The Mad Dash to the Finish

This has been one of the busiest and most insane legislative sea-sons in the history of the General Assembly. 6500+ bills were filed in a short time, then in an even shorter time they were man-dated to pass one house or the other. This resulted in a massive crunch in timeframes. Add to that the difficulties of adjusting to new committee and filing rules along with having to lobby virtu-ally via zoom or text, and well it has been one for the books.

Speaking of Lobbying Virtually – THANK YOU to everyone who came out for the first (and hopefully last) ABATE Virtual Legislative Day. We had dozens of volunteers from around the state and had good participation from the legislators that showed up via zoom. ABATE was able to have longer conversations with each of the legislators, and it allowed ABATE members to see / hear from legislators that they normally would not meet with. Representative Rita Mayfield really made an impression, along with Dan Caulkins and Tom Morrison who zoomed us from the House Floor. Several other Reps and Senators zoomed with us from their offices too. Then later on over 40 Representa-tives and Senators joined us for an in person reception at the State House Inn, including the Minority Leaders of the House (Jim Durkin) and Senate (Dan McConchie).

If you have been following our Facebook page, you have seen how our actions at Legislative Day directly impacted action on the floor of the Illinois House. On Legislative Day, Representa-tive Avery Bourne addressed the issue of the 500% increase in trailer plates in a speech on the house floor using data provided by ABATE. Representative Rita Mayfield approached her and told her she would help in the repeal of this fee after she had spoken passionately to ABATE about the issue earlier in the day. The next day Representative Tim Butler spoke about the bill to repeal these fees (HB636) , how it had more sponsors than it needed to pass, and how if Representatives had attended the ABATE Reception “last night” , they would know how bad the impact of these fees are. He was joined by Representative Marty Moylan (member of Northern IL ABATE) in agreement. After Marty made his remarks about the need to fix this for the people of Illinois, the house erupted in cheers. This is notable because there is no public access to the House, which means it was Rep-resentatives cheering this on. This is the power of ABATE and grass roots lobbying.

Speaking of HB636, while it is bottled up in committee – I hear that a compromise might be on the way. Stay tuned to the emails, and social media during the month of May to see what actions ABATE may need to take. We still have 3 legislative priorities & 2 ally bills alive right now and the bill numbers on two of the five will likely change. Here is where we are at so far. AT THIS MOMENT, all bills opposed by ABATE are dead. They could be resurrected by a shell bill, but we will alert you if this happens. For once we are on offense this season, it’s kind of nice.

ALLY Bills in play – These are bills where the sponsor made changes to language that could have negatively impacted ABATE members in exchange for our support of the bills. It was never their intention to do anything against ABATE, it was just unintended consequences of the original bill language. These sponsors are our friends.

HB96 – Vehicle tinting. Allows those with brain injury to have fully tinted windows. It has passed the House and awaits Assign-ment in the Senate.

SB58 – Vehicle Revenue. Fixes the double taxation of Vehicle Trade ins. It has passed the Senate and awaits Rules Committee in the House. (Note: Bill summary is incorrect, the language raising taxes on motorcycles has been removed)

ABATE BILLS / Priorities in Play

HB656 – Motorcycle Passengers Update. Bill requires that a passenger be able to touch a foot rest. ABATE was approached about a potential ban on Children on motorcycles because of numerous instances of people putting very small kids on gas tanks and riding at high speeds. After researching the issue, we found that the law already required a passenger to ride behind the driver, and that foot rests must be present. We simply sug-gested that a passenger should touch a foot rest instead of ban-ning kids. Everyone agreed to this compromise. There is nothing

in this bill that prevents foot rests from being extended to reach shorter passengers. The bill passed the House unanimously and awaits assignment in the Senate. Call your State Senator and ask them to Sponsor HB656.

SB150 (Sen Amendment 1) / SB1231 (Senate Amendment 1). This is the agreed language bill with Polaris Inc, that allows them to start selling a Large Off Highway Vehicle in Illinois but does not allow it access to trails protected by the Off highway Vehicle Trails fund in Illinois. These vehicles are significantly larger than an average side by side and will still have access to some trails and parks in Illinois, but will not be on the trail with smaller dirt bikes, ATVs, and average side by sides. We thank Polaris for working with ABATE to come to a compromise on this issue that ends in a win for both groups. Bill(s) is currently in Transportation Committee in the Senate.

TA PLATES – HB36 & HB636, plus numerous others – Re-peals or reduces the increase from $18 to $118 of TA class trail-er plates. There are nearly a dozen bills on this issue. HB36 & 636 have enough sponsors to pass on their own but can’t get out of committee. There may be a discharge petition to force them out of committee forthcoming. Stay tuned to ABATE Social Media and emails for the latest as we do expect some kind of action to happen here.

Brothers and Sisters,

As we move into May and the riding

season, I want to provide you with some things to think about as

you interact with other riders and work to recruit additional

members into our movement. As you read this, think about how

you would answer the following two questions. How do you

describe ABATE to someone or to a group? What are the items

you highlight about our mission or our accomplishments?

ABATE is a motorcycle rights organization. We are a political

organization that gets involved in legislation to ensure we are

able to ride free while sharing the road with other vehicles. This

could be legislation dealing with transportation infrastructure,

motorcyclist profiling, or ensuring autonomous vehicles can rec-

ognize motorcycles. If you haven’t yet, go read Josh’s legislative

column for an update on the bills we are currently working on

during this legislative session.

We are also an educational organization. Providing instruction to

both motorcyclists and non-motorcyclists. We provide infor-

mation to enhance the non-motorcyclists’ awareness of what to

look for and how to interact with a rider when sharing the roads.

We educate motorcyclists on steps they can take to be safer rid-

ers, like taking a riding course, and things they can do to be seen

when they are out on a ride. In both of these messages, we need

to continue to encourage each to ride and drive responsibly and

show respect towards all other road users.

In short, ABATE works to ensure motorcyclists are free to ride

what they want, when they want, where they want, with whom-

ever they want, and safely return home to their families after

each ride.

I appreciate what you have done and will do for ABATE of Illi-

nois and the motorcycling rights movement. I look forward to

seeing you at events and meetings throughout the year.

