    2. Continuing to investigate the twelveintellectual actors of illegal logging andidentify additional goals of forestsecurity operation on illegal logging inspecific spots (border regions,national parks).

    4. Monitoring judicial process of illegallogging cases.

    5. Evaluating and improving

    2. Forest fire 1. Improving forest and land firesmanagement system includinginstitutional strengthening,human resource development,etc.

    2. There are several national lawsand regulations for forest fire,such as Act No. 23/1997 onEnvironment, GovernmentRegulation No. 4/2001 concerningControl of EnvironmentalDegradation and or PollutionRelated to Forest and or LandFires. etc.

    3. To improve the facilities of forest

    fire management, on April 2002 aseries of forest fire suppressionfunded by the Government ofJAPAN (JICA)

    4. to form forest fire brigades inthree national park: GajahKambas Lampung, KayungKetapang, and Bekantan Palung.

    1. Extern/macro/inter-department :a. Lack of awareness to control forest fire

    (prevention, fire extinction or post-firetrauma)

    b. Other inter-sector and stake-holder stilldepend upon and put the responsibilityburden of forest fire fully to the Ministryof Forestry

    2. Internal/micro/inter- Deputy MoF:a. Forest Fire control authority conducted

    in the autonomy era are facing manyobstacles related with the hierarchicalconduct on the field.

    b. Lack of regional command inconducting forest-fire control.

    c. Lack of regional command inconducting forest-fire control.d. In fact, most of society still apply slash

    and burning system for farm landpreparation.

    3. In many cases, fire also occurredoutside forest land. For example, inSumatera, fire happened in oil palmplantations while in Kalimantan fireoccurred in small scale farmings.

    1. Forming of Forest Fire-Fighter Brigadein five Provinces, namely NorthSumatra, Riau, Jambi, West andCentral Kalimantan;

    2. The brigade will place at provincialPHKA office ( KSDA And TN);

    3. Some proposed locations namely : Elephant Kambas in TN Way

    Kambas Bekantan Palung in TN Mount

    Palung Kayung Ketapang in Ketapang

    district

    1. Finalizing Government Regulation onforest protection.

    2. Forest-fire prevention needs an optimalmanagement operational support(budgeting, materials, etc).

    3. Regulation needed to address forest-fire asa DISASTER so that role of all stakeholdersshould involved in preventing forest fire.

    4. Forming forest fire brigades at provincelevel and functioning technical unit (UPT)of DG PHKA.

    5. Operation areas will be developedaccording to the level of danger.

    6. It is proposed necessary support todeveloped training and equipments of fire

    extinguishing.7. It is proposed research and developmentexpert in usage of fire / combustion whichsave, cheap and low impact of smoke tothe environment.

    3. Forest industryrestructuring

    1. Compilation strategy ofindustrial forestrydevelopment in Indonesiaby ITTO aids;

    2. Executing steps ofsolving restructuringteam (HPH, HTI andindustrial of forestryunder IBRA;

    3. Re-inventory of forestindustry in colaborationwith Central Beurau ofStatistics (BPS) andMinistry of Industry andTrade (Depperindag);

    4. Improving coordinationwith Depperindag, IBRAand Coordinating Ministryof Industrial, Finance andEconomic through IDCFforum.

    1. Different institutions have differentvision to handle the same issue.

    2. Intensive coordination is requiredamong related departmentsconcerning forest industries in the longrun. It will takes many expenses tosupport the action.

    1. Conducting Industrial Survey at 14provinces ( year 2001 have beensurveyed 6 provinces), executedby BPS with Dephut ( 8 provinces) and Depperindag funded (6province).

    2. Collecting plan data of woodproduction from natural forests,social forestry and other sourcesto fulfill the wood industries.

    3. Dephut will complete data-profil ecompany which have beencompiled with data / informationresult of investigation of forestrycompany / industry under IBRA.

    4. Working Group of MoF for theacceleration of restructuringforestry company continue theinvestigation to company underIBRA executed by independentauditor team which is accredited

    1. KKSK should coordinate the problemsunder the Joint Committee thatconsists of the Ministry of Forestry,Ministry of Industry and Trade, IBRA,Local Government and other relatedinstitutions.

    It is expected that the Committeecould formulate a firm policy andsteps to deal with the problems andcarefully pay attention to the visionheld by each institution.

    2. There is a hope that we can getforeign aids to execute the action,both in the term of formulatingstrategy and verification activity priorto field audit.

    4. Reforestation and

    forest industriescapacity

    1. A new policy has been set up,

    such as self mandatory forcompanies to develop theirown annual managementplan.

    3. Provide information onindicative areas that need torehabilitate within andoutside forest areas.

    4. A Task Force (POKJA) underthe DG of Forest ProductionDevelopment (Ditjen BPK)has been established toenhance Plantation ForestDevelopment.

    5. Another Task Force (POKJA)under the MoF has alsobeen established to takeaccount on RestructuringProcess of Allocated DR for

    HTI Development6. The MoF has establishedand executed PlantationForest Development Projectsnamely Hutan TanamanSwakelola Project in 16Provinces such as Bali,Sultra, Bengkulu.

