Stone Brewing Co. and Schmidt Design Group, Inc. have excitingnews: Stone Brewing World Bistro & Gardens is officially one of just11 sites worldwide to achieve The Sustainable Sites Initiative (SITES)certification. Sites is an important new rating system for the sustain-able design, construction and maintenance of built landscapes. Inshort, it could be described as a “LEED-like” program that includesprojects with or without buildings.

SITES is a partnership of the American Society of LandscapeArchitects (ASLA), the Lady Bird Johnson Wildflower Center of TheUniversity of Texas at Austin and the United States Botanic Garden.SITES was created in 2005 to fill a critical need for guidelines andrecognition of sustainable landscapes based on their planning,design, construction and maintenance. The voluntary, national ratingsystem and set of performance benchmarks applies to sites with orwithout buildings.

"This new group of showplace projects represents a tremendousamount of work toward making the built landscape more sustainableand adding to ecosystem services," said Holly Shimizu, executivedirector of the U.S. Botanic Garden.

The SITES 2009 rating system includes 15 prerequisites and 51additional, flexible credits to choose from that add up to 250 points.The credits address areas such as soil restoration, hydrology, vegeta-tion, human health and well being, and more. More informationabout Stone Brewing World Bistro & Gardens’ specific qualificationscan be found at www.sustainablesites.org.

Among the specific sustainable design benchmarks met by StoneBrewing World Bistro & Gardens are:•Capturing stormwater and utilizing it as a design feature

•Edible landscaping and drought-tolerant, regionally appropriateplantings

•Use of salvaged and reused materials in construction of the site•A commitment to sustainable and organic maintenance practices

The U.S. Green Building Council, a stakeholder in the SustainableSites Initiative, anticipates incorporating the SITES guidelines and per-formance benchmarks into future iterations of its LEED Green BuildingRating System. While LEED minimizes the carbon footprint, SITESdemonstrates how a landscape can actually sequester carbon andregenerate living systems. Working together, these initiatives willfurther revolutionize sustainable design.

I want to thank the 2011/2012 Executive Board for all their hard work and commitment tothe San Diego Chapter of ASLA. We have been told many times, when attending the ASLAnational meetings, that our Chapter is one of the most organized, progressive and bestChapters in the Nation. This is due to a group ofpeople who have dedicated countless hours andserved for years to provide a tremendous amount ofvolunteer effort to promote our profession. This in-cludes 2012/2013 Board members Jim Taylor whohas served for 7 years in two VP positions and asPresident; Jon Wreschinsky who has served for 7years in one VP position, as President and is servinghis second term as President of the California Councilof ASLA (your legislative watchdog in Sacramento);and David Preciado who has served as Treasurer for6 years.

I want to personally thank outgoing Board mem-bers Kasia Trojanowska and Brooke Pietz for all theirefforts over the last 4 years. Thank you to DavidReed who served as a Board member several yearsago and returned to serve for 3 years as President-Elect, President and Past President. He has also takenthe time to mentor me as President. This year we had 16 submittals for the 2013 $5,000 CommunityGrant. The submittals ranged from community gardens, to nativehabitat restoration, to healing gardens, etc. Each submittal was agreat project that could benefit the community, unfortunately therecan only be one winner. On behalf of ASLA San Diego, I ampleased to announce Sikes Adobe Historic Farmstead the winner ofthe 2013 Community Grant.

The Project Submittal included a Comprehensive Site Master Plandesigned by Tim Jachlewski of In-Site Landscape Architecture anddonated in-kind to assist the San Dieguito River Valley Conservancyachieve their vision for the Farmstead. The plan capitalizes on thecherished existing assets such as the Historic Sikes Adobe, Coast toCrest Trail and Surrounding Natural Open Space while maximizingthe site’s potential for programming and new amenities. Some of the

amenities proposed in themaster plan are a multi-useevent barn, outdoor eventspaces, shade shelters,organic community gar-dens and orchards. TheProject exemplifies howlandscape architects in ourcommunity can create thetools needed to jump-starta project into a reality.

The ASLA Stewardship Committee continues to bring awareness ofsustainable design practices to landscape architects and the public.In July, we participated in an event at RCP Block and Brick inEncinitas allowing us to share the status of our sustainability studies.

At the event, Michelle Landis, ASLA, presented a matrix indicatingissues the landscape architect or contractor should be aware of whenselecting materials. She also provided a list of questions we shouldask sales representatives who are trying to encourage us to use orspecify their “green” products. It is important to know what exactlymakes a material or product “green.” Just because a product is mar-keted as being “green,” does not necessarily make it green. Ourhope is that this matrix, which will ultimately be posted on the ASLASan Diego web site, will be a helpful resource for everyone. Yourideas for methods of measuring or understanding a material’s orproduct’s level of sustainability are welcome and encouraged. Pleaseemail Michelle at [email protected] with recommendations.

