The XI Biennial Conference of our Association held at Mangaluru on 1st and 2nd December 2018 was a grand success. More than 1200 delegates coming from every nook and corner of the country participated in the Conference. The azure skylines of Mangaluru reverberated with the slogans of CBROA ZINDABAD. The port city of Mangaluru witnessed yet another carnival of senior citizens.

On 1st December 2018, the Conference was given a flying start with a massive procession of the delegates from the founder's monument to the venue. The procession waded through the Ammembal Subbarao Pai

Road, the area sacrosanct with footprints of our most venerable founder. The monument was visited by the delegates who became emotional when they witnessed the humble beginning of our Bank in 1906. The bank's growth as a behemoth of a financial supermarket, is a testimony to the vision of our founder. The delegates who marched towards the venue were shouting slogans demanding settlement of long pending demands of the pensioners viz., Updation of Pension, Improvement in the family pension, uniform Dearness Relief to all, evolving a comprehensive Insurance scheme for all pensioners / retirees.

The citizens of Mangaluru were a witness to the disciplined march of our delegates in the procession. When the procession reached the venue, the enthusiasm of the delegates reached its crescendo, when many delegates danced to the tune of drum beating. The lady delegates did not lag behind in the fun and frolic. It turned out to be a unique event where the delegates had an opportunity to meet their old colleagues and pals and exchange pleasantries. The venue wore a look of a festival. Yes, it was indeed a festival of senior citizens, who forgetting their old age blues, participated in the procession like young boys and girls.

Sri T V Ramana Pai Convention Centre was tastefully decorated and a life size portrait of our founder with the various monuments in and around Mangaluru in the background, beckoned the delegates to the Convention Centre. The ambience inside the Hall was ethereal bef i t t ing a conference of international standards.

The Inaugural Session was graced by Sri K V Acharya, President, AIBPARC, Sri G V Manimaran, General Secretary, CBOA, Sri. N Lakshminarayana, General Manager, Canara Bank, Circle Office, Mangaluru, Sri D Vijay Kumar, General Manager, Circle Office, Bengaluru. Sri K S Balachandra Rao, Chairman, Reception Committee, Sri.A G Kulkarni, Chairman, Sri K B Ballur, President, Sri A N Krishna Murthy, General Secretary, Sri B V Pai, Deputy General Secretary, CBROA were on the dias.

The Inaugural Session started with an invocation song, rendered by Smt. Radhika Bhat, in a melodious voice. The invocation song struck a chord in the hearts of the audience. Our founder's portrait was garlanded by the Chief Guest and floral tributes were paid by other dignitaries on the Dias.

Sri K S Balachandra Rao, the Chairman Reception Committee, delivered the Welcome speech. Giving a brief account of the contributions made by our founder, he

paid rich accolades to the vision of our founder who thought of educating the girl child, at a time when the girls crossing the threshold of the house was a strict taboo. The Institutions founded by our founder have developed into centres of academic excellance, catering to the educational needs of thousands of children. He extended a warm welcome to the delegates, to the city of Mangaluru, which is surrounded by nature's beauty at its best, charms, splendours.

Addressing the mammoth gathering, Sri K V Acharya, President, AIBPARC and Joint Convener, CBPRO, covered the various issues of pensioners and the relentless campaign waged by the leadership of AIBPARC and CBPRO in convincing the powers that be, as to how a great injustice has been perpetrated on the Bank pensioners and retirees. The demands of the pensioners and retirees are just and right but the IBA which is playing a foul game, is blocking the resolution of all the outstanding issues of pensioners. Refuting the argument of IBA/Government that the issues of pensioners viz Pension Updation, Improvement in family pension, 100% DA Neutralisation to those who retired p r i o r t o 0 1 . 11 . 2 0 0 2 , e v o l v i n g a comprehensive Health Scheme for Bank retirees, another option for pension to the left out category of Bank employees, those who have resigned from service of Bank after completing the minimum qualifying service of 20 years etc will put huge burden on banking industry which is passing through a bad phase and he dealt at length about the feasibility of implementing the same were lucidly explained. IBA or Government cannot turn a blind eye to our issues and we are hopeful of realising the legitimate demands, he declared to the thunderous applause of the delegates. His speech was electrifying and all the doubts in the minds of our delegates were cleared and strengthened the faith of the delegates in the leadership of AIBPARC that the organisation is capable of achieving our hopes and aspirations. He declared that the leadership will launch many agitational programmes to realise our legitimate demands and he called upon the delegates to

be in preparedness to join the agitational programmes to be launched. He expressed his happiness for Inaugurating the Conference and congratulated the organisers for organising the Conference in a beautiful manner. Expressing his happiness over large number of people attending the Conference, he wished all success for the Association in all its endeavours and also the Delegate Session to be held on 2nd December, 2018.

