Council Approves $3,167,000 City Budget; Adds Two Police .Officers

belt on June 1 that wlll require a two-cent boost 1n the tax rate to $1.06 per $100 assessed valuation.
Council had been presented wtth a very lean budget in April in anticipation of paying out $115,0"00 in 1ts accrued liability to the State Retirement Fund. the account for Retirement Contributic.ns contains ·one of the lu-est dollar amounts for a single line item-employee benefits-: $265,000 includang contributions to .Jocial Security and the State ReUrPment Fund. Even the figure of a yPar 8-!";o, $~82.300. is larger than any other single item escept the salaries of the police department (upwards of a half-miHion dollars).
It is not :narprbing. then. that the additional expense of $115.000 per yPar to fund the city's accrued liability presented council's most difficult deciaion. The city must either he&in paying $115,000 a year in 1981 for 40 years or delay up to' four years and pay $1S::.222 a year beginning with 1985 for 38 years. In either case, by financing the $1.6 m. owed. the city could end up payiq $5..5 m.
