Fee for residential dwelling units from $ 2,209 to $2, 254 for Fiscal Year 2014/ 2015,

as required by the TransNet Ordinance, starting July 1, 2014.

Development Services Director Bob Manis and City Engineer Steve Crosbypresented the staff report and reviewed a PowerPoint presentation.

Engineer Crosby gave an overview of the history relating to water lines serving theOld Coach Estates neighborhood.

Mr. Owens provided a PowerPoint presentation ( on file in the Office of the Clerk).

The presentation included information relating to Old Coach Road easements andTemporary Water Use Permits.

Mr. Moore provided Council with a document containing information relating to thenumber of parcels in the Old Coach Estates neighborhood connected to the City'swater system ( on file in the Office of the City Clerk).

In response to an inquiry from Councilmember Cunningham, Director Manis

explained that the assessment district formed to provide a water line system to the

Old Coach Estates neighborhood was fully funded and installed by the residents inthe neighborhood prior to approval of the assessment,district by the City.

Councilmember Cunningham asked if a timefrarneihaddbeen identified when the

assessment district was formed to allow for the exemption, theth temporary waterconnection application or fee.

Director Manis explained that staff had/ not identified any inf9rmtion in theo

assessment district files allowing for the exeemption ofIany fees.

Councilmember Mullin commented that he%would%be in favor of a discussion at a

later date regarding whether oronot it is appropriate to charge a fee for a temporaryconnection permit to City wa er' He also commented that the permitting processis appropriate because of the potntial /

Interim City Manager Tina White explained that the properties in blue do not havea water main fronting their property; therefore, would need to demonstrate thatthey have the appropriate easement and would also need to apply for a permit.She further explained that staff would determine whether or not it would be feasible

to connect to City water based on the property' s distance from the water main andchange in elevation.

Mayor Higginson asked that staff continue to review the Old Coach Estates

assessment district files to determine historically what fees were paid, which

permits were obtained and whether the appropriate easements had been acquired

by the property owners in the Old Coach Estates neighborhood. He requested that

once the research is completed, staff return to Council with options and

recommendations for what can be done legally to assist the property owners inconnecting to City water.

Councilmember Cunningham asked staff if some of the homeowners wanted to

extend the connection from the existing spurs, would that action be subject to anadditional assessment district or an issue between the individual property owners.

Engineer Crosby explained that the property ownerscould decide to fund the

project privately or pull together to form an assessment districttt..i City AttorneIn response to an inquiry from Mayor Higginson, y y/'Foley commented

Councilmember Mullin stated that he felt it was fair to ask whether a temporaryconnection%';ee,is appropriate. However, he cautioned that he wanted to be careful

not to set a precedent or preclude Council from future enforcement.

Councilmember Vaus asked that staff also research the amount of the fee at the

time the temporary connections occurred.

Council discussion ensued regarding their support to have staff continue

researching the connections, fees and easements within the Old Coach Estatesneighborhood.

Dear Don,

The stop sign issue on Martincoit and Stone Canyon Roads reminds me of the Cedar fire,when as a Senior Volunteer Patrolman, I spent many hours on Garden Road wavingevacuees through a 4- way stop sign.

Both the Cedar and Witch Creek fires required the evacuation of this part of GreenValley area. If there were another fire, our only exit would be through the proposed all-way stop sign.

Can the City guarantee a Deputy or Volunteer to wave us through? I question that.

For this reason, I hope that you will strongly resist and vote against any changes at thisintersection.

SUBJECT: Habitat for Heroes

With the loss of the Redevelopment Agency, and most of the funding to provide forState- mandated affordable housing units, cities throughout the State are looking forcreative ways to build affordable housing without putting too much of a burden on theirgeneral fund.

One such program is the CalVet / Habitat for Humanity program ( Habitat for Heroes)

that provides for funding and housing for our honorable Veterans. Many return homefrom service to our country only to find that they cannot afford to buy a home and raisetheir families in quality communities such as Poway. This program seeks a partnershipwith our City to provide affordable housing for our Veterans, with minimal funding fromthe City, while at the same time satisfying some of the State' s mandated housing needsfor our community.

This unique, joint state and non-profit venture provides affordable home-ownershipopportunities for military veterans. Low mortgages are made possible through generousmonetary, material, labor and land donations, and also through a required 500-hour

time commitment from the military member who will benefit from the new housing.

Thus far, Habitat for Heroes has built homes in the California cities of San JuanCapistrano, Santa Clarita Valley, and Sylmar. Additional homes will be built in the near

future in the cities of Cypress, Santa Ana and La Habra.

I propose that the City Council request staff to pursue further discussions andnegotiations with Habitat for Humanity and CalVet to evaluate the feasibility ofdeveloping affordable housing for veterans in our community.