Hello All,

We have had some great events happening

already this year and I am excited to see what else will happen

the remainder of the year.

I was able to attend Heartland STEAM along with roughly 150

other people from Minnesota, Wisconsin, Iowa, South Dakota,

North Dakota and Nebraska. It was a great networking time

with other states and learning about the various issues we all

face depending on the state, there are many things in common

that are being worked on. Learned about what the MRF is do-

ing legislative wise and what they have accomplished in the

last year. As we all know COVID has put a damper on being

able to get into our legislators and tell them about our issues.

With perseverance we will prevail. There were breakout ses-

sions on various topics covered, something for everyone in

attendance. It was a great opportunity to see how things work

so we can have a successful event next year.

I have started working on the details for S.T.E.E.L. and Heart-

land STEAM that will be in 2022. If there is anything you

would like to see at S.TE.E.L. please send me an email

[email protected]. I have received some surveys that were

handed out at S.T.E.E.L. with some great ideas and would love

to hear more about what you as members are looking for.

With Illinois hosting Heartland STEAM next year, I would like

all the chapters to create an event that the proceeds will be do-

It is Motorcycle Awareness Month and that means it is time to

get Motorcycle Awareness Month Proclamations from Mayors,

Supervisors, and Presidents. The proclamations are available on

the website at www.abate-il.org, so head there to download a

copy and get them signed. I would like to congratulate the

chapters of DuKane, Starved Rock, Peo-Taz, and Freeport for

already having collected proclamations and encourage the rest

of you to do so. Having our name and motorcycle awareness

out there is beyond important, especially with a month dedicat-

ed to it.

SOCIAL MEDIA! SOCIAL MEDIA! SOCIAL MEDIA! I have

talked for months about the importance of having our presence

in our local communities. Each city, town, and village in Illi-

nois needs to know who A.B.A.T.E. of Illinois is and what it is

we do. Motorcyclists need to know the same thing. If they do

not know who we are and what it is that we do, then what are

we accomplishing? We talk a lot about dwindling membership

and the lack of interest from communities. If we do nothing to

fix that by getting out there, it will not change. I have asked all

chapters to get on social media, and more specifically the plat-

forms of Facebook (page not group), Twitter, and Instagram.

This past month, Northern Illinois A.B.A.T.E. joined the chap-

ters that have done so. That makes a total of 8 out of 47 chap-

ters. That is not enough. We need all chapters and all hands on

deck with this. I am hoping that regional coordinators can help

me with this and get more chapters to create these accounts. I

am here to help you with this if needed, as I have offered since

day 1. Social media is part of the future and part of the progres-

sion of A.B.A.T.E. of Illinois. You can find A.B.A.T.E. of Illi-

nois on Facebook, Twitter, Instagram, and YouTube. We need

ALL of the chapters there with us, so please get on this.

If anyone has missed it, ‘This Week in A.B.A.T.E.’ is now at

8pm. Episodes are the first Tuesday and then every Wednesday

the rest of the month on our Facebook Page live. Myself and

Ski do this to bring transparency to all chapters and keep them

updated on everything we’re doing and events around the state.

Please tune in every week. If you have flyers to get on the pro-

gram, I need them e-mailed to me 2 days before the episode or

they will not make it on. The first Tuesday episode will feature

a guest host with Ski. Thank you to Tiffany Cipoletti of the

AMA for joining us last month.

Article to be Amended: Article 5 – Chapters of the corporation Section 2. Formation D) Chapter Officers. Each Chapter shall have at least the fol-lowing officers: President, Treasurer, Secretary, Safety & Edu-cation and Legislative Director. No person shall be an officer of more than one chapter. Each Chapter Officer shall work with their Executive Board counterpart. Officers of the chapter must be a member of the chapter. The following positions are ex-empt from the holding two (2) or more offices: President and Secretary. All other officers may hold two (2) or more positions if needed. A person may hold only one of the following positions: President, Vice-President, Secretary and Treasurer. They may hold more of the other positions if needed.

Article to be Amended: Article 3, Section 6 – Attendance; Paragraph B. All Board of Director Representatives must attend meetings of the Board. If attendance is not possible, that Representative must ensure that a replacement attends the meeting to ensure that the chapter is represented.

A) If a chapter misses two (2) consecutive meetings in a calendar year, all the members of the offending chapter will be notified of the absence by the most efficient means availa-ble, such as email, texting or calling, or by regular mail after the second absence. Chapters that continue to be absent will be listed in the State newsletter, without additional letters being sent to chapter members.

B) Chapters must attend at least one three meetings per calendar year. Chapters not attending at least one three meetings per calendar year will face a charter review. This proposed amendment is still in committee

NO ONE STOPS TO ASK FOR DIRECTIONS ANY-

MORE -JUST ASK ED

When riding around the country I remember the simple joy of

stopping and asking for directions. That stop was part of the

journey. I looked forward to asking for help from someone who

wanted to give it. More likely than not I would be handed more

information than I ever thought I needed, but did. Asking for

the best way to get somewhere -what a perfect way to start a

conversation with a stranger. Friendly is the middle name of

people in this part of the country. More often than not, you get

so much more than you ask for. When you ask, time would

pass and pass. You would learn – important stuff. I miss that.

Nowadays with a GPS you have that person that you don’t

know with the pleasant voice telling you where to go. She nev-

er tells you about the best barbeque or about the shortcut that is

not on the map, or about the road commissioner that just put

that black sticky stuff with chat on the main drag to the place

where you wanted to go. And she doesn’t tell you about how

business has been or about the FLH that was ridden to Santa

Monica on Route 66, or the speed trap two miles down the road

waiting for yankees – you know, important stuff. And she nev-

er mentions the spot where Lincoln broke up with his law part-

ner just as you go over the Mackinaw River bridge - north of

Delavan. And there is never a thought about telling you about

where to get the best, cheap, good gas without ethanol, or the

best biscuits and gravy. Miss those days, so I am making a

point of doing something different – stopping and asking a real

person for directions and listening to everything else they want

to tell me, and as Ed Schetter, a friend of mine in Ohio says,

“Enjoying the freedom of the Ride'.” Who needs a GPS?

