a) the estimated volume of E-commerce Industry in the country at present; and b) whether it is a fact that the Government is planning to launch Strategic E-commerce

policy framework; if so, the details thereof?

Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): a) Since the e-Commerce industry is still in its nascent stages, statistics on e-Commerce are not accurately reported yet. However, as per data of State Bank of Pakistan, the value of e-Commerce transactions in FY 2017 amounted to Rs. 6,041 Million while the market of the e-Commerce industry in Pakistan is currently estimated at around USD 600 Million, which is expected to grow to around USD 1 Billion by 2020.

b) The past few years have seen a rising trend of domestic online shopping despite the insufficiency of required infrastructure for e-Commerce in Pakistan. Ministry of Commerce is working to formulate a National E-Commerce Policy Framework for digital trade in the country. So far, two national workshops and several meetings of the e-Commerce Working Groups have been held so far to sensitize the relevant stakeholders on formulation of the said framework. Recommendations of the Working Groups would from the basis for the National E-Commerce Policy Framework. Details may be perused at Annex-I.

Annex-I

National E-Commerce Policy Framework

Ministry of Commerce is working on a policy framework for development of e-Commerce/ digital trade in the country cognizant of the global developments in digital trade and e-Commerce. On a reference moved by Ministry of Commerce, the Prime Minister’s Office (PMO) directed Ministry of Commerce to frame a comprehensive e-Commerce policy after consultation with all stakeholders.

2. As per directive of PMO, Ministry of Commerce constituted a National Advisory Council (NAC) on e-Commerce and e-Commerce Policy Unit (ECPU) comprising all relevant public and private sector stakeholders. Technical work on various aspects of e-Commerce policy would be undertaken by smaller Working Groups. Further, Prime Minister directed the creation of a Policy Board headed by Finance Minister keeping in view the interdependencies involved in the policy formulation and implementation framework of the e-Commerce policy.

3. The Following parameters/ contours of the proposed e-Commerce Policy Framework have been identified by the PMO:

a) Availability and Reliability of ICT Platforms. b) Development of Supportive Financial Services Regulations. c) Regulatory Framework. d) Establishment and Regulation of e-Commerce Establishments. e) Conducive Import/ Export Regulations. f) Taxation Issues. g) Coordination, Consultation, Cooperation and Oversight. h) Multilateral Discipline on e-Commerce.

4. On the basis of recommendations given by the stakeholders and facts stated above, Ministry of Commerce prepared an action plan with following key aspects:

a) Enactment of National Law on Consumer Protection which may include provisions for Seller Protection, Specifying rights, obligations, liabilities and penalties for both sellers and consumers.

b) Enactment of Privacy and Data Protection Laws including provisions for e-transaction to enable e-contracts.

c) Amendments in the Foreign Exchange Regulations of the State Bank of Pakistan to facilitate cross border electronic transactions.

d) Establishment of Dispute resolution mechanism for e-Commerce. e) Formulation of licensing requirements for establishing and operating e-Commerce

businesses. f) Subsidizing GST rates and other tax relaxations for e-Commerce on products

where sales are made on online portals in order to encourage selling online. g) Provision of safe and secure platforms for financial transaction online. h) Working Group on e-Commerce, WTO and Development to constantly liaise with

Permanent Mission of Pakistan to WTO in order to assist them for the upcoming multilateral discipline on e-Commerce.

i) Finalization of the National Payment Gateway (NPG) for international transactions.

j) Simplification of Import/ Export procedures and requirements, border measures and logistics arrangements for the purpose of facilitating e-trade.

5. Currently, the Working Groups, i.e. on Regulatory Framework; Payment Infrastructure, Logistics, Taxation; and E-Commerce, WTO & Development have held several meetings and their draft reports are in the final stages of formulation. Once finalized, the reports shall be consolidated and presented to the E-Commerce Policy Board.

60. *Dr. Shazia Sobia: Will the Minister for Commerce and Textile be pleased to state the steps taken by the Government to promote exports of fruits of the country?

Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): The Steps taken by the Government to promote exports of fruits from the country are as under:

• Board of Administrators of the Export Development Fund has approved funds for implementation of Good Agriculture Practices (GAP). The project named Pak-GAP, is aimed at making the fruit growing areas pest free.

