David Taylor as Priest-in-Charge of the Parishes of St. Mary the Virgin and Bay of Islands effective 2016 October 1 st . Since 2013, The Rev. David has served as Priest-in-Charge of the Parishes of Burgeo and Ramea. That being said, he brings with him a lifetime of experience in another profession and considerable lay ministry experience in many and varied forms. THE PARISH OF BAY OF ISLANDS

Following is information from the Letter of Appointment of the Rev David

Taylor to our Parish of Bay of Islands. The letter was read at MorningPrayer held in St James Church at 10:30am on 2016 July 17 Sunday.

It is with great delight that The Most Rev. Percy D. Coffin, Archbishop of Western Newfoundland and Metropolitanof Canada, announces the appointment of

The Rev. David Tayloras Priest-in-Charge of the Parishes of St. Mary the Virgin and Bay of Islands effective 2016 October 1st.

Since 2013, The Rev. David has served as Priest-in-Charge of the Parishes of Burgeo and Ramea. That being said, hebrings with him a lifetime of experience in another profession and considerable lay ministry experience in many andvaried forms. To this new ministry position he brings a passion for Pastoral Care, experience in and a commitment toShared Ministry, varied gifts and a desire to love and serve the whole people of God.

We commend The Rev. David and Elaine, his wife, to your love and care and look forward to a very positive workingrelationship as they share ministry with the Parish families in St. Mary the Virgin and Bay of Islands. Naturally we in the Parish of Bay of Islands are very pleasedthat they have made this decision, and we look forward towelcoming them into our midst as residents of our town whenthey arrive and take up residence in the Rectory during thenext couple of months.

REPORT OFREGULAR COUNCIL MEETING OF 2016 MAY 17

Meeting commenced at 6:30 pm

! Newest council member Kimberly Herritt sworn in. Oath ofAffirmation signed.

! Adopted Minutes of Regular Meeting of May 17th and June 2nd,and Special Meeting of June 13th.

! Water/Sewer Update: Still no word on status of Phase 2Application. Repairs are needed to the current infrastructure. Clerk directed to contact Anderson Engineering for follow-up asto when these repairs will be done.

! Playground Upgrades: NLP contacted to have the shedsreconnected to power. Council will install 2 surveillance camerason the sheds.

! Council to conduct interviews with 2 applicants for the PlaygroundUpgrades. Interviews will take place on Thursday, June 30th.

! Student Summer Employment: Council selected students for theHigh School Summer Grant and Post Secondary Summer Grant. Clerk directed to contact students to have them start on Monday,July 4th.

! Route 450: Council discussed the work that is to be completed onRoute 450 as per email from DOT. Clerk directed to contact DOTre: Cuts in pavement that needs to be refilled.

! Financial Report: Adopted amended Report for May 16th meeting.

! Approved Financial Report and accounts payable of $4,983.30.

! Council agreed to get quotes for auditor reports for upcomingyears.

! Budget Variance Report: Reviewed with no follow up necessary.

! Building Permit Applications: Approved a septic systeminstallation.

! Approved 4 building permits/renovations.

! Write Offs: Approved write offs of $608.96.

! Dilapidated Properties: Council viewed letter from Lawyer’sOffice. All agreed to contact other municipalities regardingdilapidated properties and to contact property owners as to lettersthat have previously been sent regarding dilapidated conditions.

! Crown Land Applications: Council reviewed one application butdid not approve it at this time since the land area is too small toaccommodate a house with water and sewer.

! Council will not approve any applications on Harbour View Roadat this time.

! Approved Crown Land application by OBIEC to develop a trailbehind the Town Hall to connect with the South Head Trail.

! Financial Reports: Approved Financial Statements from BDOCanada for year 2015.

! Approved the Tax Receivable Summary and Tax Receivable Plan.

! Clerk to send letter to Minister of Advanced Education and Skillsre: Payments.

! Canada Day Celebrations: Clerk to contact Fire DepartmentMembers to organise fireworks at approximately 10:00 pm onJuly 1st at Blow Me Down Provincial Park.

! Clerk to contact residents regarding green space.

! Council discussed the conditions of Beacon Road (upper section). Will contact Transport Canada to make them aware of theconditions.

! Council reviewed complaint from resident of potholes on TownHall Road. The holes have now been repaired.

