ADMINISTRATIVE & JOINING INSTRUCTIONS FOR SPECIAL NATIONAL INTEGRATION CAMP FOR SD/SW CADETS AT GOVT SENIOR SECONDARY

SCHOOL KAVARATTI (LAKSHADWEEP & MINICOY ISLANDS) FROM 15 APR 2018 TO 26 APR 2018

General 1. A Special National Integration Camp for NCC Senior Division and Senior Wing cadets will be organised by NCC Directorate (Kerala & Lakshadweep) from 15 Apr 2018 to 26 Apr 2018 under the arrangements of NCC Group Headquarters, Ernakulam. 21 Kerala Bn NCC, Ernakulam will conduct the camp at Senior Secondary School Kavaratti, Lakshadweep. A total of 06 ANOs and 200 SD/SW cadets from all Directorates (170 from Mainland and 30 from Lakshadweep Islands) will participate in the camp. Transportation of cadets and staff from Kochi (Mainland) to Kavaratti and back shall be by Passenger Ship as per following allocation :-

(a) 16 Apr 2018 : Departure Kochi for Kavaratti by available Ship

(b) 17 to 24 Apr 2018 : SNIC (08 Days). (c) 24 Apr 2018 : Departure Kavaratti for Kochi by available Ship. (d) 25 Apr 2018 : Arrival Kochi.

Aim

2. The aim of this Special National Integration Camp is as follows :-

(a) To foster National Integration.

(b) To provide the NCC cadets a rare opportunity to visit off shore islands, experience a journey across the sea, inculcate the spirit of adventure and develop leadership qualities.

(c) To enable cadets to discover their own potential by overcoming mental and

physical challenges and let them experience a feeling of self confidence and sense

of achievement.

(d) To provide cadets experience in teamwork and develop endurance and

courage.

(e) To provide qualities of leadership, discipline and integrity.

(f) To make the youth aware of conditions prevailing in off shore islands and encourage integration between the youth of the mainland and these islands, thus promoting National Integration.

Duration

3. The duration of the camp on the Island would be 08 days i.e. 17 Apr 2018 to 24 Apr 2018. The cadets will have to arrive at Kochi by 1800 hr on 14 Apr 2018 to

enable embarkation documentation & board the ship on 16 Apr 2018 for onward passage to Kavaratti. The cadets are expected to be back at Kochi by forenoon on 25 Apr 2018, weather permitting, and may plan dep from Kochi on 26 Apr 2018.

Climate

4. During the month of April, the weather at Kavaratti would be warm and humid. Temperatures are likely to be within the range of 250 C to 310 C. Humidity would be around 75%. Location 5. The camp will be located at Senior Secondary School, Kavaratti Island. Kavaratti Island is the capital of the Lakshadweep Islands and the seat of the Administration. Kavaratti Island is located Approx 402 km west of Kochi. Embarkation for the sea passage to Kavaratti Island is from Kochi.

Nearest Railway Station

6. The Nearest Railway Station is Ernakulam Jn(ERS)/Ernakulam Town(ERN). All Thiruvananthapuram/Kanyakumari bound trains do not pass through Ernakulam Jn. Passengers arriving by such trains should alight at Ernakulam Town, which is approximately 3 km North of Ernakulam Jn.

Camp Strength

7. (a) The strength of the camp will be as follows :-

(i) SD/SW cadets - 170 from Mainland and 30 from Islands. (ii) ANOs K & L Dte - 10 (03 SD & 01 SW from NCC Gp HQ Ernakulam and 02 SD from Island. 04 ANOs from other Dtes.

(iii) PI Staff - 03 JCOs, 08 NCOs of 21 (K) Bn NCC,

02 NCOs from 7 (K) Naval Unit NCC and 02 NCOs from 3 Air Sqn NCC.

(iv) GCI - 3 x GCIs (To be detailed by K & L Dte) (v) Medical Officer (AMC) - 01 (To be detailed by DG NCC). (vi) MNS - 01 (To be detailed by DG NCC). (vii) NA - 01 (To be detailed by K & L Dte). (viii) Civil Clerks - 03 from 21(K) Bn NCC.

