That His Excellency the Governor - General, actingwith the advice of the Federal Executive Council, was, on5th April, 19o5, pleased to make Regulations under theCommonwealth Public Service Act rgoz, to come intooperation forthwith, which Provisional Regulations maybe cited as Statutory Rules, 1905, No. 28.

2. That it is proposed to make Regulations under theCommonwealth Public Service Act 1902, and that the Pro -visional Regulations above mentioned are the draft of theproposed Regulations.

3. That copies of the Provisional Regulations may bepurchased at the Government Printing Office, Melbourne,at the price of Threepence.

TENDERS FOR SULPHATE OF COPPER.TENDERS indorsed " Tender for Sulphate of Copper,"

will be received at the office of the Secretary, Post-master- General's Department, 51 Spring - street, Melbourne,up to Noon on the 17th July, 1905, for the supply of about138 tons of Sulphate of Copper for the use of the Post-master- General's Department in the several States of theCommonwealth during the year ending 3oth June, 1906,namely : New South Wales, 5o tons ; Victoria, 24 tons;Queensland, 20 tons ; South Australia, 18 tons ; WesternAustralia, 20 tons; and Tasmania, 6 tons, approximatelyin each case.

The Sulphate of Copper must consist of clean crystals,free from dust. The crystals must pass through a fin.mesh, but not through a i -in. mesh, must contain 25 percent. of metallic copper and be free from iron, zinc, orother impurities. They must be packed in strong soundkegs, or in strong new cases, free from stains, which willcontain 56 lbs. or Ire lbs., as required. Second -hand orrepaired cases or casks will not be accepted.

Tenderers are required to quote in their tenders alter-native prices for delivery of the material in such quantities-as may be required by the Postmaster- General's Depart-ment from time to time, during the contract period oftwelve months, namely :

(I) C.I.F. at such port or ports in the Commonwealthas may be required by the Department deliveryto be. taken by the Department in ship's slingsor in railway trucks ; and

(2) At the Store Branches of the Postmaster-General'sDepartment in the Capitals of the several States,as may be required by the Department.

Tenders must be accompanied by a deposit of 5 per cent.of the amount thereof up to ¿i,000, and 2i. per cent. onthe amount in excess of Zr,000.

Tenderers must state the name of the country or Statein which the material is or will be produced.

The Postmaster- General does not bind himself to acceptthe lowest or any tender.

Tenderers must state a price per mile, also the time inwhich the work would be completed, the class of timberit is intended to supply, and the amount of royalty perpole, if any, included in price.

The tender must, as a guarantee of good faith, be ac-companied by a deposit of L5 per centum on the amountof the tender, such deposit to be in the form of a chequeindorsed by the manager of the bank upon which it isdrawn, or a bank draft made payable to the Receiver,General Post Office, Sydney.

Any tender which may be received without the requireddeposit will be liable to be deemed informal, and re-jected accordingly.

In submitting a tender, the full Christian name, sur-name, and address of the tenderer must be given, or,when the offer is in the name of a firm, the names in fullof each member thereof. The omission of this informa-tion 4ví11 render the tender liable to be declared informal.
