As a prelude to our Conference, a Press Meet was held at Hyderbad on 16th Sep. 2019 to highlight the longstanding Core Demands of Bank Retirees. Next day, our 3rd Triennial Conference held at Hyderabad on 17-18th September 2019 was a memorable and re-markable organisational event. True to our tradition, it was highly purposeful and successful.

The credit for this wonderful Conference goes to each and every one of you – the members of affiliates of AICBRF. You are the root of this mighty tree called AIC-BRF. Your unassuming contribution and best wishes made the Conference a mammoth organisational feat. The organisation, at this hour of exuberance and glo-ry thank you all for reposing your confidence in this Organisation and standing with the Organisation thick and thin.

Conference is not a mere congregation of members. It is the colourful occasion to find the finest expression of emotional bondage of members, organisational camaraderie and commitment to the cause they took upon themselves. It symbolises the democrat-ic aspiration of the members. It enables the membership to take pleasure in evaluating themselves, applauding the bright spots and identify the weak spots, if any. sion of looking our image, our contribution or otherwise, in the organisational mirror. It is the measure of our unity and collective consciousness. It is a journey of walking together with the organisational history. That way the Conference remained an immense exhibit of our organisational dominance and unmatched achievements.

More than Eight hundred Delegates and Observers including women retirees from all parts of our country gathered in the Conference venue. It is significant that more than 120 women made their presence felt in the Conference by wearing traditional attire of their State. As the waves embrace each other in the sea, so also the venue witnessed the congregation of the Retired Employees. Each and every one was in full mirth and joy in seeing their old friends and renewing the friendship that was lost because of time and distance and re-living those moments of the past. Love and friendship know no bounds and that was witnessed in the venue. Everyone was conscious that it was this Organisation that made the meeting of the friends and comrades possible. For the time being at least, everyone seemed to have lost the impact of ageing. Happiness and spirit of comradeship permeated the air.

Conference Venue:

The conference venue was well decorated with flags and festoons symbolising importance of the occa-sion. The stage was beautifully decorated with the back drop which displayed the message of the Conference “Unite, Struggle and Succeed” with the right mix of pleasing colours. On both the sides of the stage, our following core demands were depicted.

On 17th Septemeber 2019 morning, as the precursor of the Conference, the flag of AIBRF was unfurled by the President Sri. V.K.M.Varma amidst applause of the members assembled. The President in his address recalled the path we have travelled which was glorious and asserted that the future would also be still more glorious.

At the Conference Hall, the General Secretary invited the leaders and Office Bearers of AICBRF to the dais. We were happy that Com.C.S. Venu-gopal, President, CBEU,and Treasurer, AIBEA Com. Ajay Manjrekar, General Secretary, CBEU, and Joint Scecretary AIBEA, And Com.H.Vinod Kumar, General Secretary, CBOU were with us in the dais. Presentation of General Secretary’s Report:

After welcoming the leaders, Delegates and Observers, as the first agenda of the Conference, the President invited the General Secre-tary to present his Report, which was earlier approved unanimously by the Central Committee. After the House condoned the delay in timely conduct of the Conference, General Secretary presented his elaborate report on the developments and activities of the Feder-ation for the period under review.

Then, the General Secretary paid homage to the departed leaders, members, prominent persons from different walks of life who made our life worthy, victims of terror, natural calamities etc and requested the House to ob-serve two minutes silence as a mark of respect and homage to the departed.

Afterwards, the General Secretary continued his Report with precise coverage of global/national, economic, social and political scenarios, the banking field, organisational developments, the issues faced by the Retired Employees, the Organisation and the future challenges.

He concluded the Report with the call, “We shall continue to work and struggle with more zeal and enthusiasm. We shall through collective efforts bring results. We shall make measured steps in making this Organisation great and proud. Our steps shall uphold the integrity and unity of the Organisation. We beckon you all to join with me in carrying out the pleasant task of building and strengthening the organisation AICBRF further. If we are united we all shall survive, if divided, we all will fall”.

Women Retirees’ Convention: Women are multi talented personalities. They are performers. They would endure

any situation with relatively more confidence and in-nate strength. However, the domestic compulsion and age old tradition shackle them. Education, economic independence, social progressiveness enable them to come out of the cocoon. The trade Union movement is a powerful platform for enabling the women to come to their own self. It is a process of self discovery for them.