Speaking on the occasion Sri G V Manimaran, deliberated at length on the efforts made by AIBOC in clinching a better salary package for Bank Officers which should be linked to the minimum wage concept. He deliberated on the Charter of Demands submitted by AIBOC and how IBA has been dodging the issue of an early settlement. Making a reference to the Writ Petition filed by an Officer of our Bank at Madurai Bench of Chennai High Court demanding pari ty with the Central Government employees, in line with the VII Central Pay Commission recommendations. If our case is won in the High Court of Chennai at its Bench at Madurai, the orders will take care of not only salary revision of Bank Officers/ Employees, it will take care of all the outstanding issues of pensioners also, he declared to the thunderous applause of the audience. He assured the delegates that CBOA will do its best to take care of the retirees in the negotiation process at Industry level but also within the Bank. He wished the Conference all success.

Sri Lakshminarayana, General Manager, Canara Bank, Mangaluru Circle, spoke about the contributions made by the Senior Citizens for the concerted growth of the Bank and today the Bank is able to hold its head high because of the strong foundation laid by the seniors. Expressing his gratitude to the seniors for their contribution to the development of the Bank, solicited their support and cooperation in developing the Circle by bringing quality business both under deposits and advances. He wished the

Conference and the delegate Session on 2nd December 2018 a grand success.

Addressing the gathering Sri D Vijay Kumar, General Manager, Canara Bank, Bengaluru Circle expressed his happiness to be amidst Senior Colleagues many of whom were his mentors, friends and philosophers. Narrating his journey in CBOA he expressed his happiness that CBOA afforded him an opportunity to serve the Officers' community and also imbibe leadership qualities which is of immense help in carrying out his duties and responsibilities as Head of a Circle. He requested the Senior colleagues to extend their support and co-operation in taking the Bank to its past glorious days by helping the bank for recovery of NPAs, by bringing good, quality deposit and borrowal accounts. He wished the Conference all success.

As many as 18 members who have attained the age of 75+ years of age were honoured in a befitting manner amidst applause of the audience.

We also honoured Sri B Gopalakrishna Pai and Sri Gajanan Raghunath Jog who have been honoured with by the Central Sahitya Academy Award. We give a brief on the achievements of the above members as follows:

1 SRI GOPALAKRISHNA PAI- A FAMOUS WRITER IN KANNADA

Has won Karnataka Sahitya Academy Award

Has won Central Sayithya Academy Award in 2010 for his magnum opus " Swapna Saraswath".

He has also won H Shantharam Literary Award. He has to his credit a number of Novels and Collection of Short Stories.

He has written script for the Award Winning Kannada Movie "Kanasemba Kudureyaneri" directed by the famous Film Director Girish Kasarvalli. He also had penned the dialogues for "Bettada Jeeva" directed by P Sheshadri. Sri B G Pai has bagged an award for the Best Script for the above film. He has also written the story and dialogues for the Konkani movie "Ujwadu".

2 SRI. GAJANAN RAGHUNATH JOG. - A FAMOUS WRITER IN KONKANI

Has published 7 books - 4 Short Story Collections, 2 Novels for children, 1 Collected Essays.

Has won :

Central Sayithya Academy Award 2011.

Central Sayithya Academy Award 2017

Vishwa Konkani Sayithya Puraskar 2027

He has also won many Awards instituted by the Government of Goa.

Konkani Bhasha Mandal Award

Goa Kala Academy Award

Konkani Academy Award

KALA SAMMAN for Life Time Achievement in Literary Field Award 2027.

He has directed some movies.

