In Halifax over the veekend ot the five Eastern Provinces with the
four Atlant le premiers_nd the V1(:e-Pn~mler of Quebec.
The result of thole meetin~8 was a leven~point agreement
outllnln~ the area. of co-operation between the provinces. In
arrlv1nR at the .even points,a n~ber of topics related to
offshore resourcesvere discussed IncludinR ovnershlr, financial
arrange~ents and development.

The seven points are:
1. The proposal concernln~ offshore mineral resource. made
by the Government of Canada on November 29, 1968, and al
announced in the House of Commons on December 2, 19~8. 18
not acceptable to the five Eastern Provinces.
2. The Governments of the five F.astern Provinces have aRreed
to the delineation and de,crtptlon of the offshore
boundries betveen each of these five Provinces.

the creation of a solid front to voice a slnRle stron~ opinion on the
offshore question rather than frft~mented voices as in the "past.

The depth of co-operation and the readl~e9s to discuss this

expected as well.
