GS Speaks

All India Central Government Pensioners Association heartily welcome and felicitates the newly elected

Ministers of Central Government. Shri Jitendra Singh is once again a Hon’ble Minister of State and in charge

of Department of Pension & Pensioners Welfare, we look for settlement of all pending issues. Hon’ble Minister

of Communications Shri Ravi Shankar Prasad and Shri Sanjay Dhotre, Hon’ble Minister of State for

Communications assumed the office at Sanchar Bhawan on 3rd June, 2019 and interacted with senior

officers of DoT, saying "The steps will be taken for revival of Bharat Sanchar Nigam Ltd. And MTNL, as the

Government believes that in order to maintain sober equilibrium in the industry, public sector must be present

and it is in the nation’s interest that they remain healthy." We are confident that under their leadership our

BSNL / MTNL will turn around.

I am happy to share with you, the revival of Gadag Branch which was defunct since 2014. General

Body Meeting was held on 02nd June, 2019 to elect the new Executive Body. Secondly, Executive Body

Meeting of Coimbtore Branch held on 27th May, 2019, has decided to associate again with AICGPA Hq. Pune.

I am thankful to Sarvshri S. Gopalan veteran Leader, Shri Panchanathan, New Secretary of Coimbtore Branch

and also H. N. Patil, S. K. Joshi and S. K. Deshpande Advisors who discussed the issue with shri Gopalan.

Benefit of Grade Pay Rs. 4600 instead of Grade pay Rs. 4200 is extended to Pre-2006 pensioners who

retired from pre-revised Scale of Rs. 6500-10500. But the order dated 4th January 2019, limiting the benefit

for minimum pension as per Sixth CPC with effect from 01.01.2006 was unjustified. We demanded that the

benefit of replacement of grade pay Rs. 4200 with Rs. 4600 should be extended for revision of pension as per

7th CPC by re-fixing the Notional Basic pay as on 1.1.2016. General Secretary has also discussed the issue

with Under Secretary, DOP&PW during the visit to New Delhi. I am happy to inform that Ministry of Finance,

Department of Expenditure issued the orders dated 22nd May, 2019 along with revised Fitment table for

revision of Pay from S-12 pay scale of the 5th CPC to the corresponding 6th CPC Scale with Grade pay Rs.

4600 and revised Concordance table for revision of Pension/Family pension as per 7th CPC.

Regarding delay in payment of pension reported by Pensioners in Karnataka Circle, I , on 18th June, 2019,

discussed the issue with Shri G. K. Padhy, DDG(PAF), DOP, New Delhi, who informed that they have visited the

3 Circles to analyze the delay in posting the payments. Required interface is made available to DAPs to speed

up the posting the amounts. They are watching the position in June, 2019 for further necessary action.

Department of Pension & Pensioners Welfare installed Toll free no.  1800-11-1960 for pensioner’s

grievances. The facility will be available from 10 am to 5 p.m. Central Government pensioners, who are

unable to access Department via web service or by post, can record their grievance over the Toll free number.

  There are many complaints from BSNL Pensioners that the Medical Bills and the instalments of Medical

Allowance have not been paid in full. We have taken up with CGM Maharashtra Circle. During visit to BSNL

Headquarter New Delhi on 22nd May, It is mentioned by the authorities, that BSNL is facing the fund crunch.

The position may be reviewed after joining the new CMD shri Purwar in July 2019.

Revision of Pension in respect of BSNL Pensioners is hanging between DoT and Department of Pension

and Pensioner's Welfare. There is no uniformlity in demand by the Pensioners Associations. We are looking

for the unifromlity of demand of revision of pension.

CWC and Annual General Body Meeting of our Association will be held on 21st and 22nd September,

2019 respectively, at Mulund, Mumbai, I appeal to the Organizing Secretaries/ Secretaries to co-operate with

Mulund Branch by offering Advertisements in Souvenir, Donations and your presence in making the AGM a

grand success and memorable. As discussed in the earlier CWC, we initiated the process for compliance of

the requirements of Commissioner of Public Trust, Pune. The required change reports have been submitted

on 14th Jun, 2019. We have to consider the amendments to the earlier Constitution as registered with

Commissioner of Public Trust in 1986 and get approved in the AGM.

