Unanimous approval. Committee Area Focus Updates Legal Guide 2019 Kalinthia Dillard shared the new legal guide was printed, and the web and app had been updated. The delay was due to the legislative consideration and ultimate enactment of a new texting and driving law. The new guide and web app include the updates. The new guide also includes photos that mimic those on the website and app. Legal Guide 2020 Lori Ward and Patrick Zalman volunteered to spearhead the revisions for 2020. Volunteer editors will be needed for the 24 sections. Judge Distler indicated that she previously reviewed topics on the Court System, and the Baker and Marchman Acts (located under the Mental Health & Substance Abuse section). She also indicated interest in reviewing information on mental health, substance abuse, human trafficking and student loans. Allison Wiggins made the committee aware of the updates to employer’s rights as it relates to employees who use medical marijuana. Patricia Carbone offered to review the Tax section. It was also suggested to separate the Mental Health and Substance Abuse section. Other areas of the law that should be considered include: Human Trafficking; and Student Loans. Committee members were asked to reach out to Lori or Patrick to volunteer for the section revisions.
#JustAdulting 2019 Review of Texting and Driving Video Staff provided a review of the new texting and driving video produced with budget funds from the #JustAdulting campaign. Chair Dillard recognized Lori Ward, Annette Pitts and Jeff Doran for their efforts to draft a script and move the video forward to reflect the legislative changes that now makes texting and driving a primary offense. The new video also followed the same format as previous videos using animated graphics to visually stimulate the target audience. After reviewing the video the committee’s feedback was very positive, with only a few minor edits suggested:
• Add title frame: TEXTING & DRIVING
• Bump up audio volume/make it more clear
• Abbreviations of “Insta” and “vid” were cheesy, according to younger people who had viewed the draft video –
o Change to “checking your Instagram” o Change to “watching a video”
• Change “navigation instructions” to “driving directions” to sound less formal NOTE: The new video link for revised video after committee review is provided here: https://vimeo.com/345964782 The committee suggested the video be posted on the #JustAdulting web page and app. It was also suggested that Sections and other bar entities should be contacted to help promote the video as an educational resource on the new texting and driving law. Google Analytics Annette Boyd Pitts reviewed the Google Analytics for the mobile website. Highlights for the period January 1, 2019 – May 30, 2019, include:
• Top areas with most visits: Social Media, Driving and Bail.
• Not much growth in NEW users and sessions; perhaps attributed to no emphasis on Facebook or advertising during this time period. In the past we have seen a higher increase when Facebook promotion is in play.
• The largest demographic continues to be in the 18-24-year-old range, followed by 25-34; However, data is not collected for younger age groups;
• Orlando, Miami and Tampa recorded highest usage rates;
• Mobile devices continue to be the primary way users access the materials. Pitts also reported that she had conducted an informal focus group of college students, from freshman to seniors. The group recommended more visuals be added to the app and to enhance the search so users will be able to find what they are looking for much faster. Animated videos were the preferred media. Phase IV Campaign
Staff reported that the committee had a budget of $23,000 in 2019-20 for the Phase IV marketing and promotion of the #JustAdulting website/app. Approximately $2,370 is for hosting fees for app; this is the only commitment for funds that is reoccurring. In the past, we have had funding to include video production; app revisions; Facebook advertising; and art development, etc. The promotional campaign proposal usually follows the convention meeting with a presentation for projects made at the Fall meeting. Holly Brooks was introduced as the new staff liaison for the committee. Holly is a Digital Communications Specialist in the office of Communication for The Florida Bar. Brooks provided insight into possible promotional efforts to enhance #JustAdulting in 2020. Her recommendations and suggestions are as follows:
• Continue with Facebook and Instagram advertising. Our target demographic, teenagers and young adults, are spending a majority of their time on Instagram. Facebook and Instagram are also where we are going to get the most value for the money.
• If we have room in the existing budget, run retargeting ads to complement the Facebook and Instagram ads. Retargeting tracks people who click on the Facebook and Instagram ads by dropping an anonymous code in their browsers. That code then follows them around as they browse other websites.
• Start running Facebook, Instagram and retargeting ads during the “back-to-school” season and continue throughout the school year, perhaps in three-month or four-month increments.
• Utilize the new #JustAdulting texting and driving video as one of the Facebook and Instagram ads.
• Members of the Law Related Education Committee who are well-versed in an area of law can participate in a short video clip overview that could be used to increase social media exposure to #JustAdulting. Jim O’Leary recommended collecting the video clips during the Fall meeting.
Committee members recommended that analytics be reviewed to determine which topics are viewed most often and determine topic areas to focus on in developing future videos. Holly will work with those on the committee who are interested to develop a proposal with budget considerations to present at the Fall meeting. Civics Education Update: Annette Pitts To further law-focused, civic education in the State of Florida, Annette Pitts introduced the Justice Teaching Center at Florida Southern College. The Center is a continuing effort of retired Florida Supreme Court Justice Fred Lewis’s commitment to Justice Teaching and law-focused civic learning. Pitts will serve as Director. Her focus will be new initiatives to supplement the core program including classroom simulations and academic competitions. The new web address is https://www.flsouthern.edu/centers-institutes/justice-teaching-center/home.aspx Pitts encouraged participation from the Law Related Education Committee members as volunteers for Moot Court and Mock Trial student competitions. The committee members have assisted in case development in the past. For 2020, Steve Rinnick offered to draft the Mock Trial Case for Middle School as he has done in 2019. Andrew Irvin offered to work on the Moot Court event. Pitts also shared that the Florida Supreme Court Teacher Institute (CTI), formerly the Justice Teaching Institute would be held April 19-23 in Tallahassee. Florida middle or high school teachers who teach
civics, law, American government, history, or similar courses are encouraged to apply. The application deadline is October 31. Pitts inquired about the Justice Teaching Awards not being presented at the Judicial Luncheon. Staff responded that the Justice Teaching Awards were eliminated this year since at the time of the budget considerations it was not known what impact Justice Lewis’ retirement would have on the program. Pitts expressed her support for reconsideration by the committee to reinstate the awards for the 2020 convention. Special edition of the Bar Journal on Civics Education Annette Pitts has pursued a new special edition of the Bar Journal on Civics Education for May 2020. The editorial board of The Journal will let us know about sponsoring a special issue devoted the civics and law education. Committee members commented that a date to coincide with Constitution Day in September would possibly be better for reaching teachers. This is when most schools are back in session, whereas in May, they are dismissing for the summer. This project will be a major undertaking and Pitts will propose the change to the editorial board and will get back with Committee members as soon as the information is known. NOTE FOLLOWING THE COMMITTEE MEETING: Francine Walker, Director of Communications, has discussed the role of The Florida Bar in law related education projects as it pertains to the committee with Chair Jim O’Leary. The Florida Bar will be supporting the Florida Supreme Court Teacher Institute, and the committee may discuss assisting the Trial Lawyer's Section with the Teacher's Law School by providing any needed volunteer support. The Florida Bar will not be supporting the Justice Teaching Center at Florida Southern College, so the committee will no longer coordinate the Justice Teaching Awards. The committee will consider requesting a financial contribution via the Bar’s budget for law related education programs and projects in support of the Florida High School Mock Trial Competition. The Law Related Education Committee members are encouraged to volunteer for student competitions as they have done in the past. Additionally, Walker recommended that the committee reconsider the special issue of the Journal this year because of these changes. She suggested a special issue next year or a cover feature of the Journal that could focus on the teachers’ programs The Florida Bar is now supporting and #JustAdulting. New Business – Kalinthia Dillard was recognized for her leadership as Chair for the committee. Michael Molenda and Andrew McElroy were also recognized for their service. The next meeting will be during The Florida Bar Fall Meeting in Tampa. Chair adjourned meeting at 3:30 p.m.

