Dear Ms. Felice:

Pursuant to Section 313 of the Michigan Telecommunications Act (“MTA”), MCL

484.2313(5)(b), XO Communications Services, LLC (“XO”) hereby notifies the Michigan Public

Service Commission (“Commission”) of the planned discontinuance of regulated retail services

to its existing federal, state, and local government agency and educational institution business

customers in Michigan. The discontinuance will become effective on or after November 30,

2020. XO will continue to offer its wholesale services and to provide non-regulated services in

Michigan. Accordingly, XO does not plan to surrender its license and registrations to provide

service in Michigan.

Per MCL 484.2131(5), XO is providing the Section 63.71 application to discontinue services

filed with the Federal Communications Commission (“FCC”) on July 5, 2019. A copy of the

application is provided as Attachment 1. On August 5, 2019, XO filed a letter with the FCC

containing supplemental information regarding the discontinuance, which is provided as

Attachment 2. The FCC issued a Public Notice regarding XO’s application on August 9, 2019.

The application was deemed automatically granted on September 9, 2019. A copy of the Public

Notice is provided as Attachment 3. When the Section 63.71 application to discontinue services

was filed with the Federal Communications Commission (“FCC”) on July 5, 2019, XO did not

have plans to discontinue regulated retail services to its existing federal, state and local

government agency and educational institution business customers in Michigan; therefore, a

notice to discontinue these services was not filed with the Michigan Public Service Commission

at that time. Once an affirmative decision was made to discontinue these services, XO moved

forward with making the appropriate filing, which was made on August 26, 2020.

XO provides the following information in support of this Notice:

II. BACKGROUND

XO provides competitive local exchange services (including switched and dedicated access

services), intraLATA toll service, and intrastate interexchange telecommunications services

within the state of Michigan to business customers. XO was authorized to provide service in the

state of Michigan in Docket No. U-14376 on February 24, 2005.

III. REASON FOR DISCONTINUANCE AND CUSTOMER IMPACT

The XO services at issue in this Notice overlap or are redundant with those offered over

Verizon’s other networks and platforms; therefore, XO is streamlining its service offerings to

maximize efficiencies and to provide enhanced services for customers. XO’s four remaining

customers will have ample opportunity to migrate to alternative providers offering comparable

retail services, including the Verizon companies.

The public convenience and necessity will not be negatively impacted as the affected

customers have access to alternative services from MCImetro Access Transmission Services

Corp. d/b/a Verizon Access Transmission Services and MCI Communications Services LLC

d/b/a Verizon Business Services, as well as AT&T Michigan, the incumbent local exchange

carrier, and numerous other competitive telecommunications providers authorized to provide

services in the state of Michigan.

IV. LEGAL NOTICE

Consistent with section 313(5) of the MTA, XO has notified the affected customers of the

discontinuance of these services and additional notices will be sent in the future. The customers

were notified by a letter dated July 31, 2020 sent via first-class U.S. mail. An additional

customer notice letter will be sent via first-class U.S. mail in October of 2020. A bill message,

regarding the discontinuation, was included in July 2020 bills. An email will be sent in August

2020 to remind the customers of the discontinuance. XO’s account representatives have made

outbound calls to advise the customers of the discontinuance of these services. A copy of the

July 31, 2020 customer notice letter is provided as Attachment 4.

XO also published notice in the Detroit Free Press and Detroit News, two newspapers of

general circulation within the exchange, and filed the appropriate Affidavit of Publication on

September 3, 2020. A copy of the notice that was published on August 31, 2020 is provided as

Attachment 5.

V. NOTICE TO INTERCONNECTING CARRIERS

XO’s current customers are served using its own network, therefore there are no

interconnecting carriers to be notified.

VI. CONCLUSION

XO intends to discontinue regulated retail services to its existing federal, state, and local

government agency and educational institution business customers in Michigan effective on or

after November 30, 2020. XO will continue to offer its wholesale services and to provide non-

regulated services in Michigan. Accordingly, XO does not plan to surrender its license and

registrations to provide service in Michigan.

September 10, 2019, prohibiting new customers from ordering these services and preventing

existing customers from submitting orders for moves, additions, and changes to their services. XO

able to obtain alternative services and products from Verizon or other providers that perform the

same functions as these services.

