About Temple

Temple delivers specialist environmental, planning and sustainability services to support investment, infrastructure development, operation, enhancement, maintenance, and renewal works in the rail sector; working collaboratively with infrastructure owners, scheme promoters, regulators, statutory agencies, asset managers, train operators, land owners, contractors and designers.

Since its formation Temple has been ever-present in the UK rail sector.

Our track record in rail dates back some 20 years: from the Channel Tunnel Rail Link (CTRL) and the Thameslink Programme through to more current projects such as High Speed Two (HS2), Crossrail2 and the London Overground Capacity Improvement Programme. Our portfolio covers high-speed, interurban, commuter and metro services, along with light rail, trams and heritage lines.

We are a registered supplier with the UK rail industry’s Achilles RISQS/Link-up scheme and via The Ecology Consultancy we sponsor our own personal track safety (PTS) trained staff. We operate a UKAS accredited, integrated Safety, Health, Environmental and Quality (SHEQ) management system that is certified to ISO 9001, ISO 14001 and OHSAS 18001.

Today our team is comprised of some of the most talented people in the rail industry. The Temple Group is recognised as a leading independent specialist consultancy working in the UK rail sector. We are recognised framework partners for TfL and Network Rail.

Noise, Vibration & Air Quality

Provision of a range of services from design advice to construction monitoring and management including the provision of:

• short and long-term noise, vibration, air quality and dust monitoring;• specialist air quality monitoring, such as Aspergillus or silica;• predictive modelling;• best practicable means (BPM) specialist advice, mitigation design, pilot

studies and testing;• agreements and section 61 consents;• site management support in the context of Best Practice; and• abatement and compliance monitoring.

We also provide an auralisation (and visualisation) tool to assist in the understanding/appreciation of noise controls and mitigation which helps refine designs and mitigation options and is of value to designers and stakeholders alike.

Ecology, Arboriculture & Landscape

Provision of expert advice on wildlife issues including:

• site specific and programme wide ecological surveys;• tree surveys and BS5837 reports;• ecological impact assessments and mitigation advice (including biodiversity

Project: HS1 / HS2 Link Client: HS2 Limited Date: 2012 – 2013Services: EIA, noise modelling and assessment, GIS constraints analysis, property demolition counts and analysis, environmental guidance and advice.Temple supported an innovative tunnelling design to connect the new and existing high speed lines between the proposed Old Oak Common HS2 Station and HS1. This scheme has been adopted in part by HS2 and also by TfL as part of its Crossrail 2 commission.

Project: HS2 Phase 2 Client: HS2 Limited Date: 2011 – 2016Services: AoS, environmental support, habitat regulations assessment, communication and consultation.Temple (working in partnership with RSK) supported Phase 2 of HS2 which runs from the West Midlands to Manchester and Leeds since 2011. Using an innovative GIS enabled tool and our experience from Phase 1 we helped sift hundreds of route options; ensuring environmental and sustainability was considered alongside engineering, cost and other considerations in arriving at a preferred route. This work and further appraisal led to a number of Sustainability Reports which have helped Government make informed choices on the schme and played an important part in the consultation and communication programmes.

Project: High Speed Two Phase 1 Client: HS2 Limited Date: 2009 – 2017Services: AoS, EIA, EqIA, HIA, habitats regulations assessment, carbon assessment, communication and consultation, support to Hybrid Bill. Temple prepared and delivered the Appraisal of Sustainability (AoS) first with Booz Allen Hamilton and then the EIA for Euston, London and Country South in conjunction with ERM and Mott Macdonald and are supported the HS2 Hybrid Bill, through to Royal Assent in 2016.

Project: HS1 / Channel Tunnel Rail Link (CTRL) Client: Various CJV contractors Date: 1997 – 2007Services: noise, vibration and air quality monitoring, construction environment management, ecology, surface and ground water. Temple worked with 12 CJV contractors over a 10 year period covering around 80% of the route. We helped secure a number of awards for CTRL for construction excellence and performance and secured some significant project cost and time savings with our innovative and collaborative approach.