It is reality that many women still do not come out of the shell of their making by in-volving themselves in social activities. Many retired women employees do not volunteer to involve themselves much in social activities. The main reason is that the existing platform is much crowded by male counterparts for known reasons. So it is the need of the hour that we must provide separate platform for them also to come forward and excel. We are aware that this is a temporary arrangement and when the situation improves, the Forum for women would become redundant. We look for the day eagerly. Till that happens, we have to provide space for our women retirees by forming AICBRF Women Council.

In the first ever Women Bank Retirees’ Convention held in the Conference venue on 17th Sep. 2019 afternoon, more than 120 women Retirees from all over the Country participated enthusiastically. Besides large number of male Retirees also were present in the Convention. Smt.M. Saraladevi, Smt.Anoop Mathur, Smt.S. Bhuvaneswari, Smt. P.R-Subbulakshmi and P.K. Premavalli formed the Presidium.

Smt. Anoop Mathur, welcomed all for the Convention.

The General Secretary, while greeting the participants in the Convention, extolled the virtues of being a woman. Kerala State Affiliate took the first initiative in forming the Women’s Wing which was followed by our Affiliates in the State of Karnataka and Tamil-nadu. He expressed the hope that every State would form Women’s Wing at the earliest.

It is a matter of pride that Shri.S.C.Jain, General Secretary, AIBRF was also present in the Women Convention.

The Chief Guest, Smt. C.S. Ramalakshmi, Re-tired I.F.S, inaugurated the Convention. In her speech, she recalled her special affinity for Canara Bank which rendered yeoman service in the welfare of rural and tribal people by forming skill training institutes. She

informed that she was also a grandmother and as such she understood the role of women in fostering emotional connectivity within the family. She told that the agenda for retired life is health, relationship and financial independence. She wished the women to live lon-ger, enjoy life, keep engaged and pursue one’s passion.

Smt.Y.L. Prema Kumari, Retd. AGM and the Or-

ganising Secretary of Telangana Bank Retirees’ Fed-eration greeted the Convention. In her address, she expressed the hope that the society could be changed by Women’s education. Women play key role in bring-ing about social and cultural change. She wished the Women’s Forum all success.

Smt. P.R. Subbulakshmi from Karnataka, gave a talk on women’s right and enabling provisions of law for protection of women. Thereafter, in the interaction by women par-ticipants, 8 women retirees expressed their views.

The General Secretary proposed the following panel of Functionaries for the AIC-BRF Women Council for the ensuing term which was unanimously endorsed by the Con-vention.

The General Secretary informed that the members of the Women Council would be announced in consultation with the State affiliates and full fledged Council would be finalised shortly.

Chairperson of Women Council Smt. M Saraladevi spoke that women would have to come to the mainstream activities and to organisational position. Com. S. Bhuvaneswari, Convenor proposed vote of thanks.

Thus the Women’s Convention culminated in formation of “AICBRF Women Council”. It was a total success and set the ball rolling for more involvement of Women Retirees in our Bank for organisational activities.

Public Session: The Public Session of the Conference was re-scheduled to 7PM for facilitating our

Chief Guest Sri C.H.Venkatachalam, General Secretary, AIBEA to participate after his engagement at the Bipartite talks held on the same day at Mumbai.

Sri. R.Laxmana Rao, Chairman of the Reception Committee presented his welcome

address highlighting the issues of the Retirees, the threat to Public Sector Banks, our role etc.

Chairman Shri.A.K.Bansal, in his introductory address, took the vow that we would make AICBRF the number one and the only Organisation for the Retirees

in our Bank by our consistent and sincere efforts.

Our President Shri V.K.M Varma, in his address, presented the score card of AICBRF and he was confi-dent that AICBRF was well on the trajectory of chosen path and expressed that it would succeed in its mis-sion.

Sri S.C.Jain, General Secretary, AIBRF while inaugurating the Public Session in-formed that he was fortunate to participate in all the Three Conferences of AICBRF since its Founding Con-ference in 2009. He also greeted the Women Council as the right development to be emulated by others. He categorically announced that AIBRF was opposed to Merger of Public Sector Banks and the Retirees would associate themselves in all the struggles against merger. He spoke at length about the issues faced by the Retir-ees like unbearable increase in renewal premium to-wards Retirees Medical Insurance Policy, improvement in Family Pension, Updation of Pension, 100% Dearness Relief Neutralisation, etc. He exhorted that the need of the hour is to Educate and Struggle to move forward.