(ix) Typist - 01 (To be detailed by NCC Gp HQ Ekm) (x) Lascar - 02 (21(K) Bn NCC).

(b) The strength of participants from Directorates is as given at Appendix ‘A’.

8. No escorts will be taken to Kavaratti other than as detailed above. Escorts staying back will have to do so under own arrangements. Camp Appointments

9. The Camp Appointments for the SNIC 2018 are as follows :-

(a) Camp Commandant : Cmde Anand Balakrishnan (Gp Cdr, NCC Gp Ernakulam). (b) Deputy Camp Commandant : Col Gopi Kumar, CO, 21 (K) Bn NCC Ernakulam. (c) Training Officer : Lt Col Thomas Mathew, AO, 21 (K) Bn NCC, Ernakulam. (d) Camp Adjutant : ANO to be detailed by Camp Commandant. (e) Medical Officer : To be detailed by DG NCC.

Induction/Arrival

10. All contingents should reach Kochi by 1800 hr on 14 Apr 2018. The contingents should adhere to this time plan to facilitate embarkation documentation and timely move from Kochi to Kavaratti by the Merchant Vessel on 16 Apr 2018.

Reception

11. Reception Centres will be established under the aegis of 3 (K) Air Sqn NCC, at both Ernakulam Town and Ernakulam Junction Railway Stations on 14 Apr from 0600 hr to 2200 hr.

Accommodation at Kochi

12. 7 (K) Naval unit NCC will arrange accommodation for all cadets (SD & SW), PI Staff/ANOs arr from out stn till their departure to Lakshadweep on 16 Apr 2018. Male and female pers will be accommodated separately. All reqd arrangements for the same will be coordinated by 7 (K) Naval Unit NCC, Ernakulam. Similar arrangements will be made for the cadets on their arr from Kavaratti to Kochi on 25 Apr 2018 till their departure.

Move to Kavaratti Island

13. The Advance Party of 21(K) Bn NCC under CO 21(K) Bn NCC, Ernakulam (Deputy Camp Commandant) will move to Kavaratti by 13/14 Apr 2018, as per availability of ship to coordinate details with the Lakshadweep Administration and set up the camp site.

14. All cadets and ANOs/PI staff will move to Kavaratii as per the following schedule :-

(a) 16 Apr 2018 : Departure Kochi for Kavaratti by available Ship

(b) 17 to 24 Apr 2018 : SNIC (08 Days).

(c) 24 Apr 2018 : Departure Kavaratti for Kochi by available Ship.

(d) 25 Apr 2018 : Arrival Kochi.

De-induction and Dispersal

15. On arrival at Kochi, the SD and SW cadets, PI Staff/ANOs will be taken to respective places of accn as arranged by 7 (K) Naval Unit NCC, Ernakulam. The cadets and staff of other Dtes will finally disperse as per return journey reservation after 1800 hr on 26 Apr 2018.

Return Journey Ex Kochi

16. As per the scheduled plan, all contingents would be returning to Kochi from Kavaratti on 25 Apr 2018. Return reservation for the cadets may be planned by train after 1800 hr on 26 Apr 2018. 17. The Staff accompanying the cadets as Escorts will hand over their cadets on arrival to the staff at the respective Reception Centres. All reqd docu of each cadet shall be checked for correctness before acceptance in the Camp. Any cadet lacking docu shall be RTU alongwith the staff accompanying the cadets as escorts. (Escort staff will return to their units thereafter and report arrival on 26 Apr 2018 for escorting their cadets on their return journey after termination of camp. It may please be noted that accompanying Escorts, if staying back till termination of camp at Ernakulam, will have to do so under own arrangements).

