    Everyman’s KCR

    For 14 long years, Sri K Chandrashekhar Rao led the people’s movement for a

    separate Telangana State like a Colossus. The Telangana movement, perhaps, was one of its kinds in the country, which was led by Sri KCR in a democratic, non-violent way weathering all the political storms, obstacles, setbacks and bottle necks but ultimately coming out as a winner, unscathed.

    When the new Telangana State was formed and Sri KCR became the first Chief Minister, the predicament that he faced was that of Pandit Jawaharlal Nehru’s when he became the first Prime Minister of Independent India. Pandit Nehru, being the first PM of an independent India, had to start everything from the scratch and prepare a long road map for the young republic, for KCR, the region that was neglected and abused by the Andhra rulers for 60 years, he had to built it up from scratch. He had no laid down blue print nor had any time-tested model.

    Unlike other political leaders, Sri KCR had the unique advantage of leading a people’s movement from front for 14 years and his in-depth knowledge of the region, people, and its culture came handy to him while writing the script for the new state and preparing a road map for the new Telangana State. His absolute command over the matters that are dear to Telangana and his native wisdom to find solutions to the problems hitherto un-attended and unknown made him to define, design, prepare and innovate schemes, programmes and projects for the welfare of people in general and that of the oppressed and weaker sections in particular and facilitate to deliver them meticulously.

    Like Pandit Nehru, who proved his detractors and prophets of doom wrong (Like Sir Winston Churchill who predicted that the India after attaining independence will wither away within no time), Sri KCR also demonstrated that if those in power have the political will they could deliver wonders. The one and only example that exhibits the prowess of CM KCR is the electricity and power situation in the new State. After the bifurcation, the residue AP State refused to supply power in accordance with the Bifurcation Act, when there were apprehensions that the Telangana State will plunge into darkness, CM KCR, like Phoenix, made the State from power deficit to power surplus by his sheer determination and statesmanship. Under the United AP, interstate irrigation projects have always been pots of difference and disputes, but once Sri KCR became the CM; he chose a friendly approach towards the neighboring riparian states and could sign agreements amicably with Maharashtra and Karnataka government without any clamor. A true statesman that Sri KCR is, till date, during his 3 years, 36 months good governance, his government had made 365 crucial decisions that will make Telangana State a Bangaru Telangana and the KCR model of governance has become a role model to other States.

    Sri KCR is actually practicing the “Sab Ke Saath Sab ka Vikas” in Telangana State and he is undoubtedly the leader that people want to govern for many more years to come.

    3 YEARS GOVERNANCE, 36 MONTHS, 365 SCHEMES Telangana State Government is moving forward with several programmes, initiatives, innovative concepts and decisions in the welfare and development fronts to enhance the living standards of the people and thereby achieving the goal of “Bangaru Telangana.” Honourable Chief Minister Sri K Chandrashekhar Rao has been saying consistently that his government’s endeavor is to make all sections of people happy, comfortable and prosperous. With this motto, the CM has launched a plethora of schemes; programmes and projects, of this; a majority of them are innovative for the overall development and welfare of the people. The state is surely and steadily marching forward towards realizing the dream of Bangaru Telangana.

    WELFARE PROGRAMMES

    1 Income limit enhanced

    Keeping in view the changed circumstances, the government has enhanced the income limit to identify the lower income groups. This helped to bring in Anganwadi teachers, Home Guards, contract and outsourcing employees and private employees also to get the benefit of the welfare programmes.

    The Income Limit has been hiked from Rs 60,000 to Rs 1, 50,000 in rural areas, from Rs 75,000 to Rs 2, 00,000 in urban areas Villages Rs 60,000 to Rs 1,50,000 Towns Rs 75,000 to Rs 2,00,000

    2 Aasara pensions

    Aasara Scheme was launched in Kothur in Mahabubnagar district on Nov 8, 2014. Old Age Pension hiked from Rs 200 per month to Rs 1,000 per month benefitting about 13,23,764 beneficiaries. For old age artistes and differentially abled persons the pension is increased from Rs 500 per month to Rs 1,500 per month. Previous government used to spend Rs 835.64 Crore per year for Social pensions, while the TS government is spending Rs 4729 Crore per year under Aasara Pension Scheme.

    During 2013-14 Budget, Rs 895.02 Crore was allocated to 29 Lakh beneficiaries, in 2015-16, Rs 3719.97 Crore was allocated to 36 lakh beneficiaries and during 2016-17 Budget Rs 4693.00 Crore was allocated to 35,84,385 beneficiaries.

    3 Pension for Beedi workers

    The Telangana State government is giving Rs 1000 per month pension to the Beedi workers and this came into being from March 2015. Rs 347 Crore amount is spent per year to 3, 47,581 Beedi Workers in the State.

    4 Kalyan Laxmi/Shaadi Mubarak If a girl child is born, the family members often worry about how do they perform her marriage when she attains that age? There are unfortunate incidents of female feticide due to the lack of finances to get the girl child married. These incidents are being occurred in Dalit, ST, Minorities, BC communities and they even occur among the Upper Caste families. To put a stop to this inhuman practice, Honourable Chief Minister Sri K Chandrashekhar Rao has decided to give Rs 51,000 for the marriage of the girl. On the marriage of a girl in the poorer families, Rs 51,000 is paid on the day of the marriage under these schemes. However, on March 13, 2017 in the State Legislative Assembly, the CM has announced hike in financial assistance under the schemes from Rs 51,000 to Rs 75,116 and Rs 850 Crore ear marked in the State’s Budget. By December 2016, total beneficiaries under Kalyan Laxmi and Shaadi Mubarak schemes are 1, 74,278 and the financial assistance given is Rs 888 Crore. By March 2017, 56,239 Minority girls and 1, 21,158 girls from SC/ST/BCs are given assistance. Of this 57, 712 SC girls were benefitted at a cost if Rs 294.33 Crore. Certain modifications are done for the Kalyan Laxmi scheme on June 16, 2016 making it mandatory to have the final say from the local MRO for finalizing the beneficiaries.

    5 Sunstroke Rs 50,000 ex gratia amount have been given to those killed due to sun stroke under the Apatbandhu programme.

    6 Natural Calamities Rs 5 Lakh ex gratia amount is paid to each of those killed in natural calamities.

    7 Drinking water connection for Rs one in Municipality Along with the GHMC in other 73 Municipal Corporations and Municipalities for those BPL white card holders drinking water connection is sanctioned at a nominal cost of Rs one per connection and the government has issued orders to this effect on May 24, 2016. The Municipal authorities concerned will bear the expenses for laying the pipeline and roadwork.

    8 Economic Support Scheme

    To create self-employment to the unemployed youth, Economic Support Scheme was launched. Under the Scheme, the government subsidy is increased for one lakh Unit, Rs 80,000, for Rs 2 Lakh unit, Rs 1, 20,000 and for Rs 5 lakh unit, Rs 2, 50,000.

    9 Social Welfare

    From January 1, 2015, the State government is supplying fine rice to the Welfare hostel students. For the midday meal schemes in the Hostels and Schools, the government is supplying fine rice (BPT, Sona Masauri and Super Fine). During 2017-18 financial year Rs 999 Crore has been allocated for the said purpose. Under the scheme 47.65 Lakh students are getting benefitted.