Sub : Notional monetary benefit to the Postmen/Mail Guards w.e.f.01.01.1996 to 10.10.1997 in the

revised pay scale of Rs.3050-4590

The Order for notional monetary benefit to Postmen/Mail Guards w.e.f.01.01.1996 to 10.10.1997 in the

revised pay scale of Rs.3050-4590 consequent upon the implementation of order of Hon’ble supreme Court

dated 07.05.2015 in Civil Appeal No 2010/2009 was issued vide DG Posts OM No.2-1/2007-Pcc dated

23.05.2018. In this context, some Circles have made references to this office for issuing clarification on point

of doubts arising out of the said OM. The point of doubts and position thereof are clarified here under:

As per point no.(1) above.

The DG Posts OM dated 23.05.2018 has interalia mentioned that Postmen/Mail Guards will notbe entitled for arrears of wages/salaries for theinterregnum Period i.e, from 01.01.1996 to10.10.1997. However, they have not been barredfrom arrears of wages/salaries for the rest period;in the Hon’ble Court’s judgment as well as DoP’sorder dated 23.05.2018.

2 If it is only notional fixation of pay w.e.f.1.1.1996 in the revised scale of pay Rs.3050-4590, the date of effect of the revised paybenefit to the eligible postman/ mail guard maykindly be intimated (Tamilnadu Circle)

The pay is to be fixed w.e.f. 01.01.1996 in thepay scale Rs. 3050-4590. Notional Monetarybenefit will be given for the period from01.01.1996 to 10.10.1997. however, arrear willnot be given.

3 Whether arrears, if admissible have to bedisbursed after pre-check by Audit in r/o retiredofficials (Tamilnadu Circle)

May be done as per existing provisions. In thisconnection Directorate letter no. 4/3/2017-pension dated 23.05.2017 may please bereferred to in which it is already mentioned thatall payments to retired officials will be proceedby the concerned of Accounts (Postal)

4 The implementation of pay scale had alreadybeen effected w.e.f. 10.10.1997. But in thecourt order, it is noted as 10.10.1997insteadof 9.10.1997. Hence, the point of “no Arrears”has been drawn for the period 1.1.1996 to10.10.1997 has to be corrected as 1.1.1996to 9.10.1997 (Tamilnadu Circle)

The period which is to be considered is from01.01.1996 to 09.10.1997 as postmen/Mailguards were already drawing pay scale Rs.3050-4500 w.e.f. 10.10.1997.

As stipulated in the OM dated 23.05.2018 thatthese postman/Mail guards will not be entitledfor arrears of wages/salaries for the interregnumperiod i.e 01.01.1996 to 10.10.1997. Whetherthe beneficiaries of the OM are entitled forarrears of the OM are entitled for arrears from11.10.1997 (kerala Circle)

2. Further, it is informed that this Directorate is frequently receiving references from individuals as well as

service unions/associations complaining about non implementation of the order of ibid OM dated

23.05.2018 in most of the Circles. Circles are again requested to implement the said order and arrange

to send compliance report. Hindi version will follow.

Subject : Regarding marking of PPO number in the bank passbook of Pensioners/Family

pensioners.

Attention is invited to this office OM No. CPAO/Tech/Clarification/P&PW/2014-15/426-497 dated-

17.09.2014 wherein it was advised to the banks to record the PPO number in the passbook of the pensioners.

This office is still receiving complaints from the pensioners that their PPO number is not being recorded by the

banks in their passbook leading to problems like transfer of pension account from one bank/branch to another

bank/branch, delay in commencement of family pension etc.

Therefore, Heads of all CPPCs and Govt. Business Departments are once again requested to instruct all

their bank branches dealing with the pension payments to record the PPO number in all the passbooks of the

pensioners/family pensioners issued by them. This issues with the approval of Chief Controller (Pension).

Sub - Grant of Dearness Relief in the 5th CPC series effective form 01.01.2019 to CPF beneficiaries

in receipt of ex-gratia payment-reg.