Project: HS2 Phase 2b Client: MWJV Date: 2017 - Present Services: EIA, environmental design management, socio-economic assessment, survey management and co-ordination, ecological surveys and assessment, habitat regulation assessment, noise surveys and assessment, air quality assessment, stakeholder engagement Temple are currently supporting the design development and EIA for the western leg of Phase 2b as part of the MottMacDonald- WSP JV. Temple are delivering technical assessments for sound, noise and vibration, air quality, ecology and socio-economics. Temple are also providing Lead Environment Manager, design development managers, stakeholder engagement managers, Survey Co-ordination Manager, EIA authors and EIA co-ordinators.

Project: HS2 Euston Station, Cumulative HGVs Client: Arup Date: 2019Service: noise vibration & air quality services, habitat & ecology servicesThis assessment considered whether Environmental Minimum Requirements (EMRs) for air quality in respect of the HS2 Phase 1 project will continue to be met around Euston with revised construction traffic. The assessment built on the results of the Supplementary Environmental Statement 2 and Additional Provisions 3 Environmental Statement (SES2 and AP3 ES), which identified likely significant effects from the project and therefore determined the EMRs for the project. The assessment used a semi-empirical approach to determine whether the EMRs were likely to be met.

Project: HS2 Enabling Works – Habitat & Ecology services Client: Fusion JV Date: 2017 - Present Services: ecology, arboriculture and habitat mitigation services.Temple is supporting Fusion JV (JV (BAM Nuttall-Ferrovial-Morgan Sindall) in the identification and management of animal and plant species on or near the planned HS2 route in compliance with the HS2 Environment Statement and relevant standards.

Project: Crossrail 2 Client: Transport for London Date: 2015 – PresentServices: environmental design management, EIA and specialist topic assessments, GIS constraints analysis, environmental guidance and advice, sustainability services.Planned to deliver 200,000 homes and jobs, Crossrail 2 is the next major rail infrastructure programme in South East England due to be delivered by the early 2030s. We are working in partnership with Mott MacDonald, ERM and WSP to deliver the EIA/ES and are currently engaged on environment and sustainability route options appraisal and providing environmental guidance and advice.

Project: The Elizabeth Line (Crossrail 1) Client: BAM-Ferrovial-Kier (BFK) / Costain Date: 2011 – 2019Services: air and noise monitoring, environmental consenting, environmental management.The Elizabeth Line will help to drive regeneration along the length of the route. It is projected that the new line will support the delivery of over 57,000 new houses. We are supporting Tier 1 contractors at Farringdon running tunnels, Paddington New Yard, Bond Street and Tottenham Court Road Stations to manage construction noise and air pollution. The completion of Crossrail will make Farringdon one of the biggest transport interchanges in Britain with 140 trains per hour.

Project: HS1 / HS2 Link Client: HS2 Limited Date: April 2012 – October 2013Services: acoustic modelling, noise monitoring, air quality monitoring, construction environment management, ecology.

Project: Thameslink Programme Client: Railtrack (Network Rail) Date: 1997 – 2005 Services: EIA and specialist services, ES, communication and consultation, sustainability, waste, HIA, design services, CEM, sustainability design workshops, environmental management, support to TWAO process.The £5bn Thameslink programme includes introducing a new viaduct between London Bridge and Blackfriars together with new and improved stations to accomodate 12 car trains. Services included specialist reports in heritage, natural resources, amenity and an ‘alternatives report’. The ES recieved an outstanding rating from IEMA. We delivered the reports to a challenging timeframe and these provided an excellent platform for consultation with some 60 stakeholder parties and informed the basis of 300 legal agreements to protect residents and businesses. We provided support to the TWAO process including expert witness testimony.

Project: Blackfriars Station Upgrade Client: Railtrack (Network Rail) Date: 2000 – 2005Services: sustainability advice.Our sustainability advice and environmental recommendations on Blackfriars station included some of the UK’s first CEEQUAL assessments. This led to the deployment of some 4,400 photovoltaic panels on the roof enough to provide up to 50 per cent of the station’s energy, as well as other numerous sustainability initiatives, which secured a number of awards.

Project: London Overground Stations Programme (LOSTAT) Client: TfL Date: 2014 – 2018Services: planning statement, environmental advice, planning application, attendance at planning committee, s106 negotiations, lighting, noise assessment, arboriculture, traffic and transportation.Temple worked with London Overground to provide planning and environmental advice for the London Overground Stations Programme (LOSTAT). This programme includes extending stations to enhance access points and increase passenger flows. Temple has supported London Overground at West Hampstead Station, Hackney Central Station and Finchley Road and Frognal Station.

