REQUEST FOR PROPOSALS BID NO: NKA/TEC001/2020/21 PANEL OF CONSULTANTS FOR CIVIL (CAPITAL) PROJECTS FOR THE PERIOD OF THREE (3) YEARS. Nkandla Municipality hereby invites service providers, consulting engineering and project management firms to serve in a panel of consultants for the municipal civil (capital) projects. Documents to be submitted: Valid Tax Clearance Certificate/SARS Pin, Company Founding documents/CK, Company Profile, Certified B-BBEE certificate, Proof of Registration on the NT Central Supplier Database, MBD4, 6.1, 7.2, 8, and 9 must be submitted with the proposals. The Nkandla Municipality SCM Policy will apply. Service providers will have to conduct the feasibility study and complete business plans at their own costs that will be reimbursed from the project budget should the funding be sought for the intended project. 2. Professional fees, including disbursement but excluding surveys, EIA, geotechnical, hydrological, etc., studies, will be limited to 14% of the construction costs based on the municipal allocated budget for that specific phase of the project. The scope of work will, but not limited to: Project feasibility study Project registration (if not yet registered) Project designs Project Management (including all statutory reporting requirements). The above scope may be extended for the implementation of the capital project on a turn-key basis, where only the successful service providers shall be required to quote Evaluation Criteria: Nkandla Municipality subscribes to the preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). The 80/20 preference point system shall be applicable during the evaluation and adjudication of bids. The amended PPPFA regulation. First Stage: Functionality, 100% (Minimum threshold of 70%) being 50% for Experience & 50 % for capacity EXPERIENCE 50% POINTS (attach appointment letter/award letters/any traceable reference): 5 or more completed projects/similar nature = 50 points 3 – 4 completed projects/similar nature =30 points 2 completed projects/similar nature = 20 points CAPACITY 50 POINTS (attach detailed CVs and qualifications of key personnel) B-Eng/BSC Eng/BTECH IN CIVIL ENGINEERING registered with ECSA as a professional technologist/professional engineer = 50 points Qualification =30 points If qualifications of key personnel are less than NQF level 7 and not registered with ECSA = 20 points Second Stage: Preferential Points System (80/20); 80 for Price and 20 for BBBEE Contribution. Only bidders who pass the first stage with a minimum of 70% will then be evaluated further in the second stage. Submission of proposals Documents Tenders should be submitted in a sealed envelope, clearly marked with the tender number and description, and must be placed in the tender box at the Nkandla local Municipality Offices, Main Building by no later than 12:00 on Monday 14 September 2020, when all tenders will be opened in public at the Municipal Boardroom. Bidders should take note of the following conditions:

The Nkandla Local Municipality Supply Chain Management Policy will apply. Late tenders, telegraphic tenders or tenders sent by fax or email will not be considered. The Nkandla Local Municipality does not bind itself to accept the lowest bid or any other bid and

reserves the right to accept the whole or part of the bid. Tenders shall remain valid for a period of 90 days from the closing date (14 September