In continuation of this Department's OM No. 42/06/2018-P&PW-(G) dated 08.10.2018, the President ispleased to decide that the Dearness Relief w.e.f 01.01.2019 to the CPF beneficiaries in receipt of ex-gratiapayment shall be paid in the following manner :-

(i) The surviving CPF beneficiaries who have retired form service between the period 18.11.1960 and31.12.1985, and were sanctioned ex-gratia @ Rs. 600/ p.m. w.e.f. 1.11.1997 under this Department's OMNo. 45/52/97/-P&PW(E) dated 16.12.1997 and revised to Rs.3000, Rs.1000, RS.750 & Rs.650 for GroupA, B, C & D respectively w.e.f 4th June,2013 vide OM No. 1/10/2012-P&PW(E) dtd. 27th June, 2013 shallbe entitled to enhanced Dearness Relief from 284% to 295% w.e.f 01.01.2019.

(ii) The following categories of CPF beneficiaries who are in rcceipt of ex-gratia payment in terms of thisDeparment's OM No. 45/52/97-P&PW(E) dated 16.12.1997 shall be entitled to enhanced Dearness Relieffrom 276% to 287% w.e.f 01.01.2019.

(a) The widows and eligible children of the deceased CPF beneficiary who had retired service prior to 1.1.1986or who had died while in service prior to 1.1.1986 and were sanctioned ex-gratia payment of Rs.605/-p.m. and revised to Rs.645/- p.m. w.e.f 04 June, 2013 vide OM No. 1/10/2012-P&PW(E) dated 27th

June,2013.

(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt ofEx-gratia payment of Rs.654/-, Rs.659/-, Rs.703 and Rs.965/-

2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

3. It will be the responsibility of the pension disbursing authorities, including the nationalized bank, etc. tocalculate the quantum of DR payable in each individual case.

4. In their application to the Indian Audit and Accounts Department, these orders issue after the concurrenceof O/o C&AG.

5. This issues in pursuance of Ministry of Fanance, Department of Expenditure OM No. 1/3/2008-E.II(B)dated 08th March,2018.

DOP&PW Order – Grant of Invalid Pension under Rule 38 of the Central Civil Services (Pension)

Rules, 1972 – Clarification

The undersigned is directed to say that Rule 38 and Rule 49 of the Central Civil Services (Pension)

Rules, 1972 have been amended vide Notification No. 21/1/2016-P&PW(F) dated 4th January, 2019 (copy

enclosed). The proviso to the amended Rule 38 of the CCS(Pension) Rules provides that a Government

servant_ who retires from service on account of any bodily or mental infirmity which permanently incapacitates

him for the service before completing qualifying service of ten years, may also be granted invalid pension in

accordance with sub-rule (2) of rule 49, subject to the conditions that the Government servant:

(a) was examined by the appropriate medical authority either before his appointment or after his appointment

to the service or post and was declared fit by that authority for Government sell/ice, and

(b) fulfils all other conditions mentioned in this rule for grant of invalid pension.

2. In this connection, it is clarified that the condition of qualifying service of ten years for grant of pension

under Rule 49(2) of the CCS (Pension) Rules, 1972 shall not be applicable in the case of a Government

servant retiring on Invalid Pension on account of any bodily or mental infirmity, under Rule -A. Accordingly,

Invalid Pension at the rate of 50% of emoluments or average emoluments, whichever is more beneficial,

subject to a minimum of nine thousand rupees per mensem and maximum of one lakh twenty five

thousand rupees per mensem, shall be payable to a Government servant who retires under Rule 38 of

CCS (Pension) Rules, 1972 even before completing a qualifying service of ten years.

As you are already aware the pensioners can lodge their grievance on the Centralised Pension Grievance

Redress and Monitoring System (CPENGRAMS) of Department of Pension and Pensioners' Welfare. Besides

this, pensioners can also send their grievance either through post or by E-mail to this Department, details of

which are uploaded into the CPENGRAMS. Every grievance number, E-mail/SMS alert is sent to the complainant,

and thereafter the grivance is forwarded to the concerned Ministry/Department/Organisation for redressal.

