1. Call to OrderChair Stefani called the meeting to order at 10:00 a.m.

4.a Recommend Board approval of Preliminary Budget for FY 2020-21Mr. Petersen presented the presentation to the Committee members. He advised them the budget will have a small change with primary of the implementation. With an increase in the administration area for the new position of the Deputy General Manager and Advisor. Pointed out regarding the Grant from DWR it’s not included in the budget until received.

Director McIntye asked about any issues with the fees from the property taxes and urban property owners. Mr. Petersen said no issue has been arising.

Public comment: Tom Virsik questioned the regular fee stabilizing and City of Marina lawsuit and with the DWR Grant Arroyo Seco. Mr. Petersen replied we are a party of interest in the lawsuit but not a direct defendant and will provide a response in regard to the lawsuit. Will update in the General Managers report.

Director McHatten moved to recommend Board approval of the Preliminary Budget for FY 2020-2, Director McIntyre second the motion.

5. General Manager Report:Mr. Petersen reported to the committee members the agency is moving along and in place by April 1st. A final language was submitted to DWR for the grant. Arroyo Seco asked for extended time for the language on the grant via phone teleconference and still waiting for response.

Director McIntyre indicated the language from Arroyo Seco was received and DWR agreed based on trust and accepted.

Salinas Valley Basin Groundwater Sustainability Agency

EXECUTIVE COMMITTEE STAFF REPORT

MEETING DATE: April 23, 2020

AGENDA ITEM: 4.b.

SUBJECT: 1) Evaluate Applications for Subbasin Committee Membership for the Development of Multiple Groundwater Sustainability Plans (GSP’s),2) Make Recommendations to the Board of Directors for Membership Approval, and 3) Consider making a Recommendation to the Board to Extend the Application Process for an Additional Month.

RECOMMENDATION: Evaluate applications and make recommendations to the Board of Directors regarding membership for the development of planning committees to provide input and support for the development of multiple GSP’s, and consider making a recommendation to keep the application process open for an additional month.

BACKGROUND: Section 8.1of the Joint Exercise of Powers Agreement (JPA) that formed the Salinas Valley Basin Groundwater Sustainability Agency (GSA) authorizes the GSA to create various Committees to aid the Board of Directors in its analysis and decision-making processes. Additionally, the Agency’s bylaws adopted to establish operational procedures for the GSA provide for the establishment and membership of specific standing committees without amending the bylaws.

With the completion and submittal of the first GSP for the 180/400-foot aquifer, next steps for the GSA include the development of five GSPs for the remaining subbasins in the Salinas Valley no later than January 31, 2022. In order to achieve the goal of preparing, approving and submitting the additional GSPs, the Board has considered a recommendation to create subbasin committees, consisting of Directors and stakeholders from each subbasin, and a committee to address the proposed integration of these plans. The proposed committee structure would include Directors and stakeholders from throughout the Salinas Valley Groundwater Basin.

During the March 12, 2020 Board Meeting, the General Manager was directed to develop and implement an application process for the non-Director positions for each of the new committees. Additionally. Staff was directed to bring applications for the non-Director applicants to the Executive Committee during the month of March, with recommendations to the full Board in April to decide on which Directors shall be members of each committee. Given the recent Shelter in Place orders and the impact of Covid-19 on work flow the application process has been extended for one month.

The Board also indicted that at the April 9th, meeting they may elect to extend the application process an additional month as necessary.

DISCUSSION: Notification of the application process for the proposed subbasin standing committees has been widely distributed via the Agency website, notification in local publications and distribution to several mailing lists.

To date, twenty applications (20) have been received. Staff has reviewed the applications and generally agrees that the candidates are qualified to participate in subcommittee planning activities.

The Executive Committee (EC) is charged with reviewing the applications and making membership recommendations to the Board for final approval. The EC can make recommendations based solely on the applications or can work with staff to arrange telephone interviews with candidates.

Additionally, the EC can determine if soliciting more applicants for positions on the subcommittee would be considered beneficial. If this determination is reached by the EC a recommendation to the Board to extend the application process is also warranted.

Included with this report is a full list of applicants and their applications sorted by subbasin.

FISCAL IMPACT: Funding exists within the current budget to develop and implement this planning structure.

Environmental Program Coordinator and Coastal Scientist managing research and conservation

programs for coastal ecosystems including: wetland restoration, monitoring and research, nutrient

reductions through wetland restoration and agriculture management practices, integration of environmental

objectives into agricultural businesses and municipal planning, impacts to coastal habitats and urban

infrastructure from sea level rise. Has successfully orchestrated multi-partner state monitoring and research

projects with a combined 8 year budget of over $10 million dollars.

RELEVANT WORK EXPERIENCE

Director of the Central Coast Wetlands Group July 2010-present

Charged with developing regional programs to improve the restoration and management of wetland

resources and reduce ambient nutrient loading on the Central Coast. Manages a team of six field scientists

responsible for state wetland monitoring and implementation of a coastal habitat restoration program.

Initiated coastal climate adaptation research and coastal resiliency planning within the Monterey Bay

focused on natural habitat restoration strategies. Drives integration of dune and wetland restoration within

regional planning and resource management efforts intended to improve water quality and natural coastal

processes. Leads implementation of the Moro Cojo Slough Management Plan.

Climate Change Action Coordinator, City of Santa Cruz October 2007-September 2016

Tasked with developing the city’s strategic plan for reducing green house gas emissions, establish programs

to encourage reductions from city businesses and residence and identify key threats and appropriate

responses to climate change and sea level rise. Focused on a multi-faceted program that engages all sectors

of the community. Analyzed short and long-term options for the adoption of renewable energy sources

including wind, biofuels and solar PV. Established the Santa Cruz Go Solar campaign.

Environmental Scientist, California Coastal Commission 1998-2010 Principal investigator responsible for State water quality and wetland restoration program development. Projects

established to expand the State’s capacity to improve water quality and wetland habitat and the ability to evaluate

success. Aided implementation of numerous State grant programs.

Watershed Restoration Monitoring Coordinator, CSU Monterey Bay 1995-1998 Contract Manager for EPA/State Water Resources Control Board-319 grant (1995&1997 FFY). Responsible for

developing work plan and budget, assuring task completion and preparing quarterly and final reports. Coordinated

monitoring efforts for all watershed restoration projects including wetland ecology, GIS surveying, native plant

survivorship and abundance, photo and video documentation, and a long term monitoring data base. 17

What we do together can hopefully serve as a model for others. Climate change and food supply are intricately related to doing a good job for all our sub-basins, aquifers, aquitards, and endangered species that are also dependent on what we accomplish for the whole environment through water conservation, preservation, and protection measures. What the Advisory Committee and Board are working towards is highly commendable, and super significant. If at all possible, I would be so honored to be part of this effort, to learn, to contribute.