Both the above members were warmly felicitated by the Association and the entire audience gave them a standing ovation for their contribution to literature. Both members have done us proud by their achievements. The General Body wished them health, happiness and joy for all the time to come and hoped that many more literary works will be penned by them.

Summarising the day's proceedings, Sri K B Ballur, expressed his hope that under the able leadership of Sri K V Acharya all the long pending, legitimate demands of the pensioners will be met very soon. He pledged the support of CBROA members across the country to the agitational programmes to be launched by AIBPARC / CBPRO.

The presence of Sri Lakshminarayana and Sri D Vijay Kumar, General Managers amidst us gave a big boost to our image and it showed to the world that Canara Bank Management is solidly with the retired employees in the pursuit of their legitimate demands.

He had a deep appreciation for the Reception Committee under the Chairmanship of Sri K S Balachandra Rao for making the event a memorable one. The Reception Committee has toiled for the last 7 months to put everything in its place for the success of the Conference and the hard labour put in by the Committee is visible in every aspect connected with the Conference. Kudos to the Reception Committee for making the Conference a memorable event.

He congratulated all the senior members who were felicitated on their attaining 75+ years of age. He also expressed his pride for the achievements of Sri B Gopalakrishna Pai and Sri Gajanan Raghunath Jog for their contribution to literature. He wished all of them Health, Happiness and a Long Life.

Sri T R Bhat, former General Secretary of Corporation Bank Officers' Organisation, delivering his felicitation speech, informed the house that we have to wage a struggle to clinch our long pending demands. We have to create awareness among the general public, the Finance Minister, IBA and all those who matter about the denial of the legitimate benefits to the Bank retirees. He wished the Conference all success and hoped that during the business session to be held on 2nd December, 2008, all the issues confronted by the pensioners will be discussed in a threadbare manner

Sri Vaman Kamath, correspondent of Canara Educational Institutions, he explained as to how the visionary, the most revered Sri Subba Rao Pai, established Canara Boys High School in 1891 and Canara Girls' High School in 1894. He thought of emancipating women through education. He envisioned economic independence of the poor, the oppressed by establishing Canara Bank which thought of social banking more than a century ago. Today the Canara Educational Institutions and Canara Bank stand as a monument to the vision of Sri Ammembal Subba Rao Pai. He offered his Felicitations to the Conference and wished the deliberations in the business session all success.

The guests were offered mementos by the dignitaries on the dais.

Sri A N Krishna Murthy, proposed vote of thanks and congratulated the Reception Committee for the splendid show during the Inaugural Session.

The Inaugural Session came to a close with singing of National Anthem.

D E L E G A T E S E S S I O N O N 2 N D DECEMBER,2018.

The Delegate Session commenced at 10 am sharp with chanting of Gayatri Mantra, which was presented by Sri Suri, a delegate from Delhi.

The President, finding that there is quorum for holding the Meeting, called the Meeting to order and read out the Notice for holding the Conference and also the agenda for the Business Session. The General Secretary was requested to present his Report to the General Body.

The General Secretary, Sri A N Krishna Murthy, presented his Report to the General Body, covering all important events that have taken place on the economic, banking, social, labour front, the campaign launched by AIBPARC / CBPRO in clinching the long pending issues of pensioners. He also covered the various activities undertaken by the units of our Association all over the country. The Meetings held by CBROA in various centres across the country did find a place in the Report. The General Secretary presented the vision and future goals of CBROA and gave a call to all the members to strengthen the Association by enrolling the retired/ retiring Officers as members of our Association. He also explained in detail about the campaign launched by CBROA to bring comfort to the pensioners / retirees of our Bank.

Thereafter the Report was placed before the General Body for debate, discussion and adoption..

The Representatives of Good Health Insurance TPA deliberated on how to submit the claims, about the Network Hospitals, procedure to be followed for cashless hospitalisation, pre and post hospitalisation expenses, claiming reimbursement of hospitalisation expenses etc. Some of the queries raised by the Delegates were clarified by the Representatives of Good Health TPA (P) Ltd

There was a lively discussion on the Report and 18 delegates participated in the debate. The issues raised were on the IBA Medical Insurance Policy, Claim Settlement, Payment of arrears to VII Bipartite Retirees, Extension of Pension Benefit to the CRS employees, extension of the notional weightage of 5 years

to the Specialist Officers under Regulation 26 of Bank Employees' Pension Regulations 1995, etc.