2. However, in the recent, it has been observed that there is a cartain cateory of pensioners / gamily pen-

sioners especially those who are very old and not so techno savvy cannot lodge their grievance in

CPENGRAMS. Hence a need has been felt to cater to the requirement of such category of pensioners/

family pensioners. Accordingly, Department of Pension & Pensioners' Welfare has started a Cell Centre

with a Toll Free Number 1800-11-1960. the pensioners can now lodge their grievance by calling on

this Toll Free Number during the office hours. All the Pensioners Associations are requested to give

wide publicity to this Toll Free Number.

With reference to the above mentioned subject the undersigned is directed to state that the matter related

to relaxation of consultation norms in respect of elderly CGHS beneficiaries was under consideration of this

Ministry and it has now been decided that hereinafter, CGHS beneficiaries aged 75 years and above shall

be permitted to seek direct OPD Consultation from Specialists of private hospitals empanelled under

CGHS without referral from CGHS Wellness Centre.

2. If any investigations / procedures are advised and are required in emergency, no other authorization is

required and the same may be undertaken. However, in non-emergency conditions approval of competent

authority is required if any non-listed investigations procedures are advised Medicines prescribed are to

be procured from CGHS Welness Centre.

3. Private hospitals empanelled under CGHS shall provide such facilities on cashless basis at CGHS rates

to pensioners, ex-MPs, Members of Parliament and such other Categories of CGHS beneficiaries, who

are eligible for treatment / investigations on credit basis. More than 75 year old dependents of serving

CGHS beneficiaries, who are otherwise not eligible for Cashless treatment shall claim the reimbursement

from concerned Ministry Department. Beneficiaries of Autonomous Bodies / Statutory Bodies covered

under CGHSshall claim reimbursement from the respective organization.

4. These orders are in supersession of the earlier guideliness on the subject.

Sub. : Post Operative Follow - up treatment from Hospitals empanelled under CGHS in respect of

critically ill CGHS beneficiaries regarding.

With reference to the above mentioned subject the undersigned is directed to state that in view of the

difficulties being faced by critically ill CGHS beneficiaries in getting post operative follow-up treatment at

CGHS empanelled hospitals, the matter was reviewed and it has now been decided that critically ill CGHS

beneficiaries shall be permitted for follow up treatment in CGHS empanelled hospitals as per the details given

under.

i. Permission for post - operative follow - up treatment in respect of the following post operative conditions

requiring frequent Consultations from Specialists at private hospitals empanelled under CGHS, need not be

re validated from time to time and follow-up treatment may be under taken at CGHS rates without time limit.

ii. The consultation / investigations are permitted under these follow - up cases. The conditions covered are :

a) Post Cardiac Surgery Cases including Coronary Angioplasty

b) Post Organ Transplant Cases (Liver, Kidney, Heart, etc.,)

c) Post Neuro Surgery Cases / Post Brain Stroke cases requiring regular follow-up treatment.

d) End Stage Renal Disease / follow up cases of Liver Failure.

e) Cancer treatment.

f) Auto-immune disorders like Rheumatoid Arthritis requiring regular follow-up.

g) Neurological disorders like Dementia, Alzhemier's disease, Parkinsonism, etc.

Medicines prescribed are to be procured from CGHS Wellness Centre.

iii. The beneficiaries shall have to submit a self-attested photo copy of the permission letter to the hospital to

enable the hospitals to provide credit facility in respect of pensioners and other categories of CGHS

beneficiaries entitled for credit f acility. Serving employees (and their dependents) who may not be entitled

for cashless facilities shall enclose a self-attested photo copy of permission letter to claim reimbursement

from the concerned Ministry / Department Permission in respect of Pensioner CGHS beneficiaries, ExMPs

(and other categories of CGHS beneficiaries, whose medical expenditure is borme by CGHS) etc. shall

be granted by CGHS. Permission in respect of Hon'ble Members of Parliament shall be granted by Rajya

Sabha Secretariat / Lok Sabha Secretariat as the case may and by concerned Ministry / Department in

respect of serving beneficiaries and by concerned Autonomous Body / Statutory Body in respect of serving

/ pensioner beneficiaries.

iv. However, if any non-listed investigations procedures are advised permission from competent Authority

shall be required, except in emergency.

These orders are in supersession of the earlier guidelines on the subject.

The undersigned is directed to say that the competent authority has decided to amend the text of the

aforesaid rules with immediate effect. Revised Text of Rule is a siven below.

