sheets,  blanket,  pillow  and pillowcase).  Please be advised that delegates will be expected to pay for bedding that she does not turn in at checkout or for any damages to UCM property.  UCM applies this regulation to all outside organizations using its campus. Girls can bring their own bedding, but please note that beds  in Ellis Hall are extra‐long twin size (approximately 4 inches longer than a regular twin).  CELL PHONES: Cell phones are a great way to stay in contact with family and delegates can bring them. Some classroom  activities, meetings,  and other  events may  allow  you  to use  your  cell phone. Delegates  are  also allowed to use cell phones outside of the classroom, but they should not be disruptive to the educational goals of any planned activities, meetings, and assemblies. If a teacher, counselor, or other staff members asks you to put your phone away, please do so. Repeated disruptions could cause the phone to be confiscated and placed at the Director’s Table. You will be allowed to use the phone at the Director’s table during free time. It will be returned at the end of the week.    BAND (including string instruments), CHORUS AND TALENT SHOW: A Girls State band is formed each year. If delegates wish to participate in the band, bring their instrument (piano and drums are provided). Instruments are stored in a locked room when not in use. Please bring your instruments, as they are not provided for you (exception: drums, xylophone). A chorus is also organized. These groups participate in ceremonies throughout the week.    The Girls State Talent Show will be Thursday evening following the State Fair. Auditions are held throughout the week. Bring music, costume, props, shoes, sheet music, or whatever is needed for your performance. Past acts have included singing, dancing (tap, ballet, jazz, and pointe), cheerleading or pom‐pom routines, twirling, flags, juggling, instrumental music, piano, dramatic or humorous monologues, inspirational readings or poems and other creative ideas.

SESSION COMPLETION:  It  is an honor  to be selected  for American Legion Auxiliary Missouri Girls State. This honor carries with it a responsibility to those who are sponsoring you and to your community. Girls who leave the program before  the  last  scheduled activity will not  receive a  certificate of  completion  for  the program, cannot  add Missouri  Girls  State  to  college  applications  or  be  eligible  to  receive  college  credit  from  UCM because the required hours of attendance cannot be met. THE ONLY EXCEPTION IS FOR AN EMERGENCY. The ALA MGS Director retains the right to grant any exceptions. Money will not be refunded to the sponsor. Please come to Girls State prepared to make new friends from all over Missouri, experience a stimulating and exciting seven days and become INVOLVED.

WELCOME! Welcome to the 2018 session of Missouri’s American Legion Auxiliary’s Girls State Program June 24 through June 30. This is one of our Nation’s premier Girls State Programs beginning in 1940 on the campus of William Woods University in Fulton. Since 1988 Girls State has convened in Warrensburg on the campus of the University of Central Missouri and has grown from approximately 200 students to currently over 800 students annually. You have been chosen from among your peers to represent your high school and your community due in part to the attributes and leadership qualities you have exhibited. This is what makes you a Missouri Girls State Delegate. As the 2017-2018 President of Missouri’s American Legion Auxiliary it will be my honor to spend part of this week with you. If you are not familiar with the American Legion Auxiliary it is my hope that you will gain from me and other Auxiliary member volunteers some knowledge of our organization, most importantly our mission of service not self as we serve our Veterans and current military families. My theme is “We Are Family” and I hope you will consider this time at Missouri Girls State like a “Family”. It has become tradition for delegates to assist the current President with a service project. As part of our Service to Veterans we volunteer at and work with the seven Missouri Veterans Homes and seven Veterans Administration Hospitals (known as VA Hospitals). Keeping with tradition my service project is to provide activity books. Please bring one (1) activity book such as Word Games, Crossword Puzzles or Sudoku. These will be distributed to the Veterans Homes and Hospitals. Thank you for becoming a 2018 Girls State Delegate and I look forward to meeting you this summer.   Activity Books for Veterans    

Department President Carolyn Sanford’s service project for 2018 is  activity books for veterans. Delegates are asked to bring an activity  book to this year’s session for our veterans. The activity books  will be donated to the seven Missouri Veterans Homes and  

seven Veterans Administration Hospitals (known as VA Hospitals).  