I n t h e D e l e g a te Se ss i o n o n 2 n d December,2018 the delegates while debating on the General Secretary's Report discussed the following issues.:

1. IBA MEDICAL INSURANCE SCHEME

- Bank should absorb the Premium amount to be paid to the Insurance Co as the premium could not be afforded by majority of the Pensioners more particularly, the Family Pensioners.

- Many reputed Hospitals are not included in the list of Network Hospitals.

- The claim settlement should be done promptly.

- The reports issued by the Hospitals, though submitted on time, the TPA asks the subscribers to submit some more papers . Th is w i l l cause lo t o f inconvenience, especially for the senior retirees who are not able to run around and collect the documents asked by the TPA.

- The Reports/Documents are demanded in a piecemeal manner.This should be avoided.

- The GST on the premium amount to be withdrawn.

- There should be provision for annual medical check up in the IBA Medical Policy.

- The Premium to be paid by single spouse should be haif of the normal Premium.

2. PENSIONERS' ISSUES.

- Updation of Pension

- Improvement in Family Pension

- 100% DA Neutralisation to those who retired prior to 01.11.2002.

- Evolving a comprehensive Health Insurance Scheme for the retirees or a Health Care Scheme on the lines of

Central Government's CGHS.

- The ex-gratia payment to the Bank employees who retired prior to 01.01.1986 should be enhanced to a decent level.

- The left over category of Employees who could not opt for pension when it was offered on 27.04.2010.

- Pension amount being deferred wages, it should not be taxed.

- There should be second commutation, as it is permitted to the Central Govt. Employees.

- Payment of Arrears on account of VII Bipartite Settlement should be expedited.

- Pension fixation to the Compulsorily Retired Officers / Employees should be expedited and arrears of pension should be settled at the earliest as many people have borrowed from outside sources to meet the commitment of 156% of Bank's Contribution to PF.

- As per Pension Regulations Pension to CRS employees can be restricted to 2/3rd of normal pension. However, the competent Authority can fix a higher quantum of pension, depending on the past record of the concerned employee, the gravity of charges, loss caused to the Bank by his acts of omissions or commission etc. All cases of CRS cannot be put in one basket and the Competent Authority at HO should consider higher quantum of pension to the deserving cases.

- The benefit of 5 years' notional weightage to Specialist Officers under Regulation 26 should be extended immediately and the arrears should be paid at the earliest.

These issues should be resolved at the earliest.

3. SPECIAL ALLOWANCE PAID TO IFFICERS / EMPLOYEES AS PART OF X BIPARTITE SETTLEMENT.

The special Allowance / Pay which was extended during the X Bipartite Settlement should be made eligible for superannuation benefits as it is extended to Central Government Employees.The Special Pay is eligible for DA but not eligible for superannuation benefits is ridiculous.

4. POST RETIREMENT BENEFITS : THERE SHOULD BE TRANSPERANCY IN GIVING THE DETAILS OF CALCULATIONS.

-In the post retirement period the calculations pertaining to Leave encashment, Payment of Gratuity, Pension Calculation are not done in a Trabsperant manner. The retiring employee does not know how the calculations have been done, what are the components taken into consideration etc.

5. PAYMENT OF ENHANCED GRATUITY TO THOSE BANK EMPLOYEES WHO RETIRED ON OR AFTER 01.01.2016, ON PAR WITH CENTRAL GOVERNMENT EMPLOYEES WEF 01.01.3016

-The Bank employees are subjected to discrimination in payment of Gratuity. The Bank employees have to wait till the Gratuity Act 1972 is amended by the Parliament and gazetted in the Central Gazette. Enhanced Gratuity should be paid in line with Central Government Employees.

6. CREATION OF LEGAL FUND.

- Please issue a communication to all the members requesting them to donate generously for creation of Legal Fund to take care of the expenses in connection with petitions to be filed by the Association in the Courts of Law.

- Furnish the name of the branch where the amount needs to be remitted with Account No, Fund Name, IFC Code etc.

- The name of the Senior Counsel should be shared among the members.

