U.S. Farm Sector OverviewLower commodity and energy costs are combining with weaker domesticand global economies to pull inflation down from 2008 rates. The ConsumerPrice Index (CPI) for all food is projected to increase 3.0 to 4.0 percent,however if commodity food and energy costs remain below 2008 levels,pressure on retail food prices will subside and this could result in low tomoderate food price inflation in 2009.

Despite projected declines in gross domestic product of 2-3 percent for2009, U.S. agricultural exports rose about 1 percent between January andFebruary. The value of bulk exports rose 8 percent, mostly as a result oflarger soybean shipments. Imports were pulled own as consumers adjustedtheir spending--agricultural imports fell 9 percent month to month andFebruary’s is the first monthly value below 6 billion since September 2007.While values for products such as cheese and malted beverages haveincreased, import values for prepared fruit, beef, and wine have all declinedmore than 20 percent since January.

With the new marketing year posed to begin, USDA’s estimate for 2008/09corn production is 12,101 million bushels--down as favorable prices forother crops, high input costs for corn, and crop rotation considerations moti-vated farmers to plant fewer acres to corn in 2008. Food, seed and industrialuse of corn is expected to be 4,990 million bushels, 627 million higher thanthe previous year, with ethanol corn use expected to increase as risingFederal mandates for biofuel use support demand for ethanol. U.S. cornexports face strong competition from large world supplies of corn and wheatand general weakness in world feed demand. The 2008/09 season-averagecorn price is projected at $4.00 to $4.40 per bushel.

Soybeans were planted on a record number of acres in 2008 due to declinesfor corn and cotton acreage coupled with additional double-cropping behindwinter wheat. However, USDA projects an 8-percent decrease in 2008/09domestic demand and edible use of soybean oil is being reduced by everlarger imports of canola oil and palm oil. The use of soybean oil forbiodiesel has slowed as its cost compared to diesel fuel is still comparativelyhigh and competition high from cheaper animal fats. Since most U.S.biodiesel production was exported to Europe, the imposition of anti-dump-ing and countervailing duties by the EU is temporarily disrupting that mar-ket. Farm prices within the expected $9.25-$10.05 per bushel would provideno opportunities for a marketing loan benefit or counter-cyclical payment.Meal prices are expected to be lower, and oil prices are projected to fallsharply.

Amid the faltering economy, U.S. pork production in 2009 is expected to be2.4 percent lower than a year ago, with live equivalent prices for 51-52 per-cent lean hogs averaging $46-$48 per hundredweight (cwt). Pork exports areprojected to be down 13 percent and are expected to be around 4.1 billionlbs. Low milk prices have driven dairy cow slaughter to levels that are off-setting declining beef cow laughter. Cumulative weekly beef production isabout 4 percent below this time last year, as reduced steer and heifer slaugh-ter is offsetting increased dressed weights and increased dairy cow slaughter.U.S. beef exports are expected to fall as foreign demand is affected by theglobal recession and a stronger U.S. dollar for most of 2009 to date makesU.S. beef relatively more expensive. Conversely, imports are forecast toincrease as additional supplies are drawn to the United States. For broilers,even with lower production and stocks, wholesale prices for many broilerproducts have continued to remain below the previous year. Turkey produc-tion is down, but stocks remain high and whole bird prices for first-quarter2009 were down 5 percent from a year earlier.

Excluding asparagus, onions, and melons, fresh-market area for harvest forselected vegetables is forecast to decline 4 percent this spring. The greatestpercentage declines in prospective acreage were for cauliflower, cabbage,and carrots. California, which accounts for more than half of spring veg-etable area, expects to harvest 6 percent fewer acres, with much of thereduction due to carrots, broccoli, and head lettuce. Given adequate domes-tic supplies, average import supplies, and continued sluggish demand due tothe weak economy, U.S. spring-season grower/shipper prices for commercialfresh vegetables are expected to average at or below a year earlier.

Early season fruits include strawberries and blueberries. Ample strawberrysupplies in the U.S. market this year may be attributed mostly to big crops intwo of the biggest producing States—California and Florida. Blueberry sup-plies in the United States have transitioned from Southern Hemisphereimports to domestic production in April, primarily from the smaller-produc-ing States in the southeast like Florida and Georgia. Freezes in January andFebruary may have delayed by a week to two weeks and also caused somedamage to production. However, with significant new acreages coming intoproduction in recent years, industry sources indicate that there will amplesupplies for the spring.
