This rally will be run in compliance with the International Sporting Code (and its appendices), theGeneral Prescriptions applicable to FIA Championship rallies, the Sporting Regulations of theFIA Championship(s), the provisions of the National Sporting Regulations which comply with theFIA regulations and these supplementary regulations.

I ORGANISATION

1.1 Definition

The REIAL AUTOMÒBIL CLUB DE CATALUNYA (RACC) organises, under the patronageof the Town of LLoret de Mar, the 38 RALLY CATALUNYA - Costa Brava / RALLY DEESPAÑA 2002, which will take place between 21st to 24th March 2002.

IV ELIGIBLE CARS

4.1 Permitted modificationsThe addition of sump or chassis guards is permitted (254.6.6.1 and 255.5.7.2.10). Additionallights are allowed according to Art. 254.6.7 and 255.5.8.5 of Appendix �J�. Mudflaps areauthorised and must comply with Appendix �J� (Art. 252.7.7). Tinted glasses are allowed(Appendix �J� Art. 253.11).

4.2 Production Cars (Group N) cylinder capacity classes:

Class N1 up to and including 1.400 ccClass N2 over 1.400 and up to and including 1.600 ccClass N3 over 1.600 and up to and including 2.000 ccClass N4 over 2.000 cc

4.3 Touring Cars (Group A) including World Rally Cars, cylinder capacity classes:

V ENTRY FORM - ENTRIES

5.1 Deadline - date and time - for sending the entry form:Friday 15th February 2002, at 14.00 hours

Details concerning the co-driver must be lodged prior to Friday 22nd February 2002,at 14.00h.

If this application is sent by fax, the original must reach the Organiser at the latestone week after the close of entries.

5.2 The maximum number of starters will be 90 cars.

5.2.1 The organisers selection will be the following:1/ FIA first priority drivers2/ FIA second priority drivers3/ FIA third priority drivers (Drivers entering FIA Junior WRC)4/ Drivers entered by an official Team or make5/ R.F.E. de A. (Spanish Federation) priority drivers6/ Should the maximum number of admitted vehicles fail to be reached through this

procedure, the Organisation reserves the right to complete this number from theremaining teams entered, according to the driver results and capacity/condition ofthe vehicle, at the Organisation�s exclusive criteria.

5.3 No entry form can be guaranteed before the entries closing date. Organisers will inform thecrews which entry form has been not accepted after this date.

5.4 For foreign competitors (of a country which is not a member of the EU), the entry form mustbe stamped by the competitors� National Sporting Authority (International Sporting CodeArt. 17 and 70)

Any bank charges incurred by a swift transfer must be charged to the sender�s account.

When paying by swift bank transfer, it is essential that you provide details of this paymentby fax to the Rally Office to ensure that payment is duly receipted prior to the close ofentries.

6.1.5 Other fees:

• Manufacturers� Gravel car and Tyre manufacturers� gravel car, each 450 EUR• Service plate (1st plate included with entry fees & the 2nd) 200 EUR• Auxiliary plate, each 350 EUR• Radio permission 250 EUR• Shakedown - for FIA 2nd priority drivers & Junior WRC 300 EUR

6.2 The entry application will only be accepted if accompanied by:

• The total entry fees or by a receipt issued by the competitor�s National Sporting Authority• Photocopies of the competitor and drivers licences as well as photocopies of the drivers passport or Identity card• One passport photo for each member of the crew• Photocopy of the page of the car homologation form for the entered car where are indicated number, group and cylinder

6.3 Entry fees will be refunded in full:

6.3.1 To canditates whose entry has been not accepted.

6.3.2 In case of the rally not taking place.

6.3.3 Organisers may refund the 30% of the entry fee to those competitors who, for reasons of�force majeure� (duly certified by their ASN) were unable to start the rally.

6.4 Description of the insurance cover.

6.4.1 According to the existing Regulations in Spain the insurance policy arranged by theOrganisers covers the guarantees required by the R.F.E. de A.:

a1 Liability to third parties in accordance with Spanish legislation.

a2 The payment for which the participant who is held liable for accident or fire causedby the cars taking part in the rally up to the sum of 1,202,024.21 EUR per accidentand competitor.

The insurance cover will come into effect from the start and will cease at the endof the Event or at the moment of retirement, disqualification or exclusion. Vehiclestaking part at the shakedown wil be also covered by this policy.

