One of the original thirteen colonies, Virginia has the oldest legislature in the Western Hemisphere. Birthplace of eight U.S. Presidents, the Commonwealth of Virginia maintains and protects 123 Civil War battlefields and is known for growing peanuts, tobacco and grapes that produce some of the finest wines in the United States. The first IWLA chapter in Virginia was chartered in 1924 in Richmond. The Fredericksburg-Rappahannock Chapter and Youth Con-vention Committee created a diverse and interesting schedule for your conservation enrichment. Join us Tuesday evening for our Early Bird pizza party followed by a swim in the pool. Wednesday we will travel to Westmoreland State Park to go shark tooth hunt-ing and enjoy watersports and other nature activities along the Potomac River. Thursday will start with a trip to the National Museum of Marine Corps in Quantico. After lunch we will visit the historic Chancellorsville Battlefield where we will learn about the important role Virginia played during the Civil War and try and identify environmental changes due to the battle fought here. Friday, after attending the morning session of the Convention, we will spend the day at the chapter where a variety of activities are planned, including fly fishing, bird box building, and cookout and bonfire (weather permitting).

Each delegate is entitled to one vote. However, if the number of chapter delegates at any session is less than the number of delegates to which the chapter is entitled, the chapter delegation may collectively cast the same number of votes as the number of delegates to which that chapter is entitled.

Each chapter is entitled to name one alternate for each delegate. However, an accredited alternate may vote only in the absence of the original delegate. (For more specific information about the voting rights of delegates and alternates, see Ar-ticle 7, Section 7.5 of the IWLA Bylaws in the back of your national directory.)

Major actions of delegates include voting on adoption of convention rules; approving minutes from last year’s conven-tion; electing national officers, regional governors and directors at large; voting on policy resolutions; and voting on the 2016 national convention site.

Board of DirectorsThe Board of Directors is composed

of the national president, vice president, treasurer and secretary, in addition to re-gional governors, past national presidents, national directors and directors at large. The directors will hold a short meeting during the convention.

Major actions of the Board include ap-proving minutes of the midwinter meeting, voting on proposed bylaws amendments and electing Executive Board members.

All IWLA Members All members of the League are also

members of the IWLA Endowment Inc., a separate corporation that receives earmarked and general contributions for financing conservation projects. The En-dowment Board will hold a meeting during the convention, and a slate of candidates for election to the Board will be presented. Any Ike at the convention may vote for the candidates.

Based on the newly released Engaging Youth In the Outdoors Chapter How-To Manual – designed to help chapters engage young people with the environment and the outdoors. Workshop topics include back-ground and tools needed to connect youth of varying ages with conservation. Others include a wide range of suggested activities, and ideas and guidance tips for running a local chapter youth program. Held prior to the National Convention’s opening at the Fredericksburg Hospitality House Hotel and Conference Center. Seating is limited, so please register early! Pre-registration required. Thursday Afternoon Workshops

Workshops will be offered on Thursday afternoon, July 25 from 2pm – 4pm. Each workshop will be presented twice and run for an hour to allow participants to pick and choose the sessions they wish to attend.

From Minnesota to Florida, whether you think it’s too cold, too hot or just right, there are simple ways to decrease or more effectively manage your energy use. We will review simple steps to increase energy efficiency in your house and chapter – reducing energy usage and saving you mon-ey. This conversation will include elements related to equipment and systems im-provements, behavior and usage changes, available assistance programs and potential funding, and related policy elements.

Delegates are the IWLA chapters’ offi-cial representatives at the national conven-tion, and they play a key role in determin-ing the League’s direction for the coming year. In addition to electing national officers, delegates serve on committees and vote on conservation policy resolutions.

Chapters may elect or appoint their del-egates. The number of delegates allotted to each chapter is determined by the chapter’s size. (Allotments are listed on pages 9-10.) Allotments are based on membership fig-ures from the end of the previous year.

After a chapter has named its delegates, the delegate accreditation form on page 11 must be completed by a chapter official and submitted to the national office by June 15. Delegates also must present a signed accredi-tation form at the convention’s registration table to receive delegate credentials.

Your Voice in League Policy The convention provides all members

and chapters an opportunity to participate in IWLA conservation policy-making through national resolutions. Proposed national resolutions should be sent to the national office as soon as possible. No reso-lutions will be accepted after July 1, 2013.