PLAYING MOTORCYCLE ROULETTE - THE MOST

IMPORTANT ARTICLE YOU WILL READ REGARD-

ING YOUR MOTORCYCLE/AUTOMOBILE INSUR-

ANCE POLICIES.

Like playing Russian Roulette? How about for $100 bucks a

year? Worth it? Absolutely not. But that’s what you’re doing if

you don’t buy adequate uninsured/underinsured motorist cover-

age for all of your motor vehicles, but especially for your mo-

torcycle. Studies by the Insurance Research Council indicate

that up to 14 percent of drivers do not carry any sort of cover-

age. And I bet they make up the worst drivers. That is one in

eight. And some say that figure is going higher. Even more

have inadequate coverage - 25k is not insurance. That is just

enough to piss a guy off if you are lying in the hospital with a

100k hospital bill and still more bills to go. Then how do you

pay your medical bills, mortgage/rent payments and living ex-

penses? What about pain, suffering, temporary and permanent

impairment? The answer is having adequate uninsured/

underinsured motorist coverages that you buy. Without it, you

may be out of luck - financially.

If you don’t have significant uninsured motorist/underinsured

motorist coverages (UM/UIM coverage), you are unprotected

against the driver with no insurance or inadequate insurance. If

you carry the legal minimum coverage, you may be in compli-

ance with the law, but you are woefully underinsured if you are

seriously injured. In other words the roulette game is on for

you.

Let’s say you get injured in a crash that is the other guy’s fault.

You have medical bills, lost wages, pain and suffering of

$200,000.00. The other guy has minimal coverage of $25,000.

His insurance company pays you the $25,000.00 as that is all he

has, leaving you with $175,000.00 of uncompensated damages.

If you do as I say, you can claim money for your additional

losses from your own insurance company under your UM/UIM

coverage. But you can only make a claim for your losses to the

extent that your UM/UIM coverage exceeds the coverage of the

other guy. Of course, the higher your uninsured/uninsured lim-

its, the better your protection. So just do it. Be easy on me

when you call and tell me you are in the hospital and that the

adverse has no insurance, and that you did not follow my “I told

you so” advice. I will keep my thoughts to myself.

MOTORCYCLISTS ARE SCREWED AGAIN?

TOWING PROTECTION IN INDIANA, ILLINOIS AND

OHIO

Q. I recently met with an official at the Illinois Commerce

Commission to talk about the legality of towing cars from an

apartment complex. I am a tenant and was looking to find out

under what circumstances the owner’s association can tow

someone’s car. While talking to the official I asked about mo-

torcycles being towed. She told me that the I.C.C. does not reg-

ulate motorcycles being towed like they do with cars. Does this

mean that my motorcycle can be towed away much easier than

a car then be charged higher rates because they aren't regulated.

After speaking with an officer from the Illinois Commerce

Commission, he advised me that motorcycles are, in fact, ex-

empt from regulation from the ICC. This is due to the fact that

special equipment is needed to tow a motorcycle so towing

companies are allowed to charge as they see fit. (Which leads

me to believe it is more difficult to tow a motorcycle) The ex-

emptions are found under 625 ILCS 5/18, which states that “this

Chapter shall not apply to the relocation of motorcycles. Such

relocation shall be governed by the provisions of Section 4-203

of this Code.” Section 4-203 does not impose any cost re-

strictions on towing motorcycles.

A. Ron, it looks like we motorcyclists were left off the list

of protected species in Illinois where the legislature saw fit to

protect autos from gouging rates. The protecting statute limits

the tow bill for cars but does not apply to motorcycles. It seems

the same pirates gouging cars would want to gouge us as well.

Now the tow companies in Illinois can do it with a vengeance

by saying that the legislature allows them to charge what they

want. Ohio also has legislation on maximum tow charges, but

does not exclude motorcycles. Indiana has not enacted any pro-

tections against gouging tow bill rates (maybe the towing com-

panies are kinder and gentler there). Also, some local cities and

towns may have ordinances that regulate tow fees. Keep me

posted – we may need a law.

Since we have had many questions about towing laws here is the

towing law in Indiana and Ohio is remarkably the same in that

they skip motorcycles. In Indian it shall be unlawful to charge

any fee associated in any way with the towing and storage of a

vehicle under this chapter, except as follows: For the towing of a

vehicle, the maximum fee shall be one hundred and fifty dollars

($150.00); For the storage of a towed vehicle, the maximum fee

for each twenty-four-hour period of storage shall be thirty dol-

lars ($30.00); provided, however, that a storage fee may not

begin to accrue until twenty-four (24) hours have passed since

the vehicle arrived at the vehicle storage facility with a limit of

($2000); A tow business is permitted to require proof of insur-

ance for the vehicle if the owner wishes to drive the vehicle

from the storage facility. A tow business is prohibited from

denying release of the vehicle based on proof of insurance but

may charge a set out fee not to exceed twenty-five dollars

($25.00) for removing the vehicle from the storage facility. ....

(T)he fee limitation does not apply to a towed vehicle having a

gross vehicle weight of thirteen thousand (13,000) lbs. or great-

er. If it is determined that a vehicle is towed in violation of this

chapter, towing and storage fees which have been paid may be

recovered by the vehicle's owner. Liability for damage to a

towed vehicle is not limited by the provisions of this chapter.

When the vehicle's owner is present and desires to remove the

vehicle from a parking lot before it is towed, the vehicle shall

not be towed nor a fee charged; however, if a tow truck is at-

tached to the offending vehicle and at least two (2) tires have

been lifted off the ground at the time the vehicle's owner arrives,

the vehicle shall not be towed but shall be released to the owner

upon cash payment of a reasonable fee, not to exceed one half of

the regular towing fee in lieu of towing the vehicle. PLEASE

NOTE THE PRECEDING!

STONEY LONESOME MOTORCYCLE CLUB - HOW TO

LIVE ANOTHER 60

(A PREVIOUSLY ASKED QUESTION FROM ROY GAR-

RETT OF DIRT AND WORTH REPEATING)

Q. Rod, Stoney Lonesome Motorcycle Club has been around

since the 50’s. We own around 300 acres in Brown County that

we operate as a private club for off-road motorcycle events,

many of which are sponsored by the AMA. The AMA events

usually involve minors. Having dodged a few lawyers/lawsuits

involving minors in the past, what do we need to do to make

sure that we are not cleaned out by a lawsuit that could exceed

our insurance limits? And can you help us? Roy Garrett -

ABATE/Dirt Off- Road Director.

