JESÚS ANDRADE Occupation: Small Business Owner Stockton has given me so much including my faith, my education and love for my city. Blower Campaign Stockton City Council – District 4 Candidate Statement General Election 2016 Ballot Designation: Businessman/Appointed Councilmember Stockton can be a great city if we all work together. As your City Councilmember, I’m working to create a brighter, more prosperous future for our community. As a lifelong resident, husband, father, businessman and community volunteer, I believe we must continue to make positive changes in our city. We need safer streets, more high paying jobs and a better quality of life in all Stockton neighborhoods. To achieve these goals, city leaders must listen to the people and be responsive to their needs. I am honored to have the support of Sheriff Steve Moore, and Stockton police officers and firefighters – those who protect our community. Our crime rate is still too high, and we must continue to hire more public safety officers to keep our city safe. PAUL CANEPA AGE: 51 Occupation: Small Business Owner My education and qualifications are: I am running for City Council to protect and improve our quality of life in Stockton. I am a lifelong resident of Stockton. After graduating college, I returned to my family business, which was established in 1955. I was elected twice to the Lincoln Unified School District Board. Prior to serving on City Council, I was on the Parks and Recreation Committee. There, I learned the value of our limited greenspace in Stockton. I was greatly disappointed with the way Swenson Park and Golf Course was contemplated for sale to developers. On Council, even in the worst of economic times, I never felt reducing our greenspaces was an option to deal with our shortfall. I was first elected to City Council in 2011 and had to make difficult decisions on spending due to our bankruptcy. I supported sustainable city budgets that were balanced with our goals of restoring city services. As chair of the Audit Committee for the City Council, I protected our tax dollars to invest in our police staffing. I am committed to lowering the crime rate in Stockton. If you elect me as your representative, I will always put our community interests first.

CHRISTINA FUGAZI AGE: 48 Occupation: City Councilmember/Teacher My education and qualifications are: As your city councilmember, I focused on staffing our police department to address the skyrocketing crime. I fought against paying criminals not to commit crimes. My family settled in Stockton in 1880 and I ran for office because of the dramatic deterioration in the quality of life in Stockton. I was a victim of a home burglary four times. I experienced firsthand our broken public safety system. The Stockton Police Department took hours to respond to my 911 call because they were dealing with more serious crimes. We need adequate police staffing if we want to combat crime. While I agree you can’t arrest your way out of our crime problem, you cannot “hug” your way out of it either. While on the Council, I have asked tough questions about wasteful spending. I have moved the discussion to homelessness, deteriorating roads, and restoring city services. I will never stop asking the hard questions! criminals off our streets. My work contributed to the convictions of some of San

Joaquin's most notorious criminals including Antonio Espinosa, Monty McFall,

and the guilty pleas of fellow conspirators, Sheriff Baxter Dunn and N. Allen

Sawyer.

After a successful 34-year career in law enforcement I was elected to the City

Council where I have worked tirelessly to make Stockton a safer community. I

serve on the Marshall Plan Committee , and played a role in the development of

this successful crime plan. We implemented Operation Cease Fire, which led to a

significant reduction in violent crime, even during difficult fiscal times.

Our city has made great strides, but the job is not finished. Moving forward,

Stockton will experience the benefits of a fully funded Marshall Plan that includes

120 more police officers. I will continue to make public safety my top priority and

will make sure our police department has the resources to protect us from crime,

drugs, gangs and graffiti.

My education and qualifications are: I am thankful for the opportunities I have had

growing up in Stockton. Whether it was playing football, wrestling for Bear Creek, or

volunteering for little league, my life has been enriched by this community.

As a father, I share your concerns regarding the safety of our homes and schools. As

your neighbor, I share the anxiety of an unpredictable economy. And as a planning

commissioner, I know we can do more to address the rising cost of housing.

Occupation: Accountant/Stockton Business Owner

As an accountant and Stockton business owner, I pledge to be an independent voice and fiscal guardian by standing up to the special interests that pushed our City into bankruptcy.

During my time as a School Board Member, I worked through extremely difficult financial situations to balance the budget each year. I understand that maintaining a high-quality workforce must be balanced with restoring critical services to our residents. As a Trustee, I provided common sense and an experienced voice to achieve this balance for the district.

Protecting Stockton residents is our City’s top priority. I will fight to make sure the city hires the 120 officers promised to the voters with Measure A. We have re-opened a long-shuttered library to give our children more opportunities to learn and a safe place to do homework. My education and qualifications are: I am running for Mayor of Stockton because I believe deeply in the promise and potential of our city. Born and raised in South Stockton I could have either been another statistic or work hard to achieve success. I focused on school and received a scholarship to Stanford. After graduating and completing internships at Google and the White House, I came back to serve our community and to help others have an opportunity to succeed.

Elected to serve on the City Council in 2012, I have spent the past several years helping our community bounce back from record homicides and bankruptcy.
