MINUTES OfA REGULAR MEETING Of

BIG BEAR MUNICIPAL WA TER DISTRICT

HELD ON THURSDAY, DECEMBER 1, 2016

CALL TO ORDERVice President Eminger called the Open Session to order at 1:00 PM. Those in attendance

included Director Ludecke, Director Smith, District Counsel Keith Lemieux (via Skype),

General Manager Mike Stephenson, Lake Manager James Bellis, and Board Secretary

Vicki Sheppard.

DISCUSSION AND ACTION ON CLOSED SESSION ITEMS

District Counsel Keith Lemieux stated that there are no closed session items to report.

REPORTS

Lake Manager James Bellis reported that the West Ramp is closed for the season as of

today. He added that all Patrol Boats are off the lake and on trailers in the maintenance

shop. He reported that last Wednesday a utility truck landed in the lake explaining that it

had to be winched out. He commented that no one was hurt. Mr. Bellis reported that the

lake is down 16’9” adding that it only dropped 2” since October 25th He stated that in the

last storm we received 1.3” of precipitation at the Dam. He explained that we have sent out

notices inviting proposals for the Lakewide Maintenance Program engineering and

environmental consultants. He reported that we sent the interest letters to 23 different

companies. He added that it is also listed with the Green Sheet (Dodge Data & Analytics)

and on our website. He explained that we have had several responses and sent out several

sets of REP packages. He stated that the mandatory job walks are December 1 4th and 1 5th

APPROVAL OF CONSENT CALENDAR

Upon a motion by Director Smith, seconded by Director Ludecke, the following consent

items were unanimously approved:

• Warrant list dated November 2$, 2016 for $43,85$.27

2016 BBMWD DISTRICT ACCOMPLISHMANTSMr. Stephenson presented a PowerPoint (see attached). He explained that it is a re-cap of

District accomplishments adding that it was a group effort of Staff and Directors. He

reported that Catrina Rabago was promoted to Accountant 1. Vicki Sheppard was

promoted to Executive Assistant. He added that James Bellis and Edward Lastra received

their Quagga Inspection Training Certificates. He reported on Lake Use Statistics including

boat counts, inspections, decontaminations, and permit sales. He covered tournaments and

events including the Polar Plunge, Hall Family May Trout Classic, Carp Round-Up, and

the fact that Kool Kids had to be pushed off to spring 2017 due to low lake level. Mr.

Stephenson reported on Weed Harvester totals, Carp Reduction totals, Aerial Photos, the

new Utility Truck, new Electronic Message Board (Quagga grant), Automatic Gate Arms

(Quagga grant), new Security Cameras (Quagga grant), new utility truck (2016 Ford F-

140), new Electronic Message Board (Quagga grant), Automatic Gate Arms (Quagga

grant), new Security Cameras (Quagga grant), West Ramp parking improvements (went

from 26 to 42 spaces), West Ramp office painting (completed by seasonal ramp

employees), new asphalt parking lot at main office, new Phone System including Quagga

Mussel Hotline (Quagga grant), Quagga Training Center (smart boards - Quagga grant),

new 90 degree weir at Station B, caLibration of Station A weir, low lake level contingency

plan, Lake-wide Maintenance Program EIR/Engineering (with list of companies that RFP

invites were sent), boat storage discontinues, RV park closure, Trout Pond property on

market, 2016-2017 Budget (made it easier to understand and placed on website), Audit

(Eadie & Payne), Lake Views Newsletter gone green, electronic mailers for lake permits,

Reports (Flow Compliance Report, Watermaster Report, Department of Fish and Wildlife

Lakebed Alteration Agreement Annual Progress Report, Aquatic Pesticide Application

Plan Annual Results Report, Lake Operations Summary), Operations Guide Update

(collected prediction weather data through 2016, MWH to update model and dam operation

under heavy storm conditions), Mercury & Nutrient TMDL, Conferences (Corrosion

Electrolysis and Shock Hazards, CBSOA, CALMS, Western Aquatic Plant Management

Society), Public Outreach & Education (presentations at North Shore Home Owners

Association, SB County Public Library, Discovery Center, Western Aquatic Plant

Management Society, Trout in the Classroom), Master Chef filming.

