1. ABOUT EPASP

Egypt’s Protected Areas Self-Financing Project (EPASP) works towards the establishment of a sustainable

protected area financing system, with associated management structures, systems and capacities

needed to ensure the effective use of generated revenues for priority biodiversity conservation needs,

as well as removing or significantly reducing a wide range of barriers to sustainable financing. The

project will provide the Nature Conservation Sector (NCS) of the Ministry of Environment (MOE) with a

powerful set of arguments for continuing long-term investment, financing and expansion of Egypt’s

Protected Areas (PA) system, mainly with self-generated revenues through successful realization of the

following outcomes:

▪ Legal, policy, regulatory and institutional frameworks that facilitate revenue generation; revenue

retention; and other aspects of sustainable PA financing and management are established and

functional.

▪ Levels of financial resource mobilization are adequate to ensure effective conservation-oriented

management of Egypt’s PA system.

▪ Business planning and cost-effective management systems are ensuring the effective allocation and

management of mobilized resources.

Among the unit’s responsibilities is the planning and initiation of projects, starting from conducting

baseline studies, environmental impact and needs assessment informing the scope of the project’s

intervention. These studies are rooted in research of international guidelines and best practices, and

result in the drafting of terms of reference (TOR) for the projects proposed. Having been announced for

tender, the unit then offers technical advice to PA management leading to the selection of contracting

firms responsible for implementation. The unit ultimately manages, coordinates and supervises the

entire timeline of the project till completion and handover.

2. ABOUT AL-GHARQANA VILLAGE DEVELOPMENT PROJECT

Nabq protected Area (NPA) was declared a protected area in 1992 with a total area of 600 square

kilometers. It is characterized by several important environmental systems like: coral reefs, sea

and land creatures, large dense mangrove woods. It includes environmental systems of desert,

mountain and valleys, and animals like deer, mountain goat, hyena, reptiles and a lot of migrating

and resident birds beside invertebrates. Some nomad tribes live in this area. The area is a center of

tourist attraction for amateurs of diving, safari and bird watching. NPA is lined to the north by Abu

Galloum Protected Area and to the south by Ras Muhammad Protected Area. It is a 20 minutes’

drive from Sharm el-Sheikh International Airport.

Al-Gharqana village pronounced ‘Ghargana’ is the Arabic feminine word for ‘sunken’. It is a Fishermen

Bedouin Coastal Village. Around 51 families (250 persons) reside in the village according to NPA census.

The residents move between Gharqana and Khreiza village (11 km to the west), so in the summer most

of the residents stay in Gharqana because of the good weather and summer breeze while in winter they

stay in Khreiza so that children can attend the elementary school. Both villages have minimum standard

of living conditions.

The project for the Planning and Design of the master plan and dwelling units for al-Gharqana village

was initiated by the Ministry of Environment with the purpose of moving the whole village 200 meters

from the shoreline and improving the living conditions, the built environment, and security of tenure.

The project was handed over to EPASP to manage the whole process.

A team of researchers from urban policy, planning and architecture backgrounds have completed a

baseline survey and participatory rapid appraisal to produce a socioeconomic profile for the village. This

was followed by developing a new master plan and the design of dwelling units, using a participatory

approach (Annex2&3).

3. OBJECTIVE

The overall objective of this service is to construct a dwelling unit prototype in al-Gharqana Village at

Nabq Protected Area, with a participatory, experimental and inclusive approach. The aim of this exercise

in this current phase of the project is to experiment, test and receive feedback on the design,

construction techniques, building materials and cost; and to trigger a sense of ownership and inclusion

within the community; which should reflect on the next phase of the project throughout the whole

project implementation. EPASP is seeking a qualified Architecture and Construction Firm to fulfill the

required scope of work. The qualified firm should have an understanding of the unique nature,

durability and maintenance challenges, and should be able to offer effective solutions for every item

accordingly.

4. SCOPE OF WORK

A key requirement of this scope of work is to minimize the impact on the environment. The construction

process is expected to consider the highly sensitive environment, natural landscape, unique ecosystems

and habitats; while responding to the local and international best practices and guidelines for

infrastructure development in protected areas and environmentally sensitive locations. This should be

reflected on the choice of equipment, construction process and utilizing local labor.

4.1. Commencement

The qualified firm is expected – after signing the contract – to arrange and coordinate all the necessary

procedures to start immediately in the implementation of the required scope of work. The following

documents should be delivered at the beginning of the project:

• Detailed project execution plan including procurement plan, list of equipment, consultants,

manpower, and materials, as well as the site mobilization and safety plan.

• Construction method statement.