• The EDF Board has also approved another project out of EDF for establishment of common facility Pack Houses in Karachi, Lahore, Islamabad and Peshawar. These Pack Houses will ensure processing and packing of export consignments in accordance with the Phytosanitary and quality parameters of the importing countries.

• A Citrus Development Board is being set up in the Ministry of National Food Security & Research for the development of the citrus sector including the improvement of fruit quality and coordination of efforts for fighting the fruit diseases.

• The Department of Plant Protection (DPP) regulates the export of fruits by conducting mandatory pest surveillance, orchard registration, certification of packing and processing plants, quarantine inspection, treatment of fresh fruit and issuance of Phytosanitary Certificates (PC) in accordance with the requirements of the importing countries.

• Ministry of Commerce has established Pakistan Horticulture Development & Export Company (PHDEC) to, inter-alia, improve quality of fruits for exports. PHDEC has taken following steps in this regard:- Completed supply chain improvement projects and common facility centres. Supported the industry to obtain international certifications like BRC, Global

GAP, HACCP & ISO 22000. Conducted capacity building programmers for growers, processors, pack-

houses & exporters on international compliances of SPS requirements. • TDAP regularly organizes participation in international exhibitions and sends

delegations related to fruits. In this regard, the details are as under:

• TDAP organized Mango Festival in Belarus from 15th-16th July, 2016. • TDAP organized Mango shows in Netherlands and Paris in August, 2015. • TDAP organized display and tasting of Pakistani Mangoes at Taste of London

August, 2017 at Expo Centre Karachi. Around 30 dates producers from Khairpur and Sukker participated in the event.

• TDAP Organized a date exhibition in Islamabad on 18th December, 2017 to introduce dates of Sukker and Khairpur. Diplomats from different countries visited the exhibition.

61. *Dr. Nikhat Shakeel Khan: Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state:

a) whether it is a fact that country-wise national awareness campaign for workers belonging to the private sector has not been launched by the Employees Old-Age Benefits Institution so far;

b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to take necessary action against the responsibles thereof; if so, when it will be implemented?

Minister for Overseas Pakistanis and Human Resource Development (Pir Syed Saddaruddin Shah Rashidi):a) Employees’ Old Age Benefits Institution regularly initiates awareness campaigns for the workers of the private sector. Since June, 2016 up till now, Institution under took print media campaigns by advertising as many as thirteen (13) advertisements in various national dailies regarding “Disbursement of pension through Bank Alfalah ATM Card” and on awareness of EOBI scheme.

b) Under the directives of the Federal Minister, Ministry of Overseas Pakistanis and Human Resource Development, the Institution is planning fresh media campaigns to create awareness of EOB scheme which is under formulation and would be launched soon at regular intervals.