PUBLIC FORUMNo comments were made

ANNOUNCEMENTSMr. Stephenson reported that he will be on vacation (Quail Derby) from December 8th —

December 1 4th He announced that the next Board Meeting will be December 1 5th when

Director Eminger will become President. He stated that the office will be closed from

December 24th through January 2’ and back to work January 3rd

DIRECTOR COMMENTSDirector Ludecke commented that the presentation was good. Director Eminger agreed.

SUBJECT: CONSIDER APPROVAL OF AUDIT FOR FISCAL YEAR ENDING JUNE 30, 2016

RECOMMENDATION:

The General Manager and the Budget and Finance Committee (Directors Brewster & Smith)

recommend approval of the audit.

DISCUSSION/FINDINGS:

The annual audit for fiscal year 2015-2016 was completed by Eadie and Payne Certified Public

Accountants. The Budget and Finance Committee reviewed the fiscal year-end report, which

was then distributed to the Board of Directors. The audit reflects those totals and approval is

recommended. Following approval, a copy will be filed with the County of San Bernardino.

SUBJECT: ADMINISTER OATH OF OFFICE TO JOHN EMINGER DIVISION 4 AND VINCE

SMITH DIVISION 5

RECOMMENDATION:

It is recommended that the District’s Secretary, Vicki Sheppard, administer the oath of office to

John Eminger Division 4 and Vince Smith Division 5

DISCUSSION/FINDINGS:

In the November election an insufficient number of candidates filed to run for Director of

Division 4 or Director of Division 5 and consequently the offices did not appear on the ballot for

the election. Therefore John Eminger as Director of Division 4 and Vince Smith as Director of

Division 5 were both appointed in lieu of election for 4 year terms by the San Bernardino County

Registrar of Voters. Once they take the oath of office, they will take their places at the dais.

SUBJECT: APPOINTMENT OF BOARD OFFICERS FOR CALENDAR YEAR 2017

RECOMMENDATION:

This process is described below.

DISCUSSION/FINDINGS:

In past years at the first meeting of each year (this year it will be the December 15, 2016 meeting)

Board Officers are appointed. The District’s Administrative Code determines the selection of the

Board Officers as follows:

“The office of President shall be rotated from Division to Division annually on a

numerical basis. If a Director declines the office, or has served less than one year, the

Director serving the next numerical Division shall be President. The office of Vice

President shall be rotated from Division to Division annually on a numerical basis to the

Director whose Division is scheduled as the following year’s President.”

Director Brewster of Division 3 served as President during calendar year 2016. Division 4 is

represented by Director Eminger who shall automatically rotate to the office of Board President

for calendar year 2017. Additionally, Director Smith of Division 5 shall automatically become

Vice President for 2017.

The Administrative Code establishes that the District’s Administrative Assistant shall serve as

Secretary to the Board, and the District’s General Manager shall serve as Board Treasurer. The

General Manager shall serve as Deputy Secretary to the Board to act in cases where the Secretary

is not available.

RECOMMENDATION:

It is recommended that the committees and committee assignments be announced at this meeting.

DISCUSSION/FINDINGS:

In past years at the first meeting in January (this year it will be the December 15, 2016 meeting),

the new Board President announces the Committee Members and distributes the committee

descriptions for the upcoming year. The President of the Board will announce the committees

and assignments at today’s meeting and will share his major goals for the upcoming year.

SUBJECT: APPOINTMENT OF THE DISTRICT’S JPIA REPRESENTATIVE FOR CALENDAR

YEAR 2017

RECOMMENDATION:

The President of the Board will appoint a member of the Board as the District’s JPIA

representative for calendar year 2017.

DISCUSSION/FINDINGS:

The District utilizes the services of the Joint Powers Insurance Authority (JPIA) for its property

and liability insurance requirements. JPIA meetings are held for two days, twice a year in

conjunction with the Association of California Water Agencies’ (ACWA) conferences. The

District’s representative attends these meetings to keep the District informed about insurance

issues. There may also be other occasional insurance meetings that would require attendance.