• Expected Cashflow.

• Submission of material samples for all project items.

4.2. Preparation

At the beginning of the project, a set of complementary tasks should be performed, which include:

• A complete physical land survey of the whole village and the existing structures and trails.

• Structural verification for the unit’s foundation and other structural elements including soil

investigation report for the whole village site, and structural supervision certificate. This task

should be performed by a certified structural engineering consultant.

• Testing and verification of the building materials that shall be used in construction with Data

sheets or through laboratory certified tests.

4.3. Construction

In this stage, the qualified Firm, will perform the required construction work as per the attached

drawings and bill of quantities.

4.4. Participatory Construction Workshop

The qualified firm is required to organize and moderate a participatory construction workshop within

the timeline of the construction phase, open to students, practitioners and interested individuals. The

firm will be responsible of the announcement, selection process, logistics and moderation. This task

should be done in full coordination with EPASP engineering team. Due to the uniqueness of this project

and its experimental nature, Research and Development activities shall be encouraged in parallel to the

construction work, offering a space for innovation and improvement of the construction process for the

benefit of the final project output. Moreover, and throughout the process, training will be done for the

local community and interested individuals on different construction techniques.

4.5. Completion

In this stage, the qualified firm is expected to successfully complete the different projects’ components

in accordance with the TOR, projects’ tender and construction documents, specifications, bill of

quantities and, most importantly, construction schedule ensuring that valid and substantial comments

of the owner (NCS and MOE) are taken into consideration and resolved prior to handover.

4.6. Construction Documents and Climate Simulation

• A complete set of construction documents, shop drawings and updated bill of quantities shall be

submitted at the end of the project as per the as-built final output.

• Conduct climate modeling for the unit prototype and an urban climate modeling using a suitable

simulation tool to study both the indoor and outdoor environments as well as their mutual

impact on one another. This task should start from the project initiation phase and develop

throughout the project timeline until the final submission.

4.7. Documentation and Feedback

As a project of an experimental and participatory nature, the documentation and feedback is a crucial

part of the process. The aim is to gather all data, highlight the key accomplishments and lessons learned,

and disseminate the information to the public.

A complete documentation of the whole process shall be done using photography, narration, sketching,

and videography.

By the end of the project a booklet (in English & Arabic) describing and documenting the whole process

should be published. The qualified Firm shall be responsible of the editing and printing of this

publication in close coordination with EPASP engineering team who will be supporting this work with

necessary complementary data and content. The workplan for producing this publication should be

included in the overall project workplan including milestones for drafts and revisions. In addition, a

manual of production and construction of CSEB will be published.

By the end of the project, a documentary movie shall be produced to record and document the whole

process. The workplan for producing this documentary should be included in the overall project

Feedback Sessions shall be organized during the construction process (in milestones) and after

completion. The feedback should be collected and well documented for further development.

4.8. Handover

In this stage, the qualified Firm will submit the required final documents and reports, including the as-

built drawing submittals. Turn Over Certificate (T.O.C) will be signed by the project parties.

5. PROJECT TIME PLAN

All project activities should be accomplished and finished within 60 days from the day of signing the

contract.

6. GENERAL GUIDELINES

The design and implementation of this scope of work should follow the local and international best

practices and guidelines for infrastructure development in national parks and environmentally sensitive

areas, with the help of the following guidelines:

- Be respectful to the local character and cultural features.

- Pay careful attention to the setting; and involve the stakeholders in the process.

- Use local craftsmen / builders where possible.

- Use locally available materials and appropriate building techniques, where possible.

- Ensure that the natural integrity of the site is maintained and that the site is properly restored

following the completion of construction work. Minimal site impact related to construction is a

requirement.

- Obtain third-party approvals and certifications when needed.

- Review and follow local laws, regulations and worldwide guidelines on development in protected

areas and obtain all the necessary and required permits from the local authorities (if any).

- Review relevant international guidelines to fulfill the objectives of this scope of work. See: “IUCN

Guidelines for Sustainable Tourism in Protected Areas 2002” Chapter 5: Sensitive Development of

Infrastructure and Services. (Annex 02).

- The qualified firm is expected to deliver the following items periodically:

- Updated cash flow

- Regular follow up meetings with EPASP and NCS representatives

- The interested candidate firms are expected to visit the site and come to be familiarized with all

aspects of the project. The site visit report is an important part of the technical proposal and

should highlight the candidate’s understanding of the project and the site’s aspects and unique

7. COMPETENCIES

The successful candidate Architecture and Construction Firm will demonstrate competencies in the

following areas:

- Proven experience of minimum 5 years in the environmental architectural design and

construction.