Please bring your activity book with you to registration on  Sunday, June 24, 2018, where it can be collected.

Dear American Legion Auxiliary Girls State Citizen, Congratulations on your selection to attend 2018 American Legion Auxiliary Girls State. Attending ALA Girls State is an opportunity afforded you because of your accomplishments at school and in your community. ALA Girls State presents, not only a learning experience, but a chance to meet other students with the same high expectations for their future. The American Legion Auxiliary unit that sponsored you has the greatest confidence in your ability to excel at ALA Girls State. The American Legion Auxiliary Girls State program is a fast-paced immersion into experiencing government; city, county and state. Your participation, in every aspect this program offers, is imperative for you to meet the highest expectations for yourself. Others who have gone before you and excelled in life include a Secretary of Homeland Security, governors, a Wing Commander for the U. S. Air Force; an NBC broadcast journalist, lawyers and even Miss America. Since this is a once in a lifetime opportunity, I encourage you to embrace this experience to learn and grow. As the world’s largest women’s patriotic service organization, the American Legion Auxiliary is an organization based on the military service of our family members. America’s veterans, and those serving currently in the military, are our true American heroes; the sacrifices they and their families have given continue to allow us to live free. Your week at ALA Girls State will change the course of your life; it has the possibility to open doors for scholarships, entrance into military academies and colleges across the country. Summer 2018 Dear American Legion Auxiliary Girls State Citizen: Congratulations on your selection to attend the 2018 American Legion Auxiliary Girls State session. Your sponsoring Auxiliary Units have worked very hard to send you this week. They have set up interviews with your schools, they have members who sat in on your interviews to determine who would be chosen, they have raised and collected funds in order to pay for your registration fees to attend and some have even helped you with your travel costs. Only a select number of young ladies are chosen to attend this prestigious program. You join more than one million young women who have experienced this program since its inception in 1937 who are now respected community leaders, businesswomen and professionals. You are representing your school, hometown and community. You were chosen because each of you possesses the qualities that the American Legion Auxiliary looks for, your interest in government, your leadership ability, honesty and good character. At ALA Girls State these skills and others will be put to good use. This week is your chance to experience firsthand the complexity of our government system and what a privilege it is to be an American citizen and appreciate the liberties we too often take for granted. Participate, get involved, run for office, and make this a memorable week. Take advantage of this once in a lifetime opportunity. You will learn so much about yourself and what you are capable of. Take this experience and the knowledge you have gained to build your future and make your community a better place to live. Make the most of your week. It will be full of lasting memories and valued friendships. CITY RULES

1. Your Identification Badge must be worn at all times and may not be changed or mutilated in any way. 2. No citizen shall bring, possess, or obtain firearms, fireworks, liquor, drugs, tobacco products or any substance declared to 

be illegal under the Missouri Revised Statutes or the United States Code.   3. No smoking ANYWHERE (including the dorm room bathrooms).  The University of Central Missouri is a smoke free 

campus. Failure to comply with the University’s policy will be immediate dismissal from ALA MGS. 4. No citizen shall steal, deface, or destroy Girls State property, the property of another individual, or property of the host 

university.   5. No citizen shall operate any automobile or other form of non‐pedestrian transportation while at ALA MGS.  Delegates 

driving themselves to ALA MGS will be asked to surrender their keys. Keys are returned on Saturday. 6. Cell phones are a great way to stay in contact with family and citizens are allowed to bring them. Some classroom 

activities, meetings, and other events may allow you to use your cell phone. Citizens are also allowed to use cell phone outside of the classroom, but they should not be disruptive to the educational  goals of any planned activities, meetings, and assemblies. Repeated disruptions could cause the phone to be confiscated and placed at the Director’s Table.  

7. No citizen shall engage in offensive conduct, which includes, but is not limited to, the following: boisterous or rowdy conduct; using lewd, profane, or obscene language; or possessing obscene pictures or printed materials. 

