Cable up the MINORITY of Intercoms reporting ALL CALL issues locally at the Advent XT CCU A00381 Termination Board individually (with all other system wiring removed) & test.
If ALL CALL is then found to be fine, then possible wiring/device fault in Flat/Intercom location. Possible Intercom Unit Failures - Replace Speech Units for known working units

What is the Total Number of PA Intercom Units that are installed on the system Network? <80 Units continue >=80 Units 1 x ZXT155 All Call Amp/PSU should be installed for every 80 x ZXT205 PA Intercom Units on system. Check that correct number of ZXT155 All Call Amp/PSU’s are installed to allow total number of ZXT205 PA Intercom Units to operate.

If you Cable up a PA Model Intercom locally at the Advent XT CCU A00381 Termination Board individually (with all other system wiring removed), does ALL CALL work when tested?
YES possible problem on system Network cabling or Network Devices (Data, Audio, Power). Possible that cabling or some Network devices are dragging down system audio. Break down system Network Leg cabling one at a time until audio issue is found/resolved. NO continue.
During ALL CALL Tone mode (1000*) is 70-75vAC present across Terminal 11 (PA1) & Terminal 12 (PA2) on Intercom Units?
NO continue YES possible issue with Devices/Units/Cabling/Power on Network Break down system Network leg cabling individually, until ALL CALL Tone issue is found.