A. We will do our best to prepare waivers that will help protect

your organization against lawsuits. In today’s litigation world,

courts are routinely recognizing the validity of waivers and are

enforcing them so long as they are clearly written and are fair.

A few years back, Imre Sauter of the AMA sent a letter referring

to a lawsuit filed by an 18 year-old alleging negligence against a

ski operation. Sadly, that 18 year-old was severely injured. Alt-

hough he was 17 at the time of signing the waiver and 18 at the

time of the injury, the court held that the waiver was clear, fair

and that he had reaffirmed that waiver by subsequent use of the

ski facility. I cite this case as an example of how the courts will

work with us and enforce waivers, if they are done properly.

My greatest fear is an injured minor who was accompanied by

an adult that arguably did not have the authority to sign the

waiver for the minor. I also recommend that the Club form an

independent company to lease your facility for all the AMA

events involving minors. That company would have complete

control and responsibility for the activities on race days and

would include requirements to inspect for safety.

Stoney Lonesome’s responsibility should be limited to the leas-

ing of the facility and the complete delegation of the AMA event

activities to this new leasing entity. That company should ob-

tain the signatures of the custodial parents of the minors in-

volved in the AMA event. This should be done on site at regis-

tration, or in advance if possible. In a pinch, a waiver could be

sent to the custodial parent by email (cell phone and the like)

with a text consent and acknowledgment. This is not perfect but

beats nothing and I believe the courts would uphold such a

waiver.

And don’t forget my “YOU ARE A TRESPASSER IF YOU

AND ANY MINOR WITH YOU DIDN’T SIGN A VALID

WAIVER” sign, that should be posted prominently on the prop-

erty at the registration point and other high traffic areas. I know

that does not look very neighborly, but you and yours want to be

around for another 60 and those signs will help me help you

with that.

LAID OFF WHEN TIMES ARE TOUGH

Q. My employer is letting me go. I have been there several

years and feel that I have done a great job. This has taken me by

surprise and I do not feel he has given me a fair chance. He has

offered me severance pay for a few months and basically says

take it or leave it. Can the company do this to me?

A. If you do not have an employment contract or union pro-

tection, you are basically screwed. Ohio and Indiana are right to

work states, meaning that if your employer comes in one day

and does not like the color of your shoes, he can fire you. The

law will protect you from the various types of discrimination

that are prohibited i.e. race, sex, age, religion etc., and I under-

stand that you have no complaints in those areas. Accordingly,

your employer's offer to give you severance pay for a few

months may be a gift horse. Take the money and run. Do not

forget to look into your rights regarding your health insurance.

Freeport Chapter had their 35th Chapter Anniversary party on

March 20 at Scott Gerke’s home. There was around 30 some

people that attended the party and enjoyed lots of good food

that everyone brought. Congratulations to Chris Zimmerman

for being awarded as 2020 Member of the Year!!!!

We had our drawing for the Spring Cash Raffle at our March

chapter meeting. Congratulations to the following: 1st place

up is from 11:00 to 12:00. Cost is $10.00 per person.

Bark at the Moon Run is set for Saturday, July 24. More info to

follow on times and where to meet.

Bill Eaton Memorial Run is Saturday, July 17. Sign up is at the

Pearl City Fire Department in Pearl City, IL and starts @ 11:00

to 12:30. Cost is $15.00 per person. This ride benefits Troup 27

Boy Scout. August 14 is the Chapter Fun Day/Bike games

( location to be determined).

We are doing breakfast runs again. Starting in May, meet at the

Freeport Visitors Center, Rt 20 East of Freeport-kick stands up

at 9:00 am. Will decide where to go.

Burger runs are being set up too. May 22 is a burger run to Boo-

ties in Pecatonica, IL. Meet there by 6:00 pm, June 12 is a burg-

er run to the Junction House out on 81 north of Monroe, WI.

Meet there by 6:00 pm. On July 17 is the Pearl City Boy Scout

run. Our chapter doesn’t sponsor it but we support it. Sign up is

at the Pearl City Fire Department in Pearl City, IL and starts at

11:00 to 12:00. Cost is $15.00 per person.

Manniac book are still available. See Diane Paulsen if you want

a book. The drawing is done at the October meeting. Book cost

is $15.00.

Just what we have been waiting for all year – RIDING SEASON! By

now most everyone has their bike out of storage and on the road again. Just make sure your bike is safety ready – check tire tread, proper air pressure in tires, fluid levels, cables in working order, working lights, etc. Always watch for other drivers, grav-el, grass, and pot holes on roadways, think smart, ride smart, and be safe.

Spring Train Run – What can I say about the Train Run on April 10? If you haven’t participated on our Train Run, you re-ally need to participate in our fall one. This year we boarded at the Aurora Station, stopped at ZuBar in Brookfield, The Garage in Berwyn, and Phil’s in Brookfield. Kevin and his committee worked hard planning an exciting day for us including the train ride, prizes, card games, new faces, give-aways, and having a

great time. Sharyl and Sam had shirts and coozies available with a new logo for this train run. 65 anxious participants boarded the train in Aurora to begin their adventure. Stops included Zubar in Brookfield, The Garage in Berwyn, and Phil’s Bar & Grill in Brookfield. Each place offered wonderful hospitality, food, and a good time. Zubar is always the perfect hosts seating inside/outside and playing Jenga, video games, big screen TV, and all around fun; The Garage offered a car garage theme with music and relaxing atmosphere; Phil’s had their famous taco bar and big screen TVs. Kevin and his committee offered 50/50 chances, door prizes, poker hands, and a great time.

Freedom and Awareness Rally – Sun-day, May 2 and Open Roads members are planning to be in Springfield and ride on to the State Capitol to support ABATE of Illinois, Inc. and promote community awareness. We will also stamp your Open Roads Summer Books from 9 am until noon – this is a BONUS STOP. Arrive mid-morning at the IDOT Building in Springfield to check out vendors, motor-cycle gear, and network with your fellow bikers. Make sure you line up before 1 pm to join other motorcyclists for a mem-orable event as you converge as one at our state capitol in the largest bike pa-rade. Come out and support this event as you and several hundred motorcyclists make an impact in our capitol and share our brotherhood with others.