8. No citizen shall violate the rules of common courtesy, decency, and respect, in her relationship with another citizen or members of the Missouri Girls State staff, university staff, or visiting dignitaries. Delegates shall conduct themselves in an orderly manner and, at all times, practice good self‐discipline.  Harassment and bullying will not be tolerated. For purposes of this policy, harassment and bullying are defined as intimidation or harassment of a delegate or multiple delegates perpetuated by individuals or groups. Bullying includes, but is not limited to: physical actions, including violence, gestures, theft, or damaging property; oral or written taunts, including name‐calling, put‐downs, extortion, or threats; or threats of retaliation for reporting such acts. Treat others as you would expect to be treated. 

9. All citizens shall obey the rules, ordinances, and statutes of the government of Girls State; and shall cooperate with all duly elected or appointed Girls State officials. 

10. All citizens shall respect the authority of the ALA MGS counseling staff and shall conform to requests made by them in the line of duty; each citizen shall honor the spirit and purpose of the program by cooperating with all figures of authority. 

11. Be prompt. Don’t keep others waiting. 12. Citizens shall attend all flag raising and lowerings, and show respect for the flag. 13. No one may leave the dorm after 10:00 p.m. for any reason without permission from a Counselor. Notify a Counselor 

when you are to attend a meeting other that the one the majority of the city is attending, i.e. Chorus, Band, Talent Show auditions, etc. 

14. Travel on campus in pairs or groups. 15. Be discreet. Close the window drapes when dressing and preparing to retire. 16. All citizens must carry their binder containing the manual, schedule and other Girls State material at all times, unless 

instructed otherwise. 17. No littering in dorms or anywhere on campus. 18. Shoes must be worn at all times, including in the dorm. This is a University of Central Missouri rule. 19. “Lights Out” means lights out. The dorm is to be quiet at this time. University of Central Missouri Staff and ALA MGS do 

hall checks after lights out.

DRESS CODE 

 

The American Legion Auxiliary Missouri Girls State Program has adopted the following guidelines below for the dress code of all citizens who attend the program. Please be mindful of the dress code policy and plan accordingly for your session at ALA MGS.

At all times, straps on tops should be three finger-tips wide (no spaghetti straps) and clothing bottoms should meet the “fingertip” rule (place your hands to your sides and your end of your shorts/dress/skirt is at your fingertips or lower).

DAYTIME DRESS CODE  EVENING DRESS CODE 

The ALAMGS respects the ideals of individual freedom and expression throughout our program. During the day, delegates will be attending classes in addition to many different forms of city, county, and other governmental related meetings. The dress code for daytime allows 

delegates to wear clothing of their choice. There are very few regulations for daytime attire. 

The ALA MGS also teaches young women how to be leaders. Part of this is dressing like a professional 

when the situation calls for it. We have very specific guidelines for our evening attire. 

Do:  

Be comfortable shorts, pants, or a skirt with a top or dresses are all acceptable forms of clothing for daytime attire in addition to athletic attire 

Wear shoes at all times 

Be mindful of the various temperatures on campus by having a jacket or sweater with you 

Don’t:  

Show any bare skin in the midriff area including crop tops or other high cut shirts and 

low cut pants  Wear see through clothing unless it is worn with an appropriate camisole 

Express terms or slogans that could be construed as offensive to others 

Delegates Should:

Wear business casual attire including dress pants and blouse, a skirt and blouse, a dress, a pantsuit, or a skirt suit. 

Evoke a look of respect and professionalism 

Wear shoes at all times 

Carry a sweater with them as locations for assemblies can be very cold 

Delegates May Not:

Wear jeans 

Wear shorts of any style 

Wear dresses with low cuts, cut‐outs or lace/transparent portions in the thigh area

Inauguration Dress Code: On Friday evening, we conclude our governmental activities with an inauguration for the newly elected statewide officials. During this evening, all delegates and staff will wear all BLACK, business casual attire to this formal ceremony. We are aiming for a uniform look between all participants of the program. Delegates must wear an all black dress, black skirt with a black blouse, or black pants with a black blouse. Accessories should be kept at a neutral minimum. Shoes and accessories should also be all black or as neutral as possible. Colors should be kept at a minimum since we are going for a look of uniformity. Delegates may not wear strapless or spaghetti‐strap tops or dresses (straps/sleeves should be 3 fingers wide). Delegates must also meet the fingertip rule with all dresses or skirts. Lastly, no cut‐outs, low cuts, or sheer fabric should be worn. 

