Let's get some of those projects on our WISH LIST completed in 2012! ...that were voted on by homeowners last year and where we stand with each project: #1 Better controlling of the weed growth next to ponds and parks: This was addressed last year, and will continue to be addressed now and in the future. #2 Putting park benches into parks: some are in place, and we will continue to put benches in this year. One bench was donated by a homeowner for the east park. #3 Building a shed in the east or west park to house the HOA equipment: Currently looking into costs. This is dependent on the covenant change. #4 Running power to the subdivision entrance and installing entrance lights: Jason is looking into this; depending on costs /covenant change; on the list for summer 2012. #5 Planting more trees and shrubs in both parks: this is de- pendent on sprinklers and the means to water the plants. #6 Creating a horse-shoe pit: Planned for summer 2012. #7 Building a gazebo in the east park: Bids are in but this project is dependent upon covenant change. #8 Digging wells and adding sprinkler systems to the parks: checking on bids for this. #9 Fixing the rail ties near each parking area in the west park: Almost completed by Jason. #10 Adding permanent dog clean-up stations in the parks: planned for summer 2012. 4-Dot HOA Meeting Notes April 2, 7pm Present: Jason W., Bert B., Mark S., Melis E., and Ryan M. REVIEWING OLD BUSINESS: Covenant Change/Ballots: The ballots for the up- coming election and covenant change will be mailed out as well as attached to the April/May newsletter via email. Also, the door-to-door process would oc- cur after the Annual meeting in May, which will give all homeowners a chance to hand-deliver ballots to the meeting on Tuesday, May 8th, as well as discuss the ballot/covenant change for clarification. Dust Control: The Board agreed that the 4-Dot sub- division HOA will split the cost with homeowners that currently live along Weaver Road for dust control this summer. This would be the same fee that we have paid in the past when the county paid for ½ of the fee. The cost will be approximately $1,500 that the subdivi- sion is willing to put into the fees. The total cost will be approximately $3,300 for a half-mile section. The board is currently discussing this with the affected homeowners. Mail Box for subdivision: Jason W. installed a mail- box at the entrance of the subdivision for ballots and subdivision business. It is not an U.S. postal box. Melis will be working and finishing the sign that will hang on this post, for future Meetings, Garage Sale Dates and 4-Dot Summer/Fall Clean-Up days. May 8 @ 6:30pm (Tues.) – ANNUAL MEETING: 162 W. Tobiano Trail (if nice out – we will convene in the park across the street). June 23 - Garage Sale: Trish Flohr will be handling the garage sale again this year. Cost: $2 for all advertising (i.e., newspaper, flyers, signage). 570-3646 June 9th: 4-Dot Clean Up Last year we tried a spring clean up that coupled with a FREE TREE for everyone that helped out. It was a HUGE SUCCESS - so we will be doing the same this year! Plan on helping this year! (Last years group will receive their trees this spring as well!) ARTICLE IV. COMMON AREA and Use RESTRICTIONS and BUILDING DESIGN GUIDELINES Section 3. B. Noxious Weeds. Each Owner, or Owner’s tenant, is responsible for controlling all noxious weeds on their Lot and shall destroy them according to county standards. Each Owner shall diligently attempt to prevent any noxious weed from going to seed. Replanting is required for all dis- turbed areas. For the protection of all Lot Owners, the Association shall have the option of mitigating noxious weeds from any Lot if the Owner fails to be diligent in doing so. The Association will charge the Lot Owner for this mitigation and may choose to assess a fine as well. For collection these charges and fines, the Association may utilize the remedies provided for in collecting Associa- tion assessments under these covenants. SECTION 3. Site Details A. Landscaping. All Lot Owners are required to landscape their lot and maintain said landscaping. Prior to beginning construction of improvements on any lot, the Lot Owner shall submit a landscape plan to the Design Review Committee for its approval. Each Owner shall be responsible for installing and maintain sod in the right of way between the Owner’s Lot line(s) and the pavement of the roads) adjacent to the Owner’s lot. In addition, each Owner must plant: a minimum of three (3) trees in addition to shrubs, grasses, and other landscape features that serve to enhance the appearance of the site and blend in with the neighborhood within one (1) year of occupy- ing the dwelling unit. B. LIGHTING. Each Lot shall include as a part of the construction and landscaping a five-foot high post with a lantern-style light. It shall be placed five feet (5’) from the edge of the property line and five feet (5’) from the edge of the driveway. It shall be the type that comes on automatically at dark and turns off at dawn. Mercury vapor lamps shall not be permitted and no dusk-to-dawn ranch-type yard lights shall be allowed on any Lot. There are quite a few homes in the subdivision that either don’t have lights or have lights that are not work- ing. We hope that this year, we’ll have a subdivision that is completely lighted by fall of 2012! Dues: All homeowner dues are now past due. Delinquency letters will be mailed out in May. If dues are not paid, liens will be placed on those properties. If you have not paid, please do so immediately to avoid liens and additional costs. $ NEW BUSINESS: Lighting & Road Improvement: Jason W. will be checking with Mike Hubner about the sealing of the Four-dot subdivision roads. He will also look into the county and the road work that will be happening along the frontage road, inquiring about electrical possibili- ties for the subdivision front light. Four-way stops: Ryan will be renting an auger to in- stall the four-way stops at Tobiano and 4-Dot as well as 4-Dot and Crosstown Court. Pumps at the West Pond: The pump at the west pond has not been operational for the last couple of years. We have and pay for electricity for the pump ($9/month). Bert will look into the Fire Department for fees/costs to having our hydrants checked (working or- der; the purpose of the pump), and will look into having the pump back and operational. Sprinklers for parks: Jason is getting quotes on his home for sprinkler system, and will look into bids for the parks for future. Discussion happened over the pumps, well, and electricity needed for the eventual sprinkler system. Melis offered up her house for a power source for the east park. Parking embankments in the West Park: Jason W has almost completed the updated and improved parking embankments in the west park.
