2016 Safe Shopping Guide | i

With the holiday season just around the corner, gift shopping has begun in earnest. Every year at this time, I encourage parents, grandparents, caregivers and anyone buying gifts for children to take a moment to review our annual Safe Shopping Guide that details dangerous children’s toys and products that were recalled in 2016.

I have issued this guide every year since 2007, when a startling 44 million units of children’s products were recalled, to help Illinois families keep up with the many products that are recalled every year. This year’s guide details 84 recalls issued by the U.S. Consumer Product Safety Commission since January, including descriptions and photographs of toys, cribs and furniture, children’s clothing and other children’s products.

This year, families need to watch out for 10 recalls of self-balancing scooters or hoverboards with defects that can cause the products to catch fire or explode. Other recalls included toys and children’s jewelry with excessive levels of lead, baby rattles that can break and cause a choking hazard for infants and several different strollers with defects that can cause injuries.

I urge you to read through this guide as you begin your holiday shopping. You may also want to print a copy and take it with you as you shop to make sure you do not bring home a recalled item. Please keep in mind that you may see recalled items for sale in locations other than retail stores. Recalled items may also be available at yard and garage sales and secondhand websites such as Craigslist and eBay. In reviewing our guide, you may even realize that you already have a recalled item in your own home.

It’s important to take time to ensure that you do not have dangerous recalled products in your home and take appropriate precautions when purchasing new toys and products for children so you can help your family and friends have a safe holiday season and new year.

Target Recalled Halloween LED Gel Clings Due to Choking and Button Battery Ingestion Hazards on October 20, 2016

The gel clings can separate and expose the inner decal and LED/button battery compartment, posing choking and button battery ingestion hazards to children. Sold exclusively at Target stores nationwide from August 2016 through September 2016. Consumers should immediately remove the recalled gel clings from areas with children and return them to any Target store for a full refund.

Roylco Recalled Educational Light Cubes Due to Fire Hazard on October 13, 2016

The light cube’s lithium polymer battery can overheat and catch fire, posing a fire hazard. Sold at educational dealers and distributors nationwide, including Beyond Play, Charles J. Becker, Excelligence, Hatch and Kaplan from December 2013 through April 2016. Consumers should immediately stop using the recalled light cubes and contact Roylco for instructions on returning the light cubes for a free replacement of the light source, which contains the battery.

Sargent Art Recalled Craft Paints Due to Risk of Exposure to Bacteria on October 4, 2016

The paint can contain harmful bacteria. Exposure to certain bacteria can have adverse health effects in immunocompromised individuals, posing a risk of serious illness including bacterial infection. Consumers with healthy immune systems are not generally affected by the bacteria. Sold at Hobby Lobby, Walmart and other stores nationwide and online at amazon.com and shopsargentart.com from May 2015 to June 2016. Consumers should immediately stop using the recalled paints and contact Sargent Art for a full refund.

Dazzling Toys Recalled Chicken Toys Due to Choking Hazard on August 30, 2016

The toys contain small eggs and the chicken can break into small plastic pieces, posing a choking hazard to children. Sold online at amazon.com and ebay.com from February 2016 through July 2016. McDonald’s Recalled “Step-iT” Activity Wristbands Due to Risk of Skin Irritation or Burns on August 23, 2016

The recalled wristbands can cause skin irritation or burns to children. Distributed exclusively by McDonald’s restaurants nationwide from August 9, 2016, to August 17, 2016, with Happy Meals and Mighty Kids Meals. Consumers should immediately take the recalled wristbands from children and return them to any McDonald’s for a free replacement toy and either a yogurt tube or bag of apple slices.

Alex Toys Recalled Infant Building Play Sets Due to Choking Hazard on August 23, 2016

Small parts of the plastic toy building sets can detach, posing a choking hazard to young children. Sold at Barnes & Noble and Land of Nod and online at zulily.com. The Baby Builders were sold from December 2009 through June 2016, First Pops from March 2009 through June 2016 and First Snaps from March 2009 through October 2010. Consumers should immediately take the recalled building sets away from children and contact ALEX for a prepaid shipping envelope to return the product(s). ALEX will send consumers a full refund upon receipt of returned sets.

Rainbow Play Systems Reannounced Recall of Plastic Yellow Trapeze Rings Due to Low Response Rate on April 7, 2016

The rings can unexpectedly crack or break during use, posing a fall hazard to children. Sold at Rainbow dealers nationwide from January 2007 through December 2011 and at several mass merchandisers including Sam’s Club, Toys ‘R’ Us and Walmart from January 2009 through December 2009.