6.4.2 In case of an accident, the competitor or his representative must notify in writing theClerk of the Course in as short a time as possible and in a maximum of 24 hours. Hemust explain the circumstances under which the accident occurred. Likewise he mustmention the names and addresses of any witnesses.

6.4.3 May the competitors be reminded that only the damage caused by the Organizers andthe entered drivers are covered by the insurance policy taken on by the Organisation.Injury to the drivers themselves or damage to participating cars are not covered by thisinsurance.

6.4.4 Entrants and competitors are free to take on at their own convenience any individualinsurance policy that they deem fit, independently from the above mentioned liabilityinsurance.

6.4.5 In case of an accident, competitors and drivers agree to hold harmless and keepindemnified the event�s promoters and organisers against all claims.

6.4.6 The service vehicles, even those bearing special plates issued by the organiser,may never be considered as official participants in the rally. They are therefore notcovered by the insurance policy of the rally and remain the sole responsibility oftheir owner.

VII ADVERTISING

7.1 Competitors who accept the organisers optional advertising must reserve the followingspaces for it:

C. Optional advertising: Lloret de Mar2 stickers per vehicle of 15 x 52 cm maximum

If appropiate other optional advertising will be announced in a bulletin

VIII GENERAL OBLIGATIONS

8.1 Control of the drivers� helmets:

The control of the drivers� helmets will take place at scrutineering at Pavelló Municipald�Esports.

8.2 Infringements:

Throughout the entire Rally, the crews must strictly observe the Traffic Laws in Spain. Anycrew which does not comply with the Traffic Laws shall be subject to the penalties set outbelow:

8.2.1 1st infringement: 300 EUR

8.2.2 2nd infringement a 5-minute time penalty

8.2.3 3rd infringement exclusion

8.3 Plates - Numbers:

8.3.1 The rally plates supplied by the organisers must be fixed to the front and rear of the carin a visible position for the duration of the rally.

8.3.2 The competition numbers supplied by the organisers must appear on both front doorsand on the roof with the top towards the front of the car during the whole rally.

8.3.3 Orange colored numbers (15 cm. approx.) will be also provided and must be affixed tothe rear windscreen of the car in the upper right edge.

8.3.4 If any competition number or rally plate is missing a cash penalty of 90 EUR will beimposed

8.4 Reconnaissance:

8.4.1 Duration

Reconnaissance for all drivers will take place Tuesday 19th and Wednesday 20thof March 2002, from 08.00 hours to 19.00 hours

8.4.1.1 Reconnaissance cars have to be covered by insurance as required by the law, noresponsibility being imputable to the Organisers.

8.4.1.2 Crews are authorised to drive a maximum of 2 times through each special stage,at a reduced speed and fully respecting the Road Traffic Laws in Spain. In nocircumstances may crews drive in the opposite direction to the race on thespecial stages.

8.4.1.3 The presence of a driver and/or his co-driver on a special stage, in any waywhatsoever, is considered as reconnaissance.

8.4.1.4 Organisers will supply at the rally office a reconnaissance vehicle identificacionsticker and a time card valid for up to 2 passes over each special stage.

8.4.1.5 Reconnaissances sticker must be affixed during reconnaissances on the top rightof the front windscreen.

8.4.1.6 Special Stages will be supervised by Rally Officials and competitors must followtheir instructions.

8.4.1.7 During reconnaissances crews must stop at the start of each stage, which will beduly signposted. Rally Officials will endorse the reconnaissances time card in orderto control the pass over the stages of vehicles.

8.4.1.8 The maximum speed set for the reconnaissance of special stages is of 90km/h,except for those cases in which there are speed limit signals and in built-up areas(50 km/h)

8.4.2 2002 World Rally Championship rules

8.4.2.1 Reconnaissance outside the schedule as set by the organisers is considered a veryserious offence and will be reported to the Stewards who may apply penalties(see Art.13.2 WRC)

8.4.2.2 Any driver who is currently or who in the last two years has been included on the Aor B seeded list, or any driver designated by the FIA, taking part or intending to takepart in a rally, who wishes to drive on any road which is or might be used for aspecial stage in the rally, must notify the organiser beforehand of his intention to doso and must obtain the organisers� written permission. The written permission mustforthwith be sent to the FIA. Any failure to respect this rule shall result in the driversbeing reported to the Stewardswho may apply penalties (see Art. 13.2 WRC).

