    address the dismal !onditions o' slums, national e!onomi! and so!ial deelopment and

    deelopment is, simply put, a !riti!al element o' so!ial and e!onomi! deelopment as

    well as a !entral humanitarian &oal%

    reatin& wor$a"le strate&ies to address ur"an poerty and slum !onditions

    will ta$e stron&er spatial plannin& and stron&er &oernan!e !apa!ity at all leels o'

    &oernment "ut espe!ially the re&ional and lo!al leels%

    Doin& this strate&i!ally means loo$in& 'or nations, spe!i'i! ur"an re&ions, and

    !ommunity or&ani#ations willin& to step up to the plate to try to "uild this !apa!ity% t

    in'rastru!ture proe!ts to ne&otiate with priate parties "rou&ht in as partners to plan,

    'inan!e, !onstru!t, and sometimes also operate this in'rastru!ture% Not ust &oernment !apa!ity needs "uildin&@ the !apa!ity o'

    B/s and entrepreneurs that sere or hire in slums must "e "olstered as well% (his !an
