Airlines• Issues operating licences and monitorsthe economic situation of Spanishairlines.

• Issues Airline Operator Certificates(AOC).

• Certifies airlines from third countriesflying to Spain.

• Authorizes commercial exploitationlicenses for air traffic in Spain.

• Authorizes and monitors aerial works.• Monitors the operational safety ofairlines, in the case of the organizationsfor continuing airworthinessmanagement (CAMO), and for flightcrews training, operation approvals,and operation manual and operationalprocedures.

Qué Aeronautical training• Approves training courses.• Authorizes training schools.• Oversees training organizations.• Issues certifications, licenses andauthorizations for: Pilots, Civil Air TrafficControllers, Passenger Cabin Crew,Maintenance Technicians, Ultra-LightAircraft, and Balloons.

• Authorizes FTO (Flying TrainingOrganization) and TRTO (Type RatingTraining Organization) and JAR-FCL(European standard for aeronauticaltraining) training organizations.

• Monitors Civil Air Traffic Controllerstraining.

Passenger Rights• Provides advisory services and informsusers of air transport of their rights whenrequired, and monitors compliance.

• Investigates events reported by users.• Mediates among companies and users inthe event of a complaint.

General aviation • Authorizes private aviation clubsand flight schools for pilot training.
