Ground – DLS Planned Implementation Planned Implementation status - December 2018

To have a clear picture of the DLS implementation status, a dedicated monitoring session has been

performed by the SDM in March 2018, with the aim of collecting updated and detailed information from

the involved stakeholders concerning the planned DLS Provision in European Airspace by

December 2018:

ATN B1 capability in Multi-frequency environment in aircraft domain

More than 40 AUs, headquartered in Europe/ECAC area have provided their feedbacks within the

SDM questionnaire. The results are related to more than 3.400 aircraft:

Feedbacks provided by ANSPs and Airspace Users on July 2018 allowed the SDM to obtain the

present and future deployment level of VDL Mode 2 in the airborne domain:

Project Description:

The project aims at fully support and manage data information exchange concerning the i4D concept at the

ground ATC control system level, in order to ensure the interoperability among Italian civil and military Area Air

Traffic Service Units.

Particular focus is referred to the Human Machine Interface (HMI) upgrade in the operational display subsystems,

that will be aligned with the new functionalities being implemented by ENAV in the Flight Data Processing FDP

system (FDP), and ready for implementing ATS Services based on ATN Baseline 1 (CPDLC message).

In order to ensure the interoperability among Italian civil and military Area Air Traffic Service Units, Area Military

Control Centres are co-located in civil ACCs. Each service provider is responsible for its equipment, and due to

interoperability reasons there is need to upgrade ITAF systems to display correctly surveillance and FDP information

on military Controller Working Positions.

Project Description:

The aim of this Project is to enable ESAF A310 fleet with required capabilities to operate within the European Air

Traffic Management Network, including ATN VDL-2 that will enable CPDLC (Control Pilot Data Link Communication)

and i4D.

More specifically, it will be used to enable ATN B1 and ATN B2 services. Trajectory data will be automatically

downlinked from the airborne System according to contract Terms. Then target times (Target Time Over (TTO)/ Target

Time for Arrival (TTA)) will be used as inputs to ATM (air Traffic Management) and ATFCM (Air Traffic Flow and

Capacity Management) constraints and for Arrival sequencing.

Furthermore, equipping will only be done when the technical specifications of the Technology are validated.

Project Description:

The aim of this project is to enable SAF Falcon 900B aircraft with required capabilities to operate within the

European Air Traffic Management Network, including ATN VDL-2 that will enable CPDLC and i4D.

More specifically, it will be used to enable ATN B1 and ATNB2 services. Trajectory data shall be automatically

downlinked from the airborne system according to contract terms. Then target times (TTO/TTA) shall be used as

inputs to ATM and TFCM constraints and for arrival sequencing.

Involvement of Military Stakeholders in monitoring process

The SDM highlights the importance of civil/military collaboration in contribution to the monitoring

processes to:

Allow a synchronized deployment throughout Europe, maximizing benefits and

efficiency

Allow the coordination of the deployment with civil stakeholders

Find other partnership agreements to deploy

Guide Military Stakeholders on setting priorities when deploying the PCP

Support and anticipate potential risks of delay and find potential mitigation actions

Find incentives for deployment through the different INEA CEF Calls under SDM

coordination

Adequately track of the overall status of PCP deployment

Ensure homogeneous and harmonized reporting on the PCP among different

military authorities
