On 8/3: I traveled over to Wilmington Aerie #74 was met by the Bartender and 8 members, was shown the
Aerie. They have a very nice building. But where you think you enter in front isn’t where you go. Go around back. They
have a Bar in the front that they rent out for weddings and such. There were no officers around at the time I was
there.
On 8/11: I was invited to Fairless Hills aka Morrisville Aerie # 2489 for the reorganization of the new building, it was
a nice event. They had representatives from the town and Bob Wahls, Mel Fry, John Domer and his wife Maryann,
Dwaine and Chris Shupe and myself. We were greeted by Tom Parsons and the officers of the Aerie. They have a nice
Aerie not as large as before but have what is needed for now. They are motivated to go ahead and be the best they
can be. Thank you for allowing me at your affair; also thanks for the room and friendship over the weekend. And
Mickey congrats to you and The President for your awards. Good to see that people do take notice to what you two
have done. Keep do what you are doing.
On 8/17: I went back to Wilmington Aerie # 74 for a reorganization meeting with Grand Aerie Agent Mike Simonds.
They got most of the Chairs filled but have a long road ahead. With the amount of members that were in attendance
they should be moving forward soon. Good luck to all of you and if neede d contact the State Aerie and we will do what
we can to help. And thank you for allowing me to take part in your meeting.
To all Aerie’s if you need the state we are here to help were we can . Don’t wait until it’s too late! We are here to
serve.

Keeping In Compliance
Compliance is the key to maintaining a healthy Aerie and Auxiliary. To ensure you're in full compliance with
the Grand Aerie, make sure your Aerie/Auxiliary has submitted the items on this page to the Grand Aerie
Compliance Department.
Failing to remain in compliance can result in one or more of the following consequences:
▪ Inability to receive representation from the Grand Aerie for any upcoming meetings or events.
▪ Loss of nonprofit tax status.
▪ Suspended or revoked Aerie/Auxiliary Charter
1. General Liability Insurance
You must submit the entire General Liability Insurance policy for the Aerie and Auxiliary with the Grand Aerie
Fraternal Order of Eagles named as Additionally Insured. Auxiliary must either be a policy owner on the
Aerie's policy or have their own separate policy.
2. Bond or Employee Dishonesty Coverage
Your policy MUST include bond or employee dishonesty coverage in order to be considered in compliance
with the Grand Aerie.
3. Liquor Liability Insurance
Obtaining Liquor Liability Coverage protects you in the event a patron causes property damage, physical
damage to another individual or causes harm via a motor vehicle after being served at your establishment. A
select number of states do not have dram shop laws, which means the establishment cannot be held
responsible for the actions of an individual served there. In these states (Delaware, Kansas, Louisiana,
Maryland, Nebraska, Nevada, South Dakota and Virginia) it is not required for an Aerie to obtain Liquor
Liability Insurance.

4. Signed Affiliation Agreement ---- Affiliation Agreement
As some of you may know, the Grand Aerie and some local Aeries have been found liable in recent lawsuits,
costing the organization in dollars, valuable membership and leadership and adding additional stress and
frustration which inhibits our ability to grow. With these situations and the protection of our members in
mind, our legal team drafted the Affiliation Agreement. The Agreement provides protection to local members,
officers, their buildings and property, as well as the Grand Aerie, and provides us with a valuable resource to
guide decision-making on all levels.
The Worthy President and Secretary of the Aerie are required to sign the Affiliation Agreement and send it
back to the Grand Aerie Office to the attention of the Compliance Administrator. Once received, a Grand Aerie
official will also sign the agreement and send a copy back to your Aerie for record keeping purposes. The
Affiliation Agreement is located in the MMS Admin section of the Member Management System (MMS) for
your review and signature.
Further, the Affiliation Agreement requires each Aerie to enter into a similar agreement with each of its
Auxiliaries, clubs within a club (such as REAC, Eagle Riders, etc.), and any other subordinate groups. A sample
agreement has also been placed in the reports section of MMS for your reference. Please note the waiver on
the first page of the agreement. Due to the variations in the laws across the United States, we cannot give each
Aerie a finalized form to use, but we wanted to at least give an example of what the agreement between your
Aerie and its associated groups could look like.