Motorcycle Awareness Month – Open Roads will be visible all summer but es-pecially during the month of May. Procla-mations, local media promotions, wind-shield washing, and PSA on social media will help get the word out. During Motor-cycle Awareness Month, our members will be distributing motorcycle safety posters and public service announcements at a Windshield Washing event at Ca-sey’s in Sandwich. Proclamations have been taken several towns, villages, and townships. All should be approved by their respective boards and returned to me to submit to local media. All municipali-ties were very kind and receptive working together for Motorcycle Awareness.

Middle East Conflicts Traveling Wall Escort – Members from Open Roads will be assisting the motorcycle escort of the Middle East Conflicts Traveling Wall coming to Oswego on May 21. The veter-ans on the committee are hoping for a thousand bikes to promote this event. Meet up time is at 9:30 am, KSU 10 am at the Mississippi Rapids Stop Eastbound in East Moline. Bikers will escort this Wall to Oswego Town Hall. A staging area for local bikers to meet and ride out as a group will be at the Shell Station in Ottawa at Route 71 and I-80 with KSU 7 am. All bikers are welcome to participate in this escort.

Memorial Day Ride to Middle East Conflicts Wall in Marseilles – May 31, meet at Sheridan Elevator and have breakfast from 9 am to 11 am, KSU at 11 am to ride to the Wall in Marseilles. Spe-cial speaker at noon with a ride being planned after the ceremony. $15 donation per bike for Wreaths Across America.

NE Region Coordinator Report I have been reading back issues of the GWRRA magazine and have come across a topic that is of importance to many of us. Medications and riding. We’ve all heard that we shouldn’t take medications that affect our ability to ride. However, many indi-viduals take medications on a regular schedule be it daily or on an as needed basis. Generally speaking, we get up, eat breakfast get on the motorcycle and ride. Then we eat lunch and return home. Maybe you are off to an ABATE meeting or going out with a ride buddy and forgot to take your medications. Do you go back home and arrive late? Are you going to be able to ride home safely if you don’t retrieve them?

Weekend trips and rides to rallies are usually three hundred miles from home the first night. You break down unexpectedly. Weather can cause significant delays in getting home as planned

too. What about those nightly medications? Do you have allergies that will cause you distress or death (anaphylaxis). Do you carry an emergency Epipen on the motorcycle?

The point here is you should be carrying a dose or two in your tank bag or saddle bag. Keep your medications separate from those of your significant other. Use a small tablet con-tainer. You may also wish to carry a couple antacids and analgesics. That food at lunch does not always sit well. Keep them dry in a zip lock bag. Rotate the meds every season to keep them fresh and unbroken.

Medications that require refrigeration pose other problems. Avoid carrying large quantities of medicine. If stopped and searched by police or border patrol you do not want the ap-pearance of being a drug runner. Stay well friends!

Our March Chapter meeting was led by

VP Mike Ryan at Doyle’s Pub in Rich-

mond. Condolences were extended to Jim Jenkins whose moth-

er passed away recently.

The meeting minutes from February were accepted as written.

Chapter membership is up 3 from last month. The Treasurer’s

report showed three checks cleared the bank. Kevin made a

presentation at Posse (a group of club leaders in the Chicago

area) where he discussed legislation affecting motorcyclist

rights and several membership applications were handed out.

A legislative report was given by Sam highlighting HB 36, HB

656, autonomous vehicles and the no cut or colors policy at

Psycho Silo. Our presence at the State Senator Dan McConchie

fundraiser was discussed. State Representative Chris Bos intro-

duced Dan. We had a good conversation with Chris who signed

on as a sponsor to HB 2617. Mike reminded everyone that

when wearing ABATE gear, we are ambassadors and should

strive to leave a positive impression. Chapter President Rich

will be heading to Springfield for Legislative Day.

A volunteer sheet was completed for the Get Your Groove on

event. No safety and ed report was given.

A motion was approved to spend $300 to get a new chapter

web page designed. Monthly maintenance costs are unknown

but will be looked into.

Our next chapter meetings will be on April 24th and May 22nd

at Doyle’s pub, 11 AM.

Hello Everyone, Riding is in the

air and we are so looking forward

to fun times ahead. Aren’t you? May is Motorcycle Awareness

Month and proclamations were sent to a wide circle of local

villages where South Suburban members reside. The effort

should be a perpetual endeavor by being prepared with your

membership pamphlet and distributing it everywhere you are

able to share and every month making a new commitment to

widen the circle of contacts. You can get familiar with your

local officials, events, associations, etc. and be a spokesperson

for safe riding in your community. Engage in conversations that

highlight the importance of respect and responsible road usage

by all manner of vehicles. Impromptu or planned riding (ride to

meetings, social gatherings, etc.) with your friends and fellow

chapter members are excellent ways to get out and educate.

Can I count on you to join me for breakfast on a Sunday morn-

ing at Kingsberry Waffle House, 5420 West 159th Street, Oak

Forest, IL? Afterwards we can decide direction and destination

for that wind in hair fun time! ABATE is about being support-

ive to the riding community and to educate riders and public.

We can have fun, enjoy a great breakfast (every other Sunday?),

and share the benefits of ABATE at any given destination.

These get togethers are ideal for those new riders to join sea-

soned riders – bring your “BIT” (biker in training) and expose

them to words of wisdom from other points-of-riding experi-

ences. Are you with me on this quest?