Additional tips and guideline: 1. Any time a delegate appears on stage, they must follow evening attire (even if this is during the daytime). 

This includes reciting the pledge, being recognized for an honor, or giving a speech at your political party rally. 

2. Evening attire will be followed on Sunday evening, Monday evening, and Wednesday evening. 3. Tuesday evening will be group photos where all delegates will receive a session t‐shirt to wear with the 

bottoms of their own choice. 4. Newly elected Senators, Representatives, and selected staff for the General Assembly must follow 

evening attire guidelines for their trip to Jefferson City on Wednesday. 5. Thursday evening is a casual evening for our state fair and talent show. Delegates will not be required to 

follow the evening dress code for that event. 

6. We express our patriotism a great deal at ALA MGS and welcome to you to wear red, white, and blue attire with us!

Sidewalk chalk is to be used on the sidewalk only.  Do not use it on the building or other surface. 4. Use masking tape only.  This is a UCM Rule.  Scotch tape will take the paint off the walls. 5. No campaign posters, or table decorations/favors, in the dining hall. 6. No campaign materials on the fence outside of Ellis Hall. 7. No campaign materials on the pedestrian walkway over Hwy 13. 8. You put it up…you take it down. 9. You cannot campaign for a State Office (Governor, State Auditor, Secretary of State, Supreme Court Justice, 

etc.) until AFTER you have filed for office at the Director’s Office.  You can file Tuesday morning. 10. Any other issues will be addressed from the stage. 11. Campaign Store prices are high to encourage delegates to work together to purchase supplies (pool their 

money, ask for campaign donations, etc).

UNIVERSITY OF CENTRAL MISSOURI – COLLEGE CREDIT  Dear Participant, Congratulations on being part of the Missouri Boys or Girls State Program. As in past years, UCM is offering college credit for the successful completion of this program and have two options for you to consider. Please note that you must meet the requirements as explained in the attached syllabus to be eligible for either option. Option I (2 credit hours, pass/fail grade, does not affect GPA) All work will be completed during your week-long experience at UCM – see attached syllabus for more information. Option II (3 credit hours, letter grade, and GPA) This option requires researching and writing a paper that builds on the information that was covered in your classes at Missouri Boys or Girls State - see attached syllabus for more information. Tuition for either option is $85 per credit hour (a 65% discount from our undergraduate tuition rate).

Course Description and Objectives:

The purpose of the class is to introduce the student to the workings of state, county and local governments. This is accomplished through a weeklong intensive educational activity consisting of lectures, guest speakers, and a practical simulation experience. The general curriculum is multifaceted. It includes instruction about local governments--city and county--and state government. The workings of these three types of government are the core of the simulation held each day of the workshop. At the outset, every student is randomly assigned to a city, which is one of two cities within a county. With the other "citizens" of the city/county, the student is instructed in the structure and functioning of municipal government, county government and state government. Each city and county is responsible for establishing a government, and once established passing city/county ordinances, creating a budget, and carrying out city/county business by applying appropriate political processes.

Students also participate in a partisan organization as part of their general instruction. Upon arrival, each student is randomly assigned to a political party (the federalists or the nationalists), and as such will participate in caucus-convention activities and vote in primaries.

Other core instructional tools are general assemblies. At general assemblies, an assortment of public officials including the Governor and other statewide officials, and other national political figures speak and answer questions about government and politics.

In addition to the general curriculum, a specific curriculum is provided to students within a selected school of instruction. There are six schools of instruction for Boys State – public administration, law, law enforcement, legislative, campaigns and political operations, and journalism. Girls State has seven schools of instruction – executive, law, law enforcement, legislative, media, international, and business. The student selects one school of instruction to attend. Throughout the week the student is given 8 hours of instruction within that specific area. Educated and experienced experts within the respective field provide this instruction. Student comprehension of the general and specific curriculum is assessed through examinations at the end of the week. Student application is assessed through participation in the simulation.