After about two weeks of digital advertising for #JustAdulting from September 24 to October 6, the various Facebook, Instagram and retargeting ads have garnered:
• 186,016 impressions
• 2,722 visits to the landing page
• 84,833 unique users
• $0.77 per engagement (link click)
The most engaged user age range is 65+ (74% women and 26% men).
The total amount spent on Facebook and retargeting ads so far is $2,158.

Five distinct ads were placed on Facebook and Instagram to target various audiences, behaviors and interests. The girl texting and driving was the top-performing ad in the general ad set based on impressions.

Monetary Contribution to High School Mock Trial Program
Two Options:
1. During the current fiscal year, the Law Related Education Committee could ask the Board of Governors via a budget amendment request to approve reallocating the 2019-20 funds designated for the Justice Teaching Awards ($280) to the organization sponsoring the 2020 competition. All other budgeted funds for Law Related Education in 2019-20 must be used as approved for the following:
• #JustAdulting program $23,000
• Printing of the legal guide $2,800
• AV, Conference Call-in for Fall, Winter and Convention Meetings and other meeting expenses $2400
• Staff liaison travel for Fall, Winter and Convention Meetings $2,102
In addition to reporting the committee’s vote, the Board of Governors request for the
reallocation of 2019-20 funds would need to include the following information in writing from
the sponsoring (receiving) organization: a description of the program, its beneficiaries and the
need for the funds as well as the intended use of the funds and any other details available
about the planned program/event. The Budget Committee and/or Board of Governors may
request additional information before approving the initial request. The deadline for
consideration at the December board meeting is Nov. 26.
And/or:
2. For 2020-21, propose a grant/donation amount for the high school mock trial competition in the Bar’s Law Related Education budget. Similar information would be needed and the request would go through the regular annual budgeting process which begins soon. The Bar’s annual budget is ultimately approved by the Florida Supreme Court.

Discuss and determine topics for several articles on law-related education efforts or a single article that
would be an update on law related education that fulfills these guidelines:

If the committee wants to request a special edition, a Law Related Education Committee subcommittee
will be needed to write the proposal to the Journal & News editorial board regarding a special issue
(addressing the guidelines linked above) and if approved: assign or write the article(s), collect and
review the articles, and work with the Journal staff on a set schedule for publication deadlines.
Some Suggested Topics:
• An overview of the #JustAdulting Program including analytics and history of the Legal Guide for New Adults