Project: London Overground West Anglia Stations Programme (WASP) Client: TfL Date: 2014 – 2015Services: environmental appraisal and assessment, GIS.Temple worked as the Environmental Advisor on the West Anglia Station Programme (LOWASP) which was associated with the devolution of the railway line from Liverpool Street Station to Enfield, Chingford and Cheshunt from Greater Abellio to London Overground.

Project: LOCIP Client: TfL Date: 2012 – 2016Services: environmental assessment, environmental management, town planning, ecology, noise, air quality, invasive species, contaminated land, CEM, GIS.The award-winning £320m LOCIP scheme successfully delivered 5-car trains on the East London Line in November 2014 and North London Line in May 2015. The challenging project utilised innovative engineering and exceptional project management to increase the capacity of the line by 25% within just 20 months from TfL Board Approval.

Temple were the Environmental Advisor on the LOCIP, providing advice on all aspects regarding environmental impacts and opportunities, planning strategy and helping to ensure that sustainability was prioritised throughout the project.

Project: New Cross Gate Depot Client: TfL Date: 2013 – 2016 Services: town planning advice, planning statement, design & access statement, sustainability, ecology, noise, air quality, contaminated land, invasive species, GIS.In order to accommodate longer trains as part of the London Overground Capacity Improvement Programme (LOCIP), the Depot needed to be extended. Temple obtained two planning permissions for an extension at New Cross Gate Depot and supported London Overground in discharging all associated planning conditions during the construction works.

Project: Docklands Light Rail (DLR) Dagenham Dock Extension Client: TfL Date: 2006 – 2008Services: environmental services support, EIA, sustainability statement, flood risk assessment, carbon footprint, statutory and public consultation.This 6.5km extension of the DLR network in East London was proposed to extend from Gallions Reach in Newham to a new terminus at Dagenham. We delivered the EIA as part of the Transport and Works Act Order application. The scheme was deferred during 2008/09 and is now being taken forward as an extension of the London Overground network at Barking Riverside.

Project: Heathrow Airtrack Client: CJ Associates (on behalf of Heathrow Airports Ltd) Date: 2007 – 2009Services: EIA and specialist topics, ES, sustainability statement, HIA, communication and consultation.The proposed Heathrow Airtrack Scheme was designed to increase the public transport connectivity to Heathrow Airport through the construction of a new section of railway track from Staines to Terminal 5 alongside the provision of additional rail services from Waterloo to Reading, Guildford and then to Heathrow T5. Temple prepared the EIA and delivered the ES for the prefered scheme as part of a Transport and Works Act Order, which is now being taken forward as part of the Western and Southern Rail Access programmes.

Project: London Tram - Dingwall Road Loop Client: TfL Date: 2014 – 2017Services: EIA, ES, traffic and transport, water resources, archaeology, socio economics, noise, air quality, GIS, arboriculture.Temple advised on the preperation of the EIA for the Tramtrack Croydon (Dingwall Road Loop) Order which was for an extension to the existing tram network in Croydon as part of a Transport and Works Act Order. The scheme involved providing a new link to the existing tram network and a new tram stop on Lansdowne Road to support the rapid regeneration taking place in Croydon and anticipated demand on services.

Project: Docklands Light Rail (DLR) Stratford to Bow Double Tracking Client: TfL Date: 2014 – 2016 Services: environmental appraisal, noise, air quality, ecology.In order to add capacity and build resilience onto the DLR network between Stratford and Bow, DLR are proposing to twin track a section of track to allow two way train movements. Temple provided early environmental advice to DLR at the feasibility stage of design, including noise, air and ecology appraisals.

Project: Sussex Power Supply Upgrade Client: Network Rail Date: 2015 – 2019Services: noise surveys and operational noise assessment.The South East Sussex route continues to see passenger growth and is identified to benefit from an improved train service over the next 10 years. Network Rail is delivering the Sussex Power Supply Upgrade (PSU) in 2014-2019 to support timetable and rolling stock changes planned as part of the wider upgrade of the Thameslink services. Temple supported Network Rail’s team in liaising with the relevant Environmental Health Officers and undertaking the requisite noise surveys (in accordance with BS4142 and BS7445: 1991 part 2) and operational noise assessments (in accordance with BS4142) associated with these works.