    10 Six Kgs Rice Six Kgs of rice per head per family is supplied through the Public Distribution System to each and every member among the eligible families in the State. In the past 4kgs of rice used to be supplied. This Scheme came into being from January 1, 2015. The state government is supplying 20.40 lakh MT of rice at Rs 1 per Kg to 275.40 lakh beneficiaries through 17,159 Ration Shops to 85.66 lakh ration card holders. Out of total 85.66 lakh ration cards 5.54 lakh are under Antyodaya Anna Yojana scheme the beneficiaries get 35 kgs rice per month at Rs.1 per kg.

    11 Agriculture-Farmers’ Welfare Telangana State is the first state in the country, which allocated 25.32 per cent of the Budget. In 2017-18, Rs 5755.62 Crore was allocated. In 2013 Rs 4040 was allocated under the united AP rule of this Telangana’s share was Rs 1697 Crore. For agriculture the state government has allocated Rs 37, 968 Crore per year and for marketing Rs 509 Crore was allocated in the Budget. Rs 500 Crore fund is created for the Minimum Support Price. 330 Additional Godowns are being constructed at a cost of Rs 1024 Crore with a capacity of 17.07 Lakh Tonnes. 276 Godowns with a capacity 11.4 Lakh Metric Tonnes construction completed. In 2017-18 Budget, the government has fixed the target for Agriculture loans at Rs 46, 946.98 Crore and for free power Rs 4485 Crore.

    The CM has declared that farmers in the state will be given the necessary technologies for better-input production, financial assistance for the investment, adequate marketing facilities and support from the agriculture department to the farmers and added that the government will make every effort to turn agriculture into a festival. The CM desired that farmers’ suicides should stop in the State, the state should become a role model for agriculture in the country and the farmers who are feeding the society should enjoy proper respect. The CM said that the state government is ready to spend thousands of Crores for the benefit and welfare of farmers.

    The state government has initiated measures like the loan waiver, input subsidies, and construction of godowns, free power supply to make agriculture a profit-making sector in the State. A majority of people are dependent on Agriculture in the State. In order to stop the migration of farmers and to raise their gross earnings new agricultural practices are implemented. For the first time, the state government has booked five spurious seed companies owners under the PD Act and sent them to jail. In Khammam, Nalgonda in Warangal districts, 135 dealers’ licenses and 9 Seed Licenses were cancelled for supplying the spurious seeds. Criminal cases were registered against 17 people. In 2017-18 budget Rs 5755.62 Crore was allocated to Agriculture while Rs 457.29 Crore allotted to Marketing department.

    12 Loan waiver As promised in its election manifesto, the TRS government had waived the loans of farmers, which are below Rs 0ne lakh. Loans below Rs one lakh were waived till March 31, 2014. Rs 17,000 Crore crops loans of 35.3 Lakh farmers were waived. By December 2016, Rs 12105 Crore was released in phases for the loan waiver. Rs 4250 Crore was allocated in the 2014-15, 2015-16 and 2016-17 Budgets. From the beginning of 2017, the government has waived the loans of farmers in three phases. In the fourth phase, on April 11, 2017 Rs 4,000 Cores has been released to the agriculture department and Finance department is given instructions in this regard. With this the farmers loan of Rs 16, 105 Core has been waived totally benefitting 35.3 Lakh farmers in the State.

    13 Timely supply of seeds and fertilizers

    The Telangana State government is taking all measures to supply seed, fertilizer, and pesticides to the farmers on time. For the first time in 2016, during the summer, the government made seed available in the village’s level. Earlier, seeds were supplied through one Seed selling Centre in a Mandal which used to lead to mad rush, lath charges etc., But now seed is supplied at farmers door step through the Primary Agriculture Cooperative Societies. The government is stocking up the godowns with enough supplies of seeds and fertilizers so that farmers do not face the scarcity. About 29.50 Metric Tonnes of fertilizers is being supplied to farmers. In 2017-18 Budget Rs 138.37 Crore was allocated for this purpose. Government has decided to take stringent action against those involved in supply of spurious seeds and pesticides.

    14 Rs 8000 per acre to farmer for the purchase of fertilizer In yet another innovative scheme that will help the farming community to a larger extent, CM KCR has announced that the government will give financial assistance of Rs 8000 per acre to farmers for purchasing fertilizer. The CM made this statement at a meeting he had with the farmers at Pragathi Bhavan on April 13, 2017. Every year before the Kharif season, the amount will be paid directly to the farmers’ accounts by May end. There are about 55 lakh farmers in the state who utilise about 25 lakh tonnes of fertilizer.

    15 Turmeric cultivation and Spice Park

    Several Turmeric cultivators in the state are cultivating low-yielding and less Curcumin percentage varieties. They are using 10 Quintals of seed per acre. Farmers are encouraged to use modern techniques and reduce the use of seed to 8 Quintals per acre by using better quality of seeds. For this, the State government is setting

    up a Spice Park in Padigal village in Velpur Mandal in Nizamabad district at a cost of Rs 30.82 Crore. Infrastructure will be created along with the Turmeric powder-manufacturing unit at the Park. 40 Acres of land is sanctioned and Rs 15 Crore is allocated in the 2016-17 Budget.

    16 Centers of Excellence Two Centres of Excellence are being set up to help, educate and create awareness among the Horticulture Farmers about the new practices, technologies, supply of quality saplings for their development. Once Centre is set up at Jeedimetla Horticulture field at a 10 acre Campus at a cost of Rs 9 Crore. Similarly, another Centre is coming up in Mulugu in Medak district at a cost of Rs 11 Crore. These Centres will impart training to the Farmers in the new technologies, practices and Integrated Management and the methods to follow for the high yield.

    17 Oil Palm Cultivation Keeping in view the oil Palm cultivation extension in Khammam, Bhadradri, Kothagudem districts, the milling capacity of Oil fed Factory has been increased from 30 Tonnes to 60 Tonnes per hour. Keeping in mind the future needs, another factory with 60 Tonnes per hour milling capacity will be set up at a cost of Rs 100 Crore. Out of the total expenditure NCDC will bear Rs 42 Crore state government will invest Rs 10 Crore and the federation is likely to contribute Rs 7.40 Crore besides other expenses.

    18 Agriculture information through Internet (AGRISNET) Latest news, information and other useful data are given to the farmers through the technologically advanced media like the Internet and other such communications system. Through NEGPA, G2B, G2G, G2C/F services are provided. Through Online License Management System (OLMS) Licenses are given to the input dealers through online thereby ensuring transparency in the methods. Agriculture mechanized Scheme is implemented through online and farmers’ information is kept on the Kisan Portal.

    19 Soil tests The Telangana State government is conducting soil tests to give technical advice to the farmers on what kind of crop they should go in on their lands. The state government along with the Centre will complete the soil test on 55 Lakh units in the state within two year.

    20 Sada Bainama The State government has decided to clear the land disputes and rectify the land records. As part of this, it has brought in several reforms in Registration and

    Mutations. Sada Bainama (below 5 acres in rural areas) were registered free of cost. This was done from 3rd Jun to 22nd June, 2016 and the period was extended for some more time. 11.19 lakh Sada Bainama were registered. The cost of land was 9,487 Crore and pattas were issued for 1638.5 acres of land. The officials did Mutations of lands acquired as hereditary within ten days. It was instructed Mutations to all the lands that are registered should be done within 15 days. The land that was occupied illegally has been restored to the eligible.

    21 Sada Bainama in HMDA, KUDA

    It was decided that Sada Bainama should be implemented to the agriculture lands under the HMDA and KUDA (Kakatiya Urban Development Area). In the villages under these areas, transactions done on white paper have also been allowed to get registered. Orders in this regard were issued on December 19, 2016.