Hello A.B.A.T.E. of Illinois. May is here and we have a LOT going on. It is Motorcy-cle Awareness Month and your DuKane Chapter is out getting proclamations. So far, we have received procla-

mations from Geneva, Elburn, Maple Park, Batavia, Elgin, and oth-ers. We are very pleased to have Motorcycle Awareness to promi-nent in DeKalb, DuPage, and Kane County. Join us on May 8th as DuKane A.B.A.T.E. has a huge day planned of events in both DuPage and Kane County. In Kane County, we are teaming up with the Kane County Sheriff’s Department and the Elburn Police Department as we gather at Route 47&38 for Motor-cycle Awareness Day to let motorists’ know to PUT DOWN THE CELL PHONES AND START SEEING MOTORCYCLES from 11-2. If they do not, they get to receive a nice reminder of this from one of our hard working police officers or sheriffs. You can then join us afterwards at Knucklheads Tavern in Elburn for lunch. Knuckleheads is a HUGE supporter of DuKane A.B.A.T.E., so we’re happy to support them back. Then in DuPage County, we will be part of the Motorcycle Awareness Event at Heritage Harley-Davidson in Lisle. There will be a motorcycle blessing done by the CMA (Christian Motorcyclist Association), a one hour ride escorted by the DuPage County Sheriff’s Department to let motorists’ know we are back on the roads, and then an after party back at Heritage where we will be working on getting new members and will receive a Motorcycle Awareness Month Proclamation from DuPage Coun-ty, presented to us by Trustee Greg Hart and Chairman Dan Cronin. It’s going to be a great day of Motorcycle Awareness covering 2 of our 3 great counties. Did you pay attention to the elections on April 6th? The voter turn-out was horrendous, but luckily for our chapter we had a lot of good luck with local candidates that are great for motorcyclists. Candi-dates like Geneva Mayor Kevin Burns and Elburn President Jeff Walter were re-elected, and Maple Park President Suzanne Fahnestock and Sugar Grove President Jennifer Konen were elect-ed. These are all great for DuKane A.B.A.T.E.! And congratulations to DuKane A.B.A.T.E. Legislative Coordinator Randy Ramey who was re-elected Wayne Township Supervisor. Elections are so im-portant for our organization. Not just on a state level, but on a local level as well. Do not forget this!! Speaking of Randy Ramey, he and I attended A.B.A.T.E. of Illinois Legislative Day on April 14th and participated in virtual meetings with State Legislators about motorcyclists’ rights in Illinois. It was a very interesting event as this was the first time we were not allowed in the capital building to lobby. I am very happy to say, though, that we did not let the COVID-19 nonsense stop us from doing the work we need to do for motorcyclists/off-roaders/ATV riders in Illinois. Our rights and freedoms don’t take a break and neither can we. En-courage all riders to join DuKane A.B.A.T.E.! The last thing I will touch on is something I am very excited about. We had our first meeting regarding an off-road motorcycle/ATV park in Kane County. Myself and “Hunter” John Harris met with Kane County Madam Chair Corinne Pierog and Kane County Forest Preserve Chairman Chris Kious on this issue. We discussed grants that are available to make this happen and where we could put this type of park. We also talked about the money and revenue it could bring to the county and the businesses in said area. It went extreme-ly well and positive and we are looking in the Burlington area. President Report: Hello fellow motorcyclist

and supporters of said activity. Normally

this article would be written for the current ABATE Member

with information on today’s activities and future ABATE plans.

This special ”Summer Edition” is geared for those of you who

ARE NOT a current member, but always wanted to be one. ;-)

All humor aside, If you ride, you should be a member with a

voice. My favorite saying is, “Always support the ones who

support you.“ Well, ABATE supports EVERYONE who rides a

motorcycle or ATV. Yes, even off road vehicles. Which some

of you didn’t know.

So many different cultures, yet we all have the same interests of

getting out and enjoying the days activities on 2,3 or 4 wheels

with as little government interference as possible.

Note: Less than 0.5% of Illinois riders are an ABATE member.

Those few, Fight for You and I.

Where do I start? I believe the vast majority of us don’t one

day say, “I’m going to be a motorcyclist.” Personally I think

most of us owned a bicycle, and what did we do? We built

ramps to jump over stuff and rode to our neighbors house to

play. Those ventures increasingly grew to more speed, more

power and you guessed it, MORE FUN! Although we take dif-

ferent paths what we end up riding as adults, but a good portion

started out on bicycles and progressed to a mini bike or small

dirt bike where we honed our skills even more. Later in life we

decide, are we more of a dirt bike, 4 wheeler, sport bike or

cruiser type of rider. It’s all based on our individual prefer-

ences.

Although we take different paths, we still have that common

goal of freedom to chose WHAT we ride, and HOW we want to

ride. There is where ABATE comes in. We protect and serve

everyone that participates in these riding activities. ABATE

takes several additional steps to educate our Local, State and

Federal Governments on riders goals and safety concerns with

as little government as we can with, you the rider as our main

concern, but with rider choices.

ABATE like any other organization which has evolved over the

years to fit the times. In some cases, not as much as we would

should, or desire to. Today’s ABATE has the same fundamental

basics as when we started, but with a somewhat different ap-

proach or attitude. Back when we first started. (Not our current

ABATE, but when it originated) ABATE stood for (A Brother-

hood Against Totalitarian Enactments). In other words I feel it

was more of an US against THEM attitude. Today’s ABATE (A

Brotherhood Aimed Toward Education) is much more than that.

We can get more with sugar than we can with vinegar attitude.

We have made great strides in today’s world by being a

friend and having a great working relationship with our

fellow lawmaking Legislators’ We formed bonds of trust

and are working to make things better for your safety, well

being and protecting ourselves from big brother government

restrictions. Back in the day we wanted the freedom to

choose not to wear a helmet. We won that fight long ago,

but we want to point out, it is YOUR CHOICE what gear

you wear and how you ride thanks to ABATE.

The great news is, ABATE gets it done with riders in mind.

We still want you to have that choice about your gear, but it

reaches further than that. Today it is about getting into the

classrooms at drivers education classes and teaching

new drivers the potential dangers we riders face every time we

ride. We are also battling against Rider Profiling, We want you

to be able to ride where you want without being hassled by law

enforcement or governmental institutions just because you ride

a bike or wear a vest. We are making great strides in reference

to Autonomous Vehicles or AV’s. In the beginning, the farthest

thing from car developers mind was motorcyclists.

Our organization has gone above and beyond to bring this issue

to the forefront of research & development. We are out there in

large numbers and our safety is at risk. At the very least, you

need to include us in your research data to create awareness that

AV’s need to include ALL forms of transportation, especially

motorcyclists with smaller footprints, but the most vulnerable.

It doesn’t stop there. We legislate safe fuels for your bikes. E-

15 fuel is a big no, no for your ride and even illegal. We prefer

special pump labeling and pro blender pumps to keep your

bike’s engine safe. I could write 4 pages of info, but the best

way to learn more is to be an active member of ABATE and

have a voice.