- Ae and when a case is filed, the approximate cost of fighting the case should be worked out in consultation with the Counsel.

- The per capita cost should be worked out and contributions can be solicited.

- Individuals fighting the cases seeking redressal of his/her grievances should also be given monetary compensation

6. EXTENSION OF CONCESSIONAL RATE OF INTEREST ON EDUCATION LOANS AVAILED BY THE WARDS OF RETIRED EMPLOYEES

-Education loan at concessional rate of interest as applicable to the serving employees should be considered for the wards of retired employees.

7. HOLIDAY HOME FACILITY SHOULD BE MADE AVAILABLE TO ALL RETIREES ON PAR WITH SERVING EMPLOYEES.

Presently Holiday Home facility is made available one month prior to the date of visit to the place by the retired Officers / Employees whereas in case of serving employees, holiday home facility is confirmed three months in advance. As train reservation is permitted four months in advance, getting confirmation of availability of Holiday Home one month prior to the date of visit is causing lot of inconvenience to the retirees. Holiday Home facility should be allotted or confirmed in similar line as in the case of serving employees.

8. BENEVOLENT FUND FACILITY TO ALL THE MEMBERS OF CBROA.

During the Central Committee Meeting of our

Association at Madurai in April 2018, the

General Secretary of CBOA had agreed to

continue the benefits of CBOA Benevolent

Fund to the Members of CBROA with some

annual contribution by the members. The

Scheme is not yet implemented and the Rules

governing the Scheme should be framed and

the Scheme should be implemented at the

earliest.

10. CBROA ITSELF SHOULD FORMULATE

A BENEVOLENT FUND BY COLLECTING

ANNUAL SUBSCRIPTION FROM THE

NEMBERS

CBROA itself can formulate a Benevolent

Fund for the Members by collecting Annual

subscription as decided by the Central

Committee. Many Retirees' Unions have

launched Benevolent Fund Schemes for their

members, where a Death Relief of Rs.1 lakh or

2 lakh is paid. We can work out a Scheme and

implement it for our members.

11. TAX ON LEAVE ENCASHMENT

For Non-Government employees, Leave

Encashment amount beyond Rs.3 lakh is

taxable.The limit has not been revised since

2002 by the Central Government. Leave

encashment upto 10 months' salary is Tax

Free to all Government Employees - both

State and Central. Why this discrimination?

12. MEMBERSHIP OF OUR ASSOCIATION.

Membership of our Association should be only

Life Membership and we should do away with

the ordinary membership with the facility of

annual subscription. This will help us avoid

unnecessary correspondence with the

members to update their annual subscription.

DELAY IN HOLDING THE XI BIENNIAL

DECEMBER,2018.

Canara Bank Retired Officers' Association has

to hold the General Body and Biennial

Conference once in two years and the interval

between two Meetings shall not exceed 27

months.

The X General Body of our Association was

held at Coimbatore on 23.07.2016 and in

conformity with Rule No.VII(i), we should have

held our XI General Body on or before

23.10.2018. But keeping in view the monsoon

and very hot climate prevailing in most part of

the country , we were compelled to postpone

the date for holding the Biennial General Body

to 1st and 2nd of December,2018.

RESOLVED THAT the delay in holding the

subject General Body Meeting with delay of

around 4 months be CONDONED.

Rule VII : MANAGEMENT OF THE AFFAIRS OF THE ASSOCIATION.(3) Quorum for General / Extra-ordinary General Meeting.

EXISTING

2/3 of the number of Delegates elected by the Members, Office bearers and Central Committee Members elected by the delegates in the previous Biennial General Meeting or co-opted thereafter Shall constitute the Quorum of Biennial General Meeting. If within an hour of the time fixed for the Meeting, no Quorum is present, the Meeting shall Stand adjourned to the following day at the same Place and time and the agenda fixed for the original Meeting shall be discussed and disposed off.

PROPOSED AMENDMENT

1/3 of Members on the rolls of the Association as on the date of the General Body Meeting or such other date as the Central Committee appoints shall constitute the Quorum of General/Extra-ordinary Meeting. If within an hour of the time fixed for the Meeting, no Quorum is present, the Meeting shall stand adjourned by one hour at the same Place and time and the numbers of members present in such adjourned meeting shall constitute quorum for the General / Extra Ordinary General Meeting.

