On June 27, 2017, the City Council approved a Memorandum of Agreement (MOA) for Metroconstruction work related to Section 2 of the Purple Line Extension project. The MOA (AG #348-17) authorized staff to issue Metro the necessary permits for Southern California Edisonunderground utility relocation work for the future Wilshire/Rodeo Station1. The Wilshire/Rodeounderground station box will span Wilshire Boulevard between Beverly and Crescent Drives,with the on-street work zone spanning (approximately) west of El Camino Drive to east ofRexford Drive.

During public comment on June 27, representatives from Spago restaurant advocated placing atall sound wall, creating a cul-de-sac and providing valet service to assist the businesses andrestaurants on North Canon Drive during the disruption created by construction. Spago reportedgeneral consensus of a proposed street closure from adjacent businesses.

A key element highlighted for the approval of the MOA was the inclusion of a feasibility analysisto study options for a temporary closure of North Canon Drive at Wilshire Boulevard to vehiculartraffic to address noise, vibration and pollution generated by construction activity, and tomitigate possible driver confusion due to lane closures required during various constructionactivities. The MOA includes City Council consideration of the closure by April 2018, followingtwo public outreach meetings by March 2018 to solicit feedback from the community.

Following City Council approval of the MOA (AG #348-17), City staff engaged Fehr & Peersconsulting firm to conduct a transportation impact analysis (TIA) to evaluate potential.operational impacts to nearby intersections during peak morning and afternoon commute hoursand midday business hours with a potential closure of North Canon Drive at Wilshire Boulevard(Attachment-A). Psomas, the City’s consultant for the Metro project, was tasked with developingparking and travel lane design concepts for cul-de-sac alternatives (Attachment B). The study isfunded by Metro.

Discussion

Fehr & Peers completed the feasibility analysis in November 2017. The analysis evaluatedpotential traffic impacts to fifteen nearby intersections during peak hours for morning, middayand afternoon for both existing condition (2017) and at a future date (2022), and determined thatfour intersections (Clifton/Crescent, Wilshire/Crescent, Wilshire/Beverly, and Dayton/Canon) areconsidered to be significantly impacted in the existing and/or Year 2022 conditions.

The analysis concludes that the impacts can be mitigated by providing advanced vehicle detoursignage, updating traffic signal timings, and the signalization of the North Crescent Drive andClifton Way intersection.

Estimated Street Closure Duration

The piling and decking for the La Cienega station took approximately one year, and Gale Drivewas closed to through traffic for approximately 150 days. Assuming the same (or similar)methodology used for the Gale Drive closures in Section 1 is applied to North Canon Drive, theCity/Psomas project team estimates approximately 300 days of closure impacts to North CanonDrive for the length of the project. These closures would occur at various points throughout theproject and would require traffic control measures (i.e., cones, barricades, etc.) and temporarysound mitigation to be installed.

If a closure at North Canon Drive is approved by City Council and implemented, staff anticipatesthe overall construction schedule will be reduced with a consistent traffic control pattern. Also,there would be potential for more robust sound mitigation measures at the closure location dueto the (long-term) installation of a sound wall.

Public Outreach

The MOA also requires at least two public outreach meetings be held prior to presentingrecommendations to City Council. Staff’s public outreach plan includes the following:

1. An overview of the Traffic Impact Analysis report and three conceptual designs for a culde-sac were presented at a Stakeholder’s meeting held on January 9th and to thegeneral public at the monthly Community Outreach meeting held on January 10, 2018.Stakeholders at the January 9th meeting included the Beverly Hills Chamber ofCommerce and the Conference and Visitor’s Bureau, Spago Beverly Hills restaurant,and businesses on North Canon Drive. An overview of the study and the conceptualdesign plans will also be presented at the monthly Community Outreach meeting onFebruary 7, 2018.

2. Traffic & Parking Commission review on February 1, 2018. Public Notices were mailedon January 22 to all businesses on North Canon Drive between Wilshire Boulevard andSouth Santa Monica Boulevard, and adjacent areas north and south of Beverly andCrescent Drives (both commercial and residential areas). The Beverly Hills Chamber ofCommerce emailed the public notice to the entire business community on January 23,2018.

Additionally, as the feasibility study includes installation of a traffic signal at the NorthCrescent Drive and Clifton Way intersection as a mitigation measure, public noticesadvising of the TPC agenda item were mailed to residents on the adjacent 100 and 200street blocks between North Crescent and Elm Drives.

SUMMARY OF TRANSPORTATION IMPACT ANALYSIS

A transportation impact analysis (TIA) was prepared for the potential closure of N. Canon Drive at Wilshire

Boulevard during construction of the Rodeo Drive Purple Line Station in Beverly Hills. A feasibility analysis

was conducted to evaluate potential operational impacts to nearby intersections during peak morning and

afternoon commute hours and midday business hours with the potential closure of N. Canon Drive at

Wilshire Boulevard.