TRAINING/ACTIVITIES

Conduct of the SNIC 18. The Training Programme will be issued at the camp location as per broad guidelines as given in Appendix ‘B’. The Block Training Programme includes:- (a) Orientation of the Islands. (b) Introduction to the Lakshadweep, Minicoy Islands. (c) Debates, Quiz and Cultural programme including competitions. (d) Lectures by Guest Speakers. (e) Visit by VIPs. (f) Water Sports to include Snorkelling, Kayaking etc. (g) Inter Island Cruise, Glass Bottom Boat Cruise. (h) Visit to Naval and Coast Guard establishments. (j) Visit to the Local Schools, Aqua Museum, Light House and Water

desalination plant. (k) Football/Volleyball matches with the local teams. (l) Culinary Exchange. Orientation 19. The cadets should be made aware of the following by their respective Directorates/Groups/Units :- (a) Knowledge of own State customs, traditions and history. (b) Knowledge of cultural heritage of own State (c) Knowledge about host State. (d) Aims of such youth programmes and how these are to contribute in National

Integration. Competitions 20. The following competitions will be conducted during the camp :- (a) Debate (i) Demonetisation was a right step towards curbing Black Money.

(ii) Death penalty should be eradicated from the country.

(iii) Beauty pageants are just a way of objectifying Women.

(iv) Should we continue to have reservation inspite of almost 70 years of

freedom ?.

(b) NIA presentation - The presentation will be limited to 20 mins per Dte. (c) Extempore Speech - Topics will be given on the spot. (d) Quiz - Each Directorate team will consist of two cadets i.e. one Boy and one Girl cadet. (e) Cultural Programme. - Each Directorate should come prepared to

present a cultural programme of approximately 15-20 minutes duration. This will be held as a competition and presented during the visits of VIPs. Directorates should bring musical instruments, costumes and make up material as required by them. It may be emphasised that the cultural programme should primarily focus on the cultural heritage and local traditional values.

Selection of Cadets 21. The following should be kept in mind while selecting the cadets and staff :- (a) Should be at least a Second year cadet & enrolled in year 2016 or after.

(b) Cadets qualified in ‘C’ certificate examination or appeared C’ certificate examination in 2018 are not eligible for attending this SNIC.

(c) Should be volunteers and well disciplined. (d) Should be physically fit and mentally robust. (e) Preferably be a good swimmer. (f) Should be talented to participate in cultural activities. (g) Should be able to withstand the hardships of camp life in remote areas. (h) Should have attended at least one camp while in NCC.

ADMINISTRATION 22. Documentation. The Contingent Commanders will submit the following documents in duplicate in respect of their contingents/cadets on arrival :- (a) Movement Order. (b) Nominal Roll of ANOs/GCIs and Cadets. (c) Volunteer/Risk Certificate.

(d) Parents Consent Certificate. (e) Drowning/Accident Certificate. (f) Indemnity Bond. (g) Medical Certificate. (h) Identity card/Aadhar card in original. Nominal roll of cadets and detailed staff along with Photo identity proof (Aadhar/any other valid ID proof with card number) as per appendix ‘C’ through SPEED POST should reach 21 Kerala Bn NCC, Ernakulam by 28 Feb 2018. Documents are required for entry permission to Kavaratti Island, booking of tickets and confirmation of reservation by Ship. (Change in nominal rolls shall not be permitted)

Note :- No cadet will be allowed to proceed to Kavaratti in case of inadequacy in documentation. Such cadets shall be RTU ex-Kochi itself. A Specimen set of documents is as given at Appendices ‘C’ to ‘H’

Funds 23. Each Dte will remit the amount as per details at sub para (a), (b) and (c) with effect from 14 Apr 2018 to 26 Apr 2018 (SNIC at Kavaratti from 17 Apr 2018 to 24 Apr 2018 and transit period/passage at Kochi prior to/post SNIC). In case contingents arrive earlier than 14 Apr 2018 or depart later than 26 Apr 2018, the same should be catered for. (a) Stay at Kochi

(i) Messing & Accommodation- Rs. 150/- per head per day for (at Kochi before & after journey) 4 days (Rs. 600/- per head).

