From the Town Manager Dear Reader: This November’s weather has been unseasonably warm, but winter will soon be here in full force and our dedicated staff of employees is ready to face whatever Mother Nature has in store for us. Budget preparations continue during this holiday season. The Comprehensive Financial Advisory Committee (CFAC) has prepared a Financial Overview Report for the current fiscal year, which began on July 1, 2017. Using the information from hundreds of pages of complex budget information, CFAC prepared a concise, easy to read Financial Overview Report. In this well-organized brochure, one will find information on our government structure, property taxes, the fire and water districts, general fund resources and general fund budget, the capital budget, enterprise funds, public education budget, and other statistics. We thank CFAC for the work that went into preparing this booklet. It is the intention of the committee to update this booklet each fiscal year. This November’s weather has been unseasonably warm, but winter will soon be here in full force and our dedicated staff of employees is ready to face whatever Mother Nature has in store for us.

Budget preparations continue during this holiday season. The Comprehensive Financial Advisory Committee (CFAC) has prepared a Financial Overview Report for the current fiscal year, which began on July 1, 2017. Using the information from hundreds of pages of complex budget information, CFAC prepared a concise, easy to read Financial Overview Report. In this well-organized brochure, one will find information on our government structure, property taxes, the fire and water districts, general fund resources and general fund budget, the capital budget, enterprise funds, public education budget, and other statistics. We thank CFAC for the work that went into preparing this booklet. It is the intention of the committee to update this booklet each fiscal year.

We have noticed an increase in good will gestures throughout the community and especially here at Town Hall. Our employees continue to give generously as do so many of you.

A Note from the Town Collector We hope you all had a wonderful Thanksgiving! We are in the process of working on the Actual Real Estate and Personal Property tax bills to be issued by December 29, 2017. As usual, the billing will be a three part bill with a coupon for February, a coupon for May and a taxpayer receipt. The schedule is:

Actual Tax Bills will be mailed by December 29, 2017 Third Quarter due February 1, 2018

Fourth Quarter due May 1, 2018

Check the Town website at www.townofbarnstable.us to explore the option of paying your bill online. If you use a checking/savings account, the charge is 40 cents and if you use a debit/credit card, the fee is a percentage based fee of 2.95% of the amount being paid. If you have any questions or need assistance with this or any tax questions, please do not hesitate to contact our office at 508-862-4054.

Happy Holidays from all of us at the Town Clerk’s office. Thank you to all of you who exercised your right to vote in November. The turnout for the Town Election was a disappointing 9.5 %. For those of you who had to sign an inactive log and show ID, be sure to fill out your census/voter confirmation form this year to keep that voter registration current. The census form is the one place where you can easily let us know if you have

moved or changed your mailing address. That, in itself, will keep you on the voter list if you are already registered.

A HUGE thanks to my Wardens, Poll Workers, Registrars, DPW workers, facility directors, Police Department, and the School Department, working together as a team makes the Election process a success. Thank you to my staff, for putting in long hours before, during and after this election to make it work. The election is over, the people have spoken, and the Town will go forward as you the voters have directed.

As I write this, it is still November and we are working hard to record the voter history, get the voter lists updated and the census ready to go out. If you made any changes to your voter registration at the polls, you should be receiving a letter from us by the second week in December. If you don’t, please let us know and we will work to correct the issue.

The next large project that we are working on is to prepare for the annual census. This will be going out, hopefully, early January. The census is required by the Commonwealth of Massachusetts; and the Federal Motor Voter Law requires us to do an annual voter confirmation. The Commonwealth of Massachusetts has directed clerks to utilize the same form to get both jobs done. With the census/voter confirmation form we are just verifying that you are still at that address. If there are any changes that need to be made to the form; or additions or deletions to your family; write the changes on the form, sign it and return it to us. Our goal is to keep all voters active and to avoid delays when you cast your ballot. Please mark your calendars and stay tuned as we have two state elections coming up in 2018 as follows:

September 2018 – State Primary Election Tuesday, November 6, 2018 – State Election

We are always looking for people to work at the polling locations, so drop by to see us and we will hook you up as an election worker.