5. 990 for Year Ending May 31
You must have a 990 filed for the most recent fraternal year ending May 31. If all extensions were filed,
deadline is April 15. All extensions must be submitted to the Grand Aerie Compliance Department.
The local Aerie and Auxiliary 990's are due October 15 with the IRS. The IRS does not have the Grand Aerie
classification updated at all of their tax return centers. The Grand Aerie classification was changed from a
501(c)10 to a 501(c)8 in 2007.
All 990 returns should include a copy of the April 5, 2007 IRS Determination Letter. This will avoid local
returns being rejected. Open the link below to print a copy of the determination letter.
6. No Money Owed To the Grand Aerie
All outstanding Per-Capita Tax, Membership Fees and Supplies Invoices must be paid in full to date to be
considered in compliance.

TO BE ELIGIBLE FOR GRANTS – YOU MUST HAVE DONATED TO A CHARITY
Charity Grant
Grants from the various funds of the F.O.E. Charity Foundation are made available every year to 501 (c) 3
organizations. Grants may only be given to non-profit institutions, as dictated under the Articles of Incorporation
of the Eagles and must conform to IRS requirements for non-profit institutions. Grants are paid directly to
recipients for such purposes as stated in the Charity By-laws. Qualifying organizations include but are not l imited to
local hospitals, universities, camps, clinics. Exceptions to this rule include the Children’s Christmas Shopping Sprees
and H.O.M.E. Fund Grants. Grants must be for research, education, equipment or supplies and can be anywhere
from $500-$5,000 for grants requested by States/Provinces and $6,000-$10,000 for special charity projects.
▪ Jimmy Durante Children's Fund grants can only go to establishments and/or institutions caring for and/or treating
mentally and physically impaired children (under the age of 18) and to hospitals treating children or researching
the diseases of children.
▪ Jimmy Durante Child Abuse Fund grants must go to establishments that provide educational material and therapy
to help abused victims.
▪ The Drug Awareness grant is a matching grant up to a maximum of $1,000 (which includes the Aerie/Auxiliary
contribution of $100 to $500.)
▪ C.P.R. grants are only awarded to local Fire Departments or Emergency Medical Service units. Funds are to be
util ized for CPR equipment. Grant money cannot be used to pay for any class instructor training fees assoc iated
with holding a class in CPR.
▪ The Golden Eagle Fund grant is to aid charitable organizations sponsoring community oriented programs for the
elderly. A grant cannot go to an individual, an Aerie as a club, private nursing home, etc.
Grant requests are submitted by Aeries and Auxiliaries to the State/Provincial Executive Board. Each
State/Province has approving authority for grants. All submission of grants must go through the State/Provincial
entities.
If you are an outside organization seeking funding from Fraternal Order of Eagles charities, please contact a local
chapter with your request. Grants submitted directly to the Grand Aerie will be returned.
The F.O.E. Charity Foundation does not approve grants to outside fund raising organizations such as the American
Diabetes Association, National Kidney Foundation or Association, American Cancer Society, National Heart
Association, National Alzheimer’s Association or to an individual, or an Aerie as a club. Grants cannot be used for
salaries, administrative costs or for any continuing education classes.
Grant Requirements
• All Charity Foundation grant recipients MUST be a 501-C 3 organization with nonprofit status. All others will be denied. Grants do not go to individuals or go to supporting individuals. If you’re requesting a Grant for an organization such as Make-A-Wish, the grant has to go through the H.O.M.E. fund and can only be used for bettering the lives of multiple children, not to granting one particular wish. H.O.M.E. Fund recipients can be 501c3 or 501c8 tax exempt. Grants without earmarked contributions: If you’re applying for a grant without any earmarked contributions attached, you must fill out a universal grant form, which can be found on the website, and include the following items: • A letter from the organization stating what the project is and that the funds will only be used for either: Research, Educational Material, or Equipment/Supplies. Administrative costs and utilities, etc. Administrative costs and utilities are not permissible and will result in the grant being denied and sent back. • A copy of the organizations tax exempt letter from the IRS. • Any additional information on the organization that better explains the project. All the materials must be sent to the state secretary and approved by the executive board before they are sent to the Grand Aerie. Failing to get approval from your state will result in a longer wait time for the grant and possible denial. The standard processing time is 2 weeks, but this is dependent on how quickly the state secretary gets paperwork to the grand. For the best results, please submit the grant at least a month in advance with the presentation date clearly marked on the grant request form. Grants with earmarked contributions: If you’re applying for a grant with an earmarked contribution, but would like to request additional funds you must fill out a universal grant form, which can be found on the website and include the following items: • A letter from the organization stating what the project is and that the funds will only be used for either: Research, Educational Material, or Equipment/Supplies. Administrative costs and utilities, etc. Administrative costs and utilities are not permissible and will result in the grant being denied and sent back. • A copy of the organizations tax exempt letter from the IRS. • Any additional information on the organization that better explains the project. • A check made out to the FOE Charity Foundation with the name of the organization in need of the grant and the Charity Foundation (such as the Heart fund, Cancer Fund, etc.) in the memo line. Because you are requesting additional money from your state, you must follow ordinary grant guidelines and submit the whole packet (check included) to the state secretary for approval. All the materials must be sent to the state secretary and approved by the executive board before they are sent to the Grand Aerie. Failing to get approval from your state will result in a longer wait time for the grant and possible denial. The standard processing time for a grant with an earmarked check is 3 weeks, but this is dependent on how quickly the state secretary gets paperwork to the grand. For the best results, please submit the grant at least a month in advance with the presentation date clearly marked on the grant request form. Administrative costs and utilities, etc. Administrative costs and utilities are not permissible and will result in the grant being denied and sent back. • A copy of the organizations tax exempt letter from the IRS. • Any additional information on the organization that better explains the project. • A check made out to the FOE Charity Foundation with the name of the organization in need of the grant and the Charity Foundation (such as the Heart fund, Cancer Fund, etc.) in the memo line. • If the grant is for the H.O.M.E. fund, the check must be made out to the H.O.M.E. fund, not the Charity Foundation. Failing to do so will result in the check being sent back, and possible grant denial. Because you are only requesting the earmarked money you’ve contributed, you do not need to have state approval on these grants. You may send all the materials directly to the Grand Aerie for processing. Please allow 3 weeks from the date the materials are sent to the Grand Aerie for processing and return of your grant. Make sure you leave enough time for the presentation date. Make sure the presentation date is clearly marked on the Universal Grant Form.