(b) Meal Charges in ship - Rs. 200/- per head x 02 days/Cadet (Rs. 400/- per head) (c) Camp Expenditure (i) Messing - Rs. 150/- per day per cadet (ii) Incidental - Rs. 18/- per day per cadet (iii) POL (incl 6% for lubs) - 3 Ltrs per Cadet/ANO + 6 % Lub charges POL charges calculated as follows:-

Present Rate of Petrol Rs 76/-X1.5 Ltr = 114.00 Present Rate of Diesel Rs 65/-X1.5 Ltr = 97.50 Total = 211.50 6% Lubricant (6%X211.50) = 12.69

Remittances 24. THE TOTAL AMOUNT FROM EACH DTE WILL BE REMITTED ALONG WITH A FORWARDING LETTER GIVING COMPLETE DETAILS OF THE AMOUNT BEING REMITTED. CROSSED CHEQUES/DEMAND DRAFT MAY BE DRAWN IN FAVOUR OF CAMP COMMANDANT, SPECIAL NIC LAKSHADWEEP PAYABLE AT SYNDICATE BANK, KAVARATTI. THE DD WILL BE REMITTED BY EACH DTE THROUGH THE SENIOR CADET/PI STAFF/GCI ACCOMPANYING THE CONTINGENT. 25. Clothing and Equipment. A list of clothing and equipment to be brought by the Cadets/ANOs/PI Staff/GCI is as given at Appendix ‘J’. 26. Medical Examination. All Cadets/ANOs/GCI/PI Staff will be inoculated against Cholera, Typhoid and Tetanus and a certificate to this effect will be brought and handed over to the Camp Commandant. All Dtes will ensure that the cadets detailed are medically examined and found ‘Fit’.

SECURITY AND DISCIPLINE

27. Safety Instructions for Training Activities by DG NCC June 2013 will be followed in letter and spirit. Though Lakshadweep Islands are peaceful with almost negligible crime rate, however, adequate security cover is being arranged and contingents are advised to cooperate with the conducting staff and adhere to the security instructions issued during the Camp from time to time. All participants should follow all instructions issued by the Camp conducting authority and ensure zero tolerance for indiscipline. Detailed Safety Instructions are at Appendix ‘K’. Weapons 28. Any items like chains, knives, rods etc. which can be used as weapons, will NOT be permitted to be brought to the Camp. Violation of these instructions will render the cadet ineligible for the Camp.

Discipline 29. A very high standard of discipline would be expected from the cadets and staff. Any indiscipline/untoward incidents could have a detrimental impact on the image of the NCC as a disciplined youth organisation. Utmost care and attention should therefore be accorded to this aspect by all participants. Out Pass 30. No out pass will be permitted to the cadets during the camp. Out of Bounds 31. All areas outside the camp premises are strictly Out of Bounds for all ranks except during scheduled camp activities.

Valuables and Cash 32. All participants are advised not to bring any valuables or excess cash to the Camp. The Camp authorities will NOT be responsible for any loss of valuables/cash. Extra cash/valuables, if brought, should be deposited in the Camp Office and receipt obtained for the same. These will be returned on termination of the Camp.

CONCLUSION 34. The Special NIC at Lakshadweep offers a rare and unique opportunity to the cadets from different parts of the country to have a firsthand experience of visiting the off shore islands by ship. An insight into the lives, culture, customs and heritage of the inhabitants will help the cadets to understand the people and society of the islands. The cooperation of each participant will go a long way in making this Special NIC a huge success.