Also at the RCP event, Marian Marum, ASLA, presented multiplestudies on sustainable landscapes and their Return On Investment.Any case studies on the ROI of sustainable landscapes in theSouthern California region would be welcomed by Marian. Thesestudies will also be listed on our web site. Please contact Marian [email protected] with input and recommendations onthis important issue.

Tim Smith, ASLA, wrapped up the presentations with a discussionon a Design Charette that will include teams of landscape architects,landscape contractors, civil engineers and landscape architecturestudents. The Charette will take place at Mesa College DesignCenter on October 12, from 9:00 am to 3:00 pm. Based on aprovided site plan for a business park, each team will come up witha new design that uses more sustainable design and constructionmethods and present their ideas at the end of the day. Ultimately, theconstruction costs of the new designs will be compared to the currentdesign of the project to determine the Return On Investment of sustain-able design in the short and long term. The Charette designs will beposted on the Chapter website (www.asla-sandiego.org) and re-capped in the January newsletter.

ASLA San Diego at The 23rdAnnual Home & Garden ShowBy Rich Risner, ASLA

Our Landscape Architecture Residential Practitioners Committee(LARPC) joined forces with the local AIA residential practitioners tocreate a great display and public information booth at the Fall Homeand Garden Show at the Del Mar Fairgrounds September 14-16.

Our goal was to educate the public and provide informationabout the Landscape Architecture profession and how we canprovide professional Landscape Architecture services for the averagehomeowner. Our booth was located in the home and garden show“Meet the Experts” area. We consulted with consumers on residentiallandscape architecture and the importance of having a licensedprofessional prepare landscape plans for their home. It was informa-

tive for many people who stopped by due to the fact that there wereso many unlicensed professionals at the show offering to providelandscape design services illegally.

The three day event was exciting. Our new booth configurationand partnership with AIA created a lot of interest from show goers.Every day we had a steady flow of people entering the booth to askan “Expert” Landscape Architect or an Architect something about theirnewly purchased home or something about their future remodel orexpansion. We answered questions that ranged from drought tolerantplantings, to city codes and requirements, to lighting ideas, to irriga-tion and drainage techniques and specific design styles.

All our volunteers did a great job; they were polite, punctual andprofessional. Mostly, I appreciated their dedication to our profession.

At the Annual Meeting and EXPO in Phoenix, I will be attending mylast Board of Trustees (BOD) meeting representing the San DiegoChapter. I want to thank our members for electing me to this positionfor two terms; it truly has been an honor to represent our Chapter.The San Diego Chapter of ASLA is admired throughout the nation.Although we are not the largest, we accomplish a huge amount onbehalf of our members and the profession. We network and commu-nicate well and share a mutual respect and admiration. I feel verylucky to have been able to serve as your Trustee.

Although there are countless issues and decisions that have beena part of my position as Trustee, none in my opinion is more impor-tant than public relations and visibility. Throughout the 6 years I havebeen attending the BOD meetings, I have advocated for placing ahigh degree of emphasis on public relations and visibility. The SanDiego Board has supported me in that quest each year, and we haveaccomplished a lot, but we have a long way to go. In order to reachour highest potential and provide the most opportunities for our mem-bers to thrive, we must somehow educate the general public aboutwho we are, the skills and talents we possess, and the positive effectour work has on quality of life and environmental stewardship aroundthe world. If most of the general public understood what we do andthe value of it, I believe that many of the issues that constrain uswould disappear. The most important of these issues is our license.ASLA national was able to provide support in gaining licensing in all50 states during my term, but already there are threats of sunsets inseveral states. In California, we continue to have to defend our li-cense every year or so. Politicians reflect the general public in theirlack of understanding of what we do and the value of our work. Tohelp protect our license, visibility of the profession is more importantthan ever. ASLA national is working hard on visibility with emphasisthat includes: advocacy, social media, publications and media, andgrass roots outreach. I think they are doing an outstanding job in na-tional advocacy, social media, and grass roots outreach. However,we aren’t where we want to be in terms of national media exposure.I frequently have called on staff to think big and outside the box. Ipoint out that while it’s important to be mentioned in garden publica-tions, where we really need to be is on 60 Minutes. I think our storyis a compelling one as our small group of professionals are affectingthe quality of life for everyone in the nation, and throughout theworld. We have to find a way to tell that story with broader appeal.