"The authorities mentioned below are competent to sanction claims without production of legal evidence

up to the limit noted against each, after expiry of six (6) Months from the date of death of the depositor, if no

succession certificate or probate of will or letter of administration of the deceased estate is produced during

the period or up to the date of sanction."

2. It is requested that this SB order may be circulated to all concerned including CSS / non - CBS Post

Offices. In case where claims are not et submitted or claims are already submitted but not yet sanctioned,

these revised provisions should be made applicable

We have already brought into your notice vide our earlier correspondence cited in the reference that

1. Para 5 of the letter referred above provides for counting of induction training period of direct recruit

Postal Assistants/Sorting Assistants who underwent training prior to 1.1.1986, as a qualifying serviceunder TBOP/BCR schemes. This benefit is extended to them as a one time measure.

2. The pensioners affected, have applied for extending the benefit as above giving the details of period ofinduction training and the date of appointment on completion of training.

3. SPOs/SSPOs in Karnataka have ordered to conduct DPC for this purpose.

4. In our opinion, Pensioners then employees have been selected through DPC procedure at the time oftheir grant of TBOP/BCR. Therefore conducting DPC for extending the benefit of Training period as

qualifying service is not at all essential and justified.

Now, It is complained by our members that Divisional administration in Karnataka demanded certain olddocuments ie. Copy of the order of induction training , charge report of joining the duty on appointment andcopy of order of promotion as TBOP/BCR from the pensioners. This is again a dilatory action.

As such, SSPs instead of processing the requests received from pensioners are engaged in dilatoryactions as mentioned above resulting the unrest amongst the pensioners who applied for the due benefit..

Sir, You are therefore requested to intervene and arrange to issue suitable instructions, so that theaffected pensioners are given the due benefit without further delay.

Sub: Issue of Concordance Tables- (7th CPC) Consequent upon Revision of Grade Pay from Rs

4200/- to Rs 4600/- to pre-2006 Pensioners who retired/died in the 5th CPC Pay Scale of Rs

6500-200-10500 or Equivalent pay scale in the earlier pay commission periods

Ref: OM No. 38/33/12-P&PW(A) dated 4th January, 2019

Respected Sir,

Para 6 of Department of Pension and Pensioners’ Welfare OM No38/33/12-P&PW (A) dated 04.01.2019

reads as follows

“Accordingly it has been decided that for the purpose of revision of pension/family pension w.e.f. 01.01.2006

under para 4.2 of the OM dated 01.09.2008, the Grade Pay of Rs 4600/- may be considered as the

corresponding Grade Pay in the case of Pre-2006 pensioners who retired /died in the 5th CPC scale of Rs

6500-200-10500 or equivalent pay scale in the earlier pay commission periods”.

And para-7 of the OM referred above, Only corrections to the revised pension admissible under 6th CPC

vide Department of Pension and Pensioners’ Welfare OM No: 38/37/08-P&PW (A) dated 28.01.2013 have

been carried out and the figure of Rs 8145/- has been substituted by Rs 8345/-consequent upon the upward

revision of Grade Pay from Rs 4200/- to 4600/-. But, the effect of upward revision of Grade pay from Rs 4200/

- to 4600/- has not been extended to revision of pension with effect from 01.01.2016, as per 7th CPC as per

the concordance tables issued by Department of Pension & Pensioners’ Welfare OM dated 06.07.2017.

The pensioners who retired in the 5th CPC Pay Scale of Rs 6500-200-10500 or equivalent pay scale in

the earlier pay commission periods are bitterly complaining for not revising their pension/ family pension due

to up-ward revision of Grade Pay from Rs 4200/- to Rs 4600/- w.e.f. 01.01.2016.

In our opinion, On upward revision of Grade pay from Rs 4200/- to 4600/- Pre 2006 pensioners should be

extended the benefit of revised Grade pay of Rs. 4600/- while revision of pension with effect from 01.01.2016,

as per 7th CPC ordered by DOP&PW vide OM dated 12th may, 2017 and followed by concordance table

circulated vide OM dated 06.07.2017. Hence the concordance tables 24 and 25 annexed to OM No: 38/37/

2016-P&PW(A) dated 06.07.2017 wherein the tables for the 4th CPC pay scales of Rs 2000-3200 and Rs

2000-3500 and 5th CPC pay scale Rs 6500-200-10500 were prepared taking into account the Grade Pay of

Rs 4200/-in level-6 of 7th CPC Pay Matrix, require to be revised now with the Grade Pay of Rs 4600/- in level-

7 of 7th CPC Pay Matrix.