Superintendent’s Corner For the first time in over 20 years, every single Fall sports team at Barnstable High School qualified for postseason play this year. We attribute this success to our talented athletes, dedicated coaches, senior class’ great leadership, and to the strong support of our programs by the BHS community. Congratulations to all of Barnstable’s student-athletes. We are so proud of your accomplishments and achievements. Here are some of the highlights from the Fall sports teams:

Boys Golf - Senior Holden Elletson won the State Division 1 Championship and the team placed 3rd in the Championship.

Girls Cross Country - Strong senior leadership by Kylie Willis, Renee Gruner-Mitchell, Leanne Guimond and Emily Rice has paced the girls’ team to claim both the OCL regular season and league meet titles this Fall. Junior Tatiana Dunne continued to shine for the Raiders as a top runner.

Boys Cross Country - A mix of youth and experience paced the boys this season. Youngsters Charlie Ewald and Connor Brewster helped the team claim hardware in multiple 9/10th grade meets, while senior Nick O'Toole led the pack in the 11/12th grade meets.

Field Hockey - The team claimed the OCL title outright for the first time since 2011. A mix of strong senior leadership from captains Mackenzie Curtice and Bella Burbic and young talent had the team finishing with a loss to Canton in the quarterfinals.

Girls Soccer - Behind a mix of senior leadership and youthful talent, the girls qualified for the MIAA tournament for the first time in 16 years. Senior Aislin Hempstead has paced the team offensively while seniors Maddie Brennan and Maggie Murray lead a stingy defense for young keepers Reed Kjoller and Morgan Dardia. The team lost in the quarterfinals.

Boys Soccer - Some new faces helped the team rebound from a tough season last year to claim the OCL title. Senior Devondre Armstrong has been an offensive spark, juniors Jac Cordeiro and Malachi Walsh led from the midfield, and senior Evan Nikas has been strong in net for the Raiders. The team lost in the quarterfinals.

Football - The duo of QB Matt Petercuskie and WR Sam Rosen sparked a late season resurgence for the Raiders. They qualified as the #8 seed, but fell to an undefeated #1 King Philip in a competitive game.

Cheerleading - The squad placed first in their division at the Oliver Ames Competition.

Volleyball - The defending Division 1 State Champions had a perfect 18-0 season. The team dropped only one set this season behind the record-setting play of junior Riley James, who became only the second player to hit the 1000 career kill mark for Barnstable. Junior Ingrid Murphy had also been unstoppable up front for the Raiders, while senior Caroline Brodt continued to set assist records for the team. The team suffered their first loss of the season in the semifinals to Newton North.

The Barnstable Adult Supportive Day Program is a community based, professionally operated program which has been an integral part of the Town of Barnstable and a trusted resource for local families for over 18 years. The Adult Supportive Day Program provides a safe, comfortable and welcoming environment to elders/seniors who cannot, or wish not to stay home alone during the day. If you are a caregiver in need of respite, or a senior who may benefit from the Adult Supportive Day Program, we would be happy to meet with you and discuss how we may help meet your needs.

Glass Design, Make A Stained Glass Work of Art Mon. Dec. 4, 12-4 PM. Fee $40-Registration Required by 11/27 Taught by Patrick Todoroff of Glass Graphics Studio, Introduction to Stained Glass Mosaics offers participants the opportunity to master the essentials of stained glass mosaic work while making one of three small projects. Participants will leave with both a completed piece as well as a grasp of basic glass mosaic skills. A one day, four-hour class, there will be 90 minutes of hands-on instruction, a small break then another 90+ minutes to finish the project and clean up. All materials will be provided. Inside Barnstable Town Government Citizens Leadership Academy

Winter Session Begins January 30th

An 11-week commitment with the goal of educating citizens about the operations of town government and designed to advance understanding of and participation in civic affairs. To

date, over 700 residents have participated in the program!

Classes are held on Tuesday evenings from 6:30-9 PM in various locations and facilitated by department employees; and a bus tour of the seven villages is included. Class size is limited;

please register early to avoid the waiting list!
