Injured worker advocate Dina Padilla attended a meeting of the California Fraud Assessment Commission FAC in Sacramento on 9/9/2009 and challenged the
Commission which is under the Department of Insurance for a conflict of interest. The chair of the commission William Zachry is also a Vice President of Safeway Inc. Risk
Management and has done damage control for the insurance industry. Steve Poizner, who is the California Insurance Commissioner has also personally been presented with evidence of fraud by insurance companies and employers and has also refused to
prosecute. DINA PADILLA:..before, it happened to me by Kaiser, along with hundreds of others, and it’s still happening by Kaiser.... while other self insured employers that funds this commission....This commission to me is to help perpetuate fraud and corruption.
I’m not going to say this isn’t a a personal issue, because this affects many people.
I’d like to know Mr Zachary how you get funded..... to do your job here? Does Safeway pay for it, does the state of California pay for it?

DINA PADILLA:Well, the reason I ask... the reason I’m asking ok... is because there’s being money spent to go after injured workers. And I’m going to read something. This was from PMSI and Drug Spend.... This was from Bill Zachary

DINA PADILLA:Most of them are 30 percent, that’s about 300,000 people per year that don’t get their claims done. That’s a lot of money..... that self insured companies that fund this commission,
they save Ok, they give everybody else money, but they’re not giving it to the injured worker.