To the F.O.E. Community, We held a Spaghetti Benefit Dinner on Saturday, July 28th, to help alleviate as much burden as we could for the Lumadue family during Don’s fight with cancer. Unfortunately, Don had passed a few weeks prior to the event. Don Lumadue was a member of our organization for over 42 years, and had served in many officer positions throughout his membership, to include his tenure as the Pennsylvania State President from 2016-2017. We want to thank everyone involved during this benefit, to include the following: Punxsutawney F.O.E. 1231, Hanover F.O.E. 1406, Bradford F.O.E. 2432, Falls Creek F.O.E. 965, Brookville F.O.E. 983, Reynoldsville F.O.E. 540, Kayne F.O.E. 307 and the Sykesville F.O.E. 4454. With the help of the local community/busniesses, other Aeries and our fraternity, we were able to present Don’s wife and children with a check in the amount of $10, 531.00. Sincerely,

The Foundation office is at 950 Soldiers Drive, Carlisle, Pennsylvania 17013 and is in the U.S. Army Heritage and Education Center.

Automobile Travel: Carlisle is at the intersection of three major highways: Interstate 81, the Pennsylvania Turnpike (Interstate 76) and U.S. Rt. 11. Please see the following detailed driving instructions for routes from those thoroughfares to USAHEC/USAMHI.
Air: The nearest commercial airport is Harrisburg International Airport (HIA), located south of Harrisburg adjacent to the Pennsylvania Turnpike (I-76). It is approximately 28 miles from Carlisle.
Other public transportation: Carlisle is served by a local bus line (Capital Area Transit, CAT). There is no public transportation within Carlisle or to/from HIA. Taxis are available for local use. Amtrak trains share the Harrisburg terminal with Greyhound and CAT. That terminal is 19 miles from Carlisle Barracks.

The USAHEC (both Ridgway Hall plus the Visitor and Education Center) will be open for the following Federal Holidays from 9am - 5pm Memorial Day, Independence Day, Labor Day, and Veteran's Day. The USAHEC will be closed for all other Federal holidays.