8.4.2.3 It is emphasised that reconnaissance is not practice. All the Road Traffic Laws inSpain must be stricly adhered to and the safety and rights of the other road usersmust be respected.

8.4.2.4 Any driver intending to take part in the rally must comply with Art. 8.5.2.2

8.4.2.5 Any driver may take part in reconnaissance for a rally with a view to taking part inthe following year�s World Rally Championship. The regulations on reconnaissancemust be respected in their entirety. The driver must pay a fee of 1,850 EUR fortaking part in this reconnaissance.

8.4.2.6 A system for controlling the speed in reconnaissance by means of a GPS will beused on ALL cars. Details of the fitting location will be included in a bulletin.

8.4.3 Sanctions

All infringements of the reconnaissance regulations will be reported to the Stewardswho should consider applying further penalties under Article 152 of the Code.

In any case, the Organisers must forward to the FIA the names of each competitor anddriver committing an offence, in order to monitor regular offenders.

8.5 Tyres:

8.5.1 Tyres changes may only be carried out in Service Parks Type I (service 20 min or 45min) or Type II (service 20 min before 1st Special Stage of the day).

8.5.2 The cars of FIA first and second priority drivers may only carry one spare wheel.

The cars of the other drivers may carry a maximum of two spare wheels.

8.6 Fuel:

8.6.1 The use of FIA fuel is compulsory for all competitors entering a World RallyChampionship event held in Europe (Art. 9 - 2002 FIA WRC regulations)

8.6.2 No later than 3 weeks prior to the start of the rally, the competitors must notify their fuelrequirements to ELF Hight-Tech Fuels (Total-Fina-Elf Group) at the following address:

8.6.3 Refuelling for all competitors must imperativaly be carried out in the areas settledby the Organizers. These Refuelling Areas will be located at the exit from the ServicePark, after the Time Control. In all refuelling zones, a 5 kph speed limit will apply.

8.6.4 One supplementary refuel zone will be installed at the end of the 1st leg, 11.410 kmbefore Lloret de Mar TC, which will be duly specified in the road book and signposted onthe route.

8.7 Competitors Safety

8.7.1 Each competing car must carry red reflective triangle which, in the event of the carstopping in a special stage, must be placed by a member of the crew in a conspicuousposition at least 50 m. behind the car, in order to warn following drivers. Any crew failingto comply shall be subject to a cash penalty at the discretion of the Stewards.

8.7.2 In the event of an accident where no injuries are sustained requiring immediate medicalintervention, the OK sign in the road book must be clearly shown by a crew member tothe next 3 following vehicles and to any helicopter attempting to intervene. If the crewleaves the vehicle the OK sign must be displayed so that it is clearly visible, wherepossible, to other competitors. If on the other hand urgent medical attention is required,where possible the red cross should be immediately displayed to the next 2 followingcars and to any helicopter attempting to intervene. Any crew which is able to, but fails tocomply with this rule may be penalised by the Stewards in accordance with theInternational Sporting Code.

8.8 Accident Reporting

If a driver taking part in a rally is involved in an accident in which a member of the publicsustains physical injury, the driver concerned must report this to the next radio point asspecified in the road book and signposted on the route. If he fails to observe this rule, theStewards of the Meeting may impose on the crew responsible a penalty which may go as faras exclusion. ( Appendix IV - Art. 2.5 to FIA 2002 General Prescriptions).

RUNNING OF THE RALLY

IX START

9.1 Official time throughout the entire rally: Speaking clock TELEFÓNICA : 093

9.2 The start of the rally will take place at Lloret de Mar on Thursday 21st March at 19.00 hrs.

9.2.1 There will not be a Start Parc Ferme before the start of the rally. Each car with its crewmust be present to starting area at least 10 minutes before its individual starting time,at Avenida Just Marlès Vilarodona.

9.2.2 To arrive to the Starting Area with a delay up to 15 min. will entail a cash penalty of120 EUR. Crews arriving more than 15 minutes after their individual starting time willnot be allowed to start.

9.2.3 The start interval at the starting podium on Thursday 21st March will be 1 minute forall drivers. For the other days the start interval will be 2 minutes for the first 20 drivers,and a 1 minute start-interval for the other drivers.

9.3 The crews are authorized to check in advance at TC 6C (finish leg 1 - Podium Lloret deMar) and TC 12C (finish leg 2 Podium Lloret de Mar).