Project: Great Western Electrification Programme (GWEP) Client: UK Power Network Date: 2014 – 2016Services: construction noise, vibration assessment, section 61 consents.The Great Western Electrification Programme (GWEP) will enable around 1,000 kilometres of railway to be electrified between London and Cardiff for the introduction of Intercity Express trains by 2018. We supported UK Power Network and Colas in the management and monitoring of construction noise and vibration ensuring minimal impact on their programme.

Project: HS1 / HS2 Link Client: HS2 Limited Date: April 2012 – October 2013Services: acoustic modelling, noise monitoring, air quality monitoring, construction environment management, ecology.

Project: Norton Bridge Client: Network Rail Date: 2011 – 2012Services: environmental assessment and surveys, EIA, ES, environmental guidance and support during design development, consultation, GIS analysis and constraints mapping, carbon modelling, sustainability appraisal, CEEQUAL assessment.Part of the £270m Stafford Area Improvement Programme, the proposed works at Norton Bridge junction were classified as a Nationally Significant Infrastructure Project (NSIP) and required a Development Consent Order. The scheme comprised a new grade separated railway junction on the West Coast Main Line north of Stafford, with associated highway improvements, major gas and oil pipeline diversions, deep cuttings, multiple bridge construction and watercourse diversions. Working alongside Network Rail and the Designer, we also identified some £18 million in project savings as a result of environment re-design and secured one of the highest CEEQUAL ratings for a major project.

Project: Pudding Mill Gantry Client: Capita/Network Rail Date: 2014Services: construction noise, vibration assessment, section 61 consents.The high profile project was part of the critical path for the Eastern Crossrail enabling works tunnel portal. We carried out detailed construction noise and vibration assessments for the relocation of overhead electrification gantries to make way for Crossrail infrastructure and sought Local Authority dispensation via the Section 61 process thereby minimising delay to the construction programme.

Project: Kent Multi-Functional Framework Project support Client: Costain & Network Rail Date: 2015Services: environment manager, construction environment management, noise, ecology, design interface.Temple assisted the Kent MFF in mobilising environment teams and resources to take forward a challenging programme of some 100 projects and schemes across Kent and Sussex, including all necessary consents and approvals. This included working with design teams and planners to identify and mitigate environmental impacts in construction methodologies. We also provided a number of training courses and “toolbox” talks to increase awareness of sustainability and the beneficial effect that this can have in construction in rail.

Project: Dover Sea Wall (Kent MFF) Client: Costain & Network Rail Date: 2015 – 2016Services: ecology, construction environment management.In December 2015 strong winds and high tides caused severe damage to the sea wall and track between Dover Priory and Folkestone Central. The extent of the damage means that major reconstruction is required. Temple supported the emergency works over the Christmas period and is now supporting the permanent work to secure the 750m sea wall.

Project: : Cooling the Tube Client: TfL Date: 2009 – 2011 Services: noise monitoring, vibration monitoring, air quality monitoring.Temple supported TfL in the Cooling the Tube Programme by providing specialist environmental monitoring on the Victoria Line mid-tunnel ventilation upgrade programme, used by 200 million passengers per annum. The works included upgrading fans to facilitate an improved airflow rate providing a cooler travel experience. Temple set up a comprehensive environmental monitoring regime to address round the clock real-time noise and vibration, air quality and strain movement issues.

Project: Northern Line Extension Client: Ferrovial/Laing O’Rourke JV (FLO) Date: 2014 – PresentServices: noise monitoring, vibration monitoring, air quality monitoring. TfL plans to extend the Northern line to Battersea (with two new stations at Nine Elms and Battersea Power Station) to help regenerate the Vauxhall, Nine Elms and Battersea areas, supporting 25,000 new jobs and more than 20,000 new homes. Temple is supporting the Ferrovial Laing O’Rourke (FLO) JV, as an integrated part of the environmental team, during the construction of this extension of the Northern Line.