Mark Steyaert will be your new Trustee, and I know he will be anexcellent representative of the Chapter. I am confident Mark will con-tinue working toward a higher public profile for landscape architec-ture so that our profession can continue to grow and prosper. Markwill be joining me at the BOT meeting in Phoenix. We will report onthe meeting in the next newsletter. As always, if there are any ques-tions or concerns, please don’t hesitate to contact me.

Earlier this year I was appointed by the San Diego City Council tothe Water Policy Implementation Task Force representing the land-scape industry. I was also honored to be elected Vice-Chair of thatgroup at our first meeting. The task of this Committee is to developimplementation goals with timelines and priorities to move forwardwith the implementation of Council Policy 400-15 “ComprehensivePolicy for a Sustainable Water Supply in San Diego.” We will bemeeting over the next year and will be making a number of recom-mendations to the City Council. The issues we are dealing with areimportant to all San Diegan’s, and I welcome your input. Water PolicyImplementation Task Force

CCASLA conducted a number of advocacy activities throughout the

2012 legislative session. Key legislative bills we successfully advocat-

ed for or against included:

•AB1963 - Income taxes: sales and use taxes (CCASLA opposed).

This bill would have instituted taxes on business services. The bill

was referred back to the Legislative Analyst's Office to assess

potential changes to existing laws in order to reduce revenue volatili-

ty and to provide a report including these assessments to the

Legislature on or before July 1, 2013. CCASLA will continue to

follow this issue closely.

•AB2570 - Licensees: settlement agreements. This legislation would

prohibit a licensee who is regulated by the Department of Consumer

Affairs from including or permitting to be included in any settlement

agreement or any provision which prohibits the licensee from con-

tacting, filing a complaint with, or cooperating with the regulatory

board or other government entity in any subsequent investigation.

A licensee in violation of these provisions would be subject to disci-

plinary action.

•SB975 - Professions and vocations: regulatory authority, will, if

enacted, prohibit the imposition of educational and training require-

ments by any local or state governmental entity, in addition to state

licensing requirements, that would inhibit the practice of those

licensed professions. This law would address the imposition of

additional training or certification requirements to practice within the

licensed scope of practice. This would affect the practice of land-

scape architects in areas such as stormwater management and ADA

accessibility as examples.

•SB1186 – Disability Access, was signed by the Governor and

enacted into law. This law reduces statutory damages and provides

litigation protections for specified defendants who correct, in a time-

ly manner, construction-related accessibility violations of State ADA

regulations. This law includes provisions related to the hiring of a

certified access specialist (CASp), good-faith efforts to meet applica-

ble compliance standards and implied compliance associated with

project approvals by local building departments on or after January

2008, among other compliance provisions.

Other legislation of interest that CCASLA will continue to follow

during the 2013 legislative year will include CEQA reform, tax

reform, what form the reincarnation of California’s redevelopment

agencies/ activities takes and water issues among other legislative

issues. To ensure that CCASLA is able to affectively address those

issues you feel affect your landscape architecture practice, we need

to hear from you. Together, we can ensure that the interests of the

landscape architecture community are understood locally and in

Sacramento.

CCASLA recently applied for an ASLA 2013 Licensure and

Advocacy Grant. The proposed grant project, if funded, will support

development of a training program to educate Landscape Architects

on how to meet and educate local officials and state legislators and

to build these relationships as an advocacy and educational resource

on key issues including: Licensure, Water Conservation and Storm

Water Management, Habitat Conservation, Community Planning and

Sustainability Issues. This new advocacy network would also focus on

the “why continued licensure of the practice of landscape architecture

is in the best interest of consumer protection.” I will provide more

information on the grant project once it is funded.

Both the LATC Exempt Area of Practice Task Force and the

University of California Extension Certificate Program Task Force will

be meeting in October to further action on their respective mandates.

The Exempt Area of Practice Task Force includes: occupational

analysis and testing criteria; examples of exception and exemption

laws from other states; and suggestions for proposed Practice Act lan-

guage amendments to address any issues of clarity of Section BPC

5641 of the Practice Act. CCASLA will continue to represent the inter-

ests of the landscape architecture profession including the belief that

the Practice Act best represents the health, safety and welfare interests

of the public.

The UC Extension Certificate Program Task Force will continue

to address the desire to bring LATC’s certification process of the UC

extension programs into line with the Landscape Architectural

Accreditation Board accreditation standards, rules and procedures

for first professional programs at the bachelor's or master's level. The

intention is that if and when the LAAB elects to certify programs simi-

lar to the UC extension programs, LATC will have implemented the

standards to accommodate a smooth transfer of that process to the

LAAB. This issue is important because it directly relates to reciprocity

issues.