Every year, Ikes, chapters and divisions draft resolutions outlining recommendations

to local, state and federal agencies and oth-ers about various natural resource issues. Each resolution submitted is considered by an appropriate resource committee composed of members appointed by the League’s national president. The resource committees are the following:

•Fish and Wildlife •Public Lands •Sustainable Resources •Agricultural Affairs •Energy and Environment •Water Resources •Outdoor Ethics•Environmental Education

A separate resolutions committee — consisting of the chairs of each resource committee — makes final recommendations on resolutions before they are presented to convention delegates for a vote. Jeff DeChamps of Maryland is chairman of the Resolutions Committee. Resolutions that are formally adopted become official League policy and guide the position statements of League staff and officers.

All resolution submissions should do the following:

•State that the proposal is intended for consideration at the national convention.

•Be written in simple essay form (not in the “whereas style”).

•Include background articles, fact sheets, studies or other information with the proposal to give the committee a better un-derstanding of the issue and its importance.

•Identify and credit the author of the resolution.

•Identify someone familiar with the resolution and its history who will be prepared to speak to the committee at the convention.

Send your resolutions, with a cover letter indicating they are to be considered for adoption as national policy, to IWLA Convention Staff, Attn.: Resolutions, 707 Conservation Lane, Gaithersburg, MD 20878-2983.

Bylaw ChangesProposed amendments to the IWLA

bylaws must be submitted by June 20 to receive consideration at the convention. Timothy W. Reid, chairman of the Gov-ernance and Bylaws Committee, requests that a proposed amendment have the back-ing of a chapter or division if originated by a chapter member. CONVENTION DELEGATES AND BUSINESS

Since the beginning of the year, the League has been engaging members and leaders in developing a new, five-year strategic plan for the organization. This plan will outline our vision for conser-vation and outdoor recreation in the future and articulate com-mon goals which we can work together to achieve. Discussing and evaluating the plan will be a major focus during convention and delegates will have the opportunity to formally endorse it. The draft plan will be available for members to review and com-ment on between mid-May and mid-June and a final draft plan will be distributed to National Directors, chapter and division leaders, and others prior to the Convention. This is an exciting opportunity to chart the course for the future of the League — and every League member is encouraged to participate.

LOOKING FOR LEADERSExecutive Board Chair, Garrit Struck,

has made the following appointments to the National Officer Nominating Commit-tee: Co-chairs: Charles Wiles (MD), and Chuck Clayton (SD); Members: Timothy Russell (IN), Dave Zieverink (OH), Ed Higdon (CA), Tom Terfler (IL), John Mo-nahan (SD), Anita Samuelson (IA), Warren Wayland (VA), Lee Hays (MD) and Lurlie Campbell (NE).

The committee is responsible for drawing up a roster of candidates to serve one-year terms of office in the following positions:

National President, who presides at meetings of the Board of Directors and must project a strong image for the League.

Vice President, who substitutes for the president and performs other duties as-signed by the president or Executive Board.

Secretary, who keeps permanent records of all business transacted by the Board of Directors, Executive Board and at annual meetings.

Treasurer, who manages investment of money for the national organization.

Regional Governors, who serve as liaisons among the national organization, divisions and chapters.

The National Officer Nominating Committee also is responsible for present-ing a roster of candidates for positions of directors at large. Directors at large represent the interests of states without divisions on the Board of Directors. Terms are three years, and there are three vacancies this year.

Executive BoardIWLA National President, Bob Chap-

man, has appointed these Ikes to the Executive Board Nominating Committee: Donald Freeman (IA), chair, Leila Wiles (MD) and Gary Schwartz (MN).

The committee will present a roster of candidates for three open positions this year. The 14-member Executive Board,

which includes four national officers, has full administrative and supervisory responsibility for the national office and regional units of the League. Executive Board members must be members of the Board of Directors. They are elected to three-year terms.

Endowment BoardWes Sheets, president of the IWLA

Endowment Board, has made the following appointments to the Endowment Nominating Committee: Bruce Evans (WV) chair, Brenda Lee Smith (IA) and Kurt Feldmann (MD).

Adopted by the League twelve years ago, our Shallow Footprints program has become second nature to most of us. Hotels everywhere have adopted a sustainability policy at some level of their operations. The Hospitality House has a conservation policy in place that lets you determine just how much you want done in your room (e.g., linen service).

Look for the League door hanger in your room. Please make sure to use it every day to indicate your laundry preference. You can also make arrangements with the housekeeping person on your floor.

And don’t forget:

• recycle paper and containers

• turn off lights and appliances when you leave the room

• draw your room blinds to keep the heat out

• turn off the tap while you brush or shave

• set air conditioning to a moderate temp when you are gone