    1. Reaction to the development of plantation

    forest (HTI) is relatively low or unfit withcultivation schedule (properness toplantation cycle plan) and it does notmatch between the place and the specieschosen, also unprofessional management.

    2. Discontinuing of DR as incentive of HTIdevelopment.

    3. The location of HTI are spread over andrelatively small, so that it has small accessto the market.

    4. Channeling of DR to the forest plantationis unclear.

    5. Occupation by society to farm which notyet been cultivated or which have beencultivated (conflict of land).

    6. Legal status (it hard to find a clear andclean area).

    7. Forest and land fire still rampant inremote areas

    1. Forming of POKJA of restructuring of joint

    investment timber estate / HTI .2. Working Group of Restructuring HTI Havebeen formed under CoordinationSecretary general of MoF. The WorkingGroup have worked intensively.

    3. Compiling Criteria & Indicator to EvaluateHTI in Restructuring joint venture HTI(Completed and is proposing to Ministerof Forestry to be ratified).

    4. Coordinating with Forest Planning Agency (Baplan) to collect informationand make a map of spreading Log Over

    Areas for HTI development underworking group (WG/POKJA) namely

    Akselerasi Development Forest Sector.5. Pilot project location of those WG will be

    plotted in Jambi and South Kalimantanfor the development of crop forestinvestment scheme and its management.

    6. Evaluation and monitoring of tumpangsari activity in HPHTI in year 2002.7. Conducting evaluation and monitoring of

    tumpang sari activity in social forestryin 16 provinces. This activities is incooperation with Depart-ment of

    Agriculture and Crop Food agency inthe province.

    8. Establishing the guidelines activity tocommunity development in coopera-tionwith WG Akselerasi Develop-mentForest Sector.

    1. To make activity of the HTI

    restructuring using DR effectively bybalancing fund composition betweenReforestation Fee (DR) and private,liquidation, transfer of management andsell some assets to interested investors.

    2. To formulate policies of plantationforest development in order toreplanting and to improve the quality ofproduction forest and investingplantation forest to fulfill the need ofindustry raw materials.

    3. To formulate several alternativesfunding policy of plantation forestdevelop-ment through investmentprofile or investment schemeregulation.

    4. Reforestation Fee (DR) is needed aspart of an incentive of plantation forestdevelopment through project

    mechanism (motivation building) andsoft loan mechanism.

    14. In coordination with Baplan, theDevelopment of Forest Crop as one ofthe priority forestry developmentprogram to put in National ForestryProgram (NFP).

    10. Evaluation and monitoring progress ofSocial Forestry Project conducted in 16Provinces.

    1. As implementation of No. 41 Act,

    MoF has finished discussing 11Government regulations.Those regulations are :a. Proposed government regulation

    concerning Forest ManagementPlan, Forest Utilization and ForestLand Use and Forest Arrangement.

    b. Proposed government regulationconcerning about ForestManagement Planning.

    c. Proposed government regulationconcerning Forest Protection andNature Conservation.

    d. Proposed government regulationconcerning Local adat. community

    e. Proposed government regulationconcerning Forest Rehabilitation and

    Forest Reclamation.f. Proposed government regulationconcerning Urban Forest.

    1. Different interpretati on and

    overlap competency betweencentral and local governmentin managing the forests dueto unclear regulations.

    2. The availability of forestersand infrastructures arelimited, especially in the ruralarea.

    3. Lack of guidance, criteria andstandard of forestrymanagement for thoseofficials in the field level.

    4. Inconsistency of regulationaccording to UU no. 22/99,PP 25/2000 and UU 41/1999.

    To propose eleven Government

    regulations as implementing of Act No.41/1999 concerning Forestry. ThoseGovernment regulations (RPP) are :1. Government Regulation about

    Arranging Forest, Compilation PlanManagement of Forest, ExploitingForest and Usage of Area Foresthave been studied by interdepartment by Cabinet SecretariatRI;

    2. Government Regulation aboutPlanning Forestry have been studiedby cross MoF official;

    3. RPP about Protection of Forest andNatural Conservation is discussed bycross MoF official;

    4. RPP about Society Customary Law is

    discussed by cross MoF official5. RPP about Rehabilitating Forest andFarm and Forest Reclamation is doneby cross MoF official;

    6. RPP about Urban Forest is done bycross MoF official;

    7. RPP about LITBANG-DIKLATLUHForestry is done by cross MoFofficial;

    8. RPP about Role And Society InDevelopment Forestry is done bycross MoF official;

    9. RPP about Observation is done bycross MoF official;

    10. RPP about Reforestation Fee / DR isdiscussed by cross MoF official

    1. The importance of totally

    clarification to Local GovernmentRegulations (PERDA-PERDA), sothat the contradictive regulationcan be avoid.

    2. To improve understanding amongcentral and local governmentstaffs on the regulations. It isalso needed to regulate duty andfunctional relationship betweencentral and local government.

    3. Giving guidance, training ofinstruction, tuition andsupervision to local governmentin conducting autonomy policy inforestry sector.

    4. Need of support from foreign aidsfor some activities that cant

    budget by GoI.5. Improving dialogue betweenGovernor and Regent indeveloping the feeling to trusteach other.

    6. Preparing standard and criteria ofguidance in forest management.