62. *Ms. Khalida Mansoor: Will the Minister for Commerce and Textile be pleased to state the steps taken by the Government to enhance trade relations with Germany during the tenure of the present Government? Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): Germany is the biggest trading partner of Pakistan in the European Union. The bilateral trade between the two countries amounted to 2.42 billion Euros in 2016 which is 20.08% of total trade with the European Union. Pakistan’s exports to Germany amounted to 1.26 billion Euros in 2016 while imports from Germany amounted to 1.16 billion Euros. The balance of trade is in favour of Pakistan by 100 million Euros. Pakistani products have duty free access in Germany for being a beneficiary of EU’s Special Incentive Arrangement for Good Governance and Sustainable Development. As a result of GSP+ Pakistan’s exports to Germany has increased from 928.86 million Euros in 2013 to 1.26 billion Euros in 2016 which represents an increase of 36.11%. 63. * Mr. Muhammad Jamal-ud-Din: Will the Minister for States and Frontier Regions be pleased to state: a) the total number of incidents of land-mines explosions occurred since the repatriation of Temporarily Displaced Persons to South Waziristan Agency; b) the total number of persons injured in said incidents alongwith names, tehsils, CNIC numbers and tribes thereof separately; c) the total number of persons injured in said incidents to whom compensation has been paid by the Government; d) the compensation paid to the families of persons who have died in said incidents; and e) the steps being taken by the Government to clear these explosive land-mines? 64. * Syed Imran Ahmad Shah Will the Minister for Foreign Affairs be pleased to state: a) whether the foreign office has record of Pakistan national, who have applied and got political asylum abroad during the last five years; if so, the country-wise details thereof; b) the reasons pleaded by each of above persons during the said period; and c) the steps being taken by the Ministry to assess the situation and take remedial steps in this regard? Reply not received. 65. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Inter-Provincial Coordination be pleased to refer to the Starred Question No.74 replied on 18-05-2017 and to state: a) whether it is a fact that most of the vacant posts have been filled by the Pakistan Cricket Board (PCB) since 01-08-2013; b) whether it is also a fact that said posts have not been advertised by the PCB; c) whether it is further a fact that the Constitution of the PCB does not give permission to the PCB to fill in such posts without advertisement; d) if the answers to part (a), (b) and (c) above are in the affirmative, whether the said appointments without advertisement are tantamount at the part of the PCB to act beyond its legitimate mandate; if so, the steps being taken to ensure transparency in the PCB; and e) the authority alongwith benchmark upon which salary package of said posts is being determined? Minister for Inter-Provincial Coordination (Mr. Riaz Hussain Pirzada): (a) Yes, appointments have been made in PCB since 1st June, 2013. b) As per PCB Service Rules, Human Resource Department prepares an external advertisements for the vacant position(s) in consultation with the requisitioning department to hire the candidate on gross salary above Rs.100,000/-. The vacant position for gross salary below Rs. 100,000/- can be outsourced to an employment agency or shortlisted from PCB HR Data Bank. c) PCB is authorized through its Constitution to engage and hire professional coaches, physiotherapists, trainers, groundsmen, doctors, experts and such other persons deemed appropriate for the development of game of cricket in Pakistan. Similarly, the Board is also authorized to make its own regulations and service for its employees and affiliated associations etc. Therefore, PCB operates through its own rules and regulations formulated and approved by the PCB Governing Board and all hiring etc. is done in accordance with the rules and in grades formed by the Board. d) All appointments are being made on merit. e) The salary package is determined according to the nature and expertise of the candidate selected for the job.

66. *Sheikh Salahuddin: Will the Minister for States and Frontier Regions be pleased to state: a) the district-wise total number of registered Afghan Refugees residing in Pakistan at present; and b) the steps being taken by the Government to repatriate those Afghan Refugees? Minister for States and Frontier Regions (Lt. General (R) Abdul Qadir Baloch): (a) There are 1.38 million registered Afghans Refugees holding Proof of Registration (PoR) cards living in Pakistan. The major districts of their residence are Peshawar, Nowshera, Kohat, Haripur, Swabi, Quetta, Pishin, Chaghai, Loralai, Rawalpindi, Chakwal, Attock, Mianwali, Malir and Karachi (East and West). The district-wise details are attached at Annex-A. In addition there are approximately 700,000 undocumented Afghan’s in Pakistan. b) The repatriation of registered Afghan Refugees is guided by the principle of voluntarism and gradualism as embedded in the Tripartite Agreement signed between Governments of Pakistan, Afghanistan and UNHCR that is valid till 31-12-2017.

Under this program more than 4.3 million have returned to Afghanistan since 2002 which is marked as the largest voluntary repatriation program in UNHCR’s history. The Government of Pakistan encourages repatriation of Afghan Nationals to their country of origin in whatever manner that it can. Voluntary Repatriation of Afghans it must be stated that is considered as the most preferred option approved by the cabinet. However, it must be stated that at present the environment in Afghanistan is not conductive for returns as there are major issues of absorption capacity, access to land, security, livelihood opportunities and provision of basic amenities. The repatriation pace during this year is not at a desired level. The Ministry of SAFRON is vigorously pursuing these issues with Government of Afghanistan, UNHCR and the International Community for sustainable repatriation and reintegration inside Afghanistan.

67. *Dr. Shazia Sobia: Will the Minister for Commerce and Textile be pleased to state the year-wise quantity of mangoes exported by Pakistan during the last five years alongwith the revenue generated therefrom? Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): The year-wise quantity of and revenue generated from export of mangoes by Pakistan during the last five years are shown in the table given below:

68. *Shaikh Rohale Asghar:

Will the Minister for Commerce and Textile be pleased to state the steps taken by the Ministry to enhance trade relations with Turkey since June, 2013? Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): In order to promote bilateral trade, during the third High Level Strategic Council meeting in April, 2015, Prime Minister of the two countries announced to initiate Free Trade Agreement (FTA) talks between the two countries. So far 7 rounds of talks have been held. Once concluded it is estimated that Pakistan’s exports to Turkey shall reach US$1 billion in one year. 69. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Inter-Provincial Coordination be pleased to state: a) the benchmark in terms of selection and determination of the salary packages upon which ex-cricketers are appointed against the various posts in the Pakistan Cricket Board (PCB); b) whether there is any mechanism to evaluate performance of each of above appointee; if so, the details thereof; and c) the assessment of said appointees made during the last three years? Minister for Inter-Provincial Coordination (Mr. Riaz Hussain Pirzada): (a)PCB appoints/acquires the services of individuals on merit and on their professional competencies.