We have bound forward with new electronic means of reaching

out to our members via Social Media, Weekly and Monthly

informational videos and even ZOOM when we’re forced to do

so, lol. We have created easy methods of electronic sign up us-

ing QR codes along with additional year incentives membership

for younger riders of all walks of life.

WHAT ARE WE MISSING? (You) The next generation of

Freedom Fighters. We are looking for all riders along with

younger riders with fresh ideas for our ABATE future. We want

the 18-35 age group to become active volunteers and eventual

leaders of ABATE. Find your local ABATE Chapter, sit in on a

meeting or two and join our fight for your riding

rights. More members means a stronger voice. Together

we stand, ABATE Strong!

Well we sure can't complain about the nice

weather showing up. I am pretty sure eve-

ryone has their rides ready to go and enjoying the sunshine. We

got the swap meet in Peoria coming up and Legislative Day in

Springfield. I know it's always something a lot of us look for-

ward to. We really appreciate all the hard work the State Board

puts into this for us to enjoy.

The April meeting was held at El-liott’s Corner Junction in Pontiac

on Monday April 5th at 6:45pm with 12 members attending. After calling us to order, Chris led us in the Pledge of Alle-giance.

The March meeting notes from the last meeting were read, and were accepted.

Darlene gave The Treasurer's Report, and it was accepted.

Chris gave the Legislative Report. ABATE is currently watch-ing almost 40 bills that have a potential impact on motorcyclists and ATV riders. For a complete rundown you can read the Leg-islative Report in the State Newsletter. Issues include motorcy-cle trailer plate fees, the use of large UTV’s (like the Roxor) in ATV parks originally designated for quad runners and dirt bikes, and profiling motorcyclists. Legislative Day will be on Wednesday April 14th at the State House Inn in Springfield. More information will be posted in the online state newsletter.

Chris gave the Activities Report. Mark and Chuck will set up our Spring Run. The ABATE Of Illinois swap meet is in Peoria this year on Sunday April 11th from 8am to 3:30 pm. There was some expressed interest in resuming the Friday dinner nights that we were doing before the pandemic.

Mark gave the Safety And Education Report. School districts in Illinois are not allowing access to schools to anyone other than students and staff, so there will be no Motorcycle Awareness Presentations for now. The IDOT Cycle Rider Safety Training Program classes are booked solid. Bernard plans to attend the next meeting.

Darlene gave the Membership Report. Two past members of the chapter were at the seminar and rejoined the chapter.

There was no Products Report.

There was no Public Relations Report.

There was no Old Business.

Under New Business, we may need a backup for Legislative Officer while Chuck is out. A motion was made and approved to renew the P.O. Box for one year. Our November meeting originally scheduled for the Pontiac VFW will be held at El-liott’s Corner Junction. In a continuing effort to save money the ABATE Newspaper will be printed and mailed out 4 times per year. It is still available on the ABATE Of Illinois web site. You can also click on the “CHAPTERS” link and find the link to the Heartland Chapter web site. There, you can click on the “Events Schedule” link to find the complete listing of all Heart-land Chapter events, including chapter meeting dates, times, and locations. The chapter received a certificate for perfect at-tendance at the BOD meetings for 2020.

Hello fellow members. Daylight

savings time is finally over and that

means Spring is finally here, which means more daylight hours,

which for many will mean more time for (as my husband says)

wanderings.

We are in the process of developing a new, easier to use website

that should be up and running soon. Right now, the best places

to keep up with what is going on are Facebook, Instagram, and

Twitter. Meetings and activities/events are also being posted on

the WCIA Community Calendar. Also, if you are not on the

state e-mail list, please sign up as a lot of legislative infor-

mation is shared through email.

Thanks to Donna and Bill ‘Howdy’ Mills for their work to or-

ganize the bowling outing in Hoopeston. Attendance was small

but those of us who went had a fun afternoon. After bowling a

few games, of which Donna seemed to be the winner, we had a

nice dinner together. During dinner Donna and I discussed the

plans for our Scavenger Hunt/Cook-out activity coming up in

August.

Motorcycle Awareness Month is fast approaching. We still

need volunteers to help in getting Proclamations from cities and

villages in Champaign and Vermilion Counties. If you can help,

Hello members, neighbors, and other

friends!

I hope that you have been getting some saddle time this

spring. Like most of us, I could use a little more but have been

happy to get the “in the wind” time when I did.

I have used High School Drivers Education class Motorcycle

Awareness Presentations to get some riding in. I have been in 2

Altamont classes as well as St. Elmo and Cowden-Herrick al-

lowing me to share the information about sharing the road and

looking out for motorcycles with 62 students.

I also rode to get the Mayoral Proclamations to several towns in

Shelby County. Hawkeye and Rick were also running around

trying to make Shelby County a safer place to ride. Thank you

for your work guys!

I don’t know of much going on with Old River except for their

election of officers. The officers and reps for 2021 are:

Hello Liberty! Welcome to Spring!

Riding season is here, so please be

careful out there, be watchful for farm equipment, they take up

a lot of space on our roads, and always assume that they can not

see you.

Happenings- As you are reading this, our Anniversary Party to

celebrate 34 years of Biker's Rights is in the rear view mirror. I

hope you stopped by to participate, for the party is our main

fundraiser for the year. Thank You! to all the members and of-

ficers who put in all the hard work that makes it possible to

hold our event. And a special thanks must be made to Pam

Smith for going above and beyond in her tireless solicitation in

securing donations for the party from our local businesses.

A big Thanks! to all who showed up for our Bags Tournament

held at the Roadhouse, thanks to them for hosting us. The

weather was good, and the little wind did nothing to dampen

the mood. Congrats to Keeb and Pam for their 1st and 2nd

place showing.

Upcoming events- On the 14th is ABATE Legislative Day held

in Springfield. This is a chance to meet your representatives.

During the day, starting at 8 am, there will be Zoom meetings

throughout the day, and at 5 pm will be the famous reception. A

good turnout is hoped for, since ABATE is the only one doing

this. Do to restrictions in place in Springfield, masks and social

distancing will be required.