    22 One Agricultural officer for every 5000 acres

    The CM has announced that there will be one agriculture officer for every 5000 acres in the state. The agriculture officers will study the temperatures, nature of the soil, which crops and food grains have demand in the market and accordingly advice the farmers to go in for crops that will get them good price and returns. Before the Telangana state is formed there are 1112 employees in the agriculture department. After the State’s formation, newly 1000 were recruited and now the strength is 2112.

    23 Rashtriya Krishi Vikas Yojana (RKVY) Under this scheme, 50 per cent concession for hybrid vegetable seeds supply and for Onion seeds is supplied with 75 per cent concession. Rs 5000 subsidy is given for Potato farming per acre. For permanent erection of Canopy, 50 per cent subsidy is given. And by December 2016 subsidy is given for the construction of Canopy in 5000 Acres.

    24 Micro Irrigation The state government is giving top priority to Micro Irrigation, which gets more yields with less water consumption. In 2015-16 Budget, Rs 308 Crore, in 2016-17 Budget Rs.302.50, in 2017-18 Budget Rs 287.24 Crore if given along with the Centre’s assistance. Under this scheme, for SC/ST farmers, 100 per cent subsidy, for BC small and medium farmers, 90 per cent subsidy and for other farmers 80 per cent subsidy is given. Previous government gave Rs 1 Lakh per acre as subsidy. The Telangana State government is giving for 12.5 acres Rs 6 Lakh as maximum subsidy. For this along with the State and Centre funds, Nabard’s Rs 874 Crore, a total of Rs 1092 Crore is being spent for the Micro Irrigation works. This scheme is implemented in 3.15 Lakh acres.

    25 Green House: 75% Subsidy The state government is giving 95 per cent for the construction of Poly Houses, Green Houses for SC/ST farmers, 75 per cent to others. Previous government used to give only 50 per cent as subsidy per acre. The TS government has extended the area limit from one acre to 3 acres. Previous government gave Rs 24 Crore subsidy to 129 acres in Telangana, the TS government by March 2017, gave subsidy for 1150 acres, Rs 363 Crore worth administrative permission given for poly houses. From the day the scheme started 721 farmers have sown crops in 600 acres. In 2017-18 Budget Rs 94.52 Crore is allocated for poly houses subsidy.

    26 Farm Mechanization The State government is taking up farm mechanization programme in a big way. At the cost of Rs 420 Crore, the government is supplying modern agriculture tools to the farmers. The government also launched awareness programme for farmers on modern cultivation methods.

    27 Setting up of Horticulture University Foundation stone laying function was held on January 7, 2016 in Mulugu Mandal under Gajwel Assembly Constituency for the setting up of Horticulture University at a cost of Rs 1831 Crore. Horticulture, Forest Resource Centres will be part of the university.

    28 Revival of Ramagundam Fertilizers Ramagundam Fertilizers Company, which was shut for 7 years, is going to be re started shortly. Prime Minister Sri Narendra Modi has laid foundation stone for the revival of the factory works on August 7, 2016. This revival of the fertilizer plant not only gives job opportunities to Telangana people but also make the country self reliant in producing the fertilizers. The estimated cost of the revival project is Rs 5,700 Crore and it will be a Gas based plant.

    29 Horticulture Corporation A new Horticulture Development Corporation is formed in the State. The Corporation’s main aim is to purchase produce from the farmers when there is no demand, make alternative products, which enable the farmers to get the support price. The Corporation is also focusing on quality produce and to bring in revolutionary farming methods. It also works for getting quality produce of vegetables with modern methods and get a good support price for the farmers.

    30 Food Processing Centre Union Food Processing Ministers have laid a foundation stone in Lakkampally SEZ in Nandipet Mandal for the setting up of Smart Agro Food Park on Nov 16, 2015. This Park will be the first Smart Mega Food Park in the State which is being set up under TS iPass spread over 78 acres in the first phase at a cost of Rs 110 Crore. These funds will be spending in 30 months time.

    31 Forest College The State government has decided to set up a Forest College in the State at a cost of Rs 50 Crore. This college will be affiliated to the Agriculture university and will train and educate the students in forest resources, forest produce, forest species and to find out new methods and practices for maintaining the environmental balance. This college will be set up in Mulugu. There is one College of Forestry in the south in Coimbatore and about 100 IFS officers who studied there are in service now. Through this proposed college many more such officers should serve the country.

    32 Three New Agriculture Polytechnics The state cabinet, which met on Sept 2, 2015, has decided to set up new agriculture polytechnics in Malthummeda in Nagireddypeta Mandal in Nizamabad district, Jammikunta in Karimnagar district, in Palem in Mahabubnagar district. An Agriculture College will be set up at cost of Rs 107 Crore within the premises of the Polytechnic in Palem in Mahabubnagar district and the CM has signed on these orders on July 23, 2015.

    33 Input Subsidy Besides waiving of loans of farmers, the Telangana state government has released the old input subsidies of farmers from 2009. For the crops that were damaged due to hail storm, heavy rains in 2014-15 as compensation Rs 480.43 Crore is paid to the farmers’ accounts benefitting 12.64 lakh farmers. For the natural calamities that followed later, the government has given Rs 821.86 Crore to the farmers.

    34 Rs 9.5 Crore to Red Sorghum farmers For Red Sorghum farmers of Nizamabad district, the government has allocated Rs 9.5 Crore and paid it on Nov 8 2014. The farmers have incurred losses when they export Red Sorghum to other states due to Brokers cheating.

    35 Construction of Godowns The Telangana State Government has embarked upon construction of Godowns in a big way. Godowns construction is taken up at a cost of Rs 1,024 Crore with a capacity of 17.07 lakh tonnes for the farmers to store their produce in the Godowns when their produce has no good price in the market. By April 2017, 276 Godowns were completed at cost of Rs 801 Crore. The government also increased the interest free loan limit on these stocks to Rs 2 lakh. Earlier it was only Rs 75,000. The godowns are also used to stock seeds and fertilizer to prevent any scarcity.

    36 Interest free loans to farmers 75 per cent of the value of stocks in Godowns is given as an Interest free loan to the farmers at an upper limit of Rs 2 Lakh, which was only Rs 75,000 earlier.

    37 Rs 5 a meal at Market yards In the Market yards for farmers a meal is served at a nominal cost of Rs 5. In certain market yards the scheme is started and others will follow soon. The scheme is called Saddi Moota (Midday Meal). Farmer’s pays Rs 5 per meal, another Rs 5 is borne by the Market Committee, additional Rs 5 is paid by the MEIL Company and Hare Rama Hare Krishna Trust.

    38 Hiked the wages of Hamalis in the market Yards For the Hamalis working at MLC Points at Mandal level, the daily wage rate is increased from Rs 8 per Quintal to Rs 12, Bonus is also increased From Rs 1000 to Rs 3000. With this each Hamali will get additional Rs 3000 per month.

    39 Green House Subsidy From the day the scheme has started farmers were largely benefitted and sown crops in hundreds of acres. In 2015-16 Budget of Rs 250 Crore is allocated for poly houses subsidy and for green houses.

    40 Nine hours uninterrupted power supply to agriculture

    From April 1, 2016, the government is supplying 9 hours uninterrupted power to the farming sector. 35 per cent of the power in the state is used for the free power supply. Under the united AP rule not even 1500 MW is given to agriculture. Now 3500 MW is being supplied for the agriculture sector. Under united AP Rs 3,621 Crore is spent on free power; of this Telangana share was Rs 1,521 Crore. Now the Telangana State government has allocated Rs 4,485 Crore for free power in the Budget. For the construction of new sub stations, setting up of Transformers Rs 2,541 Crore was spent. If the transformer is failed a replacement is done within 24 hours maintaining a rolling stock at the DE office. In future it is proposed to supply round the clock power.

