Project Scope and Objectives
This project involves designing and constructing an approximately 2.5-km-long westbound passing lane on Highway 3 from the community of Jaffray. The new passing lane will safely relieve the build-up of traffic that regularly occurs heading west from Jaffray.
Detailed design has been 50% completed to date and is the basis for the scope and total project cost estimate. The estimated total project cost is $9 million, with a proposed federal contribution of
$3.3 million through the New Building Canada Fund, Provincial-Territorial Infrastructure Component.
Objectives:
• Improve safety by providing a safe passing opportunity.
• Improve mobility and the geometrics of a 2.5-km stretch of Highway 3.
• Support a globally competitive transportation network.

Background/Current Conditions
Highway 3 serves a high proportion of commercial, tourist, and residential traffic, especially during the summer. The Highway 3 corridor is a vital east-west trade route for goods, services and people and provides regional access to communities in southern British
Columbia. The corridor also provides access to numerous border crossings into the United States.
The corridor supports a variety of industries including mining, forestry, agriculture and tourism.
This passing lane project is needed to address the congestion that frequently occurs as heavy commercial vehicles head west out of Jaffray.

Benefits of the Project
• Decrease collisions and increase safety for motorists.
• Generate travel-time savings with better opportunities for passing.
• Improve safety for cyclists and pedestrians with wider shoulders.

Environment and Archeology
Environmental and archaeological assessments have been completed as part of the project.
The overall project footprint has been designed to avoid any environmentally sensitive areas. No listed threatened ecosystems or plant communities will be impacted by the project. All disturbed soil areas will be restored following completion of construction.
No cultural deposits or archaeological sites were identified during the archaeological impact assessment.

Improving the Highway 3 Corridor
The Highway 3 Jaffray Westbound Passing Lane Project is part of the ongoing improvements the ministry has been making to increase the safety, capacity and reliability of Highway 3. Approximately $30 million has been invested in the highway annually since 2017.
The ministry has been collaborating with the Highway 3 Mayors’ and Chairs’ Coalition to identify priorities for infrastructure improvements along the 840-km-long Highway 3 corridor, which extends from Hope, BC to the Alberta border.
Improvements include constructing passing lanes, removing tight curves, replacing aging infrastructure and improving access within communities to increase safety.
The Highway 3 Jaffray Westbound Passing Lane Project is the next of the passing lane projects in the East Kootenay:
• Highway 3 Galloway Passing Lane – constructed in 2017
• Highway 3 Jaffray Passing Lane – construction in 2020
• Highway 3 Morrisey Passing Lane – design and engineering underway for future construction

• Review open house feedback.