Sir, We, therefore, request you to arrange to issue necessary concordance Table considering Grade

Pay Rs 4600/- as Level-7 of Pay Matrix(7th CPC).

A. The following cases were reported to your office vide our letter dated January, 2019, they are still pending.

1. Shri Vishnu Ganesh Joag, DOT pensioner, retired on 31.12.1997. His case was forwarded to

Accounts Officer O/O CCA, CTO Bldg, Fort Mumbai by the G.M. Satara vide letter No. E-1/

pension/Genl/18-19/44 Dt. 19-06-2018. The pensioner do not have any information about basic pay.

2. Shri S. C. Birari, DOT pensioner retired on 31/01/1997 from CTO, Pune. PPO No. 587. As the file

was not traceable, the pensioner has submitted the papers showing basic pay @ retirement, available

twice and latest by 20.08.2018. The revision of pension is still pending.

B. As per complaints received from DOT pensioners from Goa, Most of them did not receive the revised

PPO/revised pension as per 7th CPC, as yet.

For example:

Mail Guard had been revised from 2750-4400 to 3050-4590 with effect from 10.10.1997.

Now the Department of Post has issued the OM No.2-1/2007-PCC dated 23/05/2018, to grant notional

monetary benefit to the Postmen/Mail guards with effect from 01.01.1996 to 10.10.1997 in the revised pay

scale of Rs. 3050-4590.

n Minutes of The Pension Adalat held by Chief Commissioner of GST & Customes, Pune Zone on

09.04.2019

In accordance with the Board's instructions vide letter F.No.C.30013/77/2014-Ad.IVA dated 09.02.2015

and guidelines of Department of Pension & Pensioner's Welfare, Ministry of Personnel P.G. & Pension, a

Pension Adalat was held on 09.04.2019 at 4 PM, in the Comference Hall of the Chief Commissioner's Office

under the Chairmanship of shir Vasa Seshagiri Rao, Chief Commissioner, Pune Zone.

2. The following Members of the Pension Adalat Committee were present.

4. At the outset, the Hon'ble Chairman welcomed all the members to the Adalat.

As all the grevances from the previous Pension Adalat have been settled, they are deemed to be

closed.

Following eight grievances received in writing from applicants were taken up and discussed as detailed

below :-

01. Shri M. N. Kulkarni, Superintendent retired :-

Point : Complainant's pension was revised as per 7th CPC recommendation by the CPAO, New DelHi on

24.10.17, but he has not yet received the arrears as well as enhanced pension from the Bank.

Reply : The complainant as well as SBI, CPPC representative was not present during the Adalat. However,

prior to the Adalat, the Bank was contacted, and it has been informed that the basic pension of the

pensioner has been revised to Rs. 25,250/- w.e.f. 01.01.2016. Further, it has also been informed that

arrears amounting to Rs. 45,312/- has been uploaded in the pension softwere and the same will be

credited to the pensioner during the next pension processing cycle. An email confirming the same has

also been received from CPPC, Mumbai on 09.04.2019.

Action : No further action is warranted.

02. Shri A.P. Diwan AO retired, Shri S.M. More, Supdt retired, Smt. Malan B. Ubare, w/o Shri B.B. Ubare,

Shri T.P. Ghatage, Smt Shakuntala Damodar Khatavkar, AO retired, Smt H.G. Kulkarni and Shri B.I.

Nikam.

Point : All the seven petitioners have retired from CGST Kolhapur Commissionerate (erstwhile Kolhapur

Central Excise & Service Tax Commr'te). The petitioners have brought to notice DoPPW's OM dated

04.01.19 wherein it has been directed ghat the pensioners who retired in the 5th CPC scale of Rs.

6500-10500, can be considered tor GP Rs. 4600 & accordingly their pension be revised by PAO.