Project: East Anglia CP6 Client: J Murphy and Sons/ network rail Date: 2019Services: ecological services.Works undertaken have included bat inspections of 8 different rail bridge sites in north east London and ecological scoping surveys of 10 sites across Essex and Norfolk. As part of the works we have also carried out Phase ll surveys for both badger and great crested newts and the creation of a EPSM licence application for great crested Newt. ECoW supervision has been undertaken for a range of protected species including reptiles and breeding birds. In line with Network Rail policy a Biodiveristy Net Gain Assessment has been undertaken at all sites subject to an ecological coping survey.

Project: Reconnecting Soham Client: Robert West Consulting/ network rail Date: 2020Services: environmental surveys, environmental consenting, environmental design management, construction environmental management Temple are currently providing environmental assessment, environmental survey, pre-construction advice and consent support to the Reconnecting Soham project. The scheme seeks to deliver a new railway station at Soham, to support wider economic growth, job creation and investment in the area. Temple are part of a team delivering the project of behalf on Network Rail which includes Volker Fitzpatrick and Robert West Consulting.

Project: Stanford Le Hope Client: C2C Date: 2018Services: planning consultancy, sustainability assessment; noise, air quality and ecology assessments.Temple led the design team in drafting and submitting a planning application for a new station at Stanford Le Hope. The scheme comprised new station facilities, a transport interchange, retail and passenger facilities and a new access over the rail line. The scheme was approved at planning committee in 2018.

Project: HS1 / HS2 Link Client: HS2 Limited Date: April 2012 – October 2013Services: acoustic modelling, noise monitoring, air quality monitoring, construction environment management, ecology.

Project: Northern Powerhouse Rail Client: Mott MacDonald/Network Rail Date: 2017 - Present Services: environmental options appraisal, noise appraisal, GIS.Temple is supporting Mott MacDonald and Network Rail in the development of route options for a major rail programme running west to east, connecting a number of major cities in the north of England. The route is likely to run on some new line, with enhancements to existing line in other areas and aims to reduce travel times and increase reliability and capacity. Temple is providing expert environmental advice around the sifting of options as well as employing it’s innovative GIS based environmental constraints analysis tool, the SORTool. In addition, Temple is carrying out the noise appraisal work feeding into the sifting process.

Project: Project Quicksilver Client: Transport Systems Catapult (TSC) Date: 2014Services: project management, communication and consultation.We were commissioned by TSC to conduct a market engagement and stakeholder communication with all Train Operating Companies (TOCs) and Freight Operating Companies (FOCs) to determine demand and requirements for on-train communications. We completed this engagement in record time and used our findings to drive the Network Rail business case for Wi-Fi on trains.

Project: Intelligent Mobility Client: Transport Systems Catapult (TSC) Date: 2013 – 2014Services: strategy development, sustainability. Our team worked with TSC to analyse and develop a future vision of transport, soliciting views from different parts of the industry and interrogating global and local trends. We worked with TSC technologists to redefine the concept of Intelligent Mobility recognising how technology driven, user focused networks create sustainable systems, enabling opportunities for improved efficiency, jobs and economic growth.

Project: Embedding Sustainability in Rail Client: Department for Transport Date: 2013 – 2015Services: sustainability, consultation. Temple, the Transport Research Laboratory and the University of Birmingham were commissioned by the Department for Transport (DfT) to evaluate the reasons why sustainability is not been fully embedded at the project level, holistically or consistently. The aim of the study was to understand the reasons behind this and identify actions DfT could take to help embed sustainability in the major rail infrastructure projects it specifies and sponsors.

Project: Rother Valley Heritage Railway Client: Rother Valley Railway Ltd Date: 2013 – 2014Services: EIA and specialist services, ES, statutory consultees liaison.The scheme comprised the construction of approximately 3.4km of single track railway line on the alignment of the former railway between Northbridge Street, Robertsbridge and the B2244 Junction Road near Bodiam. The section of the track is the ‘missing link’ that would enable trains on the Kent & East Sussex Railway to run the full distance between Tenterden in Kent to Robertsbridge in East Sussex. Temple undertook the EIA, consultation with statutory bodies and prepared an ES to support both a town and county planning application and a forthcoming Transport Works Act Order application.