The salaries packages against the said posts are determined according to the education, experiences, expertise of the candidate and also according to the cricketing experience of the candidate.

1stJanuary, 2014. As a result of duty free access granted to Pakistan by EU under its GSPScheme, Pakistan’s export to EU have increased by 38% in 2016 over 2013. Pakistan’s export to EU have increased from 4.52 billion Euros in 2013 to 6.28 billion in 2016. Pakistan’s exports of textiles to EU have increased by 55% during the same period. Textile sector has been a major beneficiary of EU’s GSP+ Scheme. Pakistan’s exports of Textile have increased by 55% in value terms in 2016 over 2013. Pakistan’s exports also registered an increase of 33% in terms of quantity during the same period. The following table gives a breakdown of the sector wise exports from within the textiles. Minister for Inter-Provincial Coordination (Mr. Riaz Hussain Pirzada): The present Government is determined for the overall promotion of sports in the country and is providing all possible financial assistance within its limited resources to National Sports Federations and sportspersons. Pakistan Sports Board (PSB) works under the Ministry of Inter Provincial Coordination (IPC) to promote the standard of sports in the country. PSB has 38 affiliated National Sports Federations (NSFs) which are responsible for promotion of their respective sports in the country. As such Pakistan hockey Federation (PHF) is responsible for the promotion of Hockey at national and international level whereas, government facilitate them in executing their programme by financial an logistic support. Hockey is the national game of Pakistan. Pakistan Hockey Federation (PHF) is governing body of hockey and receives annual and special grants from PSB. Pakistan Sports Board also bears national training camp expenses of the hockey teams (Junior & Senior) in connection with preparation and participation in any mega event vis-à-vis Olympic, Asian, Commonwealth and South Asian Games etc. The detail of grants given to Pakistan Hockey Federation during the last five years for promotion of Pakistan Hockey is appended below which projects financial support from the government:-

The government of Pakistan is committed to take all possible measures for the promotion of this game. Pakistan Hockey Federation (PHF) is exclusively responsible for the promotion, control, development and organization of the game of hockey at all levels in the country. Due to non qualifying of Hockey for the Olympic Games 2016 Government took serious notice, the management of Hockey was changed and Brig. (Retd) Muhammad Khalid Sajjad Khokhar was appointed as President and Mr. Shahbaz Ahmad Senior Ex-Olympian as Secretary General, PHF. They are managing and striving to bring Hockey on track of success. To motivate Hockey players and promote Hockey, the Prime Minister of Pakistan awarded Rs.500,000/- to each Hockey player and officials for winning Gold in 12th South Asian Games held at Guwahati & Shillong, India in February 2016. The team beat India in final. The major achievements of Hockey from 2013 to-date are appended below:-

a) Participation of Pakistan Hockey team in the 9th Asian Cup Men’s Hockey Tournament at IPOH, Perak, Malaysia from 24th August to 1st September, 2013. Pakistan Hockey team won Bronze Medal.

b) Participation of Pakistan Women’s Hockey Team in the 1st Women’s Asian Challenge Hockey Tournament at Bangkok, Thailand from 1st to 8th September, 2013. Pakistan Women’s Hockey team got 5th position.

c) Participation of Pakistan Hockey team in the Hero Honda Champion Trophy Hockey Tournament at Bhubaneswar, India from 6th 14th December 2014. Pakistan Hockey team won Silver medal.

d) Participation of Pakistan National Senior Hockey Team in the 25th Sultan Azlan Shah Cup Men’s International Hockey Tournament at IPOH, Perak, Malaysia from 6th to 16th April 2016. Pakistan Hockey team won Silver Medal.

