The above noted proposal has been reviewed by the Water Quality Management Section ofManitoba Conservation and Water Stewardship.

The mitigation measures discussed in the proposal will help ensure a certain degree ofenvironmental protection. As the project proponent is the Government of Manitoba there is anopportunity to use the best available practices for prevention and mitigation of environmentaleffects from this project.

Blast rock will be required for construction of this road. The proponent should ensure that anyrock utilized for the proposed road is of a quality such that it is not acid generating. It may beprudent for the proponent to have to cenduct acid base accounting on blasted rock used for roadmaterial. The proponent Will also have to ensure that if ammonium based explosives area used,residual ammonia from blasting operations does not leach into surface water.

The proposed road requires two stream crossings including crossing the channel separatingFishing and Family Lakes. Maximum buffem along watercourses and water bodies for waterquality protection and protection of fish resources established by Manitoba Conservation andWater Stewaxdship Forest Management Guidelines for Riparian Management Areas should beutilized. Buffer sizes should be increased above these maximums for areas known or thought tobe more sensitive such as steep slopes. Any reductions of buffer sizes from recommended widthsin forest practices guidelines need to be carefUlly considered and rationales documented.

Specific Comments:

• The proponent should be reminded that pursuant to the Nutrient Management Regulation(MR 62/ 2008) under the Water Protection Act, the mechanical application of substancescontaining nitrogen or phosphorus is prohibited in Nutrient Management Zone N4(Canada Land Inventory Agricultural Capability Class 6, Class 7, or unimproved organicsails) and in the Nutrient Buffer Zone.

• The proponent should implement effective long-term sediment and erosion control toprevent soil laden sediment, rimof and/or silt from entering any watertourse, duringconstruction and until vegetation is established. Biodegradable erosion control materialshould be used.

• The proponent should routinely inspect all erosion and sediment control measures andimmediately complete maintenance or repair.

• The use of chemical melting agents (for example road salts) for traction at water crossingshould be avoided for preference of alternatives such as clean crushed rock.

• Fuel and oil storage areas should be located a minimum of 100 metres from any waterbody.

• An incident! accidetit response plan should in place before construction starts. Theproponent should ensure appropriate spill response materials are on site at all times.

• The proponent will have to prevent oil, hydraulic fluids, coolant, paint, uncured concreteor concrete wash from entering any drainage course or waterbody

• Concerning the right of way management, it is not clear from the proposal if anyherbicides will be used during ongoing maintenance.

• All exposed areas should be re-vegetated with native species during road construction

• Measures should be in place to prevent the spread of non native invasive species

• Local drainage patterns shall not be altered

Considering work camps:

• Wastewater (sewage and grey water) from work camps and other infrastructure should becollected in holding tanks and disposed of at a licensed wastewater treatment facility.

Considering Monitoring:

• Water quality monitoring programs may be needed at locations along the proposed roadif issues are identified during construction, or the operation I maintenance phases of thisproject.
