The Power Supply industry in Tripura was under the control of the Department of Power, Government of Tripura till 31st December 2004. The Department of Power, Government of Tripura was entrusted with Generation, Transmission, and Distribution including Rural Electrification since inception. The Department of Power had remained a beneficiary constituent of North Eastern Regional Electricity Board. Tripura State Electricity Corporation Limited had started functioning w.e.f 1st January 2005. Subsequently TSECL has taken over the entire existing network along with asset of erstwhile Department of Power for operating and maintaining the power supply industry in the State of Tripura. The State has a Population of 31.91 Lakhs as per 2001 census and spread over 10,486 sq. km. in 4 districts comprising of 4 major towns and 870 villages. The state is predominantly agrarian with few small scale industries. In line with the provision of the MOU between Ministry of Power, Govt. of India and Government of Tripura, the State Government decided to introduce reforms in the power sector in the state and restructure the sector with objectives of creating the conditions for the sustainable development of the power sector in the state and improving the efficiency of services to the people of Tripura. So, in 2002, the Government of Tripura entrusted the Administrative Staff College of India (ASCI), Hyderabad to provide consultancy services to assess restructuring options and recommend suitable organisation structure for the power sector. The assignment also included inter-alia the financial restructuring plan and formulation of implementation programme. As per the ASCI recommendations, Tripura Electricity Regulatory Commission (TERC) was set up on 31st May 2004 and subsequently, Tripura State Electricity Corporation Limited (TSECL), Agartala was incorporated under the Indian Companies Act-56 on 9th June 2004 as a State owned Company with authorised equity share capital of Rs.10 crores. It has been made functional under, section 131 & 133 of the IE Act 2003, w.e.f 1st January 2005 with the operational control of all assets related to Generation, Transmission, Distribution & its allied activities related to power sector of Tripura and with objective of creating conditions for the sustainable development of the power sector along with improvement in efficiency of services to the consumer in particular and the State at large.

 Interconnection  The state power systems in the North Eastern Region are integrated with 400/220 kV network of Power Grid Corporation of India Ltd. The power system of Tripura is connected to these power systems of the neighbouring states in the North Eastern region at 132 kV. This provides the stable operation for the state power system.

Current Status

TSECL has a total capacity of 110 MW from 3 generating stations viz. Gomuti Hydro-electric Project, Baramura Gas Thermal Power Station and Rokhia Gas Thermal Power Station. In addition to this, it has diesel based generating units of 5.85MW, which are also operational since pre-independence. The unit-wise capacity of all generating stations is mentioned below.

Out of these stations, first three units of Baramura gas station (French Make) and first two nos. unit (Phase-I) of Rokhia Project are not working because of obsolesce. Therefore effective Installed Capacity is 110.00 MW.

Hydel power

There is a small Hydel power station in south Tripura named Gumti Hydel project having only 3 x 5 MW capacities.The yearly energy content in the reservoir of Gumti project is only 60 Million units. Normally 2 units of 5MW each run at a continuous load of 8 MW and the 3rd one is kept as stand by. It has been observed during last few years that with this arrangement 100% generation is achieved, i.e. 60 MU which fulfils the annual target. Theoretically the PLF is about 53 .33% with one unit as stand by. But there is hardly any water available at the end of the year and before next monsoon to increase the generation for achieving higher PLF.

Gas Thermal Project at Rokhia

The project has 6 no. of Gas Turbine sets of 8 MW each. Unit-VII of 21 MW capacity was commissioned during August 2002 and is now in operation. Another 21MW capacity (Unit-VIII) was come into bus on March 2006.

Unit – I has outlived its life. Further, unit II has been unstable since commissioning. The cost of reconditioning these units are found to be beyond economical viability. Therefore survey reports have been proposed for these units.Similar to Unit IV of Baramura, 50% capacity share of Units V and VI of this project is to be given to neighbouring states i.e. Manipur and Mizoram. Appropriate share of energy has to be transferred to these states at net generation cost. 

Unit-VII (21MW) was out of bus from 11th January 2006 due to major defect developed in the generator. The major maintenance work has been taken up including replacement of generator which is likely to be available for generation in the month of June-06. 

Unit VIII (21 MW) has been commissioned on May 31, 2006. Along with rest of the units, the project is generating 40-MW of power from Unit- III, IV, V, VI and VIII. This will reach 50 MW by June-06 after re-commissioning of Unit#VII. Additional generation would depend on availability of additional gas at the power stations. 

The Diesel power house is operated intermittently, on emergency basis, mainly due to very high cost of fuel for the same.

Out of 110 MW installed capacity in the state comprising of Baramura-21 MW, Rokhia-

74 MW and Gumti Hydel project-15 MW the over all generation is 70 MW round the clock as such the PLF works out at 63.63% for installed effective capacity the State.

1X21 MW Gas Thermal Project at Baramura

The first three units have been out lived their normal life due to prolonged use and further life extension seems uneconomical because of non-availability of spares from market and huge funds would be required for this purpose. Preparation for assessment of book value of the machine & other codal formalities to be observed is under consideration of TSECL. 

A unit of 21 MW was commissioned on 27th November 2002 and is running at PLF is almost 95%. The Baramura project has been synchronized with NE Grid in the ABT regime. Being funded by NEC, this unit is considered as Inter-state station and hence 50% capacity share has to be given to neighbouring states of Manipur and Mizoram. With finalisation of power purchase agreement and issuance of satisfactory payment mechanism expected to be completed this year, appropriate share of energy is to be transferred to these states at net generation cost.

Calorific Value of Natural Gas

The rate of Gas consumption in a gas based Thermal plant depends upon the Heat Rate of the Turbine as well as Calorific value of the gas. At Rokhia Gas Thermal Power Station it is observed that Calorific value of Gas varies from month to month in the range of 8200 to 8300 Kcal/Cum. Union Ministry of Petroleum fixes the gas price considering Calorific Value of Gas at 10000 Kcal/Cum. Rebate/Premium on the gas price is applicable if the actual Calorific value of gas differs from the 10000 Kcal/Cum. GAIL indicates the average calorific value of gas for the particular month in their monthly gas bills to calculate the quantum of Rebate/Premium applicable.

The transmission network of the TSECL spans over 10486 sq. km. with 4 districts comprising of 4 major town and 870 villages. In addition to state level network, it is interconnected with other states with the transmission network of Power Grid Corporation of India Limited.

Distribution

The current load factor of Tripura system is 47% and the same is adopted over the period of next year as the demand is mostly domestic, commercial, public lighting etc. which occurs only few hours a day. The peak demand may get reduced if the load factor improves. 

TSECL has undertaken various schemes for strengthening and extending its T&D network.

APDRP Scheme was launched in Tripura during 2001-2002. Since then total 7 nos. APDRP Schemes have been sanctioned for a total project cost of Rs.150.56 Crores. Out of these two schemes of 100% metering of the entire State and strengthening of sub-transmission and distribution network of West District for project cost of Rs.27.54 Crores were under implementation upto FY 2004-05. During FY 2005-06 programme for implementation of balance work of the first two schemes and the newly sanctioned 4 schemes for North Tripura District, Dhalai District, South Tripura District & Outer Agartala including SCADA/DMS Project at Agartala Circle has been taken up.