! Clerk directed to contact DOT regarding a complaint received reguard rail.

! Complaint received re shed location. Clerk to follow up.

! Council discussed work needed on our older Fire Truck:necessary repairs will be completed.

! Mayor Park met with OBIEC president John Parsons to analysethe repairs to the parking area on Beacon Road. Mayor Parkinformed Council of what is needed to complete the repairs. Council will have 10 loads of fill delivered if Mr Parsons canaccess a culvert.

! Clerk directed to have “No Overnight Camping” signs made forBeacon Road as per motion made previously.

! Clerk to schedule meeting with York Harbour Council and theFire Department.

! Clerk to contact MMSB regarding tires not taken.

! Council will allow TOPS to purchase cupboard for upstairsstorage.

! Motion to apply to CEEP for breakwater repairs again this year.

! Reviewed reply from Municipal Affairs re conflict of interestlegislation.

! All other correspondence reviewed with no follow-up necessary.

Meeting adjourned at 9:30 pm.

BEV HANNA-JONES’S TOUR OF NEWFOUNDLANDIS HERE AGAIN

BEV PERHAPS DOESN’T BRING HER TOUR to Newfoundlandannually, but for the past several years she has come pretty

regularly. This year is just one more successful and popular visit. Bev Hanna-Jones is a tour organiser based in Belleville, Ontario, andshe has once more brought a group of 40 visitors to our small butscenic Province. The group in the picture above boarded a plane inOntario and arrived at Deer Lake, NL, on 2016 July 24 from wherethey travelled by motor coach to Corner Brook and were entertainedby a local musical group The Sharecroppers at the Glynmill Inn, oneof Corner Brook’s finest hotels where they then spent the night.

On Monday morning they began their visit in earnest and headeddown the South Shore of the Bay of Islands, visiting some of thepopular locations like the Captain Cook Monument on Crow Hill(James Cook surveyed the Bay of Islands around 1767 for the BritishAdmiralty) and the fishing harbour facility at Frenchman’s Cove,then passing between blue waters of the Outer Bay of Islands and themajestic 800metre north face of Blow-Me-Down Mountain andentering Blow-Me-Down Provincial Park on the boundary betweenLark Harbour and York Harbour.

Of course, a trip of this nature requires some good food atlunchtime, and this was arranged by the ladies of the AnglicanChurch Women of St James, Lark Harbour, who provided anexcellent ‘pot luck’ lunch in the Church Hall of St James ParishChurch.

Some members of the tour were interested in seeing the inside ofSt James Church, and I accompanied them upstairs to give them alittle of its history and to answer some questions. The present churchwas consecrated in 1962 after the original church located near themouth of the harbour in the lower part of the town cemetery andconsecrated in 1898 was severely damaged in a wind storm and hadto be demolished.

Perhaps the highlight of the day was the afternoon visit to BottleCove at the end of Route 450. The photo above shows the entiregroup against the backdrop of the Cove itself. Most of the group thenfollowed the short trail out to Eastern Point and had a close-up view of the rugged entrance to the Cove and the sea cave which is oftenexposed to the fury of westerly gales from the Gulf of St Lawrence;today however was one of those balmy sunny days with only a lightbreeze and blue skies all the way.

Bev’s tour always seems to manage to hit one of those days whenthe Newfoundland weather co-operates fully and the magnificentscenery around the mouth of the Bay of Islands can be viewed to itsgreatest advantage. Visible from Eastern Point are some of theprecipitous cliffs which form much of the coastline of the Outer Bayof Islands, including one sheer drop of a hundred metres or morewhere, a century or so ago, a ship’s log records that a French seamanwas condemned to climb to the summit and then jump to his death,presumably for some crime which has not been recorded.

During the following days the tour will visit Rocky Harbour inBonne Bay which is part of Gros Morne National Park, for twonights; then it will return to the TCH and head eastwards to theTwiillingate turn-off; then Terra Nova National Park for three nightsto see Bonavista and Trinity and finally three nights in the capitalCity of St John’s. The entire tour takes roughly ten days, returningto Ontario from St John’s Airport.

The enthusiasm of the visitors is a great tribute to Bev’sorganising ability and choice of places to visit, and is witnessed bythe fact that some of the visitors have made this their second or eventhird trip to Newfoundland on the same tour. It is always a great joyto meet them and experience their interest in everything they see.
