    Office of the Secretary of National Defense (OSEC)

    The Department of National Defense (DND) proper is responsible for the overall management and administration of the Department, formulation and implementation of policies, plans and programs, and day-to-day supervision and administration of its functional units.

    The Honorable Voltaire T. Gazmin (2010- present) is the 35th Secretary of National Defense. He was appointed to the Cabinet by President Benigno S. Aquino III, the 15th President of the Republic of the Philippines.

    Among his major accomplishments as Defense Secretary are the security sector reforms, institutional reforms and administrative reforms that are being implemented under his guidance and leadership.

    In December 2012, President Aquino signed Republic Act No. 10349 or the Revised Armed Forces of the Philippines Modernization Act, which

    extended the previous modernization program to another 15 years, with additional allocation of at least Php75 billion for the first five years.

    With Secretary Gazmin at the helm, the Defense Department made the capability upgrade of the AFP and the modernization of Government Arsenal its top priority. From June 2010 to October 2014, the department has completed 46 modernization projects with big ticket items such as aircraft and combat utility helicopters to rapidly deploy air mobile battalions of rapid reaction forces and assist in national development, search and rescue and disaster relief operations; naval helicopters to support maritime air patrol and amphibious air operations; and frigates for territorial defense and internal security.

    Following the national leaderships emphasis on transparency, accountability and good governance,

    administrative reforms were instituted during Secretary Gazmins leadership. These include the Integrity Development Action Plan (IDAP), Integrated Personnel Performance Management System (IPPMS), Defense System of Management (DSOM), to name a few.

    With the rapidly evolving regional and global defense and security landscape, Secretary Gazmin underscored the importance of regional and global cooperation in addressing the security challenges that confront the nation. His administration is marked by robust defense relations with other countries and active participation in defense cooperation organizations, as well as the cultivation of new partnerships based on common interest as the Philippines continue to be a partner of the international community in promoting peace and stability.

    Office of the Undersecretary of National Defense (OUSND)

    As the most senior Undersecretary in the Department, the USND serves as the Deputy to the Secretary. When the Secretary is unable to perform the duties owing to illness, absence or other cause, as in case of vacancy in the Office, the USND shall temporarily perform the function of said Office.

    The USND assists the Secretary of National Defense (SND) in providing

    executive guidance, supervision and control over all activities of the Department.

    The USND also assists the Secretary in coordinating the programs and projects of the Department, and is responsible for their economical, efficient and effective administration.

    The Office has the lead responsibility in the general administration and

    management of the DND Proper.The OUSND is the office of primary

    responsibility (OPR) for the Defense System of Management (DSOM) throughout the Department as well as OPR for DSOM among Civilian Bureaus.

    The USND exercises functional supervision over the following offices: Office of Civil Defense; Assistant Secretary for Human Resource (ASHR); Administrative Service (AS); Management Information System Service (MISS); and Legal Affairs Service (LAS).

    He also chairs the DND Promotions Board for third-level positions.

    Formally organized on November 1, 1939 by virtue of President Manuel L. Quezons Executive Order Number 230 to implement the National Defense Act of 1935 and Commonwealth Act No. 430 which was enacted on May 31,1939, The Department of National Defense (DND) celebrates its 75th Anniversary on November 1, 2014. The Departments role in the countrys journey to freedom and democracy and in fortifying the Philippines defense and security as well as in nation building, has been indelibly ingrained in the countrys history.

    This 75TH Anniversary Special Issue of the Philippine Defense Newsletter presents the men and women of the Department of National Defense (DND Proper) and their respective offices. As the Department celebrates its Diamond Jubilee, its entire workforce renews its commitment to serve the country and the Filipino people, with fervor and integrity, to accomplish its mandate to maximize effectiveness in guarding against external and internal threats to national peace and security, promote the welfare of the soldiers and veterans, and provide support for the countrys social and economic development.

    Formerly known as the Undersecretary for Defense Affairs, the USDO advises and assists the Secretary in formulating and implementing Department objectives and policies on matters pertaining to defense operations.

    The USDO exercises functional supervision over the following offices: ASSA on matters concerning UN Peacekeeping Operations and Philippine Expeditionary Forces; ASPP on matters pertaining to Maritime Security and Coast Watch; Internal Security

    Operations; and Terrorism The Undersecretary also exercises

    functional supervision over the Armed Forces of the Philippines (AFP), as well as AFP Reserve Force development, Citizen Armed Force, civilian volunteer organizations, and civil-military operations.

    Office of the Undersecretary

    for Defense Policy (OUSDP)

    Formerly called the Office of the Undersecretary for Legal and Legislative Affairs and Strategic Concerns, the Undersecretary for Defense Policy advises and assists the Secretary in formulating and implementing defense plans, policies and legislations.

    The USDP assists the Secretary in overseeing and coordinating matters on legal and legislative affairs, and serves as the DNDs congressional liaison.

    The Office has the lead responsibility for developing DND-led strategic plans requiring whole-of-government inter-

    agency responses.The USDP exercises functional

    supervision over the following offices: Assistant Secretary for Strategic Assessment (ASSA) on matters pertaining to strategic assessment, international

    policy, and peace process; Assistant Secretary for Plans and Programs (ASPP) on matters pertaining to the peace process (CPP-NPA-NDF); and the National Defense College of the Philippines.

    Office of the Undersecretary for Finance, Munitions, Installations and Materiel (OUSFMIM)

    The USFMIM advises and assists the Secretary in formulating and implementing Department objectives and policies on matters relative to finance, munitions, installations and materiel.

    He supervises all DND-AFP investment projects, including those funded by the AFP Modernization Program, Capability Upgrade Program, Capital Outlays, Foreign Security Assistance, Inter-Agency Fund Transfers through special allotment
