ACMR - an introduction
The Australian Catholic Ministry Register, the ACMR, exists to facilitate the
requirements of Towards Healing 45.6 and 45.7.
Those two clauses cater for clergy or religious wishing to exercise a ministry or
function in another jurisdiction. These two Towards Healing clauses, set in place by
the Australian Catholic Church, provide a further validation of "good standing" in
addition to what is mandated under Working With Children Checks in a particular
State or Territory.
The Australian Catholic Ministry Register, the ACMR, oꇨ�ers an electronic method by
which a cleric or religious can demonstrate their "good standing" in regard to
Professional Standards to the receiving diocese, or ministry. And so fulfull the
requirements of Towards Healing 45.6 and 45.7.
An individual is registered on the ACMR after the individual's Bishop or Congregational
Leader has furnished the requisite declarations detailed under Towards Healing. The
individual seeking to minister in a new place can then provide their ACMR ID details to
the receiving Church body. The ACMR ID can be verifed on-line at
inquiry.ncps.org.au when a person's ACMR ID is entered. What is displayed is the
individual's name and photograph along with a statement as to their 'good standing' in
terms of Professional Standards - child protection.
The Diocese or Religious Institute can have a person's status changed at any time. The
nominating Church Body is responsible for what is published on the ACMR regarding
one of its personnel and is required to keep information current.

Towards Healing 45.6 and 45.7
45.6 Whenever a cleric or religious is to transfer from one diocese or institute to
another (whether within Australia or coming from overseas), or is to carry out a
ministry or apostolate in another diocese or institute, the Church Authority to which
the person is to be transferred shall ask for a written statement from the cleric or
religious indicating whether there have been any substantiated complaints of abuse
against him or her, or whether there are known circumstances that could lead to a
complaint of abuse. Such statements shall be held as conꇨ�dential documents by the
Church Authority.
45.7 In these same circumstances the Church Authority in the diocese or institute
where the cleric or religious previously lived and worked, shall provide a statement in
writing to the new diocese or institute indicating whether such authority knows of any
complaints of abuse which have been substantiated, or is aware of circumstances that
could lead to a complaint of abuse, or whether it considers that there would be an
unacceptable risk to children, young people or vulnerable adults if the person were to
be allowed to engage in particular kinds of ministry. Where there has been a
substantiated complaint, the Church Authority shall furnish all information necessary
to evaluate the seriousness of the o��ence, and shall report on all treatment
undertaken, and other measures employed to ensure that further o��ences do not
occur. Such statements shall be held as conꇨ�dential documents by the Church
Authority.

Frequently asked Questions regarding the ACMR
1. What is the ACMR?
The Australian Catholic Ministry Register [ACMR] was developed by the NationalCommittee for Professional Standards [NCPS] to meet the requirements ofTowards Healing 45.6 and 45.7.
It is the online system for a Catholic Church Authority to verify that an individualcoming to exercise ministry in a new jurisdiction is currently in good standing.
It means an individual’s name and status, along with a photo, is placed on a secureonline register.
That data is only visible when that individual provides their unique ACMR IDnumber to a person.
2. Good Standing?
A ��nding of ‘good standing’ follows the lodging of the two required declarationforms with the NCPS, one completed by the individual and the other by theirChurch Authority.
Non-exhaustive lists of the matters to which regard must be had when making adeclaration that a person is in good standing are included on the respectivedeclaration forms.
The Individual Declaration Form is ��lled in by the person seeking to be placed onthe ACMR, then signed and provided, together with a current Working WithChildren Check [WWCC] or equivalent, to their Church Authority.

