KRS 160.380 "Alternative education program" means a program
that exists to meet the needs of students that cannot be addressed
in a traditional classroom setting but through the assignment of
students to alternative classrooms, centers, or campuses that are
designed to remediate academic performance, improve behavior, or
provide an enhanced learning experience. Alternative education
programs do not include career or technical centers or
departments;

students are enrolled in an alternative program Written procedures
for continuous monitoring of students progress Process for
development of the ILPA What has changed?
Slide 5
702 KAR 19:002 Allows for program identification Allows for
data to propose changes Allows for us to be advocates at the state
level and district level Why did we need the change?
Slide 6
KAR 704 19:002 "Individual learning plan addendum" or "ILPA"
means an action plan that addresses the changed educational needs
of a student based upon entry into or exit from an alternative
education program that includes, as appropriate, academic and
behavioral needs of the student, criteria for the students re-entry
into the traditional program, and provisions for regular review of
the students progress throughout the school year while in an
alternative education program.
Slide 7
What is an ILPA? The Individual Learning Plan Addendum (ILPA)
is part of the transition process for a student going in and out of
an alternative program. This plan should allow for a smooth
transition and maximize the students chances for remaining on track
to graduate college and career ready.

Slide 9
Academics What are the students academic strengths? What is the
students current schedule? What are the students best learning
styles? What are the students strongest subjects? What are the
students academic needs? What areas or subjects are weakest? Is the
student behind grade level in any areas? Other concerns? Is the
student at risk for dropping out of school? In need of credit
recovery?
Slide 10
Behavioral What are the students behavior strengths? Have
intervention strategies have worked in past? Notable behavior
patterns: Better with certain staff, time of day What are the
students behavioral needs? What behaviors are of most concern at
this time? Has a behavioral assessment been completed? Other
concerns? Home situation Important red flags or warning signs Is
there any additional information that might help individualize
instruction for this students success?
Slide 11
Goals When setting goals, consider why the student is being
placed in an alternative program. What is the criteria for the
student to re-enter the traditional program? Specific academic
goals Specific behavioral goals Assure alignment with IEP goals Any
additional Goals or objectives (Attendance, activities, credits
earned)
Slide 12
Who is on the Transition Team? Anyone who has an impact on the
educational process of the student should be invited to the
meeting. Both the traditional and alternative programs should be
represented on the team. Parents must be invited to be on the team.
The student should be included when appropriate. Outside agencies
when involved Court designated workers, social workers, or
counselors Regulation requires board policy to define guidelines
for composition of the ILPA team.
Slide 13
Progress Monitoring How will the student be initially assessed
upon being placed into the program? What data is already available
for the student? - Behavior, standardized tests, credits earned
What additional assessments or monitoring data is needed? How will
the students progress toward goals and successes be measured?
