UPGRADING OF KUALA TERENGGANU / SULTAN MAHMUD AIRPORTAIRSPACE INFRASTRUCTURE AND PROCEDURES

EXTENSION OF CONTROL ZONE, INTRODUCTION OF SIDS, STARS,HOLDING AREAS AND NEW INSTRUMENT APPROACH PROCEDURES

1. INTRODUCTION

1.1 The Kuala Terengganu control zone is extended to accommodate the introduction of new airroutes, airspace infrastructures and procedures.

1.2 The purpose of this AIP Supplement is to notify the aviation industry of the Standard arrivaland Departure routes, holding areas and instrument approach procedures that are introducedto facilitate aircraft operations onto the new extended full length of the runway.

1.3 The information provided in this AIP Supplement is presented in similar ICAO formatapplicable for the Aeronautical Information Publication.

2. REVISION OF CONTROL ZONE, PROCEDURES AND CHARTS

2.1 NEW CONTROL ZONE

2.1.1 The existing control zone is extended to accommodate new holding areas and instrumentapproach procedures. Details of new control zone, coordinates, lateral and vertical limits areas tabulated in table AD 2.17 in Appendix A and Chart at Appendix B.

2.2 HOLDING AREAS

2.2.1 Details of Holding Areas are as shown in Appendix C. New VOR/DME holding areas areanchored on the VKR DVOR/DME.

2.3 STANDARD ARRIVAL AND DEPARTURE ROUTES

2.3.1 SIDS AND STARS are introduced to simplify and standardize arrivals and departuresin order to minimize conflict and maximize handling capacity.

2.3.2 STARs for Runway 04 and Runway 22 are illustrated in charts Appendix D -1 to D - 2and Appendix D -3 to D - 4 respectively.

2.3.3 SIDs for Runway 04 and Runway 22 are illustrated in charts Appendix D - 5 to D - 6and Appendix D -7 to D - 8 respectively.

2.4 INSTRUMENT APPROACH PROCEDURES

2.4.1 New Instrument Approach Charts for Runway 04 and Runway 22 following STARarrival for RNAV and VOR/DME are established and shown in Appendix E-1 to E-2and Appendix E-3 respectively. Instrument approach charts published under AIPSUPP 34/2008 are revised as shown in Appendix E-4 to E-9 to reflect lower OCA/Hvalues.

2.5 VFR ROUTES

2.5.1 VFR routes for the specific operations of light general aviation aircraft and helicopterswithin the Kuala Terengganu Control Zone are introduced and are shown in VisualChart at Appendix F.

3. WAY POINTS

3.1 The following Way Points are published for area navigation for Kuala Terengganureferenced to VOR/DME “VKR”. Aircraft not equipped for RNAV should use the VOR/DME procedure :-

4. IMPLEMENTATION

4.1 This AIP Supplement and relevant charts will be become effective on 2nd July 2009when the full runway and related facilities are opened and commissioned foroperations. A trigger NOTAM will be issued notifying the implementation of the newprocedures.

5. CANCELLATION

5.1 This AIP Supplement will remain current until the information is published in AIPMalaysia.

4. Procedures for VFR flights within the K. Terengganu CTR

a) A flight plan shall be filed for the flight.

b) ATC clearance shall be obtained from Terengganu TWR.

c) Any deviation from ATC clearance requires prior permission.

d) The flight shall be conducted with vertical visual reference to the ground.

e) Two – way communication shall be established with KualaTerengganu Approach on

123.6MHz or 235.32MHz prior to entering the Kuala Terengganu CTR.

f) All VFR flights shall follow the established VFR Routes for entering and exiting the CTR, as

shown in Visual Chart. Any deviation outside these routes requires prior ATC permission.

g) All arriving aircraft shall hold at the designated VFR Holding area at 1000 feet and await

onward ATC clearance for landing.