(5) Constitution of General Body

The General Body of the Association shall consist of The Central Committee Members including Office Bearers and delegates duly nominated by the Members, modality as decided by the Central Committee.

The General Body of the Association shall consist of the Central Committee Members including Office bearers and members on the rolls of the Association attending the Conference.A member who has kept his/her Annual subscription up to date as on the date of Biennial Conference or is a Life Member of the Association is entitled to attend the General Body Meeting.

(8) Constitution of Central Committee.

(ii) The General Secretary of the Canara Bank Officers' Association and Secretary of the Canara Bank Officers' Welfare Fund appointed by the respective organization From time to time shall be ex-officio members of the Central Committee of the Association.

A representative of Canara Bank Officers' Association nominated by the General Secretary of Canara Bank Officers' Association from time to Time shall be ex-officio member of the Central Committee of the Association.

Rule VIII : OFFICE BEARERS OF THE ASSOCIATION. POWERS, FUNCTIONS AND TERM OF OFFICE.

2. The Vice Presidents(b) In the absence of the President, the Vice President Shall preside over the Meeting.In the absence of the President or when the President Is unable to preside over any Meeting of the Central Committee or the Biennial or the Extra-ordinary Meeting The Vice President shall preside over the same.

In the absence of the Chairman and President, the Senior amongst the Vice Presidents shall preside over the Meeting.In the absence of the Chairman and President or when the Chairman or President are unable to preside over Any Meeting of the Central Committee or the General Body Meeting or Extra Ordinary General Meeting, the senior amongst the Vice Presidents shall preside over the same.

RULE IX : FUNDS OF THE ASSOCIATION

EXISTING(e) Amount should be spent only for fulfilling objects of the Association.(i) The Payment of Salaries, Allowances to Officers of the Association(iii) Legal Expenses incurred for securing or protecting any Rights of the Association as such or any rights arising out of Employment relations.(vi) Allowances to members or their dependents on account Of death, sickness, accidents or unemployment of such Members.

Keeping in view the growth in membership throughout the country and the geographical spread of membership, we deem it imperative to give adequate representation to all the regions so as to ensure sustained growth of our Association in all parts of the country. In this background, Canara bank Retired Officers' Association in its XI Biennial Conference and General Body held at Mangalore on 1st and 2nd Dececember,2018 has unanimously resolved to amend the Rules and Bye-Laws of the Association to bring the following changes in the composition of the Central Committee, under RuleNo.VII(8) of the Rules and Bye-laws of our Association.

Canara Bank Retired Officers' Association in its XI Biennial Conference and General Body held at Mangaluru on 1st and 2nd December,2018 has unanimously resolved to authorise the General Secretary of the Association to nominate our members in different Regions as Regional Secretary, with a v iew to g ive proper and adequate representation to the Regions having good membership strength and the potential for further growth of our Association by enrolling the retired / retiring Officers in the respective regions. It is resolved to add the additional function and duties of the General Secretary, as item No.(xiii) : "The General Secretary is authorised to nominate from among the members Regional Secretaries, representing a particular region keeping in view the need and requirement of the Association to give adequate representation to the regions which have concentration of members or which have the potential to grow by enrolling the retired / retiring Officers in the respective regions This will be ratified / approved by the Central Committee in its Meetings to be held at periodical intervals."

The Treasurer Sri G A Hande, presented the audited Financial Papers for the years ended as at 31.03.2017 and 31.03.2018 and the same were adopted unanimously.

The present body of Office bearers, Central Committee Members, Regional Secretaries was dissolved and elections to various posts were announced. Sri K B Ballur, President congratulated the members of outgoing body for their extraordinary performance on the membership count and the hoped that the new body to take over will continue the campaign to bring all retired officers under the banner of CBROA. He thanked the members of the outgoing Central Committee for their excellent support and cooperation in carrying on the activities of the association in a hassle free manner

The newly constituted Central Committee held its Meeting and the General Secretary gave a broad guideline as to how to carry on the activities of our Association and strengthen our Association by enrolling the retired / retiring Officers as members of our Association. He gave a call to plan the work and then work the plan which will fetch us the desired results. The Central Committee unanimously co-opted Sri K S Balachandra Rao, Chairman Reception Committee Member of our Association, keeping

in view his experience and knowledge and also by virtue of his being Chairman, Reception Committee, as per our tradition.