LAKSHADWEEP : A PANORAMIC VIEW

1. One of the world’s most spectacular tropical islands, Lakshadweep is tucked away about 200-400 km off the Malabar Coast. The islands offer a precious heritage of ecology and culture. The unique feature of the Island is its coral reef, making it a pristine leisure spot to come back to, 4200 Sq km of lagoon, rich in marine wealth and is spread over 36 islands in an area of about 32 Sq km. 2. The underwater view at Lakshadweep is Kaleidoscopic and breathtaking. The lagoon offers excellent potential for water sports like swimming, wind surfing, diving, snorkelling and kayaking. No wonder, Lakshadweep is fast becoming India’s one of its kind “Adventure Sport – Nature Tourism” location. 3. Lakshadweep means a hundred thousand islands. Each island is fringed by snow white coral sands. The crystal clean water and the abundant marine life enhance the beauty of these islands. Against the vast expanse of the blue sea, the islands look like emeralds. The huge shallow calm lagoon on one side with wall like reef made of marine live coral boulders block the incoming swells of the outer sea. The islands are linked to the mainland by ship, helicopter and passenger aircrafts and mechanised sailing wooden vessels. The islands like AGATTI and BANGARAM can be reached by air and the other islands can be reached by ship from Kochi. In all the islands, elaborate infrastructure is in place to meet the needs of tourists. Lakshadweep was given the National Eco-Tourism Award 1997. A BRIEF PRE-HISTORY AND HISTORY 4. Although theories on the formation of the islands abound, the most accepted one is attributed to Sir Charles Darwin, the renowned evolutionist. He opined that the base of the islands below the reef is a volcanic layer over which corals settled and turned into atolls, over a period of time. The atolls consisting of the islands and lagoon are in various stages of development. The smaller lagoons are virtually filled with sediments. The later ones are deeper in the range of 10-16 metres. The enchanting aspect of these islands is due to the Coral Reef, biologically formed over many centuries. As of now, it extends along the coast, giving Lakshadweep its unique stature. 5. This spectacular island group is believed to have been discovered by shipwrecked sailors during the reign of Cheraman Perumal, the legendary king of Kerala in the 4th Century AD. Before moving into the hands of the British, Tippu Sultan held the Islands after defeating the oppressive rulee of Arackal. 6. The Union Territory was formed in 1956 and it was named Lakshadweep in 1973. All the islands now constitute one District for administration with four Tehsils. The administrative headquarters is at KAVARATTI, the Administrator being the Head of the Union Territory. Each island has a democratic set up with elected members. At Union Territory level, there is a District Panchayat with members elected from each Village/Dweep Panchayat.

FLORA AND FAUNA 7. What meets the eye at first glance is the lush green colour that gracious tall palm trees paint. Undoubtedly, coconut is the only commercial crop. Deep green shrubs known locally as Kanni, Cholam, Chavok, Punna and Cheerani characteristically border the base of coconut palms. Ipomoea is a conspicuous ground runner. Shrubs and runners play a strong role in preventing erosion. The State tree is the bread fruit tree. Common farm species that people tend are Cows, Goats and Ducks. Rats as usual are a menace to coconut crops. There are no snakes on the islands. Only a few islands have crows. Common sea birds are Taratashi (Sterna Fuscate) and Karifetu (Anus Folidus), the former being the State bird. Most of them nest on an island called Pitti – a bird sanctuary. Apart from common forms of life, exotic, kaleidoscopic life under water is abundant and marvellous. As a result of rich life, there always exists competition for food, shelter and mates. To cope up with this, some day dream and wake up at night allowing others to have their meal by the day. Strikingly the colourful fishes draw one’s attention by their interesting behaviour, peculiar forms and captivating movements. Gracefully swimming from place to place are the butterfly fishes resembling butterflies in the underwater garden. Grazers of the green pastures are Surgeon fishes. Of great many varieties of surgeons, the one commonly seen is the Powder Blue Surgeon fish. They are called so because of a razor like spine they carry near the tail. Because of strong beaks, the Parrot fishes attained their name. Cute Damsel fishes live among branching corals showing territorial behaviour. Earthly pincushion aliens are Porcupine fishes that inflate themselves into a ball, erecting the spines when disturbed. A similar cousin to them is the Puffer fish. Snake – like resident of dark crevices are Moray Eels which hunt by smell at night and their enemy is the Octopus as it seeks the same dark resting places. 8. Sedentary and slow moving creatures are Sea Cucumbers, Shelled animals (Molluscs) and Hermit Crabs. A variety of crabs, lobsters and shrimps inhabit the crevices of corals. Lots of food fishes inhabit the coral atolls. The Mas – Choral or Choora, as people of Lakshadweep call Tuna, is their chicken of the seas & is mainly caught using poles and lines, with live bait to charm them. Playful Dolphins, Turtles, Rays and Flying fishes are occasionally seen by keen observers. LANGUAGES, MANNERS & CUSTOMS 9. A dialect of Malayalam is spoken in the inhabited islands. In MINICOY, Mahi is the language used. The ‘Nikaah’ takes place in the Mosque or at the bride’s residence. In MINICOY, the marriage ceremony is relatively simple. The expenses for the functions are borne by the bridegroom’s family. An interesting feature of MINICOY is the absence of the parents from certain functions related to the marriage. The average household has 3 – 4 rooms. Minimum furniture is used in homes. A swinging cot is a very common feature. 10. Rice is the staple food of the people. As a rule, the people are non – vegetarians. Coconut is widely used. The manner of dressing of the people is simple and similar to the Muslims of the Malabar Coast. The dress code of Minicoyans is distinct from the other islanders. Jeans and trousers are popular. The territory has a closely – knit community life. In MINICOY, community life is centred around village institutions known as – Avah. FOLK ARTS 11. Kolkali and Parichakali are the two popular folk art forms in the Territory. They are an integral part of the cultural milieu except in MINICOY, where ‘’LAVA’’ is the most popular dance form. Some of the folk dances have a resemblance with those in North Eastern India.