e) Participation of Pakistan U-18 Boys Hockey Team in the 4th U-18 Boys Asia Cup at Dhaka, Bangladesh from 24th to 30thSeptember 2016. Pakistan team won Silver medal.

f) Participation of Pakistan Women’s Hockey Team in the 4th Asian Hockey Federation (AHF) Women’s Cup at Bangkok, Thailand from 1st to 9th October 2016. Pakistan Women Hockey team got 4th position.

g) Participation of Pakistan Hockey team in the 4th Men’s Asian Champions Trophy Hockey Tournament from 20th to 30th October 2016 at Kuantan, Pahang Malaysia. Pakistan Hockey team won Silver medal.

i) Participation of Pakistan Hockey team in the 10th Asia Cup Hockey Tournament at Dhaka, Bangladesh from 11th to 22nd October 2017. Pakistan got 3rd position.

The PHF with the support of Federal Government/PSB is striving to improve the performance of Hockey at international level and is optimistic about outcome. 75. *Shaikh Rohale Asghar: Will the Minister for Commerce and Textile be pleased to state the steps taken by the present Government to enhance trade relations with Slovenia? Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik):To enhance trade relations with Slovenia, following steps have been taken by the Government of Pakistan.

• Pakistan's Honorary Consulate was formally opened in Slovenia January 7, 2015. Mr. Janez Jelnikar, a well-established Slovenian business executive was appointed Pakistan's Honorary Consul in Slovenia. With the opening of the Honorary Consulate, Pakistan has a permanent diplomatic presence in Slovenia which is instrumental in further promoting economic and commercial ties between the two countries.

• Pakistan's Embassy in Rome is concurrently accredited to Slovenia. Slovenia is a member of the European Union and has a developed economy, offering great potential for expansion of economic and trade ties. Bilateral relations between Pakistan and Slovenia have been warm and friendly. Trade Officer posted in Rome engages with Slovenian counterparts and businesses to promote Pakistan's trade and investment relations.

• Slovenia is part of the European Union (EU). Under the EU GSP Plus scheme, Pakistani products enjoy unilateral duty free concession to EU market including Slovenian market since 2014. Pakistan's exports to Slovenia have increased from $47 million in 2013-14 to $6Omn in 2016-17. This represents an increase of 26%. To comply with the EU's GSP+ criterion and continue benefiting from the GSP Plus, following actions have been taken to continue promoting trade with EU including Slovenian market:

i. Prime Minister created a Treaty Implementation Cell (TIC) to oversee and guide progress on implementation of relevant UN conventions.

ii. National Human Rights Commission was established in 2015. iii. National Assembly and Provincial Assemblies have passed a number of laws with

respect to labour, climate change and minorities. iv. The Ministry of Commerce has also extensively engaged with its counterparts in EU to intimate about the benefits of GSP+ to both side and to inform on Pakistan's progress with respect to various international conventions required b GSP+. 76. *Ms. Khalida Mansoor: Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state the total number of Pakistanis residing in Greece for livelihood at present?

Minister for Overseas Pakistanis and Human Resource Development (Pir Syed Saddaruddin Shah Rashidi): At present, there are about 22,571 Pakistanis living/working in Greece. 77. *Dr. Nikhat Shakeel Khan: Will the Minister for Commerce and Textile be pleased to state: a) whether it is a fact that certain institutes including Research and Development, Advertising Cell, Synthetic Fiber Development and Application Centre, Pakistan Central Cotton Committee and Pakistan Cotton Standards Institute have been working under the administrative control of the Textile Division with similar nature of work; b) whether it is also a fact that most of the said institutions have not been made functional in letter and spirit; and c) if the answers to part (a) and (b) above are in the affirmative, the steps being taken to rationalize the placement of subjects of said institutions? Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik): a) The Ministry of Textile Industry was established in 2004 to address the long standing issues confronting the Textile Industry value chain and to lay down a well researched analytical framework for appropriate policy interventions in the sector. In order to fulfill this mandate, a Research. Development & Advisory Cell (RD&A Cell) was established in this Division with the approval of the Prime Minister in March/April, 2007. The prime objectives of RD&A Cell is to formulate textile policy and to provide technical inputs on various policy issues, policy frameworks, strategy formulation, Budget proposals, schemes, free trade agreements, database and implementation guidelines etc. Synthetic Fiber Development and Application Center (SFDAC) has been working under the administrative control of the Textile Division (the then called Ministry of Textile Industry) since December, 2004 as a Public Sector Company under Companies Ordinance, 1984. In 2007 Ministry of Textile Industry constituted a Board of Governors for SFDAC and has such it became an independent entity its true sense. Yes, Pakistan Central Cotton Committee (PCCC) is a body corporate under the administrative control of Textile Division, Ministry of Commerce and Textile. Yes, Pakistan Cotton Standard Institute (PSCI) is anautonomous body under the administrative control of Textile Division, Ministry of Commerce and Textile.