    41 Agriculture power connections By December 2016, the state government has sanctioned 2,58,195 power connections to the farmers and the instructions are given to the officials concerned to clear 63,700 pending connections by May 15,2017. To address the staff shortage in rural areas it is decided to regularize the outsourcing staff and utilise their services. Clear cut instructions are given to replace the transformer if its burns within 6 hours in the cities and within 24 hours in the villages. 94,735 pending power connections will be given by August 2017.

    42 Women reservation in Market Committees For the first time in the country, women were given reservation in the Agriculture market Committees, which helped in big way women from SC/ST/BC to become chairpersons.

    43 TS to be Seed Bowl of India The CM wants to make the Telangana state as the Seed bowl of the country. The lands in Telangana state are ideally suited to cultivate seeds. Through micro irrigation and Poly houses farmers are going to get better profits. In 1300 acres, three institutions are going to be set up by spending hundreds of Crores where horticulture, agriculture and forest research will be done.

    44 Konda Laxman Telangana Horticulture University Konda Laxman Telangana Horticulture University will be set up in Mulugu in Medak District. Foundation laying stone ceremony for College of Forestry, Horticulture Research Centre was held on Jan 7, 2016. Rs 12 Crore was allocated in the 2017-18 Budget. The College of Forestry which is going to be set up in Mulugu at a cost of Rs 50 Crore will help many students to become forest officers under IFS. This will also help farmers growing vegetables in Eastern part of Medak district, Alair, Bhongir, Medchel and other places on the outskirts of Hyderabad,

    45 Sops to Market Committee workers The CM has announced lot of sops to the workers in Market Committees. 20,000 Hamalis, Dadvayis, security guards, sweepers working in market committees are covered by the insurance scheme. From July 2015 Rs 2 lakh insurance per person is given and it will be enhanced to Rs 5 lakh from the next year. Rs 3000 per person is given for uniform, health check up for every six months, for the daughters of workers, Rs 2,000 per year is given if the girl is studying Intermediate, Rs 3,000 for degree and Rs 5,000 for PG. For those preparing for Group I examinations Rs 50,000 for Civil Services examination (mains) of the UPSC Rs 1 lakh is given. Identity card to all workers and transfer of their license to their nominee. It is proposed to establish toilets in all the 182 Market yards.

    46 Ex-gratia to farmer who have committed suicide On Sept 19, 2015, the State cabinet has decided to pay an ex-gratia amount of Rs 6 lakh each to the family of farmers who have committed suicide due to crop failure. Of this, Rs 5 lakh is given to the family members and Rs 1 lakh as one time settlement to the banks. Kalyan Laxmi scheme is implemented to the marriageable age girl in the family of the farmer who committed suicide.

    WELFARE PROGRAMMES FOR JOURNALISTS AND LAWYERS

    47 Journalists Welfare For the welfare of journalists, from 2014-15 to 2016-17 Budgets, Rs 30 Crore was allocated. In 2017-18 Budgets another Rs 30 Crore was allocated. The following are the decisions taken by the government for Journalists welfare: ---For the family members who are dead, Rs 1 lakh ex gratia amount is given and for the next five years Rs 3,000 is given as pension. ---Rs 50,000 are given to the journalists’ who are injured and are in a helpless condition. ---69 Journalists families were given financial assistance.

    ---Rs 3 Lakh is given for performing the marriage of a daughter in the family. ---Rs 1000 scholarship for children who are studying. ---Reservations for the journalists’ children in residential schools. --- Late Srinivas (Jessy) family members are given Rs 4 Lakh after his demise. ---For the heart transplant of another journalist Sri Hari Krishna Reddy Rs 10 lakh was sanctioned. ---Health card for each journalist who has an Identity Card. ---Medical services are given free of cost to Journalists’ family members including their parents who are dependent upon them at Wellness Centres. ---Rs 10 Crore fund is allocated in 2017-18 Budgets for the construction of a Hitech Journalist Bhavan in Hyderabad. ---Measures are initiated by the Telangana Press Academy to impart professional training to Journalists and to develop Telangana perspective. ---Rs 5 Lakh Insurance for Journalists. ---Preference for the Journalists in the allotment of 2 Bed Room Houses.

    48 Rs 100 Crore for lawyers in the Budget For the lawyers who have played an active role in the Telangana movement, the state government has issued orders on March 26, 2015 sanctioning Rs 100 Crore for the Lawyers Welfare Fund. These funds are being used for the welfare of advocates working various courts in the State. The amount is fixed deposited in the banks and the interest is being used for the welfare of Lawyers.

    49 Honorarium of Government Pleaders hiked The KCR government has showered boons on government Lawyers. The honorarium paid for the government advocates in all the courts has been hiked substantially. This hike is being implemented from June 1, 2016 and the orders were issued on April 10, 2017. Government Special Prosecutors who are representing the government in High Court, State level Tribunals, Courts, Telangana State Consumer Forum, Commissioner of Court of Appeals, the honorarium is increased Rs 75,000 per month to Rs 1, 25,000 per month. For the Government Assistant Advocates, the honorarium is increased from Rs 22,000 per month to Rs 44,000 per month. Honorarium for the Special Standing Council Commercial taxes are hiked to Rs one Lakh per month. For Special Public Prosecutors, Government Pleaders, Additional

    Government Pleaders working in district Courts, the monthly honorarium is hiked from Rs 60,000 to Rs 80,000. Government Assistant Advocates working in Senior Civil Judge Courts, Land Reforms Appellate Tribunal, the honorarium is increased from Rs 18,000 to Rs 36,000. For the government assistant advocates appearing in Junior Civil Judge Courts, Labour Courts, Industrial Tribunals, the honorarium is increased from Rs 10,000 to Rs 20,000. For the Public Prosecutors appearing in Criminal cases in District Sessions Court, the monthly remuneration is increased from Rs 24,000 to Rs 48,000. The honorarium of Additional Public Prosecutors in Additional Sessions Court is increased from Rs 20,000 to Rs 40,000. Additional Public Prosecutors in Sessions Court is increased from Rs 12,000 to Rs 24,000. For the Special Prosecutors appearing for special cases, per hearing, the remuneration is increased from Rs 1000 to Rs 2,000. For the Public Prosecutors working in the High Court, the conveyance allowance, retainer fee is hiked as well as Rs 5,000 per each case for the referred trails, Rs 4,000 per case for the Criminal Appeal, Rs 3000 per case when appeared before a Single Judge bench and Rs 2,000 per case for the Criminal Revisions is the hiked payment.

    50 Transport tax waived for Autos and trolleys The Telangana State government has waived the Transport Tax levied on Auto Rickshaws. Tractors used in Agriculture sector are also exempted from this tax. On October 17, 2014, the government issued orders abolishing Rs 76 Crore worth dues under the Transport Tax. With these decisions owners of autos and tractors are benefitted by Rs 12 Crore every year.

    51 Rs 100 Crore allocated for the poor Brahmin Welfare The Telangana State government is committed to welfare of all sections of the people irrespective of caste, religion and regions. There are poor people among the Brahmin Community like in other communities. Hence the government has set up Brahmin Welfare Fund and allocated Rs 100 Crore in 2017-18 Budgets.