12. For marriages ‘’OPANA’’ is a common feature, a song sung by a lead singer and followed by a group of women. Picnics are a common leisure activity in MINICOY. The most widely celebrated festivals are Id Ul Fitr, Bakrid, Milad-Un-Nabi and Muharram. INDUSTRY AND OCCUPATION 13. The majority of the people depend on coconut and fish for occupation. The traditional industry revolves around tuna, coir, vinegar, jaggery and copra making. Although the boat building industry has suffered, the traditional skills still exist. The people of KAVARATTI have considerable skills as stone masons and carpenters. Coir based industries are also one of the oldest areas of activity. MINICOY is an important centre for tuna fishing and a tuna-canning factory is located here.

Drink liquor – there is prohibition on all islands except Bangaram.

Go out of your island lagoon without permission of the SPORTS authorities and a proper escort – it can be risky.

Pluck tender coconut yourself. A fall can prove dangerous. The trees are privately owned and unauthorised plucking of coconuts is theft.

Appendix ‘K’ (Ref Para 25 of Adm/Joining Instrs)

SAFETY INSTRUCTIONS: SNIC LAKSHADWEEP-2018 1. References:-

(a) General Instructions promulgated vide 253/SNIC/LD dated Jan 2018. (b) Safety Instructions for Training Activities DG NCC of Jun 2013.

General 2. SNIC LAKSHADWEEP-2018 will be held at Kavaratti from 17 Apr 2018 to 24 Apr 2018. The General Instructions for the event have already been promulgated vide letter quoted at Para 1(a) Activities during the SNIC at Kavaratti, being in and close to water, special care and safety measures are required to be adopted and instituted for ensuring accident/incident free conduct of the camp. These Safety Instructions are to be read in conjunction with Safety Instructions for Training Activities issued by DG NCC in Jun 2013. 3. The instructions are divided into three parts :- (a) Command and Control. (b) Security during transit from Kochi- Kavaratti and back. (c) Security while in camp. Part 1 – Command and Control 4. The Command and Control organisation is attached as Annexure ‘A’. 5. The ‘Command and Control’ organisations will be responsible for all safety, security and administrative controls of their respective syndicates. The ANOs made responsible will exercise control of their respective syndicates through the PI staff detailed for the camp. 6. It would be the responsibility of the ANO to :- (a) Ensure that all cadets are accounted for. (b) Make buddy pairs. (c) Ensure nomination of a cadet as Cadet in-charge. (d) Not more than 05 buddies (10 cadets) shall be grouped into ‘Squads’

under the charge of the Cadets in charge. (During move or any activity where risk is involved, the squad will be under a nominated PI Staff/GCI).

