It is not :narprbing. then. that the additional expense of $115.000 per yPar to fund the city's ac­crued liability presented council's most difficult deciaion. The city must either he&in paying $115,000 a year in 1981 for 40 years or de­lay up to' four years and pay $1S::.222 a year beginning with 1985 for 38 years. In either case, by financing the $1.6 m. owed. the city could end up payiq $5..5 m.