If the Church Authority approves the individual, the Church Authority completes aChurch Authority Declaration under their signature, and provides both forms tothe ACMR Oᲃ�ce.
The two declaration forms that are used can be viewed on the websitewww.ncps.org.au.
The process is outlined in more detail at 9 below.
3. Who is in charge of this ACMR?
The Australian Catholic Bishops Conference and Catholic Religious Australiaestablished a joint protocol called Towards Healing. The NCPS is responsible forimplementing that protocol.
Under that protocol certain requirements are mandated when a person is movingor ministering outside of the normal jurisdiction in which they exercise ministry.The ACMR has been developed by the NCPS in order to facilitate theserequirements.
4. What is the origin of these requirements?
They can be found in Towards Healing 45.6 and 45.7.
45.6 Whenever a cleric or religious is to transfer from one diocese or institute to
another (whether within Australia or coming from overseas), or is to carry out a
ministry or apostolate in another diocese or institute, the Church Authority to
which the person is to be transferred shall ask for a written statement from the
priest or religious indicating whether there have been any substantiated

5. Does each State/Territory have its own Working with Children Check [WWCC]
or equivalent?
The legislation does vary across the country.
The Catholic Church is obliged to comply with the law in a given State/Territory.
Under Towards Healing the Catholic Church builds on those legal requirements;and ensures a further reference check for those working in its ministries.
A Church Authority in approving a person for Church ministry needs to be surethat both the State/Territory law and Towards Healing obligations are adhered to.

6. What is a Church Authority?
The most obvious church authorities are a Diocese and a Religious Institute.
Every priest or religious belongs to a particular Church Authority.
In speaking of clerics the term “incardinated” is used.
However at a given time a diocesan priest or a priest who is a member of aReligious Institute may be on loan to a diocese which is diᯃ�erent to the one inwhich he is incardinated.
The term a Church Authority is used in the ACMR to refer to the present authorityunder which an individual is currently exercising ministry.
Towards Healing 45.6 and 45.7 is relevant when an individual is about to exerciseministry within the jurisdiction of a diᯃ�erent Church Authority.
7. Faculties – what are they?
A priest wishing to exercise priestly functions in a place has always needed to havethe faculties of the appropriate diocese.
Those faculties attested to the good standing of the cleric, that he was legallyexercising ministry in that place, and that his doctrinal orthodoxy had beenestablished to the satisfaction of the local bishop.
For example without such faculties a marriage may be invalid due to the law of theCatholic Church.
The ACMR does not address the question of faculties; it attests to matters to dowith Professional Standards; the publications Towards Healing and Integrity inMinistry are the foundations for the Church’s professional standards.

8. How does my name come to be on the ACMR?
Your name is not placed on the ACMR without your cooperation.
The two required declaration forms are provided to the NCPS by your ChurchAuthority, along with a photo of you and your State/Territory Government issuedWWCC validation or veri��cation.
9. What steps are involved in this process?
You will need to complete the Individual Declaration Form, a copy of which isavailable at www.ncps.org.au.
You will then need to provide to your Church Authority your completed IndividualDeclaration Form, along with a passport sized photograph and a copy of yourGovernment issued WWCC or equivalent.
Your Church Authority will then be required to complete a Church AuthorityDeclaration Form in relation to you, a copy of which is available atwww.ncps.org.au. As part of completing that declaration your Church Authoritywill need to verify your photograph and your WWCC or equivalent.
Each of the above declaration forms are then lodged with the NCPS by yourChurch Authority.
An individual is then placed on the ACMR by the NCPS , the recommendation ofthe applicable Church Authority and issued with an ACMR ID number.
10. What does the ACMR display?
An individual goes to the ACMR website and enters the unique ACMR ID numberfor the particular priest or religious they wish to search.
The name of the priest or religious associated with that unique ACMR ID numberwill be displayed, along with a photo and their Towards Healing status.
The status displayed is either “Approved” or “No current information available.Refer to Church Authority”.
"Approved": indicates that the Church Authority attests to the good standing of theindividual.
"No current information available. Refer to Church Authority”; indicates that theChurch Authority sees the need for a conversation with the individual wishing toobtain information. It might be as simple as a person being sick and on limitedactivities; or more serious.
11. How will I know when I am on the ACMR?
A personal letter is sent to you when you are placed on the ACMR.