Sri. C.H.Venkatachalam, who took all the pains to rush to the Conference after his busy engagements at the Bipartite Negotiations at Mumbai informed that the demands of AIBRF are genuine and important and should be pursued. He was happy to see that the Re-tirees’ Organisations were functioning much more vi-brantly than the serving employees’ Organisations. He

declared that the Retirees’ demands are AIBEA’s demands. There was broad consensus at the negotiating table to consider the demands of the Retirees positively, though the finan-cial constraints of Banks stood in the way. It is a fact that for an increase of one rupee in pension payable to the Retiree, banks have to provide as much as Rs.150-160 in annuity. However, when the cost of the Updation is made known, he informed, that efforts would be made in that direction. Increase in Family Pension has been almost agreed upon and the clearance from the Govt. is expected. Efforts are afoot to minimise the amount of re-newal of medical insurance premium. He informed further that we need to fight for cov-ering the new employees under the old pension scheme. Finally, he announced that once AIBEA takes up an issue, it would see to it that it was achieved. His precise arguments and right explanations were well received by the House.

Sri R Sankara Narayanan, MD & CEO could not participate in the Conference and he had sent his greetings. After proposing vote of thanks by the convenor of the reception committee Sri G.V.Sambasiva Rao, the Public Session concluded.

Com. Ajay Manjrekar General Secretary, CBEU: On 18th morning the Delegates’ Session resumed. Sri. Ajay Manjrekar, the Gen-

eral Secretary, Canara Bank Employees’ Union ad-dressed the House. He informed amidst applause that the Conference was already a success. He compliment-ed the General Secretary of AICBRF for his painstak-ingly collected information documents and exhaustive Report. He cited the poem of Kalil Gibran wherein the river running its course was afraid of on seeing the mighty sea. River need not fear about the ocean, for the ocean is the ultimate destination and on merging with the ocean, the river itself would get transformed as the ocean. That way the serving employees are moving to their ulti-mate destination, the Retirees’ Federation. Thus he informed that they value the Retirees’ Federation.

Merger of Public Sector Banks is one of the major challenges before all of us. There are about 58000 employees in Canara Bank and about 38000 employees are covered under the new pension Scheme. We have to fight for covering all of them under the old pen-sion scheme. Our Pension Fund is one of the best managed Funds. There was a move to manage the Pension Fund/Trust by Private Sector which was opposed and stopped by the Union. He assured that Canara Bank Employees’ Union would always be together with AICBRF. He assured that the proposal of honouring retiring employees is under active consideration. The same would be placed before the Central Committee of CBEU for working out the modalities and appropriate decision would be taken.

General Secretary thanked the Sri.Ajay Manjrekar for his address and CBEU for the financial help to AICBRF on the occasion of the Conference.

Sri H Vinod Kumar, General Secretary, CBOU:

While addressing the Session, Sri Vinod Kumar highlighted the need to fight against central govern-ment imposing bank mergers, privatisation policy of Roads, Railways, Airports etc., in the name of reforms, besides diluting RBI’s autonomy etc. Also, he brought to the notice of the Delegates closure of industrial units, termination of employees in Steel, Automotive, BSNL and Indian Railways. On behalf of CBOU & AIBOA, he expressed solidarity and support to AIBRF Struggle for achieving improvement in Family Pension, Pension Upda-tion, 100% Neutralisation of Dearness Relief etc. and wished the Conference all success.

Sri. C.S.Venugopal, President, CBEU:

Sri. C.S. Venugopal, the President of Canara Bank Employees’ Union, in his address stated that he was extremely happy to participate in the Milestone Conference of AICBRF. He addressed that the path and goal of both our Organisations are destined to be com-mon. Attacks of the Govt on working people and their organisations are more visible and challenging. Merger

is not meant for the inclusive agenda. In this situation organisational cohesiveness is very important. Struggle is the only weapon we have. We have to rejuvenate, re-unite and

re-discover ourselves. He wished that we shall move forward in unison for a better tomor-row.