The potential closure of N. Canon Drive would occur just north of Wilshire Boulevard. Vehicles would no

longer be able to access Wilshire Boulevard directly from N. Canon Drive, or access N. Canon Drive directly

from Wilshire Boulevard. Instead, vehicles would be rerouted to adjacent roadways, such as N. Beverly Drive

and N. Crescent Drive. Local vehicle access to the southern end of N. Canon Drive prior to the closure would

be provided on Clifton Way and Dayton Way. The following study intersections were selected for analysis

based on the locations most likely to be impacted due to the closure of N. Canon Drive:

ANALYSIS SCENARIOS

The operations of the study locations were analyzed for the following scenarios:

• Existing (2017) Conditions: The analysis of existing conditions was based on traffic counts

collected in Fall 2016 and September 2017.

• Existing Plus Roadway Closure Conditions: This scenario reflects the potential closure of N.

Canon Drive and the rerouting of vehicles based on existing traffic volumes and travel demands.

• Mid-Construction (Year 2022) Baseline Conditions: Future traffic projections without the

roadway closure were developed for the Year 2022. The objective of this scenario was to forecast

future traffic growth and operating conditions that could be expected to result from regional

growth and related projects in the vicinity of the project site mid-construction. Year 2022 reflects

the time period four years into construction assuming an eight-year construction duration

beginning in 2018 and ending in 2026.

• Mid-Construction (Year 2022) Plus Roadway Closure Conditions: This scenario reflects the

potential closure of N. Canon Drive and the rerouting of vehicles based on forecasted Year 2022

traffic volumes and travel demands.

The traffic impact analysis was prepared in accordance with the Beverly Hilts Traffic Thresholds ofSignificance

(Planning Commission of the City of Beverly Hills, October 2010).

DOWNTOWN TRIANGLE ACCESS

With the potential closure of N. Canon Drive, vehicles would be rerouted to adjacent roadways, such as

Beverly Drive and Crescent Drive. Additional roadway characteristics that factor into the route choices that

drivers use when traveling to/from the Golden Triangle are as follows:

• S. Canon Drive is restricted to right-turns only onto Wilshire Boulevard; therefore, vehicles traveling

north on S. Canon Drive cannot continue directly into the Golden Triangle on N. Canon Drive.

• Dayton Way provides eastbound only travel through the downtown triangle and two-way travel

east of N. Crescent Drive.

• Brighton Way provides westbound only travel through the downtown triangle between N.

Crescent Drive and Wilshire Boulevard.

• N. Beverly Drive does not permit vehicles to make a southbound left-turn movement from N.

Beverly Drive onto eastbound Wilshire Boulevard.

N. CANON DRIVE LOCAL ACCESS

Local vehicle access would continue to be provided on N. Canon Drive south of Clifton Way. The southern

end of N. Canon Drive just prior to Wilshire Boulevard would serve as a cul-de-sac to allow vehicles

traveling southbound to make a U-turn and continue northbound on N. Canon Drive. Figure ES-2

displays the on-street parking, valet operations, and local access driveways along N. Canon Drive in the

vicinity of the potential closure.

The following travel patterns were considered in the development of the traffic diversions with the roadway

closure. Figure ES-3 displays the potential trip diversions with the N. Canon Drive closure.

Turning Movement Restrictions at N. Canon Drive & Wilshire Boulevard: With the closure of

N. Canon Drive just north of Wilshire Boulevard, the following turning movements will no longer

be permitted: eastbound left-turn and westbound right-turn from Wilshire Boulevard onto N.

Canon Drive; and southbound left-turn and right-turn from N. Canon Drive onto Wilshire Boulevard.

• N. Canon Drive Local Access Needs between Clifton Way and Closure: South of Clifton Way, N.

Canon Drive has on-street metered parking on both sides of the roadway. Several of the parking

spaces on the east side of N. Canon Drive operate as valet parking zones for the Spago and Citizen

restaurants. Other than the on-street parking spaces and valet zones, no other uses have direct

access to/from this block of N. Canon Drive.

• Parking Structure at N. Canon Drive & Clifton Way: The west leg of the intersection of N. Canon

Drive & Clifton Way provides direct access to a parking structure. With the closure of N. Canon

Drive, vehicles would exit the garage onto Clifton Way or make a left-turn onto N. Canon Drive. To

enter the garage, vehicles would be routed to N. Crescent Drive to utilize Clifton Way, or travel on

N. Beverly Drive to Dayton Way to access N. Canon Drive.

• N. Canon Drive Local Access Needs between Clifton Way and Dayton Way: North of Clifton

Way, the Montage Beverly Hills Hotel’s motor court is accessed to/from N. Canon Drive. Just north

of the hotel, a public parking garage also has direct inbound and outbound access on N. Canon

Drive. In addition, N. Canon Drive has on-street metered parking on both sides of the roadway and

several of the parking spaces operate as valet parking zones during designated time periods.

