Albertslund – a young city

One of several small municipalities west of Copenhagen with 30,000 residents.

A new and modern city, part of the building boom of the 1960s, planned by the experimental principles of urban and traffic planning of that time.

A thinly populated area was transformed into a laboratory for urban development, democracy, and industrial building.

In Albertslund innovative council houses popped up, rapidly constructed and using new materials.

Bicycle Strategy Albertslund

• Strategy adopted by the politicians, spring 2009

• Target = 10% more cyclists from 2009-2015

• But how?

Page 22: Albertslund - on its way to sustainability

How to achieve the goal?

• 44 different strategy points• Based on 3 important efforts

1. It has to be easy and fast to get around on the cycle paths (direct routes)

2. There has to be a good accessibility to schools, shopping and all other important functions (no missing links)

3. The cyclist must feel safe when getting around (lights, signs)

LOCAL AUTHORITY

BUILDINGS LIGHTING TRANSPORT

Activities

1. Climate-friendly use of buildings. New institutions as passive houses. CO2 neutral culture and sports facility. Energy-renovation of institutions.

2. Lighting of the future.

3. Greener transport.

Page 36: Albertslund - on its way to sustainability

LOCAL AUTHORITY – MUNICIPAL BUILDINGS- Institutions of the future occupy passive houses

Page 37: Albertslund - on its way to sustainability

New day-care institutions – for the new renovated city

ChallengesMost buildings were built in the period 1965 – 1980.

Experiments were carried out with fast and new types of construction, mass production of element building.

Objectives for municipal buildingsArchitecture of high standard creates optimal frames for visionary learning environments and healthy places for leisure and work.

Buildings in the absolute front concerning energy and environment.

Page 38: Albertslund - on its way to sustainability

New institutions – new options

Part of an overall plan for day-care institutions covering both renovation and new building.

Nursery and kindergarten each having 100 children. Benchmarks in three local communities in the city – south, central, north. First children started in December 2010.

Varying rooms indoors and outdoors for all-round playing, challenging fantasy and muscular activity.

Page 39: Albertslund - on its way to sustainability

New passiv house institutions - efficient energy measures

Location of houses ensuring best possible utilisation of passive solar heating in winter.

Heavy construction elements heat the building in winter and cool it in summer.

Compact building mass reduces energy loss through highly insulated windows, roof, walls.

Dense building, mechanical ventilation and heat recovery.

Pre-heated air from underground channels and solar collectors for heating of supply water.

15 kWh/m² per year

Page 40: Albertslund - on its way to sustainability

New institutions – also a climate benefit

The new buildings combine respect for function, architecture and environment and are frontrunners within sustainability regarding energy and environment.

Page 41: Albertslund - on its way to sustainability

Activities

1. Climate renovation of residential areas. 2. Sustainable housing in the city centre. 3. Climate aware behavior

Page 44: Albertslund - on its way to sustainability

HOUSING – CLIMATE FRIENDLY RENOVATION- Holistic modernisation and climate renovation of

the City’s housing areas

16 housing areas - 35% of all dwellings and 38% of the CO2 emission from dwellings.

Renovation of the 16 housing areas to energy class 2 will mean a 21% reduction or 3.700 tonnes CO2.

Renovation of the 16 housing areas to energy class 1 will mean a 24% reduction or 4.400 tonnes CO2.

Page 45: Albertslund - on its way to sustainability

Challenges and opportunities

Renovation of 16 housing areas covering 35% the City’s dwellings - a unique chance of modernising the City in a climate-friendly manner.

Additional financing is raised to attain attractive energy classes through the Energy Technology Development and Demonstration Programme (EUDP).

Need for solutions being:• Green and cost-effective• Market-oriented• Architecturally and socially aware• An asset in urban conversion• Holistic in terms of know-how• Generator of expertise

Page 46: Albertslund - on its way to sustainability

Public private partnerships -The case of Masterplan Syd

•Cooperation between the municipality and the housing company BO VEST. •Projects amounting to 3 billion DKK / 44 billion Yen

A Public Housing Company in Denmark

Public housing is divided in departments of housing companies. Each company is a separate economic entity and is governed by a board, elected by the dwellers at a annual general meeting. The board has the supreme power in matters of renovation and a renovation can’t be implemented without their approval.

Page 48: Albertslund - on its way to sustainability

Albertslund Concept – climate friendly renovation 1

In Albertslund South alone 2,200 dwellings are being renovated, housing almost 6,000 people.

As a demonstration project a block of six attached houses will be renovated into different energy classes - Up to energy class 1, with the same or better economy than energy class 2.

Energy class 2 will result in a reduction in energy consumption of 73%.

Functional dwellings of high architectural value with focus on indoor climate, healthy materials, daylight and comfort.

Page 49: Albertslund - on its way to sustainability

Public private partnerships – the Albertslund Concept

Clarifying how the extensive task concerning energy renovation of residential areas established after 1960 can be solved in technical and financial terms.

Bringing the new renovated residential areas up to the same energy-efficient standard as new and modern houses.

The Albertslund Concept will demonstrate that cost-efficient low-energy renovation of dwellings is feasible by gathering all relevant actors and knowledge within energy and construction.

Page 50: Albertslund - on its way to sustainability

The housing company BO VEST is planning the renovation project. Raising renting costs are decided by the residents. Budgets are decided in Landsbyggefonden, where energy improvements are not supported. They are considered to be improvement that have to be paid by the resident. Put on top of the raise in rent, caused by the general renovation.