Upon completion of this course, the student will be expected to have a working knowledge of the functions of state and local governments, as well as a better understanding of how governmental authority impacts on the lives of citizens and the importance of participation in a democratic political system. More specifically the course objectives are to 1) provide knowledge of state and local government 2) instill a sense of relevance of state and local issues, 3) heighten interest and awareness of public service as a career choice, 4)

UNIVERSITY OF CENTRAL MISSOURI – COLLEGE CREDIT provide a working knowledge of the Missouri Constitution, and 5) provide an understanding of bureaucratic hierarchy in local and state government.

Throughout the workshop students are introduced to key concepts essential to the understanding of democratic political systems. It is expected that students will develop an understanding of these ideas including, but not limited to, policy-making, civil liberties and civil rights, due process, campaigns and campaign management, the legislative process, business practices, and adjudication. Students are also given the opportunity to discuss and formulate policy positions regarding current issues such as abortion, gun control, law enforcement, and drug abuse.

Eligibility and Grading: Throughout the week, the core concepts and skill are developed and assessed in two ways--examination, and participation in governmental activities (simulations of local and state governments).

Completion of the following standards constitutes eligibility for college credit. In order to be awarded college credit, the student must apply in the Fall following his participation in Boys State or Girls State.

1) successfully complete the entire week. Students who leave the program for any reason will not be eligible for college credit.

2) actively participate in the academic portions of the program ( i.e. special assemblies, schools of instruction, and governmental activities). It must be evident that the student is at least attempting to be an active citizen by running for government and/or political office, seeking appointments, helping other citizens’ campaign for office, serving as a reporter for one of the medias, etc. Daily newspapers, city and county reports, ballots, and reports by the counselors will be used to evaluate each citizen’s participation. In addition, each student will write an essay or complete a participation chart summarizing participation and what was learned. The student must complete and submit this essay or chart and it must satisfactorily address the question and adequately demonstrate an ability to communicate in writing in order to be eligible. Participation in fitness activities is not counted toward a student’s academic participation.

3) receive at least a 70% on all examinations. Upon meeting the above stated criteria, the student will be contacted by the university in the Fall following the program, and be given the chance to enroll. The student may choose to enroll for two credit hours or three credit hours.

Option I, Two Hour Credit: All work is completed. The student must complete the enrollment process to receive a grade of “pass”. Grades are recorded in the December following the program.

Option II, Three Hour Credit: The student must complete the enrollment process in the Fall to take this course in the Spring following the program. Each student enrolled will be expected to write a 3-5 page paper integrating the knowledge of state and local government gained through Boys State or Girls State with current Missouri government and politics; specific topics and assignment criteria will be posted on the course webpage in January. This paper will be used to determine the student’s final grade for the three credit hour course1. Student essays will be evaluated based upon completeness and content (knowledge and understanding of subject, explanation and justification of arguments, and depth of analysis), and general presentation of the material including organization, grammar, citation, and clarity. Papers are due in April, and grades recorded in May.

For several years, the Masons have been included in our program with the MOChip Child Identification program. Participation in MOChip is completely voluntary. For a child to participate in the MOCHIP program, permission and information forms must be complete. They are included in the Delegate Information Packet.  You will turn in your permission form and information collection sheet during the registration process.  All girls must bring the completed paperwork with them to participate.   

When you arrive at the Rec Center for ALA MGS check in, the MOChip program will be in the same area. There will be representatives present to answer questions.   

During the week, the MOChip volunteers will be available to complete the identification process for the girls. Your daughter will be given her ID kit before she leaves ALA MGS on Saturday morning.

No one wants to think that the unimaginable could happen to them, but according to statistics, nearly 2,000 children are reported missing or abducted each day in the United States. Gathering all of the information law enforcement officials need

after the fact can be a daunting task, especially under duress.

According to the National Center for Missing & Exploited Children (NCMEC.ORG), a current good quality photo is the single most effective tool in locating a missing child. The NCMEC encourages

parents to be prepared by assembling their child's photos and vital information ahead of time.

MOCHIP is a comprehensive child identification program designed to give families of a measure of protection against the ever increasing problem of missing and abducted children.