• N. Canon Drive Access Needs between Dayton Way and South Santa Monica Boulevard: N.

Canon Drive provides access to several parking structures between Dayton Way and South Santa

Monica Boulevard, and has on-street parking with valet zones during designated time periods.

MID-CONSTRUCTION TRAFFIC FORECASTS

The mid-construction plus roadway closure condition evaluates the traffic volumes for Year 2022 with the

rerouting of vehicles due to the closure of N. Canon Drive. The following sources were utilized to develop

the mid-construction traffic forecasts:

• Existing traffic counts

• Traffic from approved and pending projects in the City of Beverly Hills, City of Los Angeles, and City

of West Hollywood

• Ambient growth in existing traffic volumes to reflect growth in regional traffic; a growth rate of one

(1) percent per year was applied to reflect this ambient growth

POTENTIAL IMPACTS WITH N. CANON CLOSURE

Impacts to intersection operations, active transportation facilities and transit service with the potential

closure of N. Canon Drive are described below:

• Traffic Operations of Study Intersections: The study intersections were analyzed during existing

and mid-construction (Year 2022) conditions with the vehicle trip diversions and rerouting due to

the potential N. Canon Drive closure. The City of Beverly Hills traffic impact criteria consider the

following changes in V/C at signalized intersection or delay at unsignalized to be a significant

impact:

!N. Canon Drive Closure Transportation Impact Analysis

The following intersections would experience an increase in V/C or delay greater than the

thresholds above during one or more analysis periods:

o Wilshire Boulevard & Beverly Drive during the AM peak hour

o Wilshire Boulevard & Crescent Drive during the AM and PM peak hours

o Clifton Way & N. Crescent Drive during the AM, midday and PM peak hours

o Dayton Way & N. Canon Drive during the PM peak hour

Based on the City’s threshold guidelines, the project impact would be potentiatty significant to

intersection operations in the vicinity of the N. Canon Drive closure.

The following measures are recommended to mitigate traffic impacts due to vehicle rerouting with

the N. Canon Drive closure:

o Provide Advanced Vehicle Detour Signage: The impact analysis assumes that the majority

of vehicles currently utilizing N. Canon Drive will shift to the closest nearby intersections,

such as N. Beverly Drive and N. Crescent Drive. While these intersections are expected to

experience an increase in vehicle delay with the N. Canon Drive closure, drivers have

multiple access options to/from the Downtown Triangle. Therefore, drivers are likely to

select alternate routes further to the east and west to avoid overly congested locations.

o Update Traffic Signal Timings: Traffic signal timings should be modified along N. Canon

Drive and on the parallel roadways of N. Beverly Drive and N. Crescent Drive to

accommodate the shift in vehicle flows with the N. Canon Drive closure and provide

additional green time to the heaviest turning movements.

o Signalization of Clifton Way & N. Crescent Drive Intersection: With the closure of N. Canon

Drive at Wilshire Boulevard, vehicles will shift to N. Crescent Drive. This will result in traffic

volume increases along N. Crescent Drive and also at the intersection of Clifton Way & N.

Crescent Drive as vehicles utilize Clifton Way to access local uses along the southern

portion of N. Canon Drive. With the additional traffic volumes with the potential closure,

the increase in vehicle delay will result in a significant impact based on City thresholds, and

the increase in traffic volumes will also result in the intersection meeting the peak hour

traffic volume warrant for the installation of a traffic signal. The installation of a traffic

signal would result in LOS C or better operations during peak travel hours.

• Bicycle Facilities & Access: The potential closure may restrict direct bicycle access between N.

Canon Drive and Wilshire Boulevard, depending on the ultimate design of the cul-de-sac. While

bicyclists would have the ability to walk their bikes utilizing the pedestrian pathway, they may not

be able to ride between the two roadways with the closure. As part of the data collection effort,

bicyclists were counted during peak hours. The volumes indicate a fairly low bicycle demand

between N. Canon Drive and Wilshire Boulevard with approximately 5 bicyclists traveling from N.

Canon Drive onto Wilshire Boulevard, or from Wilshire Boulevard onto N. Canon Drive in both the

AM and midday peak hours (no bicyclists were observed during the PM peak hour). The City is

beginning the process of preparing a Complete Streets Plan that will provide guidance on new

active transportation facilities throughout the City. At this time, no additional bicycle facilities are

planned adjacent to the project site. Therefore, the project impact is tess than significant and no

mitigation is required.