Consistent with Section 63.71 of the Commission’s rules, XO provides the following

information:

longer accept new orders for XO SIP Trunking; XO Conferencing; VoIP Origination; MTNS;

CCoD; and long distance and toll free services offered as a standalone service or in association

with the following services: ISDN-PRI; Business Lines; TDM Integrated Access; TBTC;

XOptions; Business Trunks; Centrex; ISDN-BRI; VoIP Origination; and XO SIP Trunking.

Additionally, XO will no longer allow existing customers to place orders for moves, adds, or

changes to these services, except as required by contract. XO is working with customers with

contracts for the affected services to transition them to alternative services after their contracts

expire.

XO intends to discontinue offering these services on or after January 31, 2020.

Subject to the Commission’s authorization, XO will grandfather and discontinue these

services in the following geographic areas:

XO SIP Trunking in all fifty states and the District of Columbia. XO Conferencing in the contiguous United States, Hawaii, and the District of Columbia. VoIP Origination in Arizona, California, Colorado, Delaware, the District of Columbia,

Florida, Georgia, Idaho, Illinois, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Jersey, North Carolina, Ohio, Oregon, Pennsylvania, Tennessee, Texas, Utah, Virginia, and Washington.

MTNS in Arizona, California, Colorado, Delaware, the District of Columbia, Florida, Georgia, Idaho, Illinois, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Jersey, North Carolina, Ohio, Oregon, Pennsylvania, Tennessee, Texas, Utah, Virginia, and Washington

CCoD in the contiguous United States, Hawaii, and the District of Columbia. Long distance and toll-free services that is offered as a standalone service or in connection

with ISDN-PRI; Business Lines; TDM Integrated Access; TBTC; XOptions; Business Trunks; Centrex; ISDN-BRI; and XO SIP Trunking in the contiguous United States and the District of Columbia.

4. Brief Description of the Type of Service Affected (47 C.F.R. §§ 63.71(a)(4) and (c)(2)):

In February 2017, Verizon acquired XO, which provides various communications services

to small and medium sized companies, enterprises, national and government customers, and other

carriers, both on a managed and wholesale basis.2 XO does not provide mass-market retail services

to consumers.3 The XO services in this Application overlap or are redundant with those offered

over Verizon’s networks and platforms, and XO is therefore streamlining its offerings to maximize

efficiencies and to provide enhanced services for customers. The services XO seeks to grandfather

and eventually discontinue are described as follows:

XO SIP Trunking uses SIP trunks to manage voice, data and Internet traffic over a single IP connection to a single location using the customer’s IP-PBX. This connection enables customers to make phone calls from an IP-PBX device without additional physical wiring.

XO Conferencing allows customers to conduct conference calls with two or more parties. Customers may opt for standard or toll free dial-in, and may choose to have the call monitored by an operator who will provide assistance if necessary.

VoIP Origination provides inbound access for carriers via the XO IP network. This service allows service providers to receive local telephone calls from remote XO markets without having to maintain a physical presence in that market.

MTNS is a data networking service that supports traditional private data networking services, such as Frame Relay and Ethernet, over an IP backbone. This service allows customers to interconnect Ethernet sites to other Ethernet sites. Customers may transport various protocols over a single infrastructure.

CCoD is a hosted contact center that provides virtual infrastructure for call center agents without the physical call center environment. Call center personnel provide assistance with inbound call routing, administrative reporting, and queue management. Customers may also obtain automated call distribution, intelligent call routing, and SIP phone software.

Long distance and toll free services offered as a standalone service or as part of certain XO plans that allow customers to make interstate and international long distance telephone calls.

Alternative Services and Products: Customers today can obtain alternative services and

products from Verizon or other providers that perform the same functions as these services.

Verizon’s alternative products and services include Verizon IP Trunking, Verizon IP Integrated

Access, Verizon Conferencing, Verizon VoIP Origination, Verizon SIP Trunking, Contact Center

Managed Services, and long distance service offerings from another Verizon affiliate. Verizon

will work with affected customers to find suitable alternative solutions.

5. Brief Description of the Dates and Methods of Notice to All Affected Customers (47 C.F.R. § 63.71(c)(3)): Customers that currently subscribe to the affected services were sent notices by U.S. mail

in multiple mailings on or before July 5, 2019. Copies of the notices are attached as Exhibit A.

Separately, on or before July 5, 2019, copies of this Application were mailed first class

U.S. Mail to the public utility commission and to the Governor of each affected state, federally-

recognized tribal nations in each state, and the Secretary of Defense, Attention Special Assistant

for Telecommunications, as required by Section 63.71(a) of the Commission’s rules.

