I am proud and pleased to share all the successes the Five Corners Improvement District experienced in 2014. It’s been a great year, which has provided an excellent springboard for things to come in 2015. A snapshot of the positive impact we’ve enjoyed in 2014: • The first phase of the Environmental Design Master Plan installed overhead signage throughout the District that identifies and brands our neighborhood. The signs continue to garner compliments that have been expressed to me personally and via social media. • Five Corners partnered with the City’s District K “Klean Up and Green Up” campaign by providing community and high school volunteers for trash pick up and beautification. • Five Corners, within District K, has been ranked the third-lowest area for crime in the city. Our public safety efforts to provide additional private security and cameras to monitor crime hot spots has definitely had a positive impact. Building on our accomplishments, we expect great things in 2015: • Five Corners has partnered with the Tax Increment Reinvestment Zone 25 to make some critical infrastructure improvements that will accelerate the development of our community. • We are going to upgrade several key intersections with median landscaping, more lighting, crosswalks, and District markers. You will begin to see that progress this spring. • We are also initiating a series of business mixers in the coming year because networking is a critical part of maintaining a vibrant business community. Obviously, enticing new businesses to move into Five Corners is going to be good for the whole community. In fact, more businesses have opened within the District in the last two years than in the prior seven, and property values are also rising. From my perspective, that’s a very positive sign that we’re on the right track. These are just a few of the highlights. I look forward to sharing more with you in the coming months about our plans to partner with subdivisions on overall branding within the District. We are also planning to implement the second phase of our master plan to include landscaping, lighting, parks, trails, and open space. Our mission is to continue to provide the tools and services that ensure a safe and attractive community for both residents and businesses. Thank you for your continuous support! A Word from the Chair Happy New Year Homer Clark Chairman of the Board of Directors Five Corners District A Word from Council Member Larry Green The Five Corners Improvement District has done a remarkable job with regard to public safety. District K is the third safest district in the City of Houston, and I believe a lot of that can be attributed to Five Corners with its private security and the camera program, and the ability to monitor hot spots and the crime situation. Five Corners has also done well with regard to beautification. When you look at the new signage that is around with the Five Corners logo at key intersections, it shows that we are starting to brand the District. We’re letting everyone know that there’s lots of work going on in the area and hopefully, will start encouraging more economic development activity. I believe companies will start to relocate or locate to the area when they know it’s a clean District, a safe District, and that’s exactly what’s happening in Five Corners. The management district is leading the way to make that happen. We just initiated our Klean It Up, Green It Up campaign to beautify the entire District K. The objective is to plant 2,000 trees. We’ve already planted about 300 in our partnership with Trees for Houston to really green up and beautify the area, We’ve also had community clean-ups. You’ve seen folks like the South Houston Concerned Citizens and high school volunteers really get involved with cleaning up the area. There are a number of other projects underway, such as a health clinic opening up in the Fountain Life Center at the beginning of the new year. Infrastructure projects such as the Buffalo Speedway extension are also moving forward, with construction set to begin in the first quarter of 2015. Construction is also expected to start on the new $17 million police substation in Cambridge Village Park Police Station toward the middle of next year, and efforts are still underway to bring a major grocer to the area. I think what you’re seeing is a renewed interest in Five Corners District as well as the entire Southwest Houston area. The City of Houston’s population grows by 10,000 residents each month, 120,000 people each year. And so, people are finding that Five Corners, with its proximity to the Medical Center, major arteries like 288 and the Beltway, the Galleria and downtown, is an ideal location to bring their business, start up a business and to live. We’ve recently had a major uptick in residential home building in Five Corners and I don’t see that stopping anytime soon. We’re excited about everything happening in Five Corners and District K and look for even greater things to happen in 2015 and beyond.” Larry V. YEar’s aCComplishmEnts“We’ve continued to keep the community clean by using our de-litter crew and have looked at expanding the number of streets that we de-litter. We haven’t added any streets as yet, but that’s something we hope to achieve this coming year, budget permitting.”

“Our signage was one of the highlights of the year. We were able to get our signs up in ten exterior locations and twelve inside the District. We’ve gotten very positive reviews of the signage.” People have come into the District from out of town and remarked appreciatively that it was big enough to see, readable, and something they would like to see in their own city, she said.

“Overall, the signage has people asking questions about Five Corners, more than they have asked before,” she said, adding that the board members are always happy to answer questions and have conversations about what’s going on in Five Corners. “The signs are definitely attracting attention.”

Five Corners is also working on a tree-planting event with District K, Council Man Green’s office. “A lot of greenery will be coming to Five

Corners, like up and down Hiram Clarke where there are no trees. Those are probably things that people probably don’t associate with Five Corners, but that’s Five Corners at its finest; trying to put those kinds of things back into the community.”

Looking ahead to 2015, Thornton said there have been discussions about curb repairs and painting at street corners and esplanades where turning trucks have done some damage. Two intersections, Hiram Clarke at W. Fuqua, and South Post Oak at Orem, have been earmarked for striping and improvements during the first quarter of 2015. A dedication ceremony is in the planning stages, too.

“We’re also looking at a possible collaboration with TIRZ 25 on some

beautification projects. A lot of streets in Five Corners definitely need to be overhauled, and we need to work on our internal infrastructure.”

as a part of our clean and green initiatives, the District has contracted vendors to abate graffiti and litter in the District. we also have a dedicated crew who report street light outages to Centerpoint. These initiatives not only help to keep our community cleaner and safer, but also help with civic pride and encourage businesses, and residents who are not already participating in these efforts, to do the same.

In 2014, over 600 sites containing graffiti were abated. Thanks to all of our community partners who actively assist us in reporting incidents. We encourage all residents and businesses to join the in the effort to help us eradicate graffiti from the District by reporting to 3-1-1 or going online to www.5CornersDistrict.org and reporting incidences via the “Submit an Issue” button on the home page. We are also working closely with our graffiti abatement contractor, our S.E.A.L. security patrols, and HPD to identify and prosecute the individuals responsible for graffiti in our District.

In 2014, over 800 miles of right-of-way were de-littered, and 303 miles of right-of-way were mowed, including over 2185 business storefronts. The crews have also removed over 26,900 pounds of trash from the area and collected over 4,916 illegal bandit signs. Look for the crews while they are in the community by watching for the “Five Corners District at Work” signs and let them know they are doing a good job!

The District has contracted with SMC Logistics to tour the community and report all street light outages to CenterPoint. In 2014, they reported more than to CenterPoint.

In Five Corners District, Houston Police Department officers continue to work in tandem with the officers of S.E.A.L. Security contracted by the District to maintain an active law enforcement presence, and to deter and enforce crime. In December of 2013, Chief Buenik, reported that the District crime rate was much lower than many parts of Houston contrary to what many in the community think. In 2014 this trend continued.AGAIN…

”The updated report for 2014 continues to prove what we have been saying all along, our community is one of the safest in Houston. We just have to get the word out there and help dispel the notion that crime in SW Houston is higher than average because that simply isn’t true.” — Director of Services, Allen Goodlow