Reply : PAO, Pune has informed that they gave already revised the pension as per DoPPW's OM dated

04.01.19. A copy of the revised PPO may be provided to the applicants.

(Case Closed- Applicants may be informed accordingly by PAO)

Chairman enquired whether similar action can be initiated for all the pensioners affected by the above

OM. It was informed by PAO, Pune that unless a representation/application is received from the pensioner, on

action can be taken. The Chairman directed the Pensioner's Association to bring the above OM to the notice

requesting them to submit an application for early action.

of pension is received in first week of May, 2019

6. Shri Vasant Narayan Athalye, PPO No. P-55014, Ratnagiri Ho : Revised PPO for revision of pension

7. Shri Vijay Govind Vaidya, PPO No. P-54248, Chiplun : The Pensioner is informed to submit the details

about his complaint.

Following DOT Pensioner from Panaji SSA Complained that they have not received revised PPO

as per 7th CPC. We have written a letter to CCA Mumbai.

n DIRECT PAYMENT OF PENSION BY Director Of Accounts (Postal) under Core System

Integration(CSI):

We earlier addressed the issue of delay in payment of pension in January/February, 2019 and urged to

make such arrangement that will facilitate the pensioners to withdraw amount on last day of the month(except

March) as provided. I am happy to inform that in Maharashtra, the Pension for the month of April, 2019 has

been credited in time.

Pensioners in Karnataka Circle are still facing the problem in withdrawing the pension on the last day of

the month. General Secretary spoke to Shri G. K. Padhy, DDG(PAF) on 18 June 2019, who informed they

have visited the 3 Circles to analyze the delay in posting the payments. Required interface is made available

to DAPs to speed up the posting the amounts. They are watching the position in June, 2019 for further

necessary action.

n Revision of Pension in respect of BSNL Pensioner

We have witnessed lot of News in respect of BSNL. Earlier we reported that Pension Revision will be

delinked from the Pay Revision of the BSNL Employees as mentioned in the AUAB note dated 03rd December,

2018. DOT, Vide OM dated 27th December 2018, confirmed that the case was referred to DOP&PW to

examine whether 3rd PRC may be extended to combined service pensioners of BSNL/MTNL without

implementing the same for serving employees. DOP&PW sought clarifications as to How pension would be

revised in case of pensioners who are drawing pension in IDA pay scale.

The revision of pension in respect of BSNL Pensioner is discussed in the BPS meeting held on 21.5.2019

there is no uniformity in the demands for revision of pension amongst the Pensioners Associations. One association

demanded the pension revision on the basic of the pay revision of BSNL employees, another association

demanded the delinking of revision of pension from the pay revison of BSNL employees. It is necessary that we

should seat together and talk about uniformity in demand. We are looking for uniformity of demand and action

from government for the revival of BSNL of joining the new CMD BSNL from 1st July 2019.

Ø Dharwad : 26th Annual General Body Meeting was held on 26-05-2019 (Sunday) at10.30 A.M. in K.P.E.S.

Law College, Dharwad. Shri M.S.Hagaragi presided over the AGM. Condolences were paid to departed

members by observing two minutes silence praying that “Let the souls of the departed rest in peace”.

The Guests, Shri B.N.Pujari, G.S, LIC Retired Employees’ Association,, Shri H.F.Chaudhari, General

Secretary, AICGPA Pune H.Q., Sri Mohan Siddhanti, Principal, K.E.Boards’ Degree College, Dr. Chetan Naik

Retired Dy. D.G. AIR, lighten the lamp to inaugurate the function.

Dr. Chetankumar Naik advised as to how the pensioner can leave without tension by mingling with, not

only with his family members but also with each and every one in the walks of life. He advised” With the help

of Sri Mohan Siddhanti approach Honourable M.P. Shri Pralhad Joshi for getting a piece of land or an

accommodation for Association in Govt. quota.” Chief guest Shri B.N.Pujari, General Secretary, LIC Retired

Employees’ Association, Dharwad Dn, enlightened the gathering to lead life without tension by mixing with

each and every one of his known persons from the societies. Chief Guest Shri Mohan Siddhanti, supported to

have an own plot or accommodation for Association for which he is agreed to put his words with honourable

M.P. Shri Pralhad Joshi.

