INSTRUCTIONS TO APPLICANTS

MODE OF SUBMISSION OF TENDER

1. The consultants are required to submit their application in the prescribed formats provided in Annex 'A' to 'C' through Email within the stipulated time providing details regarding the qualification desired by cantonment Board. The applicants will be short listed on the basis of their technical competency, experience, Finance turnover etc. Those who are shortlisted will be called for interview.

2. This office reserves the right to postpone and/or extend the date of receipt/opening of the applications or to withdraw the same, without assigning any reason thereof.

TERMS AND CONDITIONS

1. Applications shall be submitted through E-mail on ceoahmeda-stats@nic.in . ,....-..... subject of mail shall be written as "Application for consultant (category) empanelment.

2. (i) The applicants shall be bound by all rules and regulations fixed by the Board any violation may invite rejection of application.

(ii) Conditional application will not be accepted.

3. The applicant is required to submit the documents listed in annexure "E" in accordance with their category.

4. Application fee of Rs. 1000/- (rupees one thousand only) is to be paid through NEFT in favour of Chief Executive Officer, Cantonment Board, payable at Ahmedabad which will be non refundable. Non-submission of application fee shall lead to disqualification. A copy of the receipt of NEFT is to be uploaded with the application at the time of submission. Account details of Ahmedabad Cantonment is provided in annex 'D'.

5. Ahmedabad Cantonment Board is not responsible for any delay due to link failure / internet problem etc. in respect of submission / receipt of any documents or in submission of application. It is the responsibility of the applicant to make sure complete applications in all respects shall submitted in time. In case of submission of application multiple times last / latest application will be taken for consideration .

6. The Applicants and their respective Officers, Employees, Agents and advisors shall observe the highest standard of ethics during the selection process. If it determines that the applicant has, directly or indirectly or through an agent, engaged in corrupt practice, fraudulent practice, coercive practice, undesirable practice or restrictive practice (collectively the "Prohibited Practices") in the selection process, Cantonment Board shall reject a application without being liable in any manner whatsoever to the applicant,

Minimum Qualification Criteria.

Different categories of consultants as per their field of engineering and minimum desired criteria for empanelment shall be as under:-

The following additional conditions will apply:

(a) For empanelment in Ahmedabad Cantonment Board at least one of the projects

completed by consultant should be from Central Govt I Central Autonomous Bodies I Central Public Sector Undertakings/Reputed private company.

(b) Ahmedabad Cantonment Board may empanel a consultant for a period of up to 03 years. Based upon satisfactory performancel feedback, empanelling authority may renew the empanelment. In case where adequate work by some consultant has not been completed during the approval period, the empanelment may be extended for upto a period of one year by

empanelling authority, at their discretion .

(c) Minimum turn over criteria in rio firms having at least one consultant with minimum 15 yrs post M Tech I M Arch service in any Central Govt I PSU deptt. May be relaxed at the discretion of the Chief Executive Officer and such firms may be approved initially for a period of 18 months.

(d) Minimum qualification criteria may be reduced by empanelling authority in case sufficient number of applications are not received. The applicants having qualifications lesser then desired, may also apply in the prescribed formats as per this document.

(e) The applicant firm should have neither direct affiliation with any foreign firm, nor any foreign national in the board of directorsl management. In addition, no foreign national should be employed by the firm.

(f) Meeting requisite criteria for empanelment I OR of empanelment does not entitle any firm I consultant to claim the right to be empanelled. The decision of the empanelling authority in each case shall be final and binding.

(g) The period of empanelment for consultants shall be initially valid for fixed duration as detailed above. However, the empanelling authority would have the right to curtail or extend this period at their sole discretion.

(h) The applicant shall preferably have the full functioning office located in and around Ahmedabad required for the proper and timely execution of the work.

Additional Information and Instructions for Applicants

(a) The past experience in similar nature of work should be supported by certificates issued by an Officer not below the rank of Executive Engineer or equivalent. The gross annual turnover should be certified by the Chartered Accountant. Year in which no turnover is shown would also be considered for working out the average. The applicant should employ sufficient Architectsl Engineers for the proper and timely execution of the consultancy work. The applicant should submit details of same with Application. The applicant should have sufficient number of ,Technical and Administrative employees.

(b) All the applications received, will be evaluated on the basis of information and documents provided by the applicant.

(c) The consultants can get themselves em panelled in more than one Category are required to submit separate applications.

(d) The applicant may furnish any additional information -which he thinks is necessary to establish his capabilities to successfully complete the works. The applicants are however, advised not to furnish any superfluous information. No information shall be entertained after submission of documents unless it is called for by this office.

(e) Any information furnished by the applicant found to be incorrect either immediately or at a later date, would render him liable to be debarred from empanelment.

Method of Application

(A) If the applicant is an individual, the application shall be signed by him above his full typewritten name and current address. If the applicant is a proprietary firm, the application shall be signed by the proprietor above his full typewritten name and the full name of his firm with its current address. If the applicant is a firm in partnership, the application shall be signed by all the partners of the firm above their full typewritten names and current addresses or alternatively by a partner holding power of attorney for the firm. In the latter case a certified copy of the power of attorney should accompany the application. In both cases a certified copy of the partnership deed and current address of all the partners of the firm should accompany the application.

(B) If the applicant is a limited company or a corporation , the application shall be signed by a duly authorized person holding power of attorney for signing the application accompanied by a copy of the power of attorney. The applicant should also furnish a copy of the Memorandum of Articles of Association duly attested by a Public Notary .

.. .r"'\ (C) Empanelling authority reserves the right to modify the eligibility criteria, to decide on cut off date of implementation, to accept or reject any application, to reject any / all applications or accept new applications at any time, without assigning any reason or incurring any liability to the applicants. Such modification will be made available on Cantt. Board website www.cbahmedabad .org.in.

Cancellation of Empanelment

(a) The empanelment of consultant shall be cancelled in case of their poor performance, abandoning of the allotted work, abnormal delay in completion of work, bankruptcy and for activities detrimental to the interest of Ahmedabad Cantonment Board. While attempt will be made to seek views of the concerned firm/ consultant as far as possible with regard to any such shortcomings/ observations, the decision of em panelling authority in this regard shall be final and binding on the consultant.

(b) The consultant / firm shall not affect any change in the constitution of the firm or in its name without prior notice to this office. Any such proposal shall be submitted in advance, furnishing full details of the proposed change along with all supporting documents. This will be followed up by a certificate from the Registrar of Companies notifying the changes, in case of non proprietary firms. Any change in the constitution or name of the firm /company without prior information will render the consultant / firm liable for removal from the approved list of consultants. In case the original partners/ constitution change by more than 50% either due to substitution or due to retirement or death, the empanelment of the firm/ consultant by that name shall be cancelled .