That letter will advise you of your unique ACMR ID number.
Your Church Authority is advised of the ACMR ID number so they can ensure theirrecommendation has been implemented by the NCPS.
The NCPS does not release your ACMR ID number to other parties.
It is your responsibility to keep your ACMR ID number secure and to ensure thatyou only disclose it to those who you wish to be able to check your status on theACMR.
12. When would I disclose my ACMR ID?
You would disclose it when wishing to establish your good standing to anotherChurch Authority.
For example a priest coming to another diocese to do a baptism, or wishing toconcelebrate in another part of the country, would disclose their ACMR ID numberto that diocese in order to be granted permission to perform the baptism or othersacrament.
In the case of a religious, when a person is seeking to exercise some ministryoutside of the jurisdiction where that person normally ministers.
Any person who knows your ACMR ID number can check your Towards Healingstatus via the website.
13. Can an individual’s status on the ACMR be changed?
A change in a person’s status is eᯃ�ected on written advice from the ChurchAuthority who placed the person on the register.
When such a change is made, the person is noti��ed of the change. For any otherconcerns, the individual should contact their Church Authority.
14. Do you record when someone has looked up my status?
Yes, the inquiry is logged but not the speci��c IP address of the inquirer.
15. What personal information of mine is stored by NCPS?
The original Individual Declaration Form, Church Authority Declaration Form,photograph and copy of your WWCC or equivalent, are retained at the NCPS afteryou have been registered on the ACMR. Your status and any written advice onyour change in status is also retained.
It is expected that a person who does not meet the requirements of 45.6 and 45.7would never have their name or details lodged with the NCPS because a ChurchAuthority would not forward the required documentation to the NCPS.

Information is provided to the NCPS for the sole purpose of placing an approvedperson on the ACMR and for changing their status.
16. Do I have to make some disclosure in order to have my name on the ACMR?
You do have to make a disclosure [Towards Healing 45.6]
The exact form that you must lodge can be found on the websitewww.ncps.org.au.
17. What does the Church Authority do?
The Church Authority receives your Individual Declaration Form, passport sizedphoto and WWCC, and completes the Church Authority Declaration Form.
The passport sized photo is signed by the Church Authority as evidence it is a truephoto.
The WWCC evidence is provided to the NCPS through the Church Authority as partof the Church Authority Declaration Form.
The NCPS cannot add someone to the ACMR until a Church Authority provides therequired information.
The Church Authority also has an obligation to inform the NCPS immediately ofany developments that aᯃ�ect an individual's good standing and that could result ina change to an individual's status.
18. Privacy
The NCPS's Privacy Policy is available on the website www.ncps.org.au
19. What is the role of a Church Authority?
The ACMR provides for an individual to be nominated for inclusion in the ACMR,but only by a Church Authority. The Church Authority is also responsible forchanges to an individual's status on the ACMR (see 13 and 17 above).
The nominating Church Authority will be one that the individual is currentlyaccountable to.
The NCPS may deal with a Church Authority that is not the one where an individualis actually incardinated.
Two examples:
i. A priest working in a Diocese where he is not incardinated.
ii. An overseas priest who has been brought to Australia from an overseas
diocese or a religious institute that is not established in Australia. It is an

initiative of the receiving diocese and they have organised the visa.
20. Carrying out a search by name
It is not possible to search http://inquiry.ncps.org.au/ by entering a name.
To carry out a search the individual’s unique ACMR ID number must be entered.