Deliberations on General Secretary’s Report:

With the presentation of the Report for the period after our Ernakulam Conference, In Feb. 2016, the President called upon the Delegates to deliberate on the Report. It is gladdening that 28 Delegates and 2 Observers from all parts of the Country deliberated on the contents of the Report expressing their positive endorsement of the Report. They dwelt upon the following points:

1. Hight cost insurance premium,2. Improvement in family pension, 3. updation of pension, 4. relationship with UFBU, 5. covering employes who joined the bank on or after 2010 under the

old pension Scheme, 6. problems in transferring retiree’s account from one branch to another,7. permission to hold retirees meeting within the Branch premises, 8. exploring the possibility of remitting the subscription to the State

bodies from pension payment, 9. enrolling non-member retirees in large numbers in our Bank as members

through streneous efforts to bring them into our fold, 10. deficiency in our functioning, 11. the merger of Syndicate Bank with our Bank and the consequential

impact, 12. life membership to be made mandatory for all,13. women in organisational positions, 14. Updation of details of Family Pension entitlement in the PPO, 15. over activeness in social media, 16. lack of required enthusiasm on the part of members in organisational

activities, 17. identification with progressive and leftist forces in our conduct,18. kudos to the leadership for getting pension arrears of around 100 crores

on 1616 - 1684 issue with differential commutation along with 9% interest. General Secretary’s reply to the deliberations:

The President called upon the General Secretary to give his reply to the delibera-tions. In reply General Secretary elaborated on the following points:-

The present practice of informal discussions at the apex level must give place to a structured formal mechanism wherein the Retirees’ Organisations also discuss retirees issues.

We believe in negotiated settlements and left with no alternatives, we are forced to resort to legal remedies as a last option for enforce-ment of Pension Settlement/Joint Note/Pension Regu-lations. Enhancement in family pension would see the light of the day soon.

Our demand for Updation of pension is genuine and timely. However, the financial implication have to be worked out. The information that the Pension Fund in our Bank is flushed with huge surplus is incorrect, in

as much as our Bank has been providing Funds to our Pension Fund to the extent of defi-cit assessed by the Actuaries with a view to honouring the promised obligations codified in Pension Regulations. Pension Updation is not impossible. Ways and means could be found out and negotiated solution to the vexatious issue of Pension Updation arrived at without any further delay.

The merger of Banks is a precursor to privatisation. We shall meet the emerging challenges posed by it. We can encourage life membership for enrolment.

Our State affiliates, instead of remaining as conglomerate of various States under one canopy, Statewise affiliates should be formed in every State at the earliest and AICBRF would support those States in their endeavour.

It is our considered stand that one affiliate exists in every State. As such, steps would be taken for amalgamation of the Madurai based Canara Bank Retirees’ Association (Regd) with Canara Bank Retirees’ Forum in Tamilnadu at the earliest.

Meetings of Retirees at the Circle/Regional Offices are being held and our affiliates can approach the authorities concerned for holding Retirees Meeting. For updating the PPO, one can directly take up the matter with Pension Fund, HO, Bengaluru. In case any-one faces difficulty, they can seek our help.

The social media has become both a blessing and curse. We have to be restrained and balanced in expressing our opinion in social media. We have to cross check the verac-ity of the message received and then only forward it. Please understand that this is no way of curbing the freedom of expression. But one should not infringe upon the fair name of another person on imaginary grounds.

As a measure of paying back to the Society, we should involve ourselves in Social Identification Programmes as much as possible.

We must involve ourselves in the struggle for bringing all our employees under the old pension scheme.

We would involve ourselves in all the activities and struggle programmes chartered by AICBRF and AIBRF.Membership:

We have to improve the membership base by enrolling new Retirees and those who have not joined any organisation so far. Non - number pensioners are around 18000. We have to concentrate on them. It is our resolve that our membership strength should cross the coveted figure of 20000, before we meet in the next Conference.

With these points the General Secretary appealed that unity is our utmost require-ment and we shall move forward with hope, confidence and struggle. He requested the House to adopt his Report in toto unanimously. Thereafter, the Report of the General Secretary was adopted unanimously amidst cheer and applause.

Accounts :Financial Statement of Accounts as on 31.12.2016,

31.12.2017. and 31.12.2018 were presented by the Trea-surer Sri. A.B.Kasturi Rangan and were unanimously approved by the General body. The House also appoint-ed the existing Auditor Sri T.K.Laksmipathi, Chennai would continue to be our Auditor for the ensuing term also.

