The Tennessee Valley Authority (TVA) provides the follOwing response to the Request for Additional Information (RAI) submitted in the referenced email (Reference 1).

"Form 313, Item 7 - please submit RSO information required in 8.7.1 NUREG-1556. Vol. 18. Licensee will review NUREG provide additional information. such as organizational chart and either specific training and experience of RSO (including dates of training in radiation safety) or alternative information demonstrating that the proposed RSO is qualified by training and experience."

The Radiation Safety Officer for this license is James G. Lemmond, Jr.
Mr. Lemmond is an Environmental Engineer and reports to the Compliance and Hazardous Waste Storage Facility Manager as shown on the attached organization chart. The chart is provided from Mr. Lemmond's organization up to the vice president level.

The Tennessee Valley Authority (TVA) provides the follOwing response to the Request for Additional Information (RAI) submitted in the referenced email (Reference 1).

The Radiation Safety Officer for this license is James G. Lemmond, Jr.
Mr. Lemmond is an Environmental Engineer and reports to the Compliance and Hazardous Waste Storage Facility Manager as shown on the attached organization chart. The chart is provided from Mr. Lemmond's organization up to the vice president level.
Mr. Lemmond completed TVA's Radiation Safety Officer training course on December 3,2009. The Radiation Safety Officer training course is described in TVA's December 9, 2009. By-Product Material license Amendment Request for Tennessee Valley Authority's Mixed Waste Facility (Reference 2). As noted on the Attachment to the referenced letter, Mr. Lemmond is a degreed Civil Engineer and has over 13 years experience in environmental projects including experience at TVA's Hazardous Waste Storage Facility.

Before using licensed material, authorized users will receive TVA's Radiation Safety Training course. Classroom training is in the form of lecture, emphasizing practical subjects import.;mt to radiation safety. The training includes
Radiation Safety: • Radiation vs. contamination • Internal VS. external exposure • Biological effects of radiation • Types and relative hazards of radioactive material possessed • ALARA concept • Use of time, distance, and shielding to minimize exposure
Regulatory Requirements • Applicable regulations • License conditions, amendments, renewals • Locations of use and storage of radioactive materials • Material control and accountability • Annual audit of radiation safety program • Transfer and disposal • Recordkeeping • Handling incidents • Recognizing and ensuring that radiation warning signs are visible and
legible • licensing and inspection by regulatory agency • Need for complete and accurate information • Employee protection • Deliberate misconduct