    52 Each Telangana Martyr family is given Rs 10 lakh and one job The State government has issued financial assistance to the families of 470 Martyrs who laid down their lives for achieving the Telangana State. On March 3, 2015, the government has issued orders releasing Rs 47 Crore. ---Rs 10 Lakh financial assistance to each family ---On October 27, 2015, 450 families and on Feb 7, 2016 another 20 families were given the financial assistance. ---Government job given one in the family based on the eligibility

    ---On June 2, 2016, on the occasion of the State Formation Day, appointment orders are given to 598 members of the Martyrs families. ---Incase the Martyr’s family is dependent on agriculture, land is given.

    53 Housing for journalists, Drivers, Home Guards: Rs 5 lakh insurance to the Construction labour The state government has created an accident Insurance policy worth Rs 5 Lakh for drivers of Autos, Cabs, Trucks and other vehicles, Working Journalists and Home Guards. The premium for the policy is Rs 46 per year and orders on the matter were issued on Aug 19, 2015.

    54 Toddy Tappers and fishermen, Rs 5 lakh accident insurance On June 10, 2015, the State Cabinet, which met at Secretariat, has decided to give Rs 5 Lakh insurance to Toddy Tappers, Fishermen. The compensation is given to them if the worker is dead or become invalid permanently. Workers who have enrolled themselves as member in Toddy Tappers and fishermen Associations will get this benefit.

    55 Welfare of the construction Labour The government is implementing 11 Welfare Schemes for the construction labour. The government has also taken up issuing ID Cards, Collection of the Cess, Health Programmes and identification of other construction activities. Of the Cess taken away by AP, so far Rs 101 Crore was brought back to the Telangana State. Still Rs 419 Crore is due. The government wants to create shelter and drinking water facility at the work site for the workers as well as ESI facility. Financial assistance of Rs 10,000 each for two girls of a women worker for their marriages is given to 691 persons at cost of Rs 34.90 Lakh. For 2207 persons Rs 1.74 Crore is given towards delivery of two women at Rs 20,000 per person. For those dependent on the worker who died, Rs 5 Lakh assistance is given to 184 persons. By December 2016, Rs 3.64 Crore was spent on this.

    WOMEN AND CHILD WELFARE The state government is committed to the development of women, who constituted 50 per cent of the population, in all fields. In 2016-17 Budgets for women and child welfare, Rs 1552 Crore, in 2017-18 Budget Rs 1731 Crore is allocated. For the first time in the country, 33 per cent reservation is given to women in the market committees. The TS Assembly has passed resolution seeking 33 per cent in the Legislative bodies and sent the same to the Centre. On the TRS Party side it is wagging a battle for women reservation Bill with the Centre.

    56 Arogya Laxmi-Nutritious diet Since health is wealth, the state government wanted both mother and child to be healthy. On Jan 1, 2015, one time nutritious full meal is given to pregnant and lactating women, infants through Anganwadi Centres on a daily basis and the programme is named as Arogya Laxmi. The programme is implemented through 35,700 Anganwadi Centres in the State. In 2016-17 Budget Rs 451.85 Core is allocated to the programme and in 2017-18 Budget Rs 429 Crore is ear marked. ---Earlier, 8 eggs were given to the children per month in the age group of seven months to three years, now 16 eggs are given. ---Along with eggs, a 2 KG pack of milk powder, roasted Bengal Gram (Senagapappu), Sugar, edible oil is given first of every month. ---For the children in the age group of 3 to 6 years, 16 eggs were given per month in the past; now one egg is given 30 days in a month. Along with egg, rice, Dal and snacks are also supplied on a daily basis. ---For pregnant and lactating women in the past three KGs of rice, one KG of Redgram, half a kilo edible oil is given now they are given one time nutritious meal per day. ---Under 149 ICDS Projects in the State, eggs are given for 30 days in a month. ---Along with eggs, full meal for one time for 25 days and 200 ml milks is also given. ---Under the scheme, 3,88,093 pregnant and lactating mothers, 9,64,007 children in the age group of seven months to 3 years, 5,39,007 children in the age group of 3 to 6 years are benefitted. ---Training camps and workshops are conducted for the ICDS Staff such as Anganwadi teachers, helpers, supervisors working under Arogya Laxmi scheme through 24 training centres. A Middle level training centre is also set up.

    57 Deepam Scheme The state government wants the State become into a No Kerosene use State and hence giving LPG connections to all the eligible under Deepam Scheme. From 2000-2014 the then government has given only 19.84 lakh Deepam Connections in 14 years. But the TRS government in two years has given 9.37 lakh connections and has allocated Rs 150 Crore for the scheme. The state government has approached the Oil Companies to give 20 lakh connections under the Corporate Social responsibility (CSR). Through this, the government wants to make the state Kerosene Free State. In 2016-17 Budget Rs 21 Crore is allocated, under SC Plan Rs 3.86 Core, under ST Sub Plan Rs 2.36 Crore is allocated. Rs 27.22 Core is spent on the gas connections.

    58 Amma Vodi Scheme Pregnant women in the remote agency areas are facing problem commuting to the hospitals before and after deliveries. To get the pregnant women to hospital and take the mother and child back home safely Amma Vadi programme is implemented. On December 28, 2016, 39 vehicles were introduced and by dialing toll free 102 number vehicle facilities are arranged. Rs 144 Crore is allocated for the programme in 2017-18 Budgets. Pregnant women can avail this facility free of cost. The transport vehicles are well equipped with all the facilities. Pregnant women can avail this facility for their regular checkups in the hospitals every three months.

    59 Anganwadi salaries hiked by 150 per cent The status of Anganwadi workers is elevated to that of Anganwadi teachers and instructions are given to refer to Anganwadi workers as Anganwadi teachers.

    At the time when the Telangana State was formed the salary of Anganwadi teacher was Rs 4,200 per month. The CM had enhanced the salary to Rs 7,000 per month when he had a meeting with Anganwadi teachers on Feb 28, 2015 in Secretariat. Now the salary is hiked to Rs 10,500 per month. This will mean that each Anganwadi teacher’s salary per month is increased by Rs 3,500 per month which 50 per cent hike. If the hike is calculated from the Telangana State was formed it is 150 per cent.

    When the Telangana State was formed the salary of each Anganwadi workers working at the Mini Anganwadi and helpers was Rs 2,200 per month. It was increased to Rs 4,500 per month when they had their first meeting with the CM. Now it is increased to Rs 6,000 per month which is Rs 1500 hike per month (33.3 per cent). If the hike is calculated from the Telangana state formation it is 172 per cent. The decision to hike salaries of the Anganwadi Teachers, helpers will benefit 67,411 employees working in 35,700 Anganwadi Centres.

    Taking in account the seniority, Anganwadi teachers will be promoted as Supervisors. Insurance scheme will be extended to Anganwadi teachers and helpers. Anganwadi workers will be given double bed room houses Fine rice will be supplied to the Anganwadi centres to cook rice for the Pregnant, lactating mothers and the infants. Fine rice will be supplied from the coming month. During the month of May it may be difficult for the pregnant women, lactating mothers and children to come to the Centres, hence food will be supplied to their homes. During 2017-18 Rs.459.71 crore is allocated for Anganwadis.