Amendments to the Rules & Bye-laws:

The following Amendments to the Rules and Byelaws of the Federation were moved by Sri S V Srinivasan, General Secretary and the same were seconded by Sri B. Venakat Rao, Secretary. RULES & BYE-LAWS

Funds shall be deposited into the bank accounts to be opened in any of the Canara Bank branches and the bank accounts shall be operated jointly by Treasurer with the President, or General Secretary or Joint General Secretary or Sec-retaries. The accounting year of the Federation shall be the calendar year.

Para 10:General Body d)

The General Body shall have the power to add, amend or rescind any of the Rules and Bye-Laws of the Federation by 2/3 majority of the to-tal delegates present in the meeting.

The General Body shall have the power to add, amend or rescind or replace any of the Rules and Bye-Laws of the Federation at any time by majority of the delegates present at a duly convened Conference.

The General Secretary shall convene all meetings .................. supervision over all the affairs of the Federation/ affiliated units.

He shall also scrutinise and pass all bills and vouchers for any expenses upto a limit of Rs.10,000/- incurred on behalf of the Federation. Above Rs.10,000/- is to be placed for ap-proval of the Central Committee.

The General Secretary shall convene all meetings ............. supervision over all the affairs of the Federation/affiliated units.

(Consequently the duties &responsibil-ities codifed under Serial No.6 to 10 in respect of Secretaries, Organising Sec-retaries, Treasurer, Assistant Treasurer, Central Committee Members are to be re-numbered as 7 to 11 respectively.

Sri V K M Varma, President explained the aforesaid amendments and the above amendments were unanimously approved by the General Body.

Election of office Bearers and Central Committee Members:

With this, the President announced that the agendas of the Conference other than the election of Office Bearers and Central Committee members were transacted. He declared that the existing Central Committee was dissolved for facilitating election of new Team.

Then Sri S.V. Srinivasan, Delegate proposed the name of Sri. A.Sashikanth and Sri. D.Luke Baskaran to be the members of the Election Commission to be constituted for the purpose of con-ducting the election of Office Bearers and Central Committee members for the ensuing term. The same was seconded by Sri K.R.Manohar, Delegate. This pro-posal of constituting the Election Commission was approved by the Delegates unanimously.The Election Commission took charge and invited Panel proposing

name of Office Bearers to be elected first. Sri. S.V.Srinivasan, Delegate proposed following Panel for the post of Office Bearers seconded by another Delegate Sri. K.R. Manohar:

Sri K. P. Prasad and Sri U.Subba Rao from the State of Karnataka had withdrawn their names for the post of Deputy General Secretary and Vice President respectively from the panel. Election Commission announced that these two vacancies were kept open along with the other vacancies. In the absence of any other panel, the Election Commission de-clared that the panel of following names proposed by Sri.S.V.Srinivasan & seconded by Sri K.R.Manohar with the vacancies was elected unanimously:

As no other panel was proposed, the Election commission announced that the above panel comprising 40 Central Committee members was declared elected unanimously, keeping 5 vacanices of CC Members open. The Election Commission thanked the Delegates for their cooperation to ensure smooth conduct of the electoral process.

In this regard, we wish to inform that few positions of ofice bearers and cc member are kept vacant to be filled up later to meet organisational requirements in future.

The General Secretary thanked the General Body for cooperating with the chair in conducting the agenda of the Conference nicely in a time-bound manner.

The Reception Committee under the Joint Convenorship of Sri G.V. Sambasiva Rao and Shri A.Yella Rao, did a splendid performance without giving scope for any problem. The entire Reception Committee was lauded by the Delegates and Observes for their good work. Accomodation and Food arrangements were duly taken care of having in mind the age of the participants. The General Secretary placed on record their superb service and

thanked them for their meticulous planning and execution. Friends, now, the Third Triennial Conference of our AICBRF at Hyderabad remains

in our fond memory. It has given us new energy and enthusiasm to move forward with wings. It reminds us that we have tasks at hand to be accomplished in time. It has given us strength and confidence. Though the path ahead is strewn with challenges, we will forge ahead with unity and dynamism. Victory is destined for those who are passionate towards the goals and remain not quitting. We would embrace victory.

Most of the time, we are wonder struck by the enormity of a big banian tree. But we tend to forget about the roots under, that make the tree standing and feed it by constantly on the search for the food and nutrients. It is the root that makes the tree growing. In our Organisation, it is the unassuming ordinary members who make the Organisation strong and vibrant. We dedicate the success of the Conference to them. We are committed to do our best to meet their legitimate aspirations.