(e) For all other activities, Squads will be grouped into Syndicates under the PI

Staff. (f) The Syndicates will have six teams each as in Annexure ‘A’.

(g) All activities will be carried out in squads under the direct responsibility of the PI Staff/GCI.

(h) All squad leaders (PI Staff/GCIs) will have mobile numbers of their complete

team and the ANOs will have mobile numbers of their entire syndicates. Complete directory of the contact numbers will be available with the Dy Camp Comdt.

(h) Prior to every move/activity, it shall be the responsibility of the ANOs to brief

each cadet of their syndicate on the impending move/activity, security hazards, and the safety and security/discipline related instructions.

(j) All moves will be carried out sequentially commencing from Syndicate ‘A’ and

ending with Syndicate ‘F’ and in that cyclic order. (k) All detailments including instructions given by the ANO to cadets will be

reduced to writing and recorded. (l) Each ANO will maintain a “OK Report” register and put up the same daily to

the Camp Comdt for his perusal by 2130 hr. A format of the ‘OK Report’ is attached as Annexure ‘B’.

(m) A format of promulgation in writing and responsibility for squad is attached as

Annexure ‘C’, which will be signed and a copy given to the respective PI Staff/GCI prior to each activity.

Part II – Security during Transit from Kochi to Kavaratti and Back 7. Majority of the participants for the camp may be travelling by ship for the first time. Hence, utmost care and thorough briefing of all participants will be done prior to the move. Kavaratti Island is not approachable by large ships and transshipment to smaller boats is necessitated for reaching the island. Chances of mishap can be avoided by thorough briefing and orderly move of the participants. To obviate any mishap during move, the following will be ensured :- (a) Briefing by OC 7 (K) Naval Unit NCC , Ernakulam on 15 Apr 2018 for all

participants at 1700 hr. The briefing will cover all security and health related aspects with regard to travel by ship.

(b) Briefing by Trg Offr, Ernakulam at the wharf on 16 Apr 2018 at 0830 hr. All

syndicates will be lined up as per Annexure ‘A’. (c) The Girl Cadets will be accommodated separately on the ship under the care

and charge the assigned Lady ANO and GCIs. Responsibility of safety for SW cadets will rest with the Lady ANO/GCIs.

(d) All participants will carry items only as specified in the General Instructions.

(e) No valuable items will be carried.

(f) 03 x Naval PI staff as detailed will be responsible for maintaining order and ship discipline while moving and in transhipment, during embarkation and de-boarding the ship/boats.

(g) It will be ensured by Syndicate and Squad In-charges that all movement is

made in groups only. 8. A list of “Dos and Don’ts” will be prepared by OC 7 (K) Naval Unit NCC, Ernakulam and handed over to each cadet. Cadets will be briefed thoroughly while at Kochi prior to proceeding for Kavaratti. Further, separate instructions and briefing will be given to the conducting staff including the ANOs, GCIs and PI staff by the Camp Training Officer. PART III – Security Arrangements During Training 9. Most of the adventure activities will be water borne eg Scuba Diving, Snorkelling, Water Glass Boat Ride, kayaking and Inter Island visit. Hence, it is of paramount importance that utmost care and caution be exercised while undertaking these activities. The following will be followed:-

(a) No water borne activity will be undertaken by a non-swimmer excepting Glass Bottom Boat Ride and Inter Island visit. (b) All cadets participating in any adventure activity will be medically examined by the MO for fitness. (c) Each participant can only venture in the waters when properly geared and it will be ensured by the PI Staff/GCI that they have secured their life jackets properly. (d) Each cadet will be briefed prior to taking part in the activity on aspects of “What to Expect” and when fully confident will be allowed to undertake the activity. (e) Prior to each activity a head count of participants will be taken and all participants will be accounted for again after every activity. (f) It will be the responsibility of the Training Officer to brief regarding the schedule of activities planned for the next day, on a daily basis.