    60 Financial assistance and KCR Kits to pregnant women In Telangana State top most priority is given to the welfare of mother and child. The government wants to take care of the mother and child post and anti-Natal stages. Under the Arogya Laxmi Scheme, pregnant women, lactating mothers and children will be given nutritious food, milk and eggs. If the pregnant mothers are healthy their newborn will also be healthy. These new born are the prosperity of the Telangana State in future. If they are healthy, the State will be good. This is the precisely the reason the government is spending money without even bothering about the financial burden on schemes like Arogya Laxmi. The government has decided to give Rs 12,000 in three installments to those women who deliver their babies in the government hospitals. If the newborn is a female child an additional amount of Rs 1,000 is given. This scheme will start from April 2017. For the just born babies, a special Rs 2000 worth Kit having the entire necessary items that require for a new born is given to each mother. And people desired that the Kit should be named as KCR Kit. The women should get the delivery done in the Government hospital only.

    61 Single woman pension scheme The CM said that giving Rs 1,000 per month pension to single women should be treated as a priority item in the districts. The state government has decided to offer financial assistance to the single women in the State. On Jan 6, 2017 the state government has announced in the Legislative Assembly that Rs 1000 per month will be given to single women and Rs172.92 Crore is allocated in 2017 Budget. Eligible single women are asked to apply from May 8, 2017. The Scheme will come into force from June 2, 2017 the state’s formation day and about 3 lakh are expected to be benefitted under the scheme. Under the guidelines, women above 18 years of age married but separate from husbands for more than a year, unmarried women having 30 years of age (Villages), 35 years of age in tons will be eligible for the scheme.

    62 Sreenidhi: Up to Rs 10 Lakh interest free loan The state government has increased interest free loan limit of 4.22 Lakh Self Help Groups in the State from Rs 5 Lakh to Rs 10 Lakh. The funds allocated for this purpose are also increased from Rs 700 Crore to Rs 1400 Crore.

    63 SHE Teams The government has constituted SHE teams in Hyderabad for the protection of rights and dignity of women. Members of SHE team in mufti move around crowded places, markets, near colleges and bus stops. Since the SHE teams experiment became successful under the Cyberabad Commissionarate limits, it is planned to implement the same all over the State.

    64 Mission Women Protection The government is also taking up stringent measures for the protection, security of women and girls and decided to act firmly with the protection of women. A Women Protection Cell is created. The government has also amended the Act which deal with the Acid attacks on women and more stringent punishment is given under the new Act. Conviction will be increased from 10 years imprisonment to life term. Amendments will also be brought in the Act to collect fine from the convicted and pay the same to the victim or her family.

    SC/ST WELFARE

    65 SC/ST Sub Plan The state government has successfully implemented the SC/ST Sub Plan based on their population figures. However, when funds are not being utilised, they were not carry forward to the next year. The state Cabinet on Feb 2, 2017 has made amendments through which carry forward of the funds unspent to the next year is made possible. The SC/ST Sub Plan is renamed as SC/ST Special development Fund and it is used only for the SC/ST families and their places of residence. The Bill making these amendments was passed by the Legislative Assembly and Council. The funds granted in the Budget will directly go to the SC/ST development Ministry. Hence, there will not be any diversion of funds. Schemes and programmes for SC/STs living in rural, semi urban and urban areas will be different and are local specific.

    66 SC/ST Beneficiaries under the Welfare programmes Telangana state government is giving top priority for welfare programmes. By Dec 2016, 33 Schemes at a cost of Rs 30,000 Crore are being implemented. SC/STs are getting major benefits out of these schemes.

    ----Among those getting Aasara Pension Scheme, SCs constituted 4,66,167, STs: 2,34,847. ----Among the Beedi workers who are getting pensions, SCs are 27,034, STs, 3,909. ----Among the farmers whose loans are waived, SCs, 6, 01, 024, STs, 4, 57, 474 ----Among those getting 6 Kgs rice, SCs are 63, 39, 709, STs, 19, 56, 805 ----Supply of fine rice to the hostels is benefitting 6, 56,509 SCs, 1,15,622 STs ---Among the beneficiaries of Arogya Laxmi, SCs are 5,51,747 and STs are 3, 87, 190 ---Among the Mission Bhagiratha beneficiaries, SCs are 1,68,281 and STs are 71, 604 ----25 Per cent of SCs and STs are getting benefit under Poor Old age Artistes Pension scheme.

    67 Three acres of land to Dalits

    Land is being distributed to Dalits since 1983. In these 32 years, 16 years Congress was in power and the TDP for 16 years. Since then to 2014, in Telangana 39, 798 acres land was distributed to 32,800 persons as per the records. Each one is given one fourth of acres, one acre and one and one fourth acre. Most of the land is not fit for cultivation. This land was of no use to the beneficiary. Soon after this government came to power on Aug 15, 2014, CM KCR launched the programme distributing 3 acres to Dalits as it was thought that 3 acres of cultivable land would help the Dalits. Along with the land, expenses for digging a bore wells, power connections, motor, input costs for the first crop is given by the government. In last two and half years 9983.38 acres of land is distributed to 3792 Dalits at the rate of three acres per person. In the 32 years of Congress and TDP rule, for Dalits on an average 1243 acres was distributed per year. Under TRS government for the last two and half years, on an average 3,327.66 Acres land was distributed. In its 16 years rule, the Congress spent Rs 2.65 Core, the TDP in its 16 years rule Rs 71.01 Crore while the TRS in its two and half years rule has spent Rs 420.58 Crore.

    68 Overseas scholarships for SC/ST Students The State government has introduced Ambedkar Overseas Scholarship Scheme for the bright SC/ST students who are planning to study abroad. The financial assistance given under the scheme has been substantially increased. Earlier, each student used to get Rs 10 Lakh, which the TRS government has increased, to Rs 20 Lakh. In 2016-17 Academic year, 128 students got the scholarship. Since the launch of this scheme in March 2014-15 to 2017, 343 SC students got Rs 45.20 Crore.

    69 Subsidies for SC/ST Entrepreneurs The state government is giving all the necessary help and cooperation to the Dalit entrepreneurs. 22 per cent of the land in all the industrial parks in the State is reserved for SCs/STs. Subsidies are also given while purchasing the land. A special incubation centre is set up in Hyderabad and an acre of land for it allotted on the outskirts and Rs 5 Crore is given for the construction. The government is also giving margin money for SC/ST entrepreneurs. The government is also implementing Telangana State Programme for Rapid Incubation of Dalit Entrepreneurs (TS PRIDE) and orders in this regard were issued on July 25, 2016. Incentives given to those set up their industry from Jan 1, 2005 and for those setting up or expanding their industry till March 31, 2019. Increase in power subsidy from Rs 1 to Rs 1.50, Loans at 0.25 paise interest rate for small units, food processing units, 35 per cent investment subsidy, for women entrepreneurs 45 per cent, sales tax exemption is increased from 50 per cent to 100 per cent. Under TS Pride 2,875 SCs, 1280 STs were benefitted. SCs were given Rs 125.46 Crore and STs Rs 66.41 Crore. The government also decided to train the SC/ST engineering graduates and award them contracts on reservation basis.

    70 SC/ST Special Development Fund The State Assembly has passed a Bill, State Dalits, and Tribals Special Development Fund Act-2017 on March 24, 2017. Under this Act, funds will be spent only on SC/STs based on their population figures and the funds are utilised for the SC/ST families and their habitants. In 2017-18 Budget Rs 14, 375 Crore for SCs, Rs 8, 165 Crore for STs was allocated.

