3. The Social Model of Disability: Medical Model-Disability is
due to the impairment or condition. It can be treated but not
cured! OUT Social Model Disability is disabling due to social
barriers which can be removed. The impairment or condition may
remain but the disability is cured! IN 4. What is a Centre for
Independent Living?
The first CIL was created in Berkeley California in the
1970s.
CILs are run by User Led Organisations (ULOs) providing
services for people with disabilities.
In Britain all local authorities must have a CIL operating by
2010.
All CILs are different but the Department of Health does
specify certain basic essential services.
5. Developing a CIL for Barnet: The Barnet CIL Coalition:
The CIL Coalition worked with Barnet Council and CommUNITY
Barnetto create a CIL in Barnet.
The groupbrought together independent members drawn from Barnet
residents who have a disability, carers, andmembers representing
community organisations.
6. Barnet Centre for Independent Living(aka BCIL):
In July 2010, BCIL was formed the CIL Coalition agreed the
constitution for BCIL and elected 5 Directors.
The Barnet CIL is now a Community Interest Company which will
start delivering its first service in April.
7. Mission and Vision Empowering people to make informed choices
independently. Vision Barnet Centre for Independent living (BCIL)
is a user led organisation that promotes accessibility for disabled
people by breaking down barriers to employment and social
inclusion. Mission statement A user led multi-service one stop shop
for people with any form of disability living or working in London
Borough of Barnet. 8. Who is the CIL for?
The CIL will provide services for all Barnetadults with a
physical and/or sensory impairment , learning disability, or mental
health issues, those with a chronic health condition, and their
carers.
This includes all those affected by the above whether they are
registered, officially recognised as suchor not .
9. Proposed Services:
Services are based on the social model and aimed at promoting
independence, social inclusion, equality, and the removal of all
barriers, enabling all of its clients to live as independently as
possible with the necessary support.
BCIL core services will be :
Advocacy
Information and advice
Peer support
Brokerage
One of the first services BCIL will deliver isRight To Control
, in partnership with the council and JobCentrePlus
10. Right To Control (RTC)
Right to Control is a pilot project in Barnet which aims to
give adults with disabilities more control over the support they
receive and how they receive it, including support to get into/stay
in work.

More choice for individuals
Customers help shape the service
This means working with disabled people as partners at all
levels, from individual through to strategic planning.
11. RTC and the BCIL
RTC brings together a number of funding streams and support
programmes which will be looked at together rather than
separately
Adult Social Services, JobCentrePlus and BCIL will work
togetherin supporting people to use Right to Control for devising
the right support package for them
A key element of BCILs RTC work will be peer support