Chief Guest Shri H.F.Chaudhari revealed the formation of AICGPA Pune in the year 1947. Then it was

the one and only association serving the interest of Central Government Pensioners throughout India. As

such the branches of this association are in existence in many states of India. He enlightened that 7th CPC

recommended the Parity between Pre 1.1.2016 and Post 1.1.2016 pensioners. Pre2016 pensioners received

the revision of pension by notional pay fixation right from the date of retirement to 1.1.2016. As a result the

even pensioners who retired as Group D/Group C are now getting the pension in five digit. He also assured

the members that for any problem, they may approach the CHQ through Dharwad branch which is always

standing by your side to solve the problems.

Shri M. S. Hagaragi, President summed up the gist of all the speakers. His speech was quite apt to the

present contest. In the afternoon session after lunch, Shri R.V. Yadav read out the minutes of last Annual

General Meeting held on 27-05-2018 and it was approved by the members. He presented the annual report

of 2018-2019 also for the information of the members. Shri S.M. Betageri, Treasurer, read the annual accounts

of 2018-2019 which also was approved by the members unanimously. Shri U.S. Ashrit, offered the vote of

thanks to one and all

Ø Gadag (Karnataka) : Gadag branch was defunct since 2014. With the Co-operation of Shri G. N.Kulkarni

Vice President and Shri B. B. Jamakhandi Secretary Annual General Body Meeting was held under the

presidentship of Shri S. K. Nalaatwadmath on 2nd June, 2019 at IMA Hall , Gadak. Chief Guest Shri K. S.

Sarma Principal Law College Gadag, Shri H. F. Chaudhari General Secretary and Guests of honour

Sarvshri Mallikarjun, Padubidri were present. On Inauguration of the Open session Shri Jamakhandi

spoke about the status of the Branch. Shri Sarma spoke on the unity of the pensioners is necessary to

take care of the pensioners. NPS is no pension Scheme and We should fight for the right of the Govt.

Servant to have a pension for the service rendered.

Shri H. F. Chaudhari cleared that Strong Pensioners Associations are necessary to take care of welfare

of the pensioners and also to keep watch on the Govt’s decisions, narrating the works carried out by AICGPA

Hq, Pune. He also spoke on the latest orders for revision of the pension of Postmen/Mailguards between

In the Subject Committee session Shri B. B. Jamakhandi Secretary submitted the Annual report and the

Statement of accounts for 01.04.2014 to 31.03.2019. After discussions and some corrections as suggested

by Shri Chaudhari and Shri Sortur, the Accounts are adopted by the AGM. Shri Padubidri spoke in detail

about Pensionary benefits and the precautions to be taken by the pensioners. The Executive body is elected

Shri Chaudhari congratulated the members of new Executive Body and wished them success for the

The monthly meeting of the above association held on 08.06.2019 at P&T Home, A.K.Nagar Post, Nellore

- 5224 004 under the presidentship of Sri M.Sundramaiah, Founder of the Association Branch.

As many as 42 members attended the meeting. Sri P.Ramaiah, Secretary, read out the quarterly magazine

of Pensioners Progress Bulletin and conveyed the important items.

Ø Pension Adalat was conducted on 27/03/2019 in the Conference room of CTO Bldg. Mrs V. B. Mishra,

CCA, Mumbai, Shri Sanap Dy. CCA, Shri Daktode GM Finance, MTNL were present. On behalf of MPWA

SarvShri S. M. Sawant G.S, S. G. Pawar President and S. K. Roy were present. Out of 36 cases recived for

Adalat 32 cases were settled. Shri S. M. Sawant pressed upon the speedy issue of PPOs and requested CCA

to handover the PPO on the day of the retirement alongwith Gratuity and commuted value of pension commuted.

He also about delay in settlement of cases of Financial upgradation. CCA assured to look into the matter.

Ø MTNL Pensioners Welfare Association is continuously pursuing the issue of revision of pensionary benefits

of those retired from 01/01/2018 to 31/07/2018 considering 73.8% IDA(5% increase) in the fitment of Pay

revision on 01/01/2007. Due to the pursuation, G M (finance), MTNL issued the instructions to forward such

cases to CCA office by 30.6.2019.