b) The RD&A Cell is the policy arm of the Ministry and it is not a separate entity like other mentioned institutes. The objectives of the RD&A Cell is entirely different then the Pakistan Central Cotton Committee dealing with the research on cotton seed; PCSI providing cotton grades and trainings on cotton classification; and SFDAC providing higher education in textile engineering and carrying out research on manmade fiber.

SFDAC is not at all non functional, it has been undertaking assisting and promoting research activities in Cotton Polyester and bland, textile fiber,its products and by products. It also offer BS Polymer Engineering courses and awarded degrees in it.

Pakistan Central Cotton Committee (PCCC) is fully functioning/working according to his vested mandate i.e. improvement and development of the growing marketing and manufacture of cotton in the country. PCSI is fully functional working according to its assigned mandate i.e. promotion of quality control of cotton in the country. (c) Though with the passage of time it faced financial crises which were addressed many times at last it was decided that SEDAC and PTC (another organization under Textile Division) be merged together and then declared/ developed as the sub-campus of NTU, Faisalabad. A summary in this regard was submitted to Prime Minister of Pakistan which was approved on 18-02-2017. In pursuance of PM's directives the two companies are being liquidated and developed as a sub-campus of NTU in Karachi. Admission in different courses have also been offered at the sub-campus in Karachi. Pakistan Central Cotton Committee (PCCC) isfully functioning/working according to his vested mandate as stated in (b) above. Pakistan Cotton Standard Institute (PCSI) is fully functioning /working according to its assigned mandate i.e. promotion of quality control of cotton in the country as stated in (b) above. 78. *Ms. Aisha Syed: Will the Minister for States and Frontier Regions be pleased to state: a) the details of ongoing development projects in the Federally Administered Tribal Areas since June, 2013; and b) the time by which the said projects will be completed? Reply not received. 79. *Shazia Marri: Will the Minister for Commerce and Textile be pleased to state: a) the details of the new trade agreements except FTAs/PTAs signed between Pakistan and other countries during the last four years; and b) the impacts of said agreements on the exports of the country?

Minister for Commerce and Textile (Mr. Muhammad Pervaiz Malik):

a) Pakistan ratified the Trade Facilitation Agreement (TFA) in October, 2015. The TFA has

entered into force since 22nd February, 2017, after two-third members (110) of the WTO ratified the Agreement. • Commitments under TFA are categorized in three steps:-

➢ Category-A: already in place/immediately enforceable. ➢ Category-B to be notified immediately and implemented after a transition

period, and; ➢ Category-C: commitments requiring technical assistance by donors.

• Pakistan has already notified its Category "A" Commitments in October, 2015 while Category-B: and C Commitments have been notified in June, 2017.

• Ministry of Commerce, in line with the TFA Commitments is already working with FBR to put in place a National Single Window to facilitate trade.

b) It will not be possible to quantify the impact of TFA in terms of numerical increase in

export value. In general, following benefits can be accrued by being signatory to TFA:- • Provisions of TFA aim at reforming bureaucratic processes and procedures, particularly

of Customs, coupled with institutional reforms of the public sector dealing with trade. The Agreement is in line with the present Government's vision on domestic reforms and facilitating businesses and international trade.

• Organization for Economic Cooperation and Development (OECD) has suggested that

implementation of the TFA would reduce trade costs by 14.5%. It is estimated that gains from the TFA will occur mostly to developing countries.