The Meeting came to a close with vote of thanks by Sri Jagadish Shetty, from Mumbai.

The XI Biennial Conference scripted yet another glorious chapter in the history of CBROA and it set new benchmark for holding a Conference of such mammoth proportion, which is a challenge to human resources and materials. Our Mangaluru Unit has proved that there is no force on earth which defies human spirit. The Conference has left a trail of sweet memories in the heart of all the delegates and the Conference will be cherished for a long time to come.

*MASSIVE DHARNA/DEMONSTRATION INFRONT OF TOWN HALL, BENGALURU ON 7TH DECEMBET, 2018.

A massive Dharna was held by CBPRO and AIBRF, in front of the historic Town Hall Bengaluru on 7th December 2018 where more than 3,000 pensioners/ retirees participated. The lawn in front of the Town Hall was teeming with sea of humanity. The full throated slogans reverberated in the sky and the IBA representative sitting in the Head Office of Canara Bank just across the road heard the same. Even the lady Comrades did not lag behind in shouting slogans demanding implementation of the legitimate demands of the pensioners /retirees of Banking industry, by IBA / Govt. The slogans decried the apathy, negligence, insensibilities of the Government and IBA who have been dodging the issues without any plausible grounds. The huge turnout of pensioners and retirees who, defying their old age blues, difficulties, thronged the venue, reflected on the agony, anguish, frustration, despondency of the pensioners / retirees of Banking Industry. The gathering was addressed by Com. Shantharaju, SBI Pensioners' Federation & President, CBPRO (Karnataka State Unit), Com. K Vishwanath Naik, General Secretary, AIBRF (Karnataka State Unit), Com. Padmanabhan, Secretary, RBI Retirees' Association, Com. Gopinatha Rao, Chairman, CBPRO (Karnataka State Unit), Com. K B Ballur, Working President,

AIBPARC, Com. A N Krishna Murthy, Secretary, AIBPARC & CBPRO (Karnataka State Unit), Com. A N Madhusudan, President, FORBE, Com. Shivalingaiah representative from Kotak Mahindra Bank (erstwhile Vysya Bank) Retirees Association. The gathering gave lusty cheers and thunderous applause to the firy speeches of the leaders. The Dharna / Demonstration which commenced at 3.30 pm lasted for 2 hours and the Dharna held in a peaceful and perfectly orderly manner, was appreciated by the general public and even the police.

Immediately after the Dharna a delegation comprising Com. Shantharaju, Com. K.B Ballur, Com. A N Krishna Murthy, Sri B T R Reddy, Com. M R Gopinatha Rao, Com. A N Madhusudan, Com. Devadas Rao, Com. Abdul Jaleel, Com. N T Hegde called on Sri M V Rao, Executive Director, Canara Bank and submitted a mass memorandum signed by more than 2,000 retirees requesting him to take up the issues of Pensioners / Retirees of Banking Industry with IBA and Government of India. The various long pending demands of the pensioners were explained in detail to Sri M V Rao, who expressed his sympathies for the issues of pensioners and assured to forward the memorandum to IBA and Government of India. The Dharna was a big success and will remain a milestone in the history of the Retirees' movement. This is just a beginning of our struggle and the leadership of CBPRO (K) and AIBRF (K), have decided to intensify the campaign in the days to come.

All India Bank Pensioners and Retirees Confederation (AIBPARC). The campaign has been relentless and continuous. We have knocked at the doors of the Prime Minister, the Union Finance Minister, the Union Labour Minister, the Speaker of the Lok Sabha, other Union Ministers, Parliament Members, IBA with a detailed representation on all our long pending, legitimate issues but none of the person in power has responded positively to our representations. This has forced the Pensioners / Retirees of Banking Industry to fight for their rights in the Court of Law.