    71 62 per cent reservations in Telangana In Telangana State SC/ST/BCs constitute the majority of population placing at about 90%. Government from the beginning is of the view that reservations quota should be increased based on the population figures of these sections. Under United AP, STs had 6 per cent reservation while in the Telangana State their population is 10 per cent. Hence STs in Telangana State should be given 10 per cent reservations. Similarly for the Muslims who are sociologically and educationally backward have 4 per cent reservations while their population is 12 per cent. The Government has constituted Chellappa Commission to study the STs, Sudhir Commission to Muslims and BS Ramulu Commission to study the BCs. The government took decision based on the reports of these Committees and increased reservation quota for STs and backward Muslims.

    72 Girijan Tandas as Gram Panchayats Since Thandas are part of the wards they have discriminated against in the development. Against this backdrop, the government has decided to change Thandas into Gram Panchayats. The government has decided to change all the Thandas having more than 500 populations into Gram Panchayats. 1472 Thandas, Gudas are identified by the government and they were changed into Gram Panchayats. The New gram Panchayats come into existence once the present Gram Panchayats terms of office comes to an end.

    73 125 Feet Ambedkar Statue Dr BR Ambedkar’s 125 Birth Anniversary was celebrated on April 14, 2016 on the Necklace road in Hyderabad. The Chief Minister had laid a foundation stone for the Centre for Dalit Studies building at Yousufguda and 15 storied Ambedkar Towers near Tank Bund. He later did ground breaking ceremony for the 125 feet statue to be installed in NTR Gardens and unveiled the Plaque.

    74 Funds directly to SC/STs The Telangana government has brought in complete changes in passing funds directly to the SCs/STs. The funds allocated in the Budget for the SCs/STs will directly go to the SC/ST Development Ministry so that the funds are not diverted. The schemes meant for SCs/STs will be separate for the Rural, Semi Urban and Urban areas.

    75 Chellappa Commission for STs On March 3, 2015 the state government has constituted Chellappa Commission to study the socio-economic condition of the STs in the State. The Commission has submitted a report to the state government to increase the reservation quota for STs from 6 percent to 10 per cent. Valmiki and Boya communities were also included under the STs.

    MINORITY WELFARE

    76 Measures taken by the government for Minority Welfare ---An announcement was made during the 2017-18 Budget session in the Assembly increasing financial assistance of Rs 51,000 given under Shaadi Mubarak Scheme to Rs 75,116 and the beneficiaries by March 2017 are 56,239. ---A Christian Bhavan is being constructed at Nagole at a cost of Rs 10 Crore. ---A Rubaat is being constructed at Ajmer at a cost of Rs 5 Crore. ---Development works are taking place at a cost of Rs 14.65 Crore at Jamia Nizamia University in Hyderabad ---In 2015-16, Pre Metric Scholarships are given to 89,628 students and Rs 30 Crore was allotted for this purpose. In 2017-18, for the Post Metric Scholarships, Rs 125.2 Crore is allocated. ---Minority scholarships to the tune of Rs 125.2 Crore are given ---595 Students have benefitted by the Minority Overseas Scheme by March 2017. ---Steps are taken to fill up Urdu teachers. ---New clothes are distributed to the 2-lakh poor families of Christians Minorities during Christmas and Ramzaan festivals. Iftar parties are given at all the Mosques in the State during the Ramzaan and dinner is also organized for Christians at Churches during Christmas there by the government has shown its secular spirit. Rs 30 Crore was allocated for this purpose in 2016-17 Budget. ---For the first time in the country, the remuneration of Imams and Mauzams in 5,000 Muslim worshipping places has been increased from Rs 1000 per month to Rs 1500 per month benefitting 8934 Imams and Mauzams in the State. ---The state government has decided to observe Minorities Day on November 11, the date of birth of Maulana Abul Kallam Azad, the first education minister of the country. --- 71 Minority Residential Schools are set up and in 2017-18 academic year another 130 residential schools will be started to take total to 201 ---For the self-employment of the minority youth, the subsidy component of the government has been increased from 50 per cent to 80 per cent. Skill development is also imparted to the minorities in association with NAAC, ECIL, CIPET and SETWIN to increase their job opportunities.

    ---To encourage Minority entrepreneurs, TS PRIME, on the lines of TS PRIDE launched for the SC/ST entrepreneurs, is launched. A Special IT SEZ is also being launched in Hyderabad exclusively for the minority industrialists. ---Under Economic Support Scheme the government has sanctioned Rs 150 Crore and the scheme value has been increased from Rs 2 lakh to Rs 10 Lakh. ---The government has allotted 4300 square yards of prime land in Nampally to make the Orphanage one of its kind. A multi story complex will be constructed on the area for the Orphaned children and it will become a role model for others ---Rs 2 Crore grant was given by the State Government as a Special Grant to Telangana State Haj Committee for the pilgrims undertaking visit to Mecca and Madina. --- Government has sanctioned Rs 8.48 Crore for Mecca Masjid development. ---Upgradation of Falunkuma Junior college ---Funds are released for self-financing courses in 4 minority Degree Colleges and for establishing 17 minority junior colleges.

    77 12 per cent reservation to Minorities The Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in the Services under the State) Bill, 2017, was passed in the Telangana State Legislative Assembly and Council enabling 12% reservations for Muslims. The bill is sent for the approval of the President.

    78 Residential Schools for Minorities The State government has decided to set up Residential Schools exclusively for the minorities. During 2016-17 Academic year, 71 Minority residential Schools were started. Another 133 Schools will be started in the next academic year. With this, there will be 204 Residential Schools for the minorities in the State. Realising that there is a large percent of girls dropping out of the schools, the State government made 100 Residential School for the girls. No other State or government in this country has ever made such a step for the minorities. About 1, 28,000 students (both girls and Boys) will get a global level education in English Medium from these schools. Rs 350 Crore allocated for minority residential schools and as on date Rs 175 Crore released.

    79 Overseas Scholarships for Minorities 595 Students have been benefitted by the Minority Overseas Scheme by March 2017. During 2017-18 Rs 40 Crore allocated for the overseas scholarships.

    80 Minority Scholarships

    For those minorities’ students pursuing their education abroad, for the first time, the government has introduced Overseas Scholarships Scheme. Last year, under this Scheme, 463 students were given Rs 10 lakh scholarship each besides providing their air fare. This year it is increased to from Rs 10 lakh to Rs 20 Lakh. Premetric scholarships are given to 89,000 minority students at a cost of Rs 35 Crore. On par with SC/ST/BC students, 1, 18,000 minority students studying from Intermediate to PG were given Post Metric scholarship to each one who have applied. Like SC/ST students, minorities’ students were also given the fee reimbursement not withstanding their ranks. The government has paid Rs 219.43 Crore to 1,18,000 minority students during the academic year 2015-16. During 2016-17 Rs 62.41 Crore allocated.

    81 12% Reservations for Muslim Minorities.

    In order to benefit the Muslim Minority community to a great extent Government has decided to extend 12% reservation on par with Tamil Nadu Government and a decision was taken in the state assembly during January 2017. The bill is proposed to be forwarded for the assent of the President.

    82 Own your Auto The state government has launched an innovative scheme in the twin cities called own your Auto. Under his scheme, 1721 minority youth were given Autos on 50 percent subsidy.

    83 Urdu as the first language option The government has also taken steps to protect the Urdu language and develop it. Basic infrastructure is provided to the Urdu medium schools. On 19th May 2015 the government issued orders making Urdu as a first language option for the students.

    85 Employment in Minority welfare department

    Since the government has increased programmes under the Minority Welfare department, the department has become important and its activities extended. The government has decided to sanction 80 posts.