Pedestrian Facilities & Access: The closure of N. Canon Drive would maintain pedestrian access

between Wilshire Boulevard and N. Canon Drive. At the stop controlled intersection of N. Canon

Drive and Clifton Way, high visibility continental crosswalks along with additional pedestrian

crossing signage are planned by the City and are expected to be implemented later this year. These

pedestrian enhancements will benefit those walking along N. Canon Drive. There are no additional

planned pedestrian facilities in the vicinity of the roadway closure. Therefore, the project impact is

tess than significant and no mitigation is required.

Transit Service: Existing transit service is provided along N. Canon Drive. Metro Line 14/37 provides

service between downtown Los Angeles and the City of Beverly Hills. Line 14/37 is a local service

bus and has frequent stops with most stops approximately one to two blocks apart. Within the

study area, eastbound buses travel through the City of Beverly Hills by traveling in a northbound

direction on S. Beverly Drive, making a right turn onto Wilshire Boulevard and then an immediate

left turn onto N. Canon Drive where they continue until the reach N. Santa Monica Boulevard to

travel east. Buses traveling in the westbound direction through the City utilize N. Santa Monica

Boulevard, make a left turn onto N. Canon Drive, make a right turn onto Wilshire Boulevard and

then make an immediate left turn onto Beverly Boulevard. Service is provided approximately every

fifteen minutes on weekdays and thirty minutes on weekends. Bus stops on N. Canon Drive are

located at Wilshire Boulevard, Clifton Way, Dayton Way, and S. Santa Monica Boulevard.

The potential closure of N. Canon Drive would result in a disruption to existing transit service as

Metro Line 14/37 would need to be rerouted to an adjacent roadway, such as N. Beverly Drive

between Wilshire Boulevard and N. Santa Monica Boulevard, as shown in Figure ES-4. Therefore,

the impact would be potentially significant but could be mitigated with rerouting of the bus line

along with relocating the bus stops.

Background

In April of 2016 City Council approved a resolution declaring the City’s support for the

development of an autonomous vehicle (AV) program. As part of this effort, the Mayor

formed an Autonomous Vehicle Committee comprised of residents AJ Willmer and

Grayson Brulte. Their charge included influencing the current state of regulation,

engaging fully within the AV community, engaging with auto manufacturers, and identifying

potential AV-focused programs within Beverly Hills.

As part of the outreach to auto manufacturers, the Committee engaged in numerous

conversations with a European car company that expressed an interest in potentially

partnering with the City with a unique and novel program.

Strictly speaking, the proposed project in only tangentially related to the City’s AV

program, but addresses issues of parking, and the use of the right-of-way. For this reason,

the item is being brought to this Liaison Committee for initial consideration.

At the Liaison meeting on February 15th, a presentation will be made by the auto

manufacturer explaining the project in detail for the Committee’s consideration (for non-

disclosure purposes, the manufacturer prefers to remain somewhat anonymous, but will

provide full details at the meeting).

Staff is seeking direction in terms of next steps for the proposed project.

Discussion

The European automobile manufacturer is developing a mobile app designed to provide

interactive and personalized services to the owners of their vehicles. The vision for the

app is to create unique experiences that leverage businesses, events and infrastructure

within the City.

To help clarify the vision for the app to staff, some hypothetical scenarios have been

discussed that include:

An out-of-town owner of a European vehicle and his wife are planning a special

weekend visit to Beverly Hills. Using the app’s concierge service, reservations for

dinner are made at a world-class restaurant and hotel reservations are made at a

five star hotel. Additionally, arrangements have been made to see a play at the

performing arts center. As the couple near the City, the app communicates the

arrival time to the restaurant. The valets at the restaurant greet the couple by

name and escort them to the maître d who shows them to the table. As planned,

the car and the luggage are taken to the hotel by a valet while the couple enjoys

their meal. The app communicates to the hotel that the luggage is on its way, and

should be taken up to the couple’s room upon arrival. At the conclusion of the

meal, the app pays the bill and the couple set out for the theater. Based on the

couple’s preferences, the app recommends experiences that the couple might

enjoy on their way. This might include details of public ar along the wayt, a special

BOLD event, or a unique retailer only found in Beverly Hills. After the performance,

the couple prefers not to walk to the hotel, so they arrange via the app for a luxury

car to collect them. The app then alerts the hotel of their arrival, and the valets,

door staff, bell staff, and concierge greet them by name and escort them to their

room.

Clearly much work will need to be done on the part of the European manufacturer to bring

this vision to reality. Areas where input from the City would be required include:

Establishing communication protocols of City events

Potential use of parking structures

Potential use of valet zones

Potential use of City valets

Potential use of City’s wired/wireless networks

Etc.

If there is interest in moving forward, a multi-phased agreement would be developed that

defines roles, articulates deliverables, develops timelines, and established terms and

conditions for further consideration.

Recommendation

Staff seeks direction form the Committee in terms of next steps for the proposed.