Poker Run- Join ABATE at the Moose in Mattoon for a poker

run with KSU at 9 am on April 24th.

Freedom Fest in conjunction with the Freedom Rally will be

held starting Friday afternoon on the 30th of April. The Fest

portion of the weekend will be held in Taylorville at the fair-

grounds. Then on Sunday a mass ride to Springfield, where we

will all meet at the IDOT parking lot to gather before the ride to

the Capitol.

Social Media Do you Facebook? Keep up with the latest events

and happenings and watch This Week in ABATE on the first

Tuesday of the month and then every Wednesday, at 8pm

brought to you by Josh "Ski" Witkowsky and Chris "2.0" Han-

sen.

Legislative-Our trailer plate bill HB 36 is sitting in committee,

unlikely to move during this session. A recent meeting with

State Representatives did not help to dislodge it. So for now we

are stuck with paying the higher fees.

Tips for Riding....

1. Slow down a little. That S curve is sharper that you think!

2. Just because your bike can go 100 mph between two stop-

lights doesn't mean you should do it.

3. Maintenance is that un-fun thing you do to keep from walk-

ing home!

4. When in doubt, always take a jacket. When not in doubt, still

take the jacket.

5. It always seems farther back home than it was to your desti-

nation. Don't ride so far that it stops being fun!

6. Ride safe! No one wants to attend your funeral and talk about

how much you loved bikes. They want to go riding with you

and talk about what a great time you had.

7. Stop for gas even if you don't need it. You may wish you had

later.

8. Chrome wont get you laid, unless you're already good look-

ing.

9. WAVE!!!! Even if the rider is on a scooter or a different

brand. They just might be saving for their "Dream" motorcycle.

10. Don't ride beyond your skill level trying to keep up with the

rider in front of you.

11. Keep your passenger feeling safe. They're riding with you

because they trust you. Don't scare them & ruin motorcycling

for them.

12. Buy quality rain gear. Being wet when it's warm is tolerable.

Being wet when it's cold is miserable.

13. Riding 500 miles a day on the interstate is do-able. Riding

500 miles a day in the mountains is impossible. Allow yourself

time to "see the sights".

14. The larger the group, the longer it takes to get there.

15. The "ride" is about the Journey, not the destination.

16. Remember to have fun.

May just around the corner and things are just filling up the schedule. One

thing you need to schedule is the Freedom Rally in Springfield. We hope there will be a large turnout for this to show there are a lot of motorcyclists that care about Liberty.

Just a few notes here from being at this year’s Heartland STEAM that was hosted by ABATE of Wisconsin. ABATE of Iowa was successful in addressing the Ethanol Bill in their state and how they went about by working in a coalition with several other groups to gut the Bill a piece at a time. In North Dakota they were having to deal with road trains or large trucks. In Wis-consin they were getting their Motorcycle Advisory Council back in place, addressing AV tracking issues and putting in place their own strategic plan.

Our Shake Ur Bones Run Books are ready and available at the meetings or by calling Q-Ball at 618-520-1759 (he is available weekends or call myself at 618-973-9180.

At our April meeting we ended the Winter Iron Butt contest and begin the Summer Iron Butt. As this is composed just hours

before the April meeting, we will have the winners next month with those miles.

We will be discussing holding a fall event fund raiser of some type and, want we may be doing for our 35th Anniversary Cele-bration. Maybe somebody can find some way back photos to display at this event. We do have some 35-year members that we would like to see at this event.

Hey!! It is never too late to get your ABC Card it is just another excuse to get out and ride while helping raise funds for a safe unrestricted motorcycling environment and explore places you may not get to on a regular basis. This ends at our December 11th meeting.

Our Next meeting will be at the Owls club in Alton at 7:PM May 8th.

Hello Everybody! Reading Facebook and postings from other chapters, the Riding Season has begun! Hope you are out there on yours, are at least got the windows down! Hope you have all done your T-clock on your bike, especially paying attention to the tire pressure!

Our May meeting will be held on Sat 08th of May at The Salty Dawg in Chester, Illinois at 11:00 am.

Had our monthly meeting Saturday April 10. Had 5 people attend; our treasury is getting low, need some fundraisers. Talked and discussed the region report. SW Region wanting to have a Marble Run next year. Not sure at this point, will decide by next meeting. At this point we are having problems justify-ing donating $100.00 to the Region. Talked about the Mouse Races. Our man to check dates at the VFW in Sparta was ab-sent, need to find out about special permits, Dan to check with Sparta to find out. Larry to keep in touch with the Mouse Man and get hold of Dave on dates.! May’s meeting is down at Chester at the Salty Dawg at 11:00 am.

I also hope that everyone is signing on the state website for the State Paper! No longer sent out in Print. If you guys know of any runs or parties that are happening

(especially for Veterans), bring flier or info to our meetings so I can get in our newsletters to spread out the info. Either scan or send me copies or just call me, I don’t hear about a lot of runs in Sparta until too late!

Hello everyone riding season is here! Its been along

winter and now spring is upon us and the thunder of

motorcycles can be heard on Illinois roads. I want

everybody to be safe out there, its time to check out

your motorcycle you want everything in working order to ride

safely. Each week Josh (Ski) has been posting video,s informing

you of various motorcycling issues, you can catch them on the

Southwest region Facebook page and they are also on Abates

Facebook page and You Tube also. Are you ready for the Free-

dom Rally? The date is May 2 this our chance to show our

elected officials how important our motorcycle rights are to us.

We do that by gathering on the Capitol steps in Springfield.

Each chapter should makes plans to ride to the Freedom Rally,

and don't forget to bring your friends they are welcome too.

Has your chapter planned any oncoming events? Shoal

Creek has a Ride Book with many destinations

to ride too, Piasa also has there Shake ur Bones books ready

for sale both books have great stops with food and beverages

to refresh yourself. Speaking of ride books the Southwest

Region has discussed bringing back the Marble Run by now

your chapter rep should have brought that up at a chapter

meeting, so its time to think about a Region Marble Run for

2022. And don't forget about the State party in June lets all

plan on going! This will be a great time for abate members

to see all their old friends and remember the state party is a

fund raiser for Abate Freedoms not free it takes money to

protect our freedoms.