This program is provided "FREE OF CHARGE"

How does it work? The program consists of five major components:

Digital Photographs Digital Fingerprints Child Information and

Emergency contacts Dental bite impression Two (2) laminated ID cards

Together, these five measures provide a powerful identification and recovery tool.

The digital photographs, digital fingerprints and Child Information and

emergency contacts are given to the parent or guardian of the child on a mini-CD computer disk. The information on the disk is compatible with the format required by the "AMBER ALERT" program.

The dental bite wafer provides an impression of the biting surface of the

child's teeth, which like fingerprints, are unique to each individual. The wafer also collects enough saliva to provide a DNA sample and a source for a scent for trained canine search and recovery teams.

The Masonic Children’s Foundation retains no information concerning the children; only a signed permission form is retained by the Foundation.

 Each participant who successfully completes the 2018 session of American Legion Auxiliary Missouri Girls State and meets the scholarship criteria is eligible to apply for the Samsung/ American Legion Scholarship. The applicant must be a direct descendant (i.e., daughter, granddaughter, great‐granddaughter, etc. or legally adopted) of a U.S. veteran who served on active duty during at least one of the periods of war indicated on the application. Documentation showing the veteran served on active duty during eligibility period(s) is required.  If eligible, complete the application, upload the required veteran's Certificate of Release or discharge from active duty {Form DD‐214} or other government document showing time served on active military duty and submit your application via the website by the deadline. A list of other permissible documents is available at www.va.gov/dischdocs.ht ml. Applications must contain the raised seal from your school and any necessary paper work.  Applications are submitted online and will not be accepted after 11:59 P.M. on Sunday, June 24. This is a firm deadline.  One delegate who completes the application in it’s entirely and submits the completed application by the deadline will be selected and announced at Saturday morning's closing ceremony. The scholarship varies, but can be up to $1000. This winning application will automatically be forwarded to the National Contest for additional judging and potentially more scholarship money could be awarded.  This is a time consuming application process as designed by the National office, so begin early. You'll need to have the raised seal applied to documents, so do this before the school year is over, as school administrators and staff may not be available during the summer.  Samsung provides the criteria and rules for judging the applications.  The Samsung American Legion Scholarship application and additional information can be found at https://www.legion.org/samsung‐scholarship‐application  If you need assistance in obtaining a copy of the veteran's DD‐214, contact the American Legion Department of MO, Service Officer at the address below:  VA Regional Office 400 S. 18th, Room 106 St. Louis, MO 63103 314‐589‐9884 or 800‐7 43‐1759

FREQUENTLY ASKED QUESTIONS  This document answers many of the most frequently asked questions regarding the Samsung American Legion Scholarship. You may find this section useful in answering any questions you have more immediately rather than waiting on a reply from National Headquarters.  Q: Is there a hard copy of the application available? A: No. The application is completely contained within the online application system. Not only is this more 

efficient. It is more environmentally friendly.  Q: Does an application have to be completed in one sitting? A: No. In keeping with many college and career web‐based systems, an applicant will create a user account and 

password on legion.org, which will allow the applicant to return to the application in multiple settings, as they collect information and write well‐informed essays. 

 Q: When will an applicant find out the status of their application after submission? A: Generally, the applicant's Boys or Girls State program will make the announcement of the winner prior to 

the end of the program. This is not a requirement, and some programs may inform their department nominee at a later date. However, all programs are required to submit their nominees to National Headquarters no later than August 1st. As such, you may contact your Boys or Girls State after that date with any questions as to a particular applicant's status. National Samsung American Legion Scholars will be announced during the month of October. If an applicant has heard nothing by this time, their application did not make it past the first round of judging at the program level. 

 Q: How are applications judged? What is the process? A: Initially, all applications are screened by judges at the program level. One boy from each state's Boys State 

and one girl from each state's Girls State programs are chosen as department finalists. These comprise a pool of 100 finalists from across the nation. A national panel of judges on the Committee of Youth Education decides the final winners. Regardless of the level, each applicant is assigned objective points for their academic performance, community service, extracurricular activities, honors, and awards. Subjectively, the applications are judged on the applicant's ability to communicate themselves strongly and concisely, using appropriate language and grammar. 