10. Security of the camp will be organised centrally under the Deputy Camp Commandant who will also perform the duties of the Chief Security Officer. His duties will be as follows:-

(a) He will ensure that the camp is adequately guarded during both day and night to prevent any untoward incident. He will decide upon the number of guards required during both day and night to safeguard the security of the camp. (b) He will continuously monitor the training activity through available subordinates to ensure accident- free conduct of camp. (c) He will issue passes to all civilian employees like cooks, safaiwalas and the civilian staff working in the camp for the duration of the camp.

(d) He will ensure that all visitors to the camp are verified, their credentials checked and only then allow them access into the camp area, after their identity has been established. (e) He will report and brief the Camp Commandant regarding security of the camp. (f) He will ensure security of the Camp area including Camp Office area, Kotes, Cook Houses etc. along with the PI staff available in the camp. Security will be augmented with the assistance of local police, PMF and local naval unit, if feasible. (g) He will review all places that the cadets are to visit and ensure proper guards /PI Staff are positioned where the need is felt. If signposting is required, the same shall be done before the arrival of cadets in the language that the cadets understand. (h) Camp Commandant shall keep check on the spread of infectious or viral diseases by instituting necessary preventive measures, in consultation with the MO and medical authorities. The Camp Commandant shall organise regular visits by the doctor at the camp location or whenever required. (j) He will ensure that SW cadets are provided with separate accommodation in the camp and locking facilities are available for cordoning off the area.

Security of Controlled Stores 11. Security of all types of controlled stores is of paramount importance. The Camp Commandant/Deputy Commandant will ensure its proper safe custody. The Kote will preferably be located in a central area adjoining the Quarter Guard. All arms and ammunition will be deposited in the Kotes. Chains will secure rifles, LMGs and other Small Arms. Other controlled stores will be kept in locked boxes. Live ammunition, blank rounds and empty cases will be stored in separate boxes. Kotes would be established in the Camp premises. DP weapons will be kept in the camp Kote. Employment of Regimental Police 12. Regimental Police will consist of one Sergeant and six cadets. They will work directly under orders of the Camp Adjutant. The RP Sergeant will also brief the Deputy Camp Commandant daily to apprise him of any laxity in the security of the camp. The Regimental Police will carry out following duties :-

(a) Maintain Visitors' Book at the Main Gate and record particulars of all visitors, purpose of visit and time of arrival and departure from the camp. (b) RP Sentries will be mounted at each of the following places :-

(i) Two Sentries at the Main Gate. (ii) One Sentry at the Water Point. (iii) Sentries as deemed fit by the Chief Security Officer.

(c) The RP Sentry at the Main Gate will ensure that cadets do not leave the camp without an out pass signed by the Camp Commandant/ Camp Adjutant.

Fire Precautions 13. It is essential to maintain good fire discipline in the camp to prevent any losses due to outbreak of fire. Strict fire precautionary measures will be adopted as enumerated in the Fire Control Orders. Fire Fighting Officer 14. Deputy Camp Commandant will be nominated as the Camp Fire Fighting Officer. He will ensure that the Fire Alarm Practices are held frequently without notifying the time beforehand. Inter coy competitions in turning out promptly for a Fire Alarm Practice may be encouraged. Conclusion 15. The above orders are to be strictly adhered to by the participating cadets’ and staff and also a total ‘zero tolerance’ for error whilst at the camp or during the transit time will be implemented. The defaulters will be dealt with severely as per orders in vogue. Necessary orders will be issued from time to time during the camp, if required. 16. No amount of instructions will help thwart any untoward incident unless all participants are sensitised to the impending risks involved while undertaking any activity. Hence, all ranks and the cadets will be kept under strict Command and Control for ensuring safety and security of all participants. Extra vigilance and discipline will be adhered to for the entire duration of the camp. Participating Directorates will ensure that only cadets and staff meeting the QR are detailed and they be briefed properly at appropriate levels, prior to despatching them for the SNIC. 17. Since most of the activities during SNIC are in and around the water bodies, a waiver and special dispensation for the purpose of conduct of SNIC- 17 may be issued.