The Australian Catholic Ministry Register [ACMR] is managed and operated by theNational Committee for Professional Standards (NCPS) on behalf of the ChurchAuthorities who are signatories to the Towards Healing protocol. For the purpose of including you on the ACMR
1. The National Committee for Professional Standards (NCPS) has established and maintains the online Australian Catholic Ministry Register (ACMR) for the purpose of Towards Healing.
2. Under Towards Healing, you will not be able to transfer between dioceses/institutes or carry out a ministry/apostolate in another diocese/institute if you do not provide the information in this form. Your Church Authority is also required to provide a declaration in relation to you.
3. If you provide the required information and you are approved by your Church Authority, you will be entered onto the ACMR and given a unique ACMR ID number. The ACMR ID number can be used by anyone you provide it to in order to search for your entry on the ACMR and they will be able to confirm your approved status by doing this. Your status on the ACMR may be changed in the future if information is received by NCPS, including from you or your Church Authority that is contrary to the information you provide in this form and/or in the declaration from your Church Authority.
4. Any diocese/institute to which you are transferring or where you will be carrying out the ministry/apostolate will be required to check your entry on the ACMR prior to the transfer or carrying out of the ministry/apostolate and confirm your status as approved under this process. For more information about the ACMR and Towards Healing, see www.ncps.org.au
5. By submitting this form you consent to your title, full name, photograph (provided by your Church Authority) and status being made available on the ACMR to any person who has entered your correct ACMR ID number.
6. It is your responsibility to determine when and to whom you disclose your ACMR ID number. If you disclose your ACMR ID number to a person or entity located overseas, then you agree that the NCPS will not take any steps to ensure the overseas person or entity handles your personal information in compliance with the Privacy Act.

integrity of the relationship between Church personnel and those who are in their pastoral care.
• Intentional acts by a person with responsibility for a child or young person causing significant physical
injury, or other behaviour which causes serious physical pain or mental anguish without any legitimate
disciplinary purpose as judged by the standards of the time when the behaviour occurred.

I declare that: I have verified the identity of the applicant whose original declaration form is attached. The applicant belongs to the diocese/religious institute of which I am the Church Authority.
I have sighted the relevant background check/s for the applicant as required by the applicable
State or Territory laws for working with children and vulnerable people (e.g., Working with children check, working with vulnerable persons check, National Police check, etc), certified copy/ies of which is/are attached to the applicant's declaration form and/or by verifying their clearance online using the identification number on the applicant's declaration form, and confirm that it is current. I am aware that the applicant may also be required to undergo a similar check in the State or Territory which they are visiting/transferring to prior to them being able to perform ministry or apostolate in that State or Territory.
The applicant is a fit and proper person in that, to the best of my knowledge, he would not pose a
risk to the safety, welfare and wellbeing of children or adults.
I make this judgment after having made all reasonable enquiries and careful consideration of all relevant matters including but not limited to the following:
the applicant has never been canonically suspended or disciplined in relation to abuse as defined in Towards Healing2
the applicant has not been delated to the Congregation for the Doctrine of the Faith pursuant to Canon 1395. Furthermore none of the applicant’s actions would give occasion for such a notification.
the applicant has no criminal convictions (in Australia or overseas);
the applicant is not, nor has been, charged with a criminal offence (in Australia or overseas);
the applicant is not, nor has been, the subject of an Apprehended Violence Order (AVO) or equivalent;
the applicant is not the subject of a current allegation nor has a substantiated finding against him/her relating to abusive conduct of any kind, whether related to child abuse or otherwise, in a Towards Healing or Integrity in Ministry or civil litigation matter;
the applicant is not the subject of a current allegation nor has a sustained finding against him/her relating to a workplace investigation conducted by organisations, employers, institutions or professional bodies that relate to the sexual misconduct, physical assault, ill-treatment, neglect or psychological harm of a person under the age of 18 years.
2 Abuse’ means:
• Sexual assault, sexual harassment or any other conduct of a sexual nature that is inconsistent with the
integrity of the relationship between Church personnel and those who are in their pastoral care.
• Intentional acts by a person with responsibility for a child or young person causing significant physical
injury, or other behaviour which causes serious physical pain or mental anguish without any legitimate
disciplinary purpose as judged by the standards of the time when the behaviour occurred.