9.4 Timekeeping

9.4.1 The timekeeping in the special stages is carried out to the tenth of a second.

9.4.2 The start of the special stages will be carried out by an electronic countdown system,counting down by seconds and clearly visible to the crew from the start position. Thissystem may be electronically coupled to a start line detection device that records anysituation where a car leaves the start line ahead of the correct signal. This system mayalso be synchronised with a starting lights system of which the description andregulations will be included if appropiate in a bulletin.

10.1 Sum of the protest fee set by the ASN: 600 EUR

10.2 If the protest requires the dismantling and the re-assembly of different parts of a car, theclaimant must pay an additional deposit of guarantee equal to the supposed value of thework at the date and the place where they are made, at the price of 37 EUR per hour ofwork, according to the operation stages, as defined hereunder:

10.3 The expenses incurred by the work and by the transport of the car shall be borne by theclaimant if the protest is unfounded or by the competitor against whom the protest is lodgedif the claim is upheld.

10.4 If the protest is unfounded, and if the expenses incurred by the protest (scrutineering,transport, etc) are higher than the deposit amount, the difference should be borne by theclaimant. Conversely, if the expenses are less, the difference should be returned to him.

10.5 Sum of the appeal fee

10.5.1 Sum for a national appeal fee (R.F.E. de A.) : 1,200 EUR

10.5.2 Sum for an international appeal fee (FIA) : 4,573.47 EUR

PRESENCE DURING THE RALLY:

When the Secretariat is opened, a planning of the places and schedule where they will be onduties will be established. This planning will be post on the Official Notice Board and willinclude:

Appendix III: ASSISTANCE PLATES

Service

Two service vehicles per competing car starting the rally may provide service throughout the rally,exclusively in Service Parks. These vehicles must be clearly identified by means of «Serviceplates», issued by the Organisers. No additional service plates are permitted.

Service plates must be affixed on the top of the front windscreen.

Only vehicles identified by Service plates will be allowed to access to the Service Park.

Service book and rally map shall be delivered on purchasing 2nd Service plate.

SERVICE plates will be available to Competitors at Documentation control:

Other team vehicles must be identified by means of �AUXILIARY� plates, which allow to accessto the Auxiliary parks adjacent to service parks.

Appendix IV : SHAKEDOWN

Shakedown for cars entered in the rally will be organised, on a portion of road representative ofthe characteristics of the roads on which the rally is run.

• Stage distance: 3,4 km.

Manufacturers entered in WRC 2002 are exempt from sending and paying the entry form andfees; shakedown fees are included on Manufacturers pack.

FIA 2nd and 3rd priority drivers and «Manufacturers supported» wishing to participate at theShakedown should send their application form, with payment, by the Rally Office before Monday11 March 2002.

A route to the shakedown venue will be included in the Service book.

Crews that are participating must wear helmets and competition numbers and rally plates mustbe affixed.

Junior WRC Teams taking part on the shakedown (13.00 - 16.00 hours) will be not allowed toenter the shakedown area with their vehicles and vans until 12.00 hours.

Crews taking part on the shakedown are requested to collect at the Rally Headquarters, onWednesday 20th March during the administrative checks the «shakedown sticker» and competitionnumbers and rally plates necessary to access to the Shakedown area.

Appendix V : HELICOPTERS

Entrants and Teams interested in using helicopters during the rally for any actions that do notinfringe Art. 12 of 2002 FIA General Prescriptions are required to contact TAF HELICOPTEROSin order to obtain the official application form:

In order to co-ordinate the using of helicopters, pilots are required to attend a briefing which willbe held on Thursday 21st March at 20.00 hrs, at Rally Headquarters - Hotel Olympic Park.

Appendix VI : RADIO EQUIPMENT - FREQUENCIES

All radio-electric, transmitter installations in cars are always subject to a previous authorizationrequest.

A frequency assignment is to be asked for at the Spanish Telecommunications Offices.

- Radio Frequencies request 250 EUR

Competitors wishing to use 2-way radios during the rally should send the application form, withpayment, by the Rally office, before Friday 22nd February 2002.

Manufacturers entered in WRC 2001 are exempt from paying when submitting their applications;shakedown fees are included on Manufacturers pack.

Any infringement of the law will render the breachers liable to proceedings and if their frequenciesinterfere with the organisation network sanctions could lead to exclusion.