• The TFA contains provisions for expediting the movement, release and clearance of

goods. It also sets out measures for effective cooperation between customs and other appropriate authorities on trade facilitation and customs compliance issues. It further contains provisions for technical assistance and capacity building in this area. The Agreement will help improve transparency, and reduce the scope for corruption through the availability of all information in a transparent manner. 80. *Ms. Aisha Syed: Will the Minister for Inter-Provincial Coordination be pleased to state: a) the names of foreign Cricket teams which are likely to visit Pakistan in the near future; and b) the details of contacts made with Cricket Boards of various countries in this regard? a) Currently West Indies Cricket Board (WICB) is the only cricket board to have an existing signed MoU with Pakistan Cricket Board (PCB) to play matches in Pakistan. According to the MoU, WICB will play a 3 matches T201 series in Pakistan. The schedule for this series is as below:- (i) 1stT20 on 29thMarch 2018 (ii) 2ndT20 on 31stMarch 2018 (iii) 3rdT20 on 1stApril 2018

b) PCB is regularly in touch with other cricket boards for organizing cricket matches/series in Pakistan. At present, it is in negotiation with Asian Cricket Council to host Asian U-23 emerging

Cup in Pakistan in April 2018.

a) Pakistan Institute of Trade and Development (Formerly Foreign Trade Institute of Pakistan) was established as a training Institute for the specialized training of Commerce and Trade Group Officers vide Ministry of Commerce resolution 9(9)/89-Admn-IV dated 25th October, 1989 as it was renamed as PITAD vide Ministry of Commerce Notification No. 9(9)/89-Admn-Ill dated 08th April, 2009. b) Ministry of Commerce resolution 9(9)/89-Admn-IV dated 25th October, 1989 it was renamed as PITAD vide Ministry of Commerce Notification No.9(9)/89-Admn-III dated 08th April, 2009. b) Ministry of Commerce resolution 9 (9)/89-Admn-IV dated 25th October, 1989 it was renamed as PITAD vide Ministry of Commerce Notification No.9(9)/89-Admn-III dated 08th April, 2009. c) Changes in the HR of PITAD were made by encadering all position from BS-17 to BS-21 to Commerce and Trade Group to make the Institute more professional like any other specialized training academy of other occupational groups. In addition to that, before this change officers from other services used the serve PITAD who were not professional trainers in the Commerce and Trade affairs of Pakistan and they also used to get deputation allowance. One member of the Board of Governors was also replaced from one exporter association to another association. d) In all the occupational training academies the position are encadered from their occupational group PITAD also removed this anomaly and all the seats from BS-17 to BS-21 were got encadered from Commerce and Trade Group. e) There are following positions in PITAD:-

Karachi a) In Schedule-II of Rules of Business, 1973 - which prescribes the 'Distribution of Business among the Divisions', the Business of Commerce Division is, inter alia, 'promotion of foreign trade including trade offices abroad, trade delegations to and from abroad, overseas trade exhibitions and conferences and committees connected with foreign trade'. The aforesaid business is partially assigned to the Trade Development Authority of Pakistan (TDAP) which is created as a 'body corporate' (in place of formerly EPB) under the administrative control of Ministry of Commerce under Ordinance No.XXX of 2006 promulgated on 8th November, 2006. The said Ordinance, which was extended from time to time, has finally become the Act of Parliament, duly assented by the President and notified as Act No.111 of 2013 on 25th February, 2013. Under the Act, the TDA? is an empowered organization within the Ministry of Commerce and is, inter alia, geared for development of trade and is specifically responsible and accountable for maximization of exports. Its powers and functions are prescribed in Section-21 of the TDAP Act, 2013 under section-21(S)(xxix) ibid, the Authority (TDAP) has the powers to make rules for conduct of the Authority with the approval of the Board including rules for the management of "human resources, including appointments, remuneration, appraisals, resignations, allowances, incentives etc. of all employees". The TDAP has, accordingly, made "TDAP Service Rules, 2014" and "TDAP Financial Rules, 2014" under the TDAP Act, 2013, with the approval of the Board. b) (i) TDAP Act No.III of 2013.

a) All Laws and Rules pertaining to regulation of Insurance business (being the core activity of NICL) are framed by the Securities & Exchange Commission of Pakistan (SECP).

b) SECP has an apex body, the "Securities & Exchange Policy Board" which oversees all such Laws & Regulations framed and notified by the Commission. In addition, the said Policy Board' of the SECP also advises the Government on matters falling within the purview of the Act and other corporate laws.

c) The said Policy Board also advises the Government as well as the SECP on relevant policy matters.

d) Ministry of Commerce is duly represented in the above mentioned 'Securities & Exchange Policy Board' as the Federal Secretary; Commerce is one of its ex-officio Board members.