6. Regulatory Classification of Carrier (47 C.F.R. §§ 63.71(c)(4)):

XO is classified as non-dominant for regulatory purposes with respect to the services to be

discontinued.

by XO. Verizon provides supplemental information regarding the following services also referenced

Remote Call Forwarding (“RCF”): RCF is a local service that is provisioned from a local

central office and billed to customers according to the local XO tariff or product guide.

Should the customer choose to forward the call out of state, the customer is billed

separately according to the terms of their long distance plan.

Digital Subscriber Line (“DSL”): DSL is an information service that allows subscribers to

access and transmit data to the internet.

Distributed Denial of Service (“DDoS”) Mitigation: DDoS Mitigation is a data service offered

to XO internet subscribers to provide cybersecurity protection from DDoS attacks.

Managed Modems Service: Managed Modems Service is offered on a private carriage basis.

Because these offerings are local, data and/or information services, or are offered by private

Verizon would be pleased to work with you to transfer any of these services to alternative Verizon solutions, as available. You can also choose to switch your services to other providers: you can find a list of most other local telephone service providers in your local telephone directory. Please remember that customers may choose the provider of their local telephone service. You may select any company that is offering service in your area. Finally, if you no longer want some or all of your current services, please contact us so that those services can be disconnected.

Any deposits or credits held for XO customers that migrate to other carriers, or otherwise close their XO accounts, will be returned to you after being applied to any outstanding account balances, in accordance with XO’s standard practices and applicable Commission requirements.

We will waive any early termination charges associated with these services. Any of these services that are subject to automatic-renewal are no longer being automatically-renewed; however, we will continue to provide service until the discontinuance date.

Please be aware that you are responsible for paying your XO bills during this transition. You may be subject to suspension or termination of your phone service in accordance with Public Service Commission rules if you fail to pay charges due for certain services.

If you currently purchase local telephone service (that is, dial tone services) from XO, after selecting a new local telephone provider you should also contact your current long distance provider to ensure that your current long distance calling plan is not changed as a result of your change in your local service. If you do not contact your long distance provider, you may be charged basic rates (non-calling plan rates) for long distance calls.

If you have a preferred carrier freeze on your accounts, contact your new local telephone service provider (‘LSP’) to arrange for a new preferred carrier freeze, if you wish to have this protection going forward.

Action required

We urge you to migrate applications that use the services listed in Attachment A to alternate Verizon services, as available.

Verizon would like to remain your preferred telecommunications service provider. To assist with the transition of your XO services, we currently offer attractive pricing on a number of Verizon solutions to continue to support your needs.

Customers have the right to choose an alternative carrier and customers subscribed to long distance (toll) calling plans with a different in-state or interstate toll provider may lose those plans when the customer selects a new local exchange carrier and may revert to higher-priced non-calling plan rates. The warning is to advise you that to ensure continued subscription to any toll calling plans you should call your in-state and interstate toll providers.

Please note that only the XO Communications services listed in Attachment A are affected by the changes in this notice. For other XO Communications services, customers have been notified separately about changes in service.

Inbound PRI; Local ISDN-PRI ISDN is a standard, all digital technology that allows simultaneous, integrated voice and data capability over two wire digital loops and four wire digital trunks. PRI is the digital trunking interface using ISDN technology that provides high capacity digital access between the XO central office and ISDN compatible CPE located at the customer premises. The connection is provided through standard T-1 point to point private line facilities.

Includes Emergency Redundant Routing (ERR) which automatically reroutes your incoming calls away from overloaded trunks and outage locations, and Private Switch/Automatic Location Identification (PS/ALI) which allows a customer with a PBX to provide the specific location of each extension or station to the PS/ALI database manager. XO COMMUNICATIONS SERVICES, LLC NOTICE OF DISCONTINUANCE OF REGULATED RETAIL SERVICES

XO Communications Services, LLC (“XO”) hereby notifies all interested parties that effective

November 30, 2020, it will discontinue the provision of regulated retail services to its existing

federal, state, and local government agency and educational institution business customers in the

State of Michigan. Affected customers have been notified via first-class US mail. XO has made

a filing with the Michigan Public Service Commission (“Commission”) regarding this

discontinuance of service. A customer of XO may request the Commission to investigate the

availability of comparable voice service with reliable access to 9-1-1. You may submit

comments to the Commission via mail to the Executive Business Section, Michigan Public