 Q: Are letters of recommendation required? A: No. However, during the application process, an applicant will be required to have an academic progress 

form filled out and attested to by a school official. This form is available for download during the application process, and the completed version will be uploaded using the application system. 

 Q: Why does the application system only accept image file uploads and not PDFs? A: Given the nature of our website coding system, using image files allows the site to compile the application 

neatly and in order upon submission. Allowing PDF uploads would rearrange the layout of the final, submitted application view, making it less readable. 

 Q: What if an applicant only has a particular piece of information in PDF form? A: First, print any information needing to be translated to an image file. The applicant should go to their school 

or local library and use an all‐in‐one printer or scanner to scan the documents as an image file. Or, the applicant may use an app on their smartphone or tablet to achieve the same effect.

 Q: If I am a program representative in charge of judging the scholarships, do I need a legion.org account to 

access the department‐level judging site? A: Yes. You will also need the program‐specific password. These passwords were distributed to the TAL 

Adjutants and ALA Secretaries in each department. Requests for these passwords should be passed through these individuals or their offices. 

 Q: What if I'm a Boys/Girls State Director or Chairman, can I request the password from national 

headquarters? A: Not usually. Information security is excruciatingly vital to the online system. As a matter of national policy, it 

has been decided that passwords will go through the respective department adjutants or secretaries. In special cases where an adjutant or secretary position is vacant or the individual is incapacitated at the time of distribution, we will make arrangements for the password to be transmitted to the program director. 

 Q: Can I change the department password? A: The department password can only be changed by having the department adjutant or secretary contact the 

Assistant Director‐ Education at National Headquarters.  Q: As an ALA Girls State representative, our program requested specific information regarding Girls State be 

sent to Person X. Why are the passwords going to the Secretaries? A: The Samsung American Legion Scholarship is a program of The American Legion. As such, information 

submitted to ALA National Headquarters regarding communication preferences are for ALA programs and communications only. Due to the policies of The American Legion, passwords will continue to be distributed to department adjutants and secretaries unless exceptional circumstances prevail. 

 Q: Is there a set amount of money an applicant receives for being a department finalist? A: No. A department finalist is guaranteed a scholarship of some lesser amount than $20,000. However, the 

amount of this scholarship fluctuates with the availability of funds drawn from the scholarship endowment. Every applicant is encouraged to be very dedicated in time and effort while filling out the application, as ultimately they are applying for a $20,000 scholarship. 

 Q. What counts (and doesn't) as an "official record" of military service? A.

Q: Who is a "direct descendant"? A: A direct descendant is the child, grandchild, great‐grandchild, etcetera of a veteran. Stepchildren and 

adopted children ARE considered direct descendants. Any other relationship (e.g. siblings, cousins, aunts and uncles) does not count as direct descendancy. 

 Q: Should I list more than one veteran on my application? A: No. No credit is given for being the descendant of more than one veteran. However, if an applicant is the 

direct descendant of a Korean War veteran, it is advisable to use that person on your application. Whichever ancestor you choose, ensure you are able to provide acceptable documentation of their time in service. 

 Q: If I have a question about the acceptability of a document, who should I contact? A: Whether an applicant or a judge, questions regarding the acceptability of any document should be directed 

to the Assistant Director‐Education at [email protected]. When making contact for this reason, a scan of the documentation in question should be included as an attachment. 

 Q: Once an application is submitted, can it be amended in any way? A: If an applicant wishes to amend their application prior to the start of their respective Boys/Girls State 

program, they may use the contact information located in the application system to request their application be unlocked by a member of the national headquarters staff. Under NO circumstances will an application be accepted or opened for amendment following the start of an applicant's Boys/Girls State program. 

 Q: What happens to applications which were began but not submitted at the start of a program? A: Such applications are deleted from the system on the day following the start of the respective program.  Q: For applications submitted but not chosen as department finalists, how are they dealt with? A: Such applications will be available for viewing or downloading by the applicant or department until 2 

August. On 2 August, the application system will be purged of all applications not selected as department/program finalists.
