Addendum for Short Resettlement Plan ICB-05 Lower Bari Doab Canal Improvement Project

Background

1. This addendum is prepared to incorporate the changes came in the approved Land

Acquisition & Resettlement Plan (LARP) for ICB-05. The sub-project consists of 85

distributaries and minors. The ICB-05 falls in Sahiwal Irrigation divisions. In original LARP

for ICB 05, total 65 Affected Persons (AP) of various categories were estimated to be

impacted due to civil works implementation.

2. Due to some changes in design and scope of civil works, the impact of resettlement of the

sub-project has been minimized. Most of the proposed civil works activities are kept

within the available land of the Irrigation Department (ID), Government of Punjab along

the distys/ minors, without involving any further private agricultural land. Design and

Construction Supervision Consultant (DCSC) has confirmed the changes in scope of civil

works from replacement of structures to rehabilitation (Annex 01). As well as, civil works

at some sites carried out during canal closure periods therefore consequently all of

structure APs and some of Land APs are avoided from any sub project impact during the

civil works execution.

Scope of Land Acquisition & Affected Persons (APs)

3. In the sub-project, 65 APs were estimated to be impacted under sub-project civil works.

Out of these 65 APs, land of 56 APs was to be temporarily acquired and structures of 09

APs were to be impacted. Whereas, no permanent acquisition of agricultural or non-

agricultural land is involved.

4. None of the private structures is impacted under sub-project civil works execution. Real

time impact assessment for structure APs has been conducted to confirm that structures

of private persons to be affected have been avoided from any sub-project impact (Annex

02).

5. Due to change in scope of work, many Falls structures have been changed from

replacement to rehabilitation therefore only 25 farmers’ land have been temporarily

acquired for construction of diversion channels instead of 56 farmers. Real time impact

assessments for Land APs have been conducted to confirm that only 25 APs have been

affected due to construction of diversion channels (Annex 03). The affected APs have

been fully compensated. Diversion channels have been removed and filled. Temporarily

acquired private land has been satisfactorily handed over to the farmers in cultivable

form.

6. GRC meeting was held with the community to share and get their confirmation of the sub-

project progress.

Impacts on Women Headed Households

7. No woman headed households is impacted during the implementation of ICB-05.

Impacts on Private Trees

8. There are no private trees being impacted during the execution of the civil works of the sub-project.

Impacts on Govt. Trees

9. There are no govt. trees being impacted during the execution of the civil works of the sub-project.

Impact on Community Assets / Structures

10. There are no community assets / structures being impacted during the execution of the civil works of the sub-project.