    86 Separate Wakf Board for TS Valuable assets for the Muslim community are Wakf Board and Institutions. Rs 53 Crore grant is given to take up renovation, repair and constructions in the Wakf Institutions. The government also gave permission to 11 Wakf lands to lease out to take up construction works. From this the Wakf Board is expected to get about Rs 60 to Rs 70 Crore income. The government is taking all measures to protect the Wakf Board properties. Coordination Committees are formed with District Collector as the Chairman in the district to protect the Wakf properties.

    87 Sudhir Commission for Muslims The Sudhir Commission constituted to study the living standards of the minorities in the State had toured the State and submitted a report. Its report is submitted to the BC Commission, which recommended 12 per cent reservation quota under BC (E) for the backward Muslims.

    88 Rs 1000 honorarium for Imams, Mauzams The remuneration of Imams and Mauzams in 5,000 Muslim worshipping places has been increased from Rs 1000 per month to Rs 1500 per month benefitting 8,934 Imams and Mauzams in the State. Rs 12 Crore allocated for the purpose.

    89 Islamic Centre cum Convention Centre

    The government has allotted 4000 square yards of prime land in Nampally to make the Orphanage one of its kind. A multi story complex will be constructed on the area for the Orphaned children and it will become a role model for others. The government has decided set up an Islamic Centre cum Convention Centre on international standards. The Centre is coming up on 6.5 Acres of Wakf Land in Manikonda near Gachibowli and Rs 40 Crore was released and administration permissions were given. The Centre will coordinate activities of Muslims.

    90 Special DSC in Urdu Efforts are on to conduct DSC in Urdu and to fill the vacancies.

    BC WELFARE

    91 BC Welfare The government is taking measures for the comprehensive development of BCs who constitute a major percentage among the state’s population. In 2016-17 Rs.3172 Crore is allocated in the Budget for BC Welfare 366 Crore more than the amount allocated previous year. In 2017-18 Rs 5,070.36 Crore is allocated. In the past during 2013-14 Rs 1659 Crore spent on BC Welfare, in 2015-16, Rs 2172 Crore was released. For scholarships Rs 1500 Crore is allocated which is the highest. For BC Study Circles Rs 25 Crore, BC Finance Corporation Rs 162 Crore, Hostels Rs 43 Crore is proposed. First time, the government has given permission for special schemes for the Most Backward Classes at a cost of Rs 1000 Crore. For the first time for Kalyana Lakshmi scheme through BC welfare department Rs.300 crore is allocated. Due to the facilities given to the BCs, in 2016-17, 10th class students registered 85.60 per cent pass percentage. For the first time during 2016-17 Rs 300 Crore is allocated for Kalyan Laxmi scheme implemented through the BC Welfare department benefitting 58820 people. Up to the end of March 2017 20921 BC and 566 EBC families having girl child received the benefit. During 2017-18 Rs.400 Crore is allocated to 53251 girls benefitting with an amount of Rs.75,116 each. The government is running 700 hostels for the BCs and the students are given free food, clothes, books and other items The government is spending Rs 283.62 Crore for running 700 BC hostels (246 College and 454 Pre Metric) and 68,024 students from third standard to PG are studying. All the BC students studying in colleges, scholarships, fee reimbursement are given. In 2016-17 Rs 1250.62 Crore fee reimbursement is allocated and of this Rs 1202 Crore dues are paid benefitting 756251 students for 2015-16. In 2016-17, for EBC students’ reimbursement Rs 383.03 Crore is allocated and Rs 341.53 Crore dues are paid for 2015-16 benefitting 93089 students. In 2016-17 for post metric scholarships Rs.354.08 crore is allocated of which during 2015-16 Rs.198.99 crore dues are paid for 2015-16. In 2017-18 for Maintenance fee scheme Rs.324.90 crore is allocated of which Rs.51.43 crores is released. Under central government scheme Rs.37.73 crore is allocated of which Rs.5.59 crore is released. Towards BC fee reimbursement scheme Rs.753.31 crore is allocated of which Rs.112.99 crore is released. For EBC scholarships Rs.252 crore is allocated of which Rs.37.80 crore is released.

    Meritorious BC students are admitted to private and Corporate Colleges by the government. Through BC Study Circles they are given training to appear for the competitive examinations. Rs 25.50 Crore is spent and in 2016-17 2528 students were given free coaching. Out of which 135 students were selected as constables.

    As part of caste less society, the government is giving Rs 10,000 incentive to those went for inter caste marriages and Rs 1000 per month is given to the BC lawyers to get professional training for three years.

    For the students from fishermen families, 23 Mahatma Jyotirao Phule Residential Schools are running in the State. For 2017-18 Rs.20.00 crore is allocated for the schools.

    A separate federation is formed with Rs 5 Crore for the nomadic tribes. The

    state cabinet gave a green signal for the setting up of 119 Residential Schools on Oct 7, 2016 and admissions to the schools for admission into5, 6, 7classes will begin from the next academic year. Each class will have two sections and there will be 240 students and the government gave permission for the recruitment of 3570 employees for these schools.     92 BC Commission To benefit the backward classes Government has decided to set up BC Commission wide GO RT NO 25 dated 10th October 2016. During 2017-18 budget Rs 3.58 Crores has been earmarked for the commission.

    93 MBC Finance Commission In order to benefit the Most Backward Classes, the government has set up “Most Backward classes Finance Corporation” and during 2017-18 budget Rs 1,000 has been earmarked.

    94 119 Residential Schools for the BCs Vide G.O. No 24 Dated 10-10-2016 Government has issued orders for 119 residential schools. Permission was granted for appointing 3570 Staff members.

    95 Cabinet Sub Committee on Sheep breeding and fisheries Under the Chairmanship of Minister T. Srinivas Yadav a cabinet sub-committee has been constituted on Sheep breeding and fishlings development.

    Vide GO Rt No.52 AH Dept Dt.11.04.2017 it is proposed to supply 4 lakh sheep units at a cost of Rs.5000 Crore for strengthening of Rural Economy in the State for the years 2017-18 and 2018-19.

    96 75 per cent subsidy for sheep rearing The government stated that 84 lakh sheep would be distributed to Yadav and Kuruma persons with 75 per cent subsidy. The government will distribute not less than 2000 units per Constituency. During the past 60 years, the then united AP government have distributed only 12,000 sheep while in two years the state government has decided to distribute 2 lakh sheep. NCDC has given permission for Rs 5000 Crore loan and the government is launching the scheme very soon. Quality sheep from other states will be distributed under the scheme. The state government is going to sanction a Sheep Unit to every person, who is over 18 years of age, in Yadav and Kuruma communities in the State. The required numbers of Sheep will be purchased after the onset of Monsoon this year. The CM has decided to sanction Sheep units to the about 4 lakh Yadav and Kuruma families in the State and even if they are 50, 000 more families, Sheep units will be given. He wished that the guidelines for rearing of Sheep should be transparent and simple. Strict and complicated guidelines will not serve the purpose. He wanted more beneficiaries should come under the scheme. The CM has decided that without any linkage to the banks, the scheme should be implemented to all the Yadav and Kuruma members whoever asked for it. The state government will give 75 per cent subsidy and 25 per cent will be borne by the individual beneficiary.

    97 100 per cent subsidy for fish culture The state government has decided to give 100 per cent subsidy for Mudiraj, Bestha community persons who are into fish culture and th programme is launched on Oct 3, 2016. The government has allocated Rs 60.5 Core in 2017-18 Budgets. By December 2016, 26.91 Lakh fish are cultured in 3,897 reservoirs and tanks and 2.40 Lakh fishermen families are getting benefitte