As per the decision of the Central Committee Meeting held at Madurai in April 2018, we have filed a Writ Petition in Karnataka High Court seeking Updation of Pension and the case is already admitted under WP No.48905/2018. The Court has ordered for serving notice to all the respondents i.e the Union Finance Minister, the IBA and Canara Bank. As Updation of Pension is a common cause, a long pending demand of all Pensioners, we have filed the Writ Petition in Karnataka High Court in the name of Sri E Sampath Kumar, Vice President of CBROA.You are aware of the fact that fighting a case in the Court of Law including the High Court has become a very expensive affair. Fighting a case in the Supreme Court is not our cup of tea.

As we are not getting justice at the hands of the people who matter, we are compelled, out of sheer frustration, to approach the Court of Law, to seek justice to our cause . We have already created a Fund called CBROA LEGAL FUND out of CBROA resources and we solicit donations from our members which will be pooled in the account and spent towards fighting the legal battle. Fighting the case in the Court is not a happy option for us but we have been pushed to the wall by the powers that be, thereby we are compelled to fight a legal battle to seek redressal of our legitimate demand.

We have engaged the services of Sri R Manohar, Senior Counsel, High Court of Adjudicature, Chennai who is assisted by Sri K Sundar, another Senior Counsel in Karnataka High Court.

We hope all our members will rise to the occasion and donate handsomely towards

CBROA LEGAL FUND and enable us to fight the case to its logical end, if need be upto the Supreme Court.

We have the confidence that our members will support our initiative by donating generously to fight the case which has a bearing on the lives of all of us. Donations may please be remitted by Cheque or through NEFT or through CBS.

Obituary :

Sri. K Ramakrisha Venkatesh Bhat Membership No. 8928. He was honoured by us on 01.12.2018 at the inaugural session of our Biennial Conference, at Mangaluru. Though he appeared to be hale and healthy, providence has snached him away from us. We pray the Almighty to give strength and courage to his family members to bear this great loss with fortitude.

Ammendment to Rule 5(c) : Membership Fees.

The General Body of our Association at Mangaluru on 1st and 2nd December 2018 has unanimously resolved to increase the annual subscription fee from the present RS.300/- p.a to Rs.500/- p.a with effect from 01.04.2019. With this the retired colleagues who wish to subscribe to the membership of our Association have to remit Rs.1,000/- along with the enrolment form out of which Rs.500/- is towards membership fee and Rs. 500/- is towards annual subscription. Subsequent year's subscription should be paid on or after the ann iversary date o f payment o f subscription. The existing members with annual subscription have to pay annual subscription of Rs. 500/- wef 01-04-2019.

This is done keeping in view the steep increase in cos t o f i ssu ing our communications, Circulars, holding meetings of members at different places, travelling expenses incurred by the Office bearers etc.

We request our members to take note of this modification to our Rules & Bye-Laws, Rule No.5(c) on Membership Fees.

We request our Office bearers to give publicity to this. Nevertheless, our focus should be on enrolling our new members as Life Members only and the Life Membership fee continues to be at Rs.4,500/-.

RESOLUTION ON CONTINUATION OF THE SPOUSES OF OUR MEMBERS AS ASSOCIATE MEMBERS AFTER THE DEMISE OF THE MEMBER.

The XI Biennial Conference of our Association held at Mangaluru on 1st and 2nd December 2018 has unanimously resolved to continue the membership of our Association in the name of the spouse of the Member after the demise of the Member. This request is being made by many spouses of our members and this issue has also figured in the Central Committee Meetings of our Association. The argument in favour of this proposition is that the spouses of the members DECEASED, will be cut off from communication channels and will be missing vital information affecting their lives. If they contnue as Associate Members of our Association they will come to know about the latest developments on the issues or problems being confronted by the spouses of pensioners, who are family pensioners.

Keeping these circumstances in view the Resolution has been passed unanimously and the spouses of the members will be considered as Associate Members and they will get all our communications, Circulars and periodical bulletins covering the issues of pensioners and family pensioners.

1. It may please be noted that the Associate members do not have voting rights.

2. The Associate members are not entitled for the Welfare Schemes such as Medical Expenses Reimbursement, Death Relief after the Death of the Associate Member, Felicitation when they attain the age of 75+ years. etc launched by our Association for the benefit of our members.

We request our Office bearers to give wide publicity to this resolution and ensure that the spouses of the deceased members, are enrolled as Associate Members of our Association.