- Proven record of delivering projects within the planned time schedule and cost estimates.

- Proven experience in the design and construction of projects in situ, which utilize local labor

skills and knowledge of locally available materials.

- Proven experience in working within Protected Areas and environmentally sensitive areas.

- Proven experience in initiating, arranging and moderating participatory workshops and

demonstrating the ability to manage a large number of participants.

- Proven experience in working with projects involving local communities and demonstrating the

ability to communicate and understand the community’s needs.

- Demonstration of knowledge and familiarity with the site and its region.

- Joint ventures are encouraged.

8. EVALUATION

The weight of the selection will be 70% for the technical offer and 30% for the financial offer. The

technical offer will be evaluated as follows:

Technical offer to include:

- Company Profile including registration documents, a list of professional experience and projects,

including description, date, budget, and reference person.

- Proposed Organizational Chart in addition to the qualifications of the firm’s team members who are

expected to be part of the consultancy.

- Project workplan showing the firm’s understanding of the project and its plan for implementation

including activities, method of construction, mobilization plan, resource mobilization …etc.

- Site visit report showing the firm’s understanding of the location and the project.

Financial Offer should be quoted on a lump sum basis to include all the items in the above scope of

work. Additionally, a detailed priced BOQ with cost breakdown of the lump sum amount must be

demonstrated. Please also include an expected cash flow chart. The offer should consider that some

changes may occur due to the process of improvement and development throughout the construction

process due to the nature of the project as an experimental prototype.

General Notes:

- The offer shall be valid for a minimum period of 90 calendar days after submission of the offer.

- The applicant is fully responsible to study the requirements, specifications and the project BOQ

before submitting the offers, so that all factors are taken into consideration in the offer .

- EPASP reserves the right to accept or reject any offers, and to cancel the procurement process and

reject all offers at any time prior to award of contract, without obligation to inform the affected

party.

1. CONSTRUCTION WORK

In square meters supply, place, finish and cure fair face concrete flooring 

(mechanically mixed), with average 10cm thickness, using Portland cement not 

less than 250kg/m3. The concrete Grade 200. The concrete is set on 100 mm 

compacted base, set on 150 compacted sub‐grade 95%, Price includes the 

formwork, soil compaction underneath, leveling and finishing according to the 

code standards and the site supervision engineer's instructions. All work should 

comply to the environmental requirements of the Ministry of Environment, and 

the laws of the protected areas. For all concrete work, rate includes form 

work, steel reinforcement (if any), chairs, spacer, mechanical vibration, 

concrete joints and curing all concrete works are ready mixed concrete by 

required strength

In square meters supply and fill gravel for flooring of courtyards , according to an 

approved sample, and as per the code standards and the site supervision 

engineer's instructions. The rate shall include all the requirments to complete the 

item. All work should comply to the environmental requirements of the Ministry 

of Environment, and the laws of the protected areas.

In square meters supply, fixing and lay ceramic tiles flooring for kitchen and 

toilets , laid on epoxy based adhesive layer, fixed in accordance to an approved 

sample, and as per the code standards and the site supervision engineer's 

instructions. All work should comply to the environmental requirements of the 

Ministry of Environment, and the laws of the protected areas.

1.2. FLOORING

Stone Foundation

In cubic meters supply and build Stone foundations with locally sourced stone ‐ 

according to an approved sample ‐ bonded with cement mortar. The price 

includes excavation in any type of soil, excavation side shoring, dewatering, 

compaction of the soil underneath the foundation according to the code 

standards, insulation, and backfilling after construction and all the 

requirements to complete the item in accordance to the technical 

specifications, drawings, egyptian codes and standards. The foundation should 

be built according to the structural engineering consultant's verification and 

under his supervision. All work should comply to the environmental 

requirements of the Ministry of Environment, and the laws of the protected 

areas.

CSEB walls

1.3. WALLS

In cubic meter supply and build brick walls ‐ 25 cm thickness ‐ with Compressed 

Stabilized Earth Blocks(CSEB) 8*12*25cm ‐ according to a verified and lab tested 

sample ‐ with 300kg/m3 cement mortar (or another tested and verified mortar 

mix), including all lintels joints, mortar in fill, anchors, horizontal joint 

reinforcements, steel vertical reinforcements, grouting wherever necessary and 

accessories, all according to specification and drawing. Price includes the 

mobilization of machinery and the production of the CEB on site . The walls 

should be constructed according to the design drawings and as per the site 

supervision engineer's instructions. All work should comply to the 

environmental requirements of the Ministry of Environment, and the laws of 

the protected areas.
